action items this is the
transportation improvement program
amendments for ffy
2020 through 2025 and i'll go ahead and
turn that over
to the mpo staff thank you madam chair i
would like at this time to introduce mr

loya who will give this presentation
good afternoon ladies and gentlemen of
the uh
technical advisory committee i am
dominic loya i'm the
uh one of the transportation planners
here with the messiah valley mpo
uh today we're going to be discussing
three amendments
to the transportation improvement
program
the first is tl00130
for federal fiscal year 2020 it's for
roadrunner transit
it's for their operations and
maintenance center uh they will be
adding a new funding source and
adjusting the funding allocation of the
program
the next one we have is lc00271
for federal fiscal year 2023
for uh new mexico department of
transportation
this is for uh highway 70 the corridor
phase five
this will be for bridge replacement uh
roadway reconstruction pavement
preservation
80 ada and intersection improvements
we will be increasing funds from one
point of
by 1.6 million in federal fiscal year
for a new total of 12.6 million
and the third project is lc00290
for federal fiscal year 2022 and
physical
federal fiscal year 2023 also for nmdot
this will be the university multimodal
project the cons and this will be for
the construction on the multi uh
use path along university avenue the
amendments
uh to the uh will include for uh
multimodal and road rate improvements
the increase will be for funds to 8.6
million and federal
fiscal year 2022 and to 3.4 million in
federal fiscal year 2023
mpo staff is asking tac for
recommendation of approval at this
meeting
for any questions for roadrunner transit
i would ask them be directed to mr mike

questions on the nmdot projects

i guess all of them are getting an
increase so where is increase of
all those increases coming from um

and lc00271 the
us-70 and the university projects
also i believe jolene herrera is has
joined
the meeting so julian if i miss anything
feel free to pipe in but the
multimodal roadway improvements
for lc-00290
3.6 million comes from the nhpp
5 million from stps in
fiscal federal fiscal year 2022
and then 3.4 million will be in
stps in federal fiscal year 2023.
um on the second one the lc00271
um detailed funding breakdown would be
uh four million ten thousand
two hundred and thirty from nhpp
5 hundred and ninety four excuse me i
read that wrong five million
uh 594 thousand seven hundred and twenty
from stps
and uh two thousand two million nine
hundred ninety five thousand
fifty from stpf
hi uh debbie this is jolene if i can
just kind of jump in maybe and add a
little bit more clarification
so um those are the the breakdown in
funding categories
but the actual the additional funding is
coming from
district one's allocation of their
federal funds
so they made a commitment to fully fund
um specifically the university
multimodal project a couple of years ago
and the cost keeps increasing but trent
doolittle the district one engineer has
kind of stuck to that commitment that he
made and so they're just taking some of
their own funding
that they could allocate towards a
different project and putting it towards
this one
um the same thing with the us 70 project
it's just
that it's in their priority list and so
they've allocated some of their target
federal funds for that project
okay thank you jolene i appreciate it
uh with that are there any other
questions
this is mike bartholomew i can speak to
because she asked about all of them with
the
transit one the the the funds that we
have uh
that are showing in fiscal year 20 we
had an 11 million dollar
uh grant from the federal transit
administration under the state of good
repair program for our maintenance and
operations center
and the city's raising gonna raise 5
million
through a bond bond process to to match
that
transit also typically uses 53.07
funds uh for its operating but with the
cares act funding
we're using the karzak funding for most
of our operations in
in our fiscal year 21 and then we had
leftover
5307 funds that we hadn't spent before
cares from fiscal year 19 apportionment
and we have all of our fiscal year 20
apportionment at 53.07
so the city is dedicating all of its uh
uh 5307 for those two apportionment
years plus the city's match to this
project
and then we know the projects is
approaching uh 25 million dollars so we
put the difference in the out years
while we look for the funding thought i
could take any questions okay i see no

um we'll be discussing the two-year stip
cycle
and i'll turn that over to mpo staff

lloyd the transportation planner again
um so we have a uh letter in your
packets
it's on page 20 from uh mr justin reese
from the deputy secretary
of transportation at the beginning of
the year we were discussing going to a
four-year tip cycle uh
as we can see in the uh upper
uh in the nmdot the uh at the
transportation level
or the transportation secretary level
they've decided that we should stay with
a two-year
tip cycle so we will be adding uh later
on this year
a uh a amendment to upwp
because we did not have a tip
development in there so it's just some
of the stuff that'll be
coming for uh in the future
so this is just a chance to discuss it
madam chair this is andrew ray for the
record just one other
note the upwp amendment is going to be
today serves as the formal uh beginning
of the upwp
public comment period um we
are going to be bringing the upwp
amendment for action
at the august b pack and at the
the september tac and then it will be up
for consideration
at the september policy committee
meeting

seven this is mike bartholomew i'm sorry
i raised my hand at the last second
i had a question of the mpo is what was
what was the uh
reason for the mpos wanting to go to the
four year over the two-year
madam chair mr bartholomew this is
andrew ray for the record
um messiah valley
mpo staff is ambivalent
uh one way or the other we don't have a
strongly committed opinion
so this was an initiative that that
actually to the best of my recollection
started within
the step unit of nmdot
but the albuquerque npo the mid-region
uh npo was very uh supportive
of the idea uh for them from a
record-keeping and project
monitoring standpoint uh it made a lot
of sense for them to proceed forward to
move to
a four-year tip as opposed to a two-year
tip
mid-region is in fact going to continue
to do the four-year tip
cycle they've already notified the state
of that
however as i said messiah valley we
don't have a strong opinion one way or
the other
in a way it's actually advantageous to
keep the two-year cycle because that
means that there's a lot less chance of
a loss of institutional knowledge over
the course of four years
especially with a small staff a small
npo you could have everybody turn over
and then nobody's going to remember how
to do the process whereas with a
two-year cycle it's a lot less likely
now not saying that anybody we're
expecting that or anything by any
stretch it's just a theoretical so
we're going to go along with the state's
recommendation
of of continuing with the two-year cycle
it's my understanding
that um the other small mpos in the
state are going to continue on with the
two-year cycle
we do have miss herrera on the line with
us as well i don't know if she has
anything that she would wish to add to
that
thanks andrew um hold on let me turn on
my there we go my camera
um no not really it was just it's
something that we wanted to
to explore with the mpos just because of
the amount of time and effort that goes
into
updating the stip and the tips for the
large mpos every two years
it's quite a bit of effort and that's
okay
but we have a pretty stable program
right now
back in the past it was about 10 years
ago we went from a four year to a two
year cycle just because there was a lot
of instability in the program
and we were doing constant amendments
since then we've put step procedures
into place that have
sort of stabilized the procedures that
we go through
and so we've taken that instability out
and so we thought this was a good
opportunity
to move towards going to that longer
update cycle
and then of course the pandemic hit and
so
with that comes a whole lot of
uncertainty and so that's where upper
pull back and say
all right thank you jolene that
concludes um
staff doesn't have any additional uh
comments on that
okay um then we'll move on
to seven committee and staff comments
um we'll start with the city of las
cruces if they're
attending are there any comments
this is the second term for the record
um there is no
no comments uh uh well i actually do
have some updates
um the city is doing their uh they're
starting their
pavement maintenance program they're
gonna be doing some uh overlays and they
already started
this past week uh doing some residential
streets
i don't know the list off the top of my
head but if you guys want more data
more information on these specific
projects the seagull exclusives does
have hosts
a map you go to public works and cip
projects and there is a map
it's a very interactive map that lets
you know when when the projects are
scheduled
then design and construction when
they're scheduled to be completed
and that is all okay thank you
next we'll uh look for comments from
dona ana county
madam chair uh other than mr garza from
the flood commission we don't have
anybody from the county present unless
mr garza wants to give an update
andrew madam chair usually the the
project updates come
from public works and engineering
so we have nothing on our end over here
so

of messiah
this is rod mcgilvary for the record
thank you madam temporary chair
so we have started the uh we're in the
second week for the uh
la la rona trail extension that runs
down uh del norte and um
we have been off to a great start
um we have a 16 week duration
we're anticipating an early finish
caliper construction is doing work and
you can follow
it on our autonomous sia facebook page
and also
you can go out and look at the work
progress
in addition to that we just awarded
to molson corbin the engineering
for the cai del norte
multi-use path phase two
we have not begun much of anything on
that other than
engineering negotiations
so that's where we are nothing else to
report
okay thank you um las cruces public
schools
madam chair we don't have the
representative from the schools present
with us today
okay thank you andrew um road runner
transit
that's mike bartholomew for the record
uh we're continuing
working on our electric uh bus project
for the purchase of five electric buses
uh
we're hopefully wrapping up soon getting
the rfp done
uh for the for the procurement uh we're
working with our con
contractor who's a project manager and
we hope to have that
out on the street probably in late
september somewhere in there to get the
rfp out on the street
we're looking hoping to have a delivery
of the buses somewhere near the end of
this calendar year 2022
and we're also as you approved on the
earlier
action we're working on getting together
all the funding for our
operations and maintenance center so be
busy getting
uh grant applications into fta to get
that all in order so that we can go out
to
bid for construction the construction is
documents are
essentially complete for this facility
we just need to piece all the funding
together for it
with that that's all i have thank you
um is there anyone from sc rtd
i don't believe so madam chair we don't
have a representative from scrtd today
okay thank you um with that then i guess
we'll move on to the nmdot projects
update
and for the record this is debbie hudson
with nmdot
um just the only one to talk about today
really is the i-25 and university avenue
project
um the northbound i-25 loop ramp is
closed until further notice
uh trevis drive is closed from arrowhead
to stuart street so the crews can work
on the south roundabout
uh motorists uh can use seward stewart
street and arrowhead drive
to access south trevis drive
university avenue and also to access the
parking lots during this closure
uh the work is expected to take about
three months
so we're approximating that somewhere
around september october time frame
and uh this is actually the only project
update that i have today
um with this then we'll move on to
7.3 mpo staff update

wray for the record uh we only have one
mpo staff update to make today um and
it's it's a good one but it's a sad one
um valerie sherman who's been with us
for
nearly two years now has just accepted a
position
as a senior planner for the city of
midland texas so her last day with us
is next week we've been very glad to
have valerie with us
we're very glad that she that this job
offer didn't come until after the mtp
was done i can tell you we're very happy
about that
but we're very happy for her this is a
big step up for her and her career
um so uh sad that sad that we're losing
her
but we're very glad for her um just
we had seven glorious months of being
fully staffed and now we're back to
being short staffed again
so um we're hoping that there won't be
too much of a noticeable
uh delay or or hold that's put on
anything that we've got working on again
we're very glad that this didn't happen
until after the mtp was
uh completed um we obviously will be
working on filling her vacancy
with as much speed as is possible for us
to do
with that i don't believe we have
anything else to update okay thank you
