committee meeting
for wednesday august 5th in
2020 at 3 o'clock p.m
first item was calling the meeting to
order second item
is conflict of interest could i ask the
three counselors who are the voting
members to indicate if they have a
conflict of interest
in this agenda none none
okay we have no conflict of interest
item three is acceptance of the agenda
um primarily this is a housekeeping um
inaugural meeting of the reconstituted
health policy review committee um so we
have just a bunch of
items to go through um to get
going from there all right so can i get
a
motion in a second to accept the agenda
as presented
second priority so that was moved
by councillor yvonne flores and seconded
by councillor
tessa beta stevie can i get a all those
in
favor signify by saying aye
aye motion carries 3-0
uh we have no action items that's item
well we do have action items sorry
um excuse me the first action item is
selection of the committee chair
i will remind the committee members
that the only voting members on the all
of the prcs are the city councillors
per the ordinance we and ultimate
resolution we have health committee
members
from the community that are ex officio
but they are non-voting members
and once you select a chair um
then i'll turn the rest of the meeting
over to you and i will continue to share

on um the next action item
that is going to be the application
process um david if there is
uh certain requirements for the
application process could you explain
that to us
yes madam chair david dalahan for the
record um the application process based
on the resolution
normally how we would do it is uh we
would make outreach to the city clerk's
office and to
advertise that we have certain positions
available
for the health policy review committee
if the counselors have
someone in mind then we would ask
once that notice goes out because that's
a public notice that you could share
that with
anyone that you think may have had
interest in the
in serving in an ex official role on
that process but generally that's how it
works
um i the staff coordinator for this
committee
um is phil catnack and
i'll stop there because i see councillor
flores raised her hand

so uh my question is whether uh we have
a list of um
the participants we had um
from last year
is ned rubin um
he's a psychologist retired and
of course we had a wonderful attendance
and
i don't this is a different composition
altogether
um so do we happen to have a list of
people who attended at our initial uh
health policy review committee
yeah madam chair uh counselor florida we
do have a list
uh or for this committee though it's set
right now for the ex-official members to
be
from memorial medical center mountain
view
mexico department of health and one of
the colleges at
nmsu if you remember we had up to
oh shoot 14 or 16 members on the health
committee
right we had quite a number so um
the educational members uh will not
are not the same people who okay can
if they're not ex-official members based
on the list that you just read could
they be
community members uh who could
participate through
our virtual meetings because when these
are open meetings and people would come
in
um a number of people as you recall
madam chair for me yes uh david dalon
for the record again
um yes community members these are
public meetings as you stated councillor
flores
and we would allow we're working on the
technology
to allow community members in
with limited restrictions so the
board members staff and the ex official
members
would be allowed in as participants
and then everyone else is would be
allowed
through an attendee
control it's similar to a webinar an
online webinar so
that allows all all participants
the board members the ex official
members and staff to
participate share their video share
their audio and so forth
and then for the community members or
attendees
the chair would have to recognize them
and then the co-host
which in this case is myself or dominic
aragon
once that recognition was made we could
ask them to turn
on their audio um
and we can allow video participation but
they're they're not allowed to
share their screen um so that's that's
the only difference and
and that's just a control that we have
in place so we we will hopefully have
that in place
um before the next meeting
there there are some difficulties
associated with that
um because the participants have a
unique email
that is sent to them to attend the
meeting and that's the only way they can
get in
if they come in as an attendee we can
always move them over as a participant
but we're working through those
technological
challenges so that's how that works but
um
we can work with the clerk's office to
start the application process
for those for membership i know
the regional director for the department
of health unless the board has
other ideas miss don sanchez
had prior to the pandemic and
under the previous health prc had
participated in the meetings
so we can make it may not be miss
sanchez
it could be somebody else from her
office
i think that would be great it'd be
great to have david morgan
i i think he attended some of our adam's
shirts
yes thank you um david for all the work
that
i know you all are doing to
um you know work through the challenges
um with zoom and whatnot i
i agree with counselor um there is a
list
it was we had a very robust um
health prc i'd like to reach out to
those
folks at least don sanchez
and mountain view
and missile vel excuse me
randomized memorial medical center
and i like the idea of ned rubin mr
rubin or dr rubin
sits on my resilience leaders and he
is part of the health sector and
along with jenna williams so it would be
a nice
in my opinion just a very nice um
well what do i want to say a nice
marriage if you will if we had
some similar folks attended
ned attends resiliences pretty often
that health
sector isn't always consistent in terms
of having people
at the table so i would really love to
um why reinvent the will when we've had
established memberships
before um unless um madam chair has
um some additional people that she'd
like to
invite i i'm not opposed to that either
i just know she's new to this group um
and
and i would want her to have you know
the flexibility
um to to be able to ask
or request other people if she's not
okay with the ones that we've
mentioned thanks manager
thank you um i would like to see that
list
of uh members that previous and it's
something where
i'd like to get with um
both uh counselor flores and madame
protem gandra
um after this as well a little bit
caught up to some of that history
um and then i'm sure i'll be meeting um
with you david and mr catnak
as well uh for that but
i'm not opposed to uh reaching out to
some of those
members since they are um like perhaps
don sanchez again
um and then i definitely want to include
as many community members and people
that have been participating
in this prc um so that we can retain
that knowledge
yes um yes thanks
um um for that um
one of the things that i would recommend
is there's previous
minutes and um you know agenda items and
um counselor ekman who facilitated the
group
had um you know basically a mission
vision board if you will and and i think
we review those items um certainly at
our
meeting but also any anything that you
can forward to
us and put put together in a
binder for us i think is important even
though we haven't met
probably in 18 months um consistency is
good so if there were things that
were left undone because we did a lot of
work there's a lot of work we've
provided data
and just all sorts of things that i
think would
really benefit us moving forward

and i'll uh i can't i can't raise and
lower my hand because that's not a
capability

um we can work on the listing um
to you and then we can also work on the
shared file
we're working on that for all the prcs
on the history and sharing the

so we will work on getting you that
over the next couple of weeks and so
forth but
phil can email you directly as to past
participants
and past members but if you're okay
we'll um
we'll wait for you to review that list
and you can email myself and phil
directly
if you have concerns or comments or
someone that you
you would like for us to specifically
make outreach to then we'll address that
before we
proceed with the application process for
the other formal ex official members

that
uh memorial medical center and mountain
view we had the ceos of both
in our group and they are both gone and
there's new people also we
the health committee was broken into
four different areas
uh spiritual health uh financial health
physical health and emotional health so
those were the areas that counselor uh
ekman uh centered his his
meetings around and i have all the
backup information and i'll forward that
to this group
in the in the next coming week so that
you have it
at your disposal to use as needed thank
you i appreciate that
and counselor flores you are so have
your hand up do you still have another

what uh bill just addressed so thank you

thank you so i think we're we're able to
look at those next steps
um then the next uh topic
to talk about is the frequency of
meetings
in the past did you have these monthly
as well
and if so would you like to continue
that
and i'll open that up to my fellow
counselors
the damn chair this is yvonne uh council
flores
um yes we met monthly and i would like
to keep the monthly
and uh but i the frequency would be that
i'm not sure about the first
uh wednesday of the month which is today
um we it seems that most of our meetings
are like meetings and whatnot board
meetings
are the last
two weeks of the month um

and i don't have i don't have
a calendar that charts all of that
and i think so i can't really
suggest a bit of information for us on
that too
that might help thank you
yes madam chair uh we used to meet on
the third thursday of the month for one
hour and no more than one night one hour
that was when it comes to heckman's rule
i think we're getting just a little bit
of feedback from your phone thank you
for now we have to consider a time
that's available for
zoom meetings and to be posted on uh
youtube
live so that that's another
consideration for now and that's kind of
why we picked this wednesday afternoon
because that was free the
madam chair for me yes um
one of with the new changes in the
structure of the
meetings hopefully we won't have to be
dependent on
youtube because we can issue a public
notice
where people can actually join the
meeting live
that's where the attendee role comes in
and so
that may change in the future um
at least for the prc so that would help
us out so we don't have to post it on
um youtube and we can't have overlapping
youtube meetings
uh but it would be available publicly so
people can join
there would also be a notice where they
could actually go back and see the
meeting minutes or the recording we're
still working the meet
meeting minutes will be on the website
clearly but um
we're still working on the recording of
the previous meetings
but don't let that influence you right
now if that becomes problematic then
we'll revisit the
the date and time but the committee
members can
monthly is fine and then we'll work with
you and the rest of the committee
members on a
unique date and time okay uh
counselor gandra is there any specific
uh conflicts that you have during this
time
um or do you have any comments about
the timing of the meetings
and your phone is still on youtube

i would prefer to

and i would recommend having the meeting
for an
hour and a half thank you
thank you um and i'm also i think this
time works out just
fine um it seems to fit in with the
staffing as well am i correct uh mr cat
in that

then we will be having the meetings then
on i guess this is the first
wednesday of the month and
three and go up to an hour and a half
okay madame chair yes councillor flores
thank you do we have a date specific
on that is that september so the next
one would be
september 2nd
yes it would be september 2nd and the
nice part about september
is that's before the actual council
meeting
um which is september the 7th uh well
actually september the 8th because
september the 7th
is is a holiday so um
and and there's five uh there's five
wednesdays in the month of september
this year so you have an extra
week at the end of the month before the
october meeting the october meeting
would be october the 7th
i was looking through the calendar to
make sure we don't have any serious
holiday
conflicts and it doesn't for the rest of
the calendar year we don't have any
madam chair would you like me to give
those dates
so that would be september 2nd
october 7th
november 4th and december 2nd

next up we have discussion items
and david i will turn this portion over
to
you if there's any extra information
uh madam chair we do usually just put
discussion items on the agenda
for discussion this is a good good
opportunity
for us to um if we if we were not taking
any action items this is where it would
be the items would be
discussion items and generally what we
did
you'll see later down on the agenda we
we have a section where
we have future discussion items to put
on the next meetings
or meetings and a tasking list so that
helps us set the next agenda
but we have none specifically at this
time
i think that will be a more robust
discussion at the next meeting
because you will have the information
the historical information from the
previous committee
okay and then you can help us come up
with
items or if you have specific items that
you want us to start planning on now for
future meetings
we'll bring that up under future
discussions

or just um once we get new
members obviously understand the city
scope and response
and sort of what our infrastructure
is what we've done to um
you know the response and what we
continue to do
with the funding
in a robotization
during foreign time to include mental
health would be
also important um area
for uh item to discuss lastly
i really want folks to know that we have
our
open

there anything
a particular note that you would want to
make sure that we are looking back and
um for perhaps even next meeting

that i'll have a
uh clear recollection clear
actually not clear but just clear a
recollection of
all the items we covered and and i
believe that our next meeting
will be more fruitful and by then
will we have our ex-official members
selected
do you know david or phil
madam chair i just realized i didn't
cover that on the application process
so once we have uh completed
applications and nominations
that's shared by the clerk to the entire
council
and then they are appointed by the mayor
at the next
earliest available meeting and a request
that's done under board appointments
and it does require a vote of the of the
full council on those appointments for
the ex-official members
so it's possible that we might not have
ex-official members
um participating until the november
meeting
correct the way i i would i would think
you you you could have a few starting in
september but you probably
uh october was probably more full full
participation
but we can also have community members
um coming in at that time as well
oh great but i i was uh because dex
official uh community members uh well
our community members
uh in the past have been very very
helpful in um
in tailoring or defining or setting
the uh topics we'd like to address
as a as a prc so that that's my
that's all i have to say on that thank
you thank you
counselor flores but i think might be
helpful um we should
invite those community members that have
participated in the past even
to next meeting if possible and since
we're going to get a bit of a history
update um i think it would be good um to
give out that
information so we're all kind of
starting nearest the same page
and then those that can be that um
our ex officio and in um you know
obviously they would be in but if not if
we have anybody else that's interested
but just hasn't been through that final
process yet
definitely to include them okay great

then future discussions and
task listing we did a bit of that

uh mr catnik have we missed anything or
is there information
that we should be thinking about as we
restart this board
no i think you madam chair i think you
guys are on point uh
you might make it clear to next meeting
if we invite all the past members that
right now the the committee is set for
the three counselors you guys and
four ex-ceo uh ex-officio members
so we had a group so not everybody and
you might correct me on this one david
if i'm
wrong but we won't be able to get
everybody as committee members
as we had in the past they won't be
committee members but we will let them
in
as participants yes so if we make that
clear at the at the meeting and again
our ex-seo official members are someone
from memorial medical center mountain
view
new mexico department of health and one
of the colleges
at nmsu that relates to health okay
and any other members who want to attend
or or past members
as are welcome and they do have some
great input
did we have a specific member from
the nmsu prior to this
madam chair i can't remember that
phil was coordinating that with uh
previous
assistancy manager studer he was the
staff
he was the city manager's liaison to
that committee we'll look
um i know of a few people and i'm sure
council gander knows someone at the
school of social work or college of arts
and sciences
and there there's a health and human
services college at nmsu
so but we'll look at the list again
and councillor flores has her hand up

there i think it's the uh human
what was he human in hell what is it
that the last
department that you mentioned david
there's a woman who heads it up
there's the college of health and human
services which includes
school of public the public health
program the nursing program and the
school of social work yeah it includes
all of that right
i think the interim dean is sonia cooper
but they may have hired a new dean for
the college of health and human services
i haven't been paying that close of
attention but but we can always find out
the woman the only thing i remember
about her um
she called when there was a gun safety
issue that broke out
whenever it was called a just organized
a fantastic symposium
and and i think yeah i was there and i
think greg smith was there too
and but i can't remember the only thing
i can remember is that she
appeared the name the surname and first
name appeared to be
of uh indian or
um you know the uh
from india or nepal and i hate to
confuse those countries
uh it's very insulting to each one
it's like are you hispanic or are you
mexican and
what does it want to be confused for the
other type of thing i don't want to be
insensitive
um i'm just expressing my uh my lack of
memory here uh but she is excellent and
i
don't know would be able to track her
down but
she would be dynamite because she uh
she's
in in you know just so involved with so
many things like gun safety
sustainability uh global warming uh
climate change type issues so we could
track her down
i would strongly recommend that we
invite her to be
uh a participant
we'll look on the college website to see
if we can find someone
uh and if you and i'll make outreach to
counselor gandura
and madame chair if i may i'll add one
more um i'll follow
phil and i will follow up with council
gander on her future discussion listing
um offline and then we'll circle back
with you before we set the agenda
at next month's meeting okay that sounds
