yes hello madam chair members of the
board
uh we're here today to present
the presentation for uni-van
rehabilitation and splash pad
improvements
i have a presentation that we did
present to the public
via youtube where we did receive some
comments um it was a very well put
together presentation so we wanted to
share that with the board today
and um hopefully at the end of the
presentation get support
from the board to move on with the next
phase of the project
and get the final design and
construction going
i will share my screen
i just did this a while ago
i am gonna hit play public meeting
number two for unidad park playground
rehabilitation and splash pad edition
the purpose of this presentation is to
let you know how this project is
progressing
and to solicit your input on the current
plans for rehabilitating the park
my name is mimi burns i'm a principal
and landscape architect at decker paired
sabatini
a design firm with offices in las cruces
albuquerque
amarillo and phoenix since the beginning
of the year
we've been working with the city of las
cruces and our design partners at
bohannon
houston extra play rbm engineering and
bayless and company
to create a rehabilitation plan that is
respectful of the original design
and all of the community investment in
the playground
we want to make the most out of the
money made available for this project
and we need your input to help guide
design decision making
this presentation consists of four parts
in the introduction we'll provide some
background on the playground and project
then we'll provide information about the
previous public meeting for those of you
who were not able to attend
after that we'll present information on
the current state of the rehabilitation
plan
and solicit your input on the design at
the end of the presentation
we'll fill you in on the next steps for
the project
this is a virtual public meeting which
is unusual the city has created this
venue
to both inform the community about the
project and solicit community input
so please pause the video and add
comments at any point during the
presentation
unidad playground was built
approximately 20 years ago as a
community build project with community
funds
the designers integrated the extensive
community input into the design
and community members and businesses
contributed to the construction of the
playground with volunteer labor and
other donations
the result was a unique and memorable
memorable play environment
that has provided joy to the community
for the past two decades
as time passed the high desert sun was
hard on the amazing wood play structures
and equipment at the park
now renovations for proper safety and
rehabilitation to allow proper
maintenance and accessibility are
required
a bit over one million dollars has been
allocated for the park playground
rehabilitation and splash pad
while that may sound like a lot there is
a lot to rehabilitate
the city and design team are working
diligently to make the most of funding
with discrete safety and accessibility
improvements
and focusing most of the funding on safe
fun and accessible replacement play
equipment
and the splash pad edition
so what is the goal of public need
meeting number two
it's to solicit public input on proposed
improvements
in order to finalize the rehabilitation
plan
the first public meeting for this
project was held on saturday february
22nd
due to rainy weather the open house
style presentation was set up at the
mirsheite recreation center
signage was set up at the playground to
direct people to the meeting
city representatives including staff and
leadership from parks and recreation
and the project design team were on hand
at the rec center
and on the playground to listen take
notes and talk about ideas
presentation boards with images were set
up around the room
the boards included images of the part
components and an analysis of problem
areas
precedent studies of similar
community-build playgrounds and their
renovations
and ideas on the extent of improvements
that needed to happen as part of the
project
surveys were also available for people
to fill out
as the weather improved several design
team members walked over to the
playground to talk with families who
were using the park
and hand out surveys about the
playground rehabilitation project
this is one of the image boards from the
first public meeting this board
illustrates renovation precedence for
other similarly worn out community build
playgrounds
located in minnesota utah arizona and
new mexico
participants in the public meeting
talked with city staff and designed team
members about the very different
approaches that were taken by each
community
a lot of time was spent talking about
the different kinds of replacement play
equipment selected by each community
this is another image board from the
meeting this board illustrates
preliminary thoughts on the extent of
improvements for the project
improvements were color-coded and
labeled and they included a purple zone
where we had the
the location of the new splash pad in
blue
we indicated renovation or preservation
areas including the sundial
twin towers shade structures decorative
wood fence
existing signage and the parking area
and then in green we indicated the
replacement areas for all of the wood
and play equipment
the public meeting provided an
opportunity for participants to gain an
understanding of the scope of the
project and share their thoughts on the
ideas being presented
in addition to staff and the design team
taking notes
on mounted pads of paper community
members
could write out their own thoughts on
post-its and paper pads
community members also filled out
surveys some community members filled
them out at the park and the center
and some took them home and returned
them to the city over the next few weeks
the city also solicited public input
through their website
inviting community members to fill out
the survey even if they did not attend
the public meeting
in order to move forward with a design
in a manner that integrated public
comment
the design team compiled the comments
and surveys
to create a summary of public comment
while there were many opinions shared we
think that the summary captures the
collective tone and repeated comment
themes
surprisingly there was not a consensus
on the splash pad edition
about half of the people who attended
were excited to see this addition
and the other half were not of the
people who did not want
to have a splash pad their reasons
varied they included
a need to conserve water concerns about
attracting too many children or
attracting transients
and concerns about safety there was
however a clear consensus about wanting
the replacement play equipment to
resemble the existing equipment
in aesthetics and imaginative play value
community members also understood the
need to have equipment that would be
more durable
easier to maintain and more inclusive
playground design has progressed and now
it's time to get more public input
we're going to break up the design
presentation into three parts
preservation removals and rehabilitation
improvements
this slide illustrates many of the park
elements that will be preserved
these include wooded art and sculptural
elements
like the decorative fence twin towers
and the wooden towers based on the
historic saint genevieve church
these can remain because they are in
salvageable condition
and can be made separate from play
equipment in use and distance
we're also planning on leaving the
existing swings and renovating the
sundial
shade structures and the wooden pergola
this slide is a plan view identifying
the park elements that will be preserved
in green
in addition to the items notice noted on
the previous slides to be preserved
we're also preserving the turf area park
signs and almost all of the trees
this light illustrates the park elements
that will be removed they're noted in
blue
items are being removed for several
reasons condition
safety concerns and ada compliance
concerns
items being removed include the wooden
play equipment wooden play area curbs
and seat walls wooden platforms and
wooden decks
the turf area and a stretch of the
decorative wooden fence
are being removed to make way for the
new splash pad
we thought the splash pad could go in
the southeast corner of the park
but there were conflicts with existing
utilities in that area
so this new location no new location
near the entrance was selected
other removals will occur in the parking
lot near the entrance to make way for
new ada complaint
compliant parking
this slide illustrates the park
rehabilitation plan and splash pad
edition
let's walk through the list of proposed
improvements
i'll use a laser pointer to point things
out
number one is the existing sundial we
will be repainting the pavement and
making some drainage improvements at the
base
number two is the twin towers
we will be sanding and staining this
with a semi-transparent penetrating
stain and sealer
number three is the church towers after
the play equipment is removed from
around the base of the towers the towers
will be structurally supported
there will be some repairs made to the
sides and roof and it will be sanded and
stained
number four is the new play structure
for two to five year olds
number five is the large new play
structure for five to twelve year olds
and number six indicates renovation of
existing shade structures
and that renovation might include
re-roofing
number seven is the renovation of the
perimeter decorative wood fence
renovation might just include
replacement of broken boards
power washing and staining
number eight illustrates a new
accessible parking area
number nine illustrates new accessible
pedestrian ramps and crosswalk markings
number 10 is a new concrete sidewalk
to provide a safe and direct pedestrian
connection to the park entrance from the
street
number 11 is the new splash pad
number 12 are new trees
that will install to replace some that
need to be removed
number 13 is the pump cabinet for the
splash pad
number 14 is a new maintenance gate
number 15 illustrates the renovation of
the existing pergola or trellis
number 16 indicates the new alignment
of decorative wood fence this is
replacement fence because of the splash
pad
location and then number 17 the last one
is a new overflow parking area and west
entrance
that will help increase the capacity and
accessibility of the park
the splash pad has been located near the
park entrance and the existing large
shade structure in pergola
the splash pad will be installed as a
flow-through system
but the infrastructure has been designed
to allow future transition to a
recirculating system
the current budget could not accommodate
the additional costs and requirements of
a recirculating system which include
increased restroom capacity showers and
a new enclosure for the pump and
chemical storage
these images illustrate preliminary
ideas for water play features at the
splash pad
the elevation at the bottom left
illustrates how the features are
designed for different ages
with a young children play area on the
left
and increasingly active and bigger
features to the right
the egg-shaped plan was selected to
minimize tree removals and maximize the
number of play features
the wet area in the center is surrounded
by a perimeter dry
area and the surface will be covered
with colored concrete
that is designed with a non-slip finish
a large new play structure is being
proposed to replace the original
interconnected series of wooden decks
walkways bridges and mazes the number
five
indicates the location of the new play
structure which has been designed for
ages five through twelve
the design includes an accessible
entrance along the existing sidewalk
and ramped walkways and bridges
extending for up to eighty feet in some
directions
a central accessible deck with bench
seating is included in the center
to serve as a home base valhalla or
center of the universe for the kids
and provide a place for parents to sit
and observe the action
these images illustrate the look and
feel of the new structure
note the accessible ramps bridges
multiple access points climbing features
decks and slides
the diversity of play features and the
resemblance to the original structure in
aesthetics and connectivity
are intended to help make this structure
an appropriate compelling and more
inclusive replacement for the original
this plan illustrates the rehabilitation
plan for the north portion of the park
including new play equipment number four
indicates the location of a new play
structure for two to five year
olds this structure takes the place of
the old beehive's wooden boat
and adobe building the play area will be
accessible
and covered in engineered wood chips
this is an elevation of the new two to
five-year-old play structure
the design including the colors and
pointed roof have been selected to
resemble the original wooden structures
using more durable
maintainable and code compliant
materials and features
so to recap this is the current plan for
the playground rehabilitation and splash
pad edition
please share your questions and comments
on the design and the presentation with
the city
you can do that by typing them in below
the next steps on the project include
collecting and summarizing public
comment on this design
integrating the public comment into the
development of the construction
documents
presenting the final design to the
public and city council this summer
and then putting the plans out to bid
and getting the improvements constructed

um i do have a question are there any
uh i didn't hear it listed by the public
but are there any concerns about the
introduction of a splash pad and
the ongoing maintenance uh specific to
splash pads
um miss kathy are you available to help
answer that question regarding the
comments
or someone else with from staff who was
saw the latest comments
miss uh madam chair this is catherine
matthews
um yeah maintenance is
is a concern of course in in all these
projects that said
um the splash pad was identified
um in the go bond
question i do believe tony i hope you'll
correct me if i'm
wrong so the go bond funds
are specifically designated to include a
splash pad and the original
concept of unidad
included a water play feature
back when it was first constructed first
designed
first conceived of so
um yes there will be maintenance
required and yes
the design team is working very closely
with
um the aquatics maintenance staff
in parks and rec um to
address those concerns as much as
possible and make the design
thank you thank you kathy
so the action item is to take this to
the next public comment
version of this the action from here
with support from the parks and rec
advisory board would be
uh for us to move forward with the
design
connect to the project and then go to
city council
to get their approval on this concept
i just wanted to kind of pick it back
off mr montgomery's man i'm sure if i
can't
sure so in when they're talking about
and i said no
there's i think she said no
recirculation aspect of it
and so in the aspect of the water how's
that recycled and come back and
versus sound like there was the whole
recirculation system is
would be the end goal but what are we
doing at this point in time
madam chair board member
harrison um at this point it's going to
be similar to what is out
at metro verde park where it goes
straight into the
senate sanitary source system and gets
dumped into the store and then
discharged into the treatment plant and
so forth
beyond there but with funding the way it
was
we are planning for the future with all
the plumbing
infrastructure room and everything to
convert this as soon as possible into a
recirculating system
and then in the the aspect of um
one of the things in the app to think in
mind and it looked
like it was on the diagram in the
presentation but i know
those wrong guy at t-ball fields there's
a lot of families and a lot of
kids that are over there so i could see
them running across
the the easement there
and then through in the aspect of the
surfacing between parking lot to splash
pad
kind of make sure there wasn't any dirt
or other things that would
one clog the system to uh kids take home
back with
the dirt and water and aspect and making
the dirt and water mix
was one of the things that i was
thinking through because i know there's
a lot of kids on the wrong gaia fields
through there is the surfacing around
the splash pad i saw it look like it was
some concrete and then probably this
flash pad surfaces
where the other manufactured wood chips
in some of the other areas as well or is
it
what were some thoughts on that kathy
um you might want to correct me if i'm
wrong but with the design we haven't got
that far with the actual
mulching or whatever on the trees at
this point we just want to get the
concept
uh vetted through and approved and then
once we get into the final design
we can call out the kind of mulching or
surfacing
in the main pathway from the ball fields
into the splash pad to
um handle the concerns of
dirt and debris coming into the splash
pad so that would be in the next in the
next phases and
again with the trees being rounded to
the leaves and so forth of how that will
be handled
and not clog up the system
it looks nice and i think history of the
park i think is actually
really a community effort i think
actually even money and time and
labor community actually did that too if
i'm remember right
and so and i like the the new stuff
looking very similar to what
what has been there um
so yeah just an aspect of getting it
approved and let
council make their comments and
recommendations
yeah one of the big things that we
decided to do there
um right when you walk in by the sundial
there's
a three-foot wall with several different
tiles with names of the public and
so we thought that was very important to
the park so instead of removing those
we're going to just
rehabilitate and re and fix up that wall
and clean up those tiles because that is
very um
important to the to the community as it
was brought up in several of our
meetings so a lot of us
can stay there with the names of the
original constructors and volunteers of
the park
wonderful we did have a question coming
on youtube from gregory cervanic um
the cost of power for the pad is that uh
in the budget for it or how's that work
um yes the cost of power once we get
into the final design
we'll be able to determine the the
electrical design of the pumps and
the uh for the pad we're not that far
yet but as part of the operations it was
part of the geo bond so
we the staff has been looking at that
already
how much does something like that cost
to run like the metro verdi do you guys
have a cost for that
i don't sonia or kathy or somebody do
you have
that madam chair um
are you talking uh may i ask are you um
talking about
um installation costs for the electrical
or
i think he's asking about running the
running of the
the splash park how much that costs i
don't know yearly or
right um madam chair i do not have those
costs on
offhand we do can get those costs
for you um on a monthly or an annual
basis
um we can provide that information for
you uh
at our next meeting for certain okay

aspect of how we have young park is some
of the
um ada needs in special needs
um playground equipment
i know there are some water parks in in
texas and stuff so
if city looking at uh
different things that and i know i can
take my daughter and put her in a
stroller and ruin the stroller in the
water so it's kind of six eggs half a
dozen but everyone's playing in the
water but
some some ada or stroller friendly or
uh something in that nature would be
kind of neat also to
see on a splash pad i don't think you've
really seen something of that nature but
sorry that's kind of inappropriate at
this time the motion's in order but

are all right i didn't have time to get

uh just a couple of updates and
highlights for the uh keep las cruces
beautiful program
of course uh with the covet 19 uh taking
effect back in the mid-march
i wasn't able to uh complete a lot of my
programming
which was on a good track as it has been
the last few years
but uh we were unable to continue
with all of uh my major cleanups my
adopt-a-spot cleanups
along with my uh youth sub contract
cleanups
i we couldn't do any of that of course
which we all know
and uh it really put a put adapter on my
program because
uh we saw some results as far as
the community uh the graffiti uh kind of
picked up
we started having uh trash build up in
certain areas
and uh and i think that had a lot to do
with the covet 19
and not having my my cleanups going on
for the second part of that uh fiscal
year
but uh with that said uh we're looking
very forward to uh
fy21 um we received grant funding from
new mexico clean and beautiful
uh for a total of uh forty two thousand
and fifty three dollars which is the
largest award that i've received
since i've been the keep las cruces
beautiful program coordinator
um just to give a little breakdown on
those line items of what we're going to
use that funding for
we're going to utilize 8 000 of that to
go to uh
clean up supplies which will help us
with supplies for all the cleanups
we're going to utilize 2500 for
educational materials
which uh will assist us by going into
the public schools
and educating uh the students on in on
our environment as far as
litter pickup uh illegal dumping
and also uh educating them also on the
recycling uh
aspect of our environment uh promotional
materials
uh we'll have forty five hundred dollars
for promotional materials
these are items where we purchase
pencils and bracelets
uh t-shirts anything like that to kind
of promote the program
and our and our clean up and uh you know
with these events and the volunteers
it's always nice to be able to give them
a little
incentive to uh to keep it going
um recycle bins uh we're gonna have
forty five hundred dollars for recycle
bins
and what's cool about that is with my
libby program where we take libby out to
the public schools
we started this year with every
classroom
that would want us to do a living
presentation
we rewarded that classroom with the blue
recycle bin for their class
so each class that had that visit uh was
able to get a recycle bin
which was great and made we made their
their class and their teachers
responsible for making sure
those recyclables end up in the right
place
a lot with this year we're going to
continue to do that also
and then i want to make sure that all
city facilities
has a recycle bin in their location also
and any other public uh city places uh
around the community
if we can provide a recycle ban we are
definitely gonna try to do that also
um 3 000 of that funding is for
adopt-a-spot signage
which is uh where the we have groups
or individuals signing up uh
cleaning up city property or parks or
trails uh once
a month and so that 3000 to go to help
with signage and that signage will have
that group's name or that individual's
name on it
and it'll say adopted by whomever that
may be
um 5500 is going to go to graffiti
abatements
and that's for all the paint supplies we
utilize to uh
abate graffiti around the community uh
6 000 is going to go to youth groups
which
i kind of spoken earlier there are
subcontracted youth groups baseball
teams church groups whatever they
uh the group may be and uh they can't be
over 24 years of age
and we uh we get we give them supplies
we give them an area to clean up on a
saturday for four hours
and they earn three hundred dollars for
their youth group
and they go out and you know help help
keep the community clean
and they also earn like i say that 300
stipend for uniforms or whatever they
may need for their
organization um
is uh we set aside fifty four hundred
dollars
those are my uh work studies that i uh
hire from nmsu
i uh will be hired to work studies again
this
this year and uh they're from nmsu they
work 20 hours a week
they assist me with all my programming
and and they focus
also on getting out to the schools and
doing the presentations
and things such as that 650 is for uh
keep america
membership dues for the affiliate dues
and then uh
another 2000 is for the kb conference
that i attend every year
the keep america beautiful conference
and that'll be in washington dc
hopefully this year if everything works
out okay
and that money set aside for me to
attend that conference
so with that breakdown on those line
items uh it'll total that 42-53
and uh like i said that's the largest
award that we've received
since i've been keep las cruces
beautiful coordinator
um those are some large amounts myself
and robert uh have been talking about
maybe trying to purchase uh
a new bus or a new van or maybe not new
but used
to see if we can get something like that
to help with our graffiti abatements
because the vehicle we're using now
is uh kind of kind of on its last leg
i've contacted uh the grant folks up in
santa fe
to see if we'll be able to do a bar or
or how we can utilize
maybe being able to purchase that
vehicle
so that's something that's ongoing they
haven't contacted me back yet to give me
an
answer but we definitely need to
hopefully maybe utilize some of those
funds to purchase another vehicle to
help us uh with our graffiti abatements
but that's kind of a breakdown of our
updates we look forward to
uh fy21 with that amount of funds we can
do a lot of
positive things uh in the community and
uh hopefully this covet 19 will slow
down and we'll be able to get back out
there and get our cleanups going and
and get our community looking good again
and now that it's looking bad
but uh we definitely wanted to improve
and look
even better than it did last year and so

apply and and help you help you out
well on the website we we do mention uh
the youth subcontracts where the youth
can uh earn a stipend
it's on our website um we don't
advertise it a whole lot because in past
years when i
when i done that we kind of got
overwhelmed with uh with folks trying to
uh
take part in that which i don't blame
them you know 300 for their uh
for their teams or what have you is a
good you know good amount of money for
what they're doing
but uh we do require that those groups
uh attend our major cleanups
and uh stay stay consistent and in
contact and volunteering with other
events that we may put on
but a lot of it has been word of mouth
um which works out okay
and we're only limited to i think the
six thousand will let us get 20 groups
to uh to make that happen so after we
you know reach out 20 groups that's it
and what i try to do is i try to space
it out so if you didn't get one
or an opportunity to get a stipend this
past fiscal year
we'll look forward to trying to help you
get one the following year

madam chair the sony delgado parks and
recreation director
i'm gonna defer and let all the
administrators go first so i guess we'll
start with kathy matthews
and then work our way with robert phil
then franco
hazel and then myself
thank you sonia uh madam chair
i i just wanted to fill you and the
board
members in with regard to some of the
work
that uh the special projects team and
all of parks and recreation is
accomplishing
um recently completed projects
include the metro verde subdivision
linear park
the um part the
linear park runs along a stretch of
red hawk golf road
um
i'm sorry yeah red hot golf road not
sonoma ranch red hot golf road
and uh includes a paved
uh trail multi-use trail with
exercise stations located along the
length of that trail
it also includes a drinking fountain
which is um operational but which is
shut down for the moment
to help folks to comply with the
um kovid 19 safe practices and not to
congregate
and um it's uh it's a
well used section of trail already
every time i go out there folks are
walking on it or riding their bikes
on the trail or in the vicinity getting
some exercise
um what using that trail
i wanted to note also in the metro verde
subdivision
uh in uh a part of the subdivision
called
metro park village um
there is a new park that we've accepted
that is called just for working purposes
the tower park
that park has um a
really intriguing play playground
on it and also an expansive turf grass
so that the neighbors in the vicinity
can have
some active play space and some passive
play space too with a trail
um and just a place to hang out or
to to use the equipment and to play and
enjoy themselves in a neighborhood park
i wanted to mention also with regard to
chandler tank
we have been working
with a developer in the area as well
to install irrigation
and shade trees along
the existing multi-use path next
to chandler tank so within the
right-of-way
of sonoma ranch boulevard adjacent to
chandler tank
we have installed an irrigation system
and
climate-appropriate trees that will grow
up and
provide a shaded area for folks to use
that multi
multi-use path in the vicinity so i just
wanted to call your attention to a few
projects that we've been working on that
we've recently
completed and moved forward with we
continue to work on
many projects bringing new and
improved facilities to the residents of
las cruces

guys doing today robert nunes
uh glad to see everyone um a couple of
things so
along with the updates that james gave
with our klcb
we are also including our a ycc
grant um over the next six months
where are we today july over the next
six months
in regards to a community collaboration
project
and that project is going to be a
more than one hopefully mural projects
throughout the city
we're working with our um internally
with our
public arts coordinator and we're going
to be identifying some locations
and then we will hire six
ycc crew members anywhere from the age
of 16 to 24
and over the next six months we hope to

be able to provide some beautification
with murals
um throughout our city one area that we
are looking at
is the uh the
kohl's underpass if you're familiar with
that that goes from kohl's to
i forgot uh sam's club and
we're gonna look to spruce that back up
because it kind of has been hit
on a regular basis with graffiti and
then we're going to identify some other
locations that
that that may help assist with the to
minimize
uh the the negative graffiti that's
going around
and if we can put a a beautiful mural up
there that would be something positive
um for for people to appreciate but then
also for
for individuals not to um
deface that area any longer so that's
something really positive and we hope to
where we believe the positions will be
advertised
here coming up and we'll be able to get
that started
here real soon so that we can we have
until december 31st for
for completion um our juvenile citation
program
uh they are in virtual classes they've
been doing those since
um the about mid april first of may
um it's been going well we finished out
this last fy grant
we weren't able to expand all funds
so we're we're already looking at moving
forward to council
fy21s uh grant amount from
children's youth and families department
and and get that agreement set up and
and
identify our partners in the community
they'll be able to assist us
with that program and our out of school
time programs
great news we're able to start those
programs on wednesday
so we are a full two days in as of today
um we have i think a total total of five
sites
and i believe it is 70 kids
um at the various locations um as per
you know covet and and governor's orders
it is a one to five ratio
um the largest site is our
our teens they have 20 kids sorry 20
youth
over at mirsheit um was able to go by
their twi uh
yesterday and today and they're doing
art projects they're playing pickleball
uh they're they're they're social
distancing they're wearing their masks
uh they're washing their hands regularly
and it seems like they're they're
enjoying themselves this is
somewhat the new normal so it's great to
see some of the youth
really uh embrace it and and follow
directions
and not only the youth but our staff
that's that's something we we you know
we're educating not only our youth but
we're educating our staff
uh other locations we're at um 10
10 kids per per a fielder memorial the
win seed program
uh east mesa rec center has ten uh
benavidez community center
over off mcclure has ten kids and we
have fifteen kids at franklin brian
papen
and i've been able to visit all the
sites staff thinking outside the box
um really being positive on what what's
going on
um utilizing technology uh we i walked
into one of the buildings this morning
and they were watching a video
uh provided from cdc for youth in
regards to covet 19.
so so we really want to educate them we
really want to make sure they're having
fun
uh they're recreating they're exercising
we're providing them breakfast
lunch some of the locations have dinners
uh so it's something that's very
positive um
one thing is if you're you're aware of
is lcps is now going
um i want to say virtual because i know
that is a separate program but they're
going remote
remote learning to start the year um so
that's something
that certainly affects us uh i've been
able to meet with our leadership team in
and out of school
and we've already talked about you know
what let's let's throw some options
together
i sent an email when i found out yes or
i think their board meeting was tuesday
uh yeah yesterday i sent an email to mr
hawkis
uh assistant superintendent in regards
to the possibility of us getting access
to the schools
um i don't know where where we're going
to go with that i know
i sent a an email to all of our
principals
uh about a week ago and i have actually
next week i have three meetings uh we'll
see if we we
continue those meetings but i've set up
three meetings with three of the schools
to see what we can do to help out the
families
um the youth their staff
you know it that that group a group b
type thing
where teachers are going to be in the
classroom or where their kids going to
be for the other
the other two days so so it's kind of
evolving as we speak
um and and we hope to just like our
summer program
um we really wanted to get it going and
we were able to do that we're going to
do it for 18 days
um and and we hope to do something in
the fall it might look like what we're
doing right now today
with uh with eight to five programs or
half day programs
um us possibly going to schools or or
going out to parks and being able to do
things
but i think the number one thing we will
really want to do is is make sure
everybody's safe
we have all our screening process in
place we have all the
ppe we work with custodial services with
our risk management
uh everybody because i think number one
is is that we are we are
keeping everybody safe they're healthy
um
and then they're knowledgeable i think
where we really want to make sure
our staff understand what they're doing
um and then pass it along to the kids
but let the families know what they're
doing uh we asked the families to be
open with us about
uh a covered 19 and and their
whereabouts and
you know we'll have them for eight hours
10 hours a day half a day
but then they're going home we ask that
they respect what we're trying to do in
the program
and follow uh guidelines while at home
and i for two days now it's it's been
really good so
um i believe it'll continue and i i
believe
it will be a success and and when we run
into so many
obstacles or hiccups we're gonna we're
gonna face them head-on and
and we're gonna come up with some type
of solution or we're gonna come together
as a team and and figure out what we
what our next steps are uh in regards to
how we need to address that
but um overall things are going well
looking forward to fy21 as it already
started
and looking to uh just move forward
and and hopefully we can we can all be
in the same same
room uh sooner than later

how how much of a dent is ppe
and sort of sanitation
putting into your budget right now

um and board members right now we do
have um we will pay for things on the
front end
but there is a grant coming out from
fort cobid
and that lets us track all our expenses
and we get reimbursed for them
so initially we get a little bit of a
ding but then it's going to come back to
us
so everything associated with cobid
be it our ppe or cleaning spot anything
like that
is coming back to us down the road so
right now we're okay
um we as robert just mentioned you know
we started a brand new fiscal year
not everybody is on full board not all
our programs are running
uh full board so we do have some extra
dollars there
but we'll get those back we'll get
reimbursed for those um through that
coved
grant that's coming through the state
from the federal government

good evening uh madam chair phil cadnac
recreation administrator uh in the
recreation section we continue with our
our programming the aquatic center lap
lanes are open at both the regional
aquatic center and fringer pool
the walking channel is open at the
region aquatic center as well
as as well as the upstair fitness
starting this week at the upstair
fitness
uh participants are required to wear a
mask
our recreation staff continues to do
virtual uh
programming and just doing a little bit
of educational and instructional
videos and a few things on hiking and
biking if you have a chance to look at
our facebook
some of those videos are posted they're
coming out very well and we're keeping
engaged with the community
we just finished our fourth of july
activities we had a fireworks display
and a virtual parade both of those went
very well
and we've moved forward with our virtual
music in the park
we've posted seven uh videos so far
there'll be another one coming out on
sunday
uh those are being uh very well uh
to get a lot of hits so they're getting
again a very good reception
we'll keep it up we still have 20 of 34
to video so there's still quite a ways
to go
but we're moving forward staff's excited
i'm very proud of my staff for
all the stuff that they've done during
this period and with that that's all i
have

a couple of things i want to mention i
know last meeting i had updated that
we were beginning to catch up from being
off uh due to colbit
and staff has done a really good job
catching up on other on other routine
maintenance and all their
uh park areas um we had we were
struggling with irrigation and turf but
since it's turned around a lot
due to staff work and you know also the
hot weather helps a lot
so our parks are looking pretty good our
medians are looking really good
through the clean sweep program we've
caught up to our three week cycle
our ball fields are still closed but
that staff is is currently working on
trails and doing a good job keeping them
up for the public to use
uh since our trails are open uh gomez
park is open
grinder park is open uh lyorona park is
open
twin parks and um so
we do have places that the public can
use but we're still closed down the
majority of our areas but
again staff is still keeping up with the
area so we're prepared when we do open
fully
um for the construction crew they're
also working with kathy and her special
projects team to
to finish some internal projects which
we have and um
kind of support her um the the project
list that we work on there's about
40 different things that we have on
there that we work on together as a team
so
with some of those on some of those
project lists we have an ada install at
the
shooting range we're going to put in
some more ada shooting tables in the
next month or so
and install more furnishings that
benefit this community park at the new
playground
so those are some of the things that
we're working on now and you know i'm
just like i said i'm just proud of staff
for catching up
during this time and one thing i do want
to bring to the board's attention is
on hadley street i'm not sure if you if
you come down hadley street recently but
you can see a lot of the trees suffering
those are a lot of ash trees that we
have
issues with right now and it's due to a
mite
a lot of people thought it was herbicide
damage or something else but it is due
to
a bug or a mite and it's attacking other
trees that it normally doesn't
it's city-wide it's happened on bushes
on shrubbery on trees
it's happening in el paso and
albuquerque as well so we're working
with our community foresters to see what
their plan of attack is
but right now we're going to try and
treat it uh with a spray treatment
that jeff anderson has recommended to us
and we're going to see how that works
and if not we're going to end up
planning to remove them later on in the
year
and we will update when we get to that
point
but we will replace them immediately as
we remove them if we have to
so i just want people to be aware of
that it's a city-wide issue not just on
hadley street or not just in the parks
it's in a lot of private landscapes and
in in other uh cities and counties as
well
so um that that's all i have for this

good thing i want to let everybody know
is the las cruces public schools lease
agreement
uh we have it in our hands today and we
are going to have a meeting with
las tomorrow so we're really excited
about that
and once it starts moving down that road
i believe it's going to have to go to
their school board and to the state
and then we will also take it to city
council so
we're finally moving forward on that um
got it back from legal last week had to
make a couple little changes and they
turned around and got right back to me
so i was really happy about that i want
to share that
also i wanted to let you know that full
court fiesta
their agreement has been finalized also
and they will start working on that
project at klein park with that
basketball court
so they'll be launching their program
here in about
two three weeks so you might be seeing
that coming out here soon and that's
what that's for
so we're moving uh forward with that one
as well
and last but not least the other
agreement that will be coming up
for review is going to be pal boxing so
their lease is already up
they already had two or three different
one-year renewals as part of the whole
lease when they first attained it so now
they're going to move forward now we
have to reopen it again
and see if anybody else is interested we
go through the whole process again so
we'll be starting that with purchasing
and getting a request for proposal out
there uh
soon and i will keep you posted as that
continue to move forward as well
and i just wanted to say thank you to
the entire parks and recreation team
they've been doing outstanding job
trying to figure out how to
continue to offer services and programs
and keep everyone safe not just
our team members but also the community
members who come
and participate in our programs and who
mix together so
they have done a phenomenal job they're
still working on things and they're
still coming up with some new ideas so
i think so a lot of new and exciting
things will be coming out here real
soon again so i just want to say thank

one of the questions i was wondering
when franco was talking about
how the ball fields and other things
aren't um
being utilized right now how much staff
that would normally take care of the
facilities have you had to furlough or
let go or they just transferred to a
different area
during the cobit aspect

our entire team
intact we don't have anyone on furlough
the city las cruces doesn't have anybody
on furlough
and uh the group that normally takes
care of the ball fields
are helping with the trails right now
because we do have a lot of use
and so they're assisting on that end as

kind of my concerns with the
after-school stuff and thus not being in
school and some of the different
food and nutrition availability to some
of the students
um so kudos on that i was kind of one of
my concerns this weekend with school

the parks facilities that are available
to the to the public
especially if the trails are getting
much more use
and especially since the covet 19 virus
