[Music] you're on all right I'd like to call this Park and Recreation Advisory Board meeting to order it's a special meeting regarding Hadley complex and the improvements to have the Park and Rec Advisory Board have an action plan on tonight I'd like to call that meeting to order June 11th 2020 at 6 p.m. moving forward going to the introductions of those that are here my name is Robert Harrison chair Parkin Rex advisory board would you like to go through and individually go around we'll start with board members first hi this is Aaron Montgomery I represent district 5 Stan Engel district for making Shuler district 6 and then also staff president go ahead and introduce yourselves a geladas recording secretary and office manager Sonu Delgado Parks and Recreation Director and Matthews the landscape architect with parks and recreations ceci vasconcelos or the community engagement Toni Trevino in deputy director of parks Robert Nunez Youth Services administrator David Seville interim public works director Rochelle Miller Hernandez executive director of Las Cruces defense port Sales Manager for visit Las Cruces does that account for everybody all right looks like moving on to the next order of business is conflict of interest are there any of those presents and that in a conflict of interest regarding the Hadley complex improvement none moving forward moving forward I need the agenda approved any board member like to give me a motion in a second mr. Chairman I move that we approve the agenda second motions been made and seconded all those in favor aye aye motion passes moving on to action items and right now for a presentation I believe it might be mr. treviño and staff go ahead and introduce the Hadley project complex improvements thank you sir members of the board my name is Tony Trevino I am the interim deputy director of public works here tonight we're here to present with staff and our design mill team the heavy complex which is part of our 2018 go bond projects this project will go into further detail but it consists of the for baseball failed hard emag run gaya and pause that design team we have Rubicon go thread us mr. mr. Hawes and please mr. Mike herd online who will give the prison the presentation what we're doing today is presenting from the board for a pool to move forward with design-build process with the scope our planned improvements once we get approval from the board we can move forward and finalize the cost and then continue the construction of the projects so I will pass it on to the design-build team Richard are you gonna do the presentation or is Reuben I think we're gonna let it ruin do the presentation he's just off screen - to our left here yes I'm here with the Highland as well so I'm gonna go ahead and start sharing my screen so that we can present thank you sir okay can everybody see that okay some head nods would be fine okay okay like I said my name is Ruben Contreras I'm representing desert peak architects we are the design team for the heavy recreation complex go bond improvement projects we are here with mark heading and Mike heard from Highland enterprises as well as a Richard Haass is joining me as well so we're gonna go ahead and jump right in here you can see that the go bond was approved by voters on in August of 2018 for the amount of four point three six million dollars below you can see the summary of the proposed improvements that we are presenting the first of which would be replacing the existing light system on all fields with new LED lighting we would also propose to replace portions of the irrigation at Ron gala t-ball field to include the booster pump the backflow preventer and associated electrical with that we are also proposing to do some cosmetic upgrades to the facilities at each ball field some of those cosmetic improvements include removing the existing AC units doing ceiling repair or replacement at three of the facilities doing exterior finish upgrades and doing toilet room accessory upgrades and also doing upgrades to the concession areas which include removable of the existing casework and replacement with the new stainless steel tables we'd also be doing some interior painting as well as required and these improvements would be prioritized based on the public input that we get from this meeting as well as the budget this is just a overall site plan showing the locations of each ball field as they relate to have the Avenue number wise you can see is the mag ball field complex number two here is Jim Hardy number three is the Ron gaya tee ball fields number four is the Paz ball fields so just a brief kind of description of the condition of these existing facilities of each of the fields has pretty dated and inefficient lighting systems the existing restrooms on in fair condition in most cases and the but the existing toilet partitions and light fixtures are outdated with the exception of the wrong guy and restroom facility the existing restrooms do not mean all of the ABA requirements currently but we feel that upgrading them to meet these requirements would be cost prohibitive with the current budget we are also proposing to add baby changing stations in some of the restrooms as well as ceilings the concession facilities range from fair to poor a lot of the case work within these facilities and is in disrepair at two locations the three compartment sinks are just residential and not commercial so we're also proposing to replace those with the proper sinks the light fixtures are all dated as well and we are proposing to replace those with LED fixtures the facilities are currently being cooled by evaporative coolers of which are causing water damage to a lot of the finishes and to the structure as well and like I said we were also proposing to replace some of the ceilings and repair them as needed in the concessions areas and as far as the exterior finishes go we would like to kind of repair and replace the existing stucco system and also provide new metal paneling on the exteriors and the rangaiah irrigation system is outdated and malfunctioning in regards to the booster pump and and the backflow preventer so the first portion of the scope that we are proposing is is the lighting improvements for all ball fields what we would be doing is utilizing the existing poles with the exception of two poles at mag ball field to retrofit them with new LED lighting systems which would provide 50 foot-candles within the infield 30 foot candles within the outfield and they also come equipped with a ball tracker system which is optimal for visibility of the balls without causing glare in the players eyes as you can see here the budgetary estimates for each ball field and they amount to approximately three million seventy thousand dollars of the budget so I'm gonna be going through each ball field individually and talking about the proposed improvements the first one is the mag ball field sight and we're gonna be talking about the restroom concession facilities the original building was constructed in 1973 on the exterior as I had stated before we are proposing to provide a new stucco system covering the existing stucco system and a new elastomeric finish we would also be removing the existing wood panel siding that's on the building currently and replacing it with new our panel siding we would also provide a new windows within the crow's nest area on each side of the building some other improvements on the exterior would include as I stated before removing the existing AC units and also providing new AC units through all units and removing some of the unused concession openings and in filling them with new stucco system and also replacing some of the bug netting at the existing concession openings this is just the the floor plans kind of describing those improvements we can kind of walk through them it's mainly within the restroom area we're proposing to provide upgrades to the toilet accessories also to include new toilet partitions and urinal screens we provide new mirrors and other toilet accessories and we would also provide new through wall AC units to cool these spaces these spaces would also be upgraded in terms of new LED lighting and in the women's restroom here we are proposing to one more lavatory to to the women's restroom as far as the concession area goes we would be removing the existing casework and replacing it with new stainless steel tables at refinishing the existing grading for the concession opening and replacing the existing bug netting there as well the exterior doors would all be painted new so again the intention here is to kind of provide a nice new finished look to the existing building the second story we would be just pretty much leaving as is and utilizing it as a storage area and providing a new metal panel siding to enclose the space the next ball field that we'll be going over is the Jim Hardy Athletic Complex it's located right adjacent to the mag ball field complex in a new site recreation center again we'll be talking about the restaurant concession facilities the original construction date for this building was 1985 similar to the the previous proposal we would be providing new metal panel siding on the crow's nest area with new windows within within each wall of the crow's nest we'd also be providing a new stucco system and finished coat over the existing stucco system we'd be providing new bug screens within the concession openings as well as kind of sprucing up the exterior appearance of the existing gratings and then we would also be painting the exterior doors so the bathrooms areas as you can see are struggling to meet ADA requirements especially within the men's restroom here some of the proposed improvements would be to remove and replace the existing toilet partitions and provide new through wall a C units we would also be providing new ceilings with all coded suspended gypsum board that way they're easily cleaned and easily maintained and we would also be providing new baby changing stations within the restrooms the existing concession area is very similar to the previous one we would be removing the existing casework we'd be painting the the floor as well we would be repairing the existing ceiling and we would be providing a new three compartment sink in place of the existing residential three compartments sink on the second storey we would be similar to the previous one enclosing it with metal panel siding removing the existing evaporative cooler unit which is currently causing damage to the ceiling within the concession area below we would be infilling that opening as well and as I said before we would be removing the AC unit that serves the existing official spaces involved on the Ron guiity ball fields located at 1800 s Hadley we would be removing the existing backflow preventor and the existing booster pump and replacing them with new backflow preventers and booster pumps we were told by facilities that the existing booster pump is overheating and malfunctioning the electrical service that serves this booster pump is also in disrepair so we would be replacing that as well as far as the restroom facility goes we feel that it's it currently meets ABA standards and we would only be providing new baby changing stations within this facility this is pretty much just a description of what I just said we would be again replacing a booster pump with the new five horsepower booster pump as you can see we have included budgetary estimates for these items we would be replacing the electrical rack and the electrical gear that controls the booster pump and we would also be replacing the back float the final ball field that we would be discussing is the paws ball field which is located at 16 31 east had the avenue the original construction date for this facility was 1979 on the exterior similar similar to the rest of the facilities we have proposed to provide a new stucco base coat and finish coat over the existing system we would also be infilling any unused concession openings and we would be providing new metal paneling over the crow's nest with fixed windows as well this is these are the floor plans for this facility similar to all the rest of them we would be providing new toilet partitions new toilet accessories and new through wall AC units for these spaces as well as new baby changing stations we would also be renovating the concession area in a similar manner to the rest we would remove and replace the existing casework which is in disrepair with new stainless steel tables we would paint the existing floors and we would provide new LED lighting within each each of these spaces on the exterior we would also be painting the existing doors to create a all around new look on the exterior as far as the second floor goes it would be used primarily for storage and we would be removing the existing AC unit and in filling the opening on that space and then we would also be surrounding the second story with new metal paneling so that concludes the proposed improvements for each ball field we would now like to open it up for discussion and to see what your thoughts are on the proposed improvements do anything the board members have questions thank you for the presentation within the yes mr. treviño would you like to say something else yes sir board this is 20 Trevino for the record again one thing I did want to mention that was not in the presentation is we're also gonna look at the dugouts and the bleacher area based on budget vegetarian numbers we will look at all of the dugouts and everything in from there and yes as Tony was saying these are additional improvements as the budget allows to remove the old dugout roof panels and chain-link fences and replace them and then also we would provide new foul ball netting at mag and paws and and Hardy ball fields we would also as the budget allows replace shade panels over spectator areas and also we are proposing to provide a conditioned space for the officials which also includes changing stalls and new lockers for them as well thank you mr. Montgomery Thank You mr. chair I had a question on the 88 compliance with the Jim Hardy restroom facility what what is it that is under the current or proposed plan that is keeping it from being 88 compliance and then as a follow-up to that is there is there any plan in place for future construction that would allow for it to become 88 complainant thank you just to touch on their deficiencies for ata requirements the space provided within the accessible stall is not car large enough to meet current standards there is also some non-compliance issues with the space here by the doors as well this wing wall would need to be moved well a matter of a few inches to a foot to be able to get the clearance required for a BA behind that door thank you are there any other questions don't see any hands raised yeah when I was looking at the presentation one of the things I was I wanted to see is okay yes shade for the bleachers the dugouts and also the foul ball netting but one of the things that kind of struck me as different is what was the reasoning behind and closing all the Crowsnest I think one of the main the main reasons is that they're they're currently open to to the weather and we're getting some deterioration on the ceilings that that floor of the open area is is allowing to seep into the to the ceilings below so this is a way to weatherproof that that upper area and also to be able to get to use that space for additional storage at each field sorry I'm sorry that this is Richard Haass an architect with desert peak architects all right my only recommendation on that I know it's just on the scaling but I would recommend larger windows because I know different tournament directors and things and and officials are watching different games at different times and those Crows Nest and I know they are nice and open but definitely the weather affecting the the flooring and can also use that second level for many different things if it isn't closed but just some nice larger windows on all four corners be mine okay great some nice larger windows on all four corners corners if there is going to be the steel siding on the top of the crow's nest okay does anyone else have any further concerns or questions anyone like to make a motion to go ahead and give this as approval new children thank you so I guess I appreciated that the answer to the first question that I had but and maybe this is a question more for staff but is there is there a future consideration on the books to be able to look at how to make that restroom ad a compliant mr. chair board members this is sonia delgado director of Parks and Recreation and currently we do not have anything on the books to talk about either expanding this particular facility or adding anything to it however that could be something that we could consider moving forward for example if we get the next go bond things of that nature we can certainly put it on the books and they're talking about that but currently we do not have it ready to go and we do not have a funding source for that but that doesn't mean it can't change moving into the future Thank You mr. chair and I guess I would certainly like to see that as something that we that we add to the books if it's a later conversation then I understand all right thank you for the answer Sonia I thank you mr. chair I mean this is an action item tonight there needs to be approved and I think definitely going through and all the structural updating needs to be done and then there's gonna be other complexes that we're gonna be built so it'll be wonderful you having upgrades on this would anyone like to make a motion to accept this improvement plan as presented mr. chair this desert Montgomery so moved or I move to accept the plan as presented so we have a motion can I have a second second this is Megan second it's there's a motion to approve this presentation has presented for the Hadley Park complex improvements any discussion all right take a vote all those in favor mr. Harrison this is Tommy Torino we came with public works with the board approval happening today our step will be to finalize negotiations and cost with the design-build team the good thing the benefit to having a design-build team is we don't need to go out to bid we have a contractor on ready as part of the team so the next step will be to go to city city get their pool to move forward and hopefully begin construction well late July or August wonderful and then is there order of importance E or which part gets which first and going through at this time with the current Kovac situation when if baseball leagues do pick back up will have to coordinate with this dead gone when the Parks and Rec team to see who's gonna be utilizing the fields and win so we can coordinate all these improvements with the region impact sounds good thank you very much so we have that approved and in the aspect of closing the meeting I need someone to make a motion move to adjourn second this is Mazar there any other questions or comments before ok all right so it's been motioned and second into join meeting all those in favor aye mr.
