officers report

so we'll go ahead and start with our our
report for December of 2019 for the
county in 2019 we had 222 animals that
were picked up
none of those we had 194 going to the
Animal Services Center of the Mesilla
Valley to break those down a little
further we had 21 of those animals were
dogs that were owner released by their
owners we had 210 stray dogs 36 stray
cats 2 animals that were picked up under
Karen where Karen welfare 21 animals
that were injured for animals that were
quarantined at the Animal Services
Center four of them were quarantined at
the court whole facility so that gave us
a hundred to 90 for that we're totally
going to the shelter on the side we had
picked up one snake and 23 dead animals
so the return to owner in the field in
December we returned 53 animals in the
field back to their owners that gave us
a year to date of 893 animals that went
back to their owners in the field
instead of going into the shelter
directly we scanned 229 animals in
microchips that were found were 48 and
other types of identifications were 28
that 800 and go back to the slide please
the previous slide let me try to get
back in okay
Thanks here the next one that won the
896 year-to-date return donor and then
the other categories how does that
compare to past years compared to past
years it's gonna be it's gonna be lower
and I brought in 2018 just to kind of
compare it to and
in 2018 it's gonna be lower I didn't I
didn't bring that in it's gonna be lower
by a couple hundred or so okay and the
reason for that is because we had less
animals in the field or less animal
control officers in the field so we have
less people going to pick up animals and
returning animals so the best boots on
the ground so therefore we're going to
be returning less any other questions on
this side slide before I go on mr. chair
thank you the miss Ford just curious
with the Operation Clean Sweep that was
going on in chaparral did you note it I
guess because of that saturation that
was going on in that area did you notice
a significant uptick in these numbers or
anything that for December and/or
November and you might have mentioned it
in our last meeting I just don't recall
at the moment I actually have it further
in on the slide if you if we could hold
off a little bit on that try to get to
that okay thank you so the next one I
have is explanation of districts and I
just wanted to go over these districts
because I what I did was separate the
districts and in in our County we have
we haven't separated by districts one
through seven which are the Sheriff's
Department's districts and that's the
districts that our department uses which
is the name of one system districts and
they're separated by hatch Garfield roe
deer and corn Placitas so you can kind
of see where you fit in that district as
a commissioner or councilman if you're
you know or what not and the the next
slides will show you about what types of
animals were picked up for the year in
those districts so if you look at that
and you look at cats that were picked up
in 2019 by dish
so district 1 we had a total of 10 cats
that were picked up in district 2 we
picked up 306 349 cats in district 3 we
picked up a hundred district forward 339
cats district 5 or 112 cats district 674
district 7 112 so those are cats by
districts then I went into dogs that
were picked up by districts as well and
the same applies for the same districts
so district 1 we had 69 dogs picked up
district to 236 district 3 313 district
4 332 district 5 where 350 district 6
133 and district 7 was 359 put the
numbers next to the areas

so overall if we go into the overall
dogs and cats combined I just threw
those together so district 1 was 79
district 2 was 585 district 3 was 413
district 4 was 671 district 5 was 462
district 6 was 207 and district 7 was
471 so I can kind of help us look at the
hotspot areas in the districts when
we're picking up the most amount of
animals so inflicted by the number of
animal control officers assigned to each
district we don't have officers signed
to districts we don't have that luxury
right is it some days we only have one
or two officers on duty for the entire
county thank you so going into the types
of calls the Honorable control officers
responded to 814 45 calls for service
for the month of December 22 of the
animal control cases went to court in
December and breaking those down out of
the 22 cases there was 46 charges that
equaled about 96 hours of in case in
court in district I mean in magistrate
court and 18.9 hours of that was into
overtime there was 13 warrants issued
there was 6 guilty pleas and out of
those of guilty pleas we also asked for
donations and we've got a total of $500
that went to donations to the Animal
Services Center Mesilla Valley we had 7k
17 cases dismissed and they were
dismissed for various reasons maybe the
owners came into compliance and so we
went ahead and dismissed him because
sometimes we will do that if they come
in compliance in 10 cases that were
reset for different different dates we
had 52 animals that were injured calls 8
cruelty calls 4046 vicious animal calls
and 21 bike calls
and then of course we educated or we got
compliance on 65 licensing microchips 52
permits and 72 very rabies vaccinations
and then we also educated owners on 64
care maintenance or ordinance violations
now on our spanning neuter project in
addition to what we've been reporting
every month we this is the new report
that was added for the month of December
we had 34 cats and 87 dogs that were
fixed in addition to what we've been
reporting could you add for the new
members and if it could you explain that
program the spay and neuter project is a
project that the county has been doing
for quite a while now or I would say
since June of last year and so what
they're trying to do the initiative is
is to have offer free spay and neuters
to the residents of Dona Ana County so
the county is paying for the free spay
and neuter rabies vaccinations and
microchips so they have used money
through the pelt fun and that is
allowing and residents to come to
compliance the residents to get their
animals fixed and so the long-term goal
for that is so that we'll have less
animals to pick up and less animals
going into the shelter and less to be
euthanized in the long run so the
educational projects are there chaparral
community sweep and our aces project all
concluded in chaparral our community
sweep was 812 self-initiated properties
that were visited we picked up four
animals we gave out 32 citations
54 warnings and 145 melt warning letters
that were sent out to the community of
chaparral is that is that Commissioner
Sanchez is that
clarifying what you were questioning
earlier in regards to that Mister miss
ward yes absolutely
okay Karen thank you for the benefit of
the new members would you describe who
those creatures are on the right hand
side yes commissioner so the Dona Ana
County has several educational outreach
projects we have one called the Aces
which stands for Animal Control and code
enforcement environmental survey that
project started about seven years ago
and what that ink consists of is a kind
of a sweep but it is a what started as a
non citation program where animal
control and codes officers will go
partner up and go into rural areas of
the county and they will educate the
residents on violations that they see
after they do that they also bring in we
bring in roll offs and resources into
that community and means of a way to
allow them to come into compliance as
this project grew we also started going
into the schools and educating the kids
on illegal dumping recycling and things
like that so we had books came out and
these characters are the characters out
of the books this is Carlos the coyote
and Lizzy the lizard
so they escort the officers in the
schools to help educate as well and for
that I'll stand for any other questions
Thank You mr. chair and thank you Miss
Award as far as the I just needed a
definition of self-initiated properties
visited as part of your career operation
clean street community self-initiated
means that the officer went out on their
own they weren't dispatched or someone
didn't call them to go out to that
property they were patrolling and they
saw something and so they decided to
stop and investigate themselves so it
was something that was something is
shaded and the other question I have is
about the overtime that spent when there
are charges and officers have to appear
in court is that typical well in the
past it wasn't so much but because we
are doing a lot of these community
sweeps and we're doing a applying more
citations on some of the community
sweeps we are now seeing more overtime
that is coming in because some officers
there they're off on certain days of the
week and so if there's subpoena for
court for those days that means they
have to come in for those days for
subpoena for their court date and then
the regular hours those are ours that
are they are working and therefore they
can appear and therefore their other
regular correct their regular hours that
they can appear for that court date
there are also hours that they've put in
to the time that's preparing preparing
them for that court that that case
before they go into court as well thank
you mrs. Warrick thank you board member
and better still thank you how many
officers in total do you have for animal
control at this present time we have
nine now thank you
and when sending out the warnings versus
the mail
warnings what is the difference between
the two and how do you decide to do
either one
the mailed warnings are usually going to
come from the codes officers but
sometimes they'll come from the animal
control officers so if we know a past
history like a past information for
somebody we can mail them something out
if it's something that the officers
there on the spot they're going to give
that to them right then I do have Thank
You mr. chair his ward so do you believe
that there are enough officers to do all
the enforcement that's necessary of
these particular issues that you've
delineated at this present time I of
course we would always like more
officers and so yes we we have one
position that we're trying to fill right
now when frozen position that we have
for the County right now what would be
the obstacle ideally it would be nice to
have several more officers out in the

good good morning members of the board
my name is Gino Jimenez I'm the animal
control supervisor for the city of Las
Cruces with Chairman's permission I
would like to deviate a little bit I
brought one of my new officers with me
this morning and before I do my report I
would like to introduce him to you if
that is okay I'm gonna introduce to you
officer Salvador agita
he comes to us with seven years
experience from various different
agencies and I'll go ahead and let him
introduce himself and explain and answer
any questions in good morning board
members as Gino said my name is salvo de
eating I'm actually from here I grew up
in Anthony New Mexico I worked with the
city of El Paso as an animal control
officer for about four years and then in
2006 I moved to Denver Colorado where I
got to experience some of their animal
control I actually worked animal control
for the City of Aurora Colorado and then
I worked for the City and County of
Denver as an animal control officer so
about seven years total an experience
I've been I moved back home in July I
started working with the city it's a
good I'm enjoying it so far
thank you guys if you have any questions
for me welcome thank you
excuse me thank you and we're fortunate
enough to have Sal because what seven
years experience I mean very limited
training we could put him right back
into right onto the streets so I'll
begin my presentation this the numbers I
will present to you are for December
2019 so in December 2019 we responded to
487 calls for strays 271 of them were
DOA meaning that the officer did not
have any contact with that animal of
those we were able to apprehend 216 182
were impounded at the shelter of those
were 128 excuse me 123 dogs and 59 cats
we were successful in field RT owing 37
animals that had some sort of
identification and those animals were
returned to their owners rather than
taking them to the animal shelter animal
service center excuse me we were
unsuccessful in 1919 were ones that
maybe nobody was home
they were unable to be returned at that
time so that brings us to a total of 53
identifiable animals now typically we
were doing a fiscal year report for the
request of counsel for board members I
was able to do this on a calendar year
so this is my yearly report for the year
of 2019 we responded to six thousand
four hundred and thirty nine reports for
strays of those thirty 162 or goe we
were able to apprehend 3277 we were we
impounded 2877 at the animal service
center of those fifteen hundred and
seventy were dogs 1307 were cats we were
successful in field RT owing four
hundred animals and of the ones that we
came in contact with we were
unsuccessful in five hundred and eight
eight so that give us a total of 988
identifiable identifiable animals so if
we go to my three-year comparison here's
our reported strays so we're pretty
consistent as I've said in almost every
presentation I've done our numbers are
pretty consistent
luckily last year at this time in
December our numbers were low which is
good we always want to see that we can
relate that to different reasons whether
the holiday seasons and stuff like that
here is our three-year fill our teal
comparison again pretty pretty
consistent and finally here's reasons
for owner release of animals this comes
to requests from board members so we had
three that were only released for
medical issues one was because they got
into a dog fight and the owner could not
afford the vet care and another one was
ill and they requested euthanasia the
second one number one we had one I
should say a friend left the dog behind
and that new owner could no longer care
for it they didn't want it to be honest
with you and we had one where the owner
lives in an apartment complex where they
did not have access to a yard and that
didn't meet the the rates that violated
the restrictions of the complex and here
are our reasons for being unable to
filled our tio animals 15 were animals
that were identifiable however there was
no contact by phone or at the resident
with the dog owner one address the
microchip address came back to an
address in Dona Ana County which were
limited in our jurisdiction we cannot go
out of the city limits
that address would have put the officer
way out too far out of jurisdiction to
be able to fill RTO that one and the
other one is a microchip information was
incomplete it came back to a mobile home
community and there was no space number
registered on that microchip information
two were for ear tip cats one of those
year Kipp cats was registered to a
daycare summer and one was for the
microchip registry would not give owner
information again for the benefit of the
newcomers are you explaining here to
cats cats are our cats what we're
considering right now we're working
through the new definition with the
revision our cats that are unknown that
belonged basically to the community
they've been trapped neutered and
released and one way to identify them is
to notch the ear or cut the tip off of
the ear thank you you're welcome
and finally home again which is one of
the microchip registries they were
offline the chip wasn't registered
through shelter left through the
shelter's program however home again was
offline and the officer wasn't able to
pull that registration information off
of that web page and finally per request
from board members here is I'm gonna go
through them individually but this is
just the page to show you what I'm going
to do here is a November 2019 map of the
strays within the city limits and also
December 2019
so if you look at this map right here I
hope this is coming up on your screen
please is it up thank you this is a map
for November 2019 this shows every
straight call that we responded to
within the city limits the blue are dogs
the orange are cats and there are some
small red ones there designate others
now others would be squirrel skunks
raccoons anything snakes anything other
than cats and dogs so if we zoom in a
little bit I can give you a better
perspective for districts council
districts or is it better to zoom out
you please let me know
was it better to leave it right there it
please let me know so I know whether to
zoom in or zoom out that's good mr.

have a question how can a squirrel or
raccoon or a state be a stray I mean
aren't they in their environment no mr.
chairman you had counsel because it's
unwanted on that property so we will
still respond to that call I see thank

all we simply do with the wildlife is we
relocate it to a different area that's
good to know
the other question I have is on the RTOS
that the whose chip egg negates that
they're outside of the city outside of
your jurisdiction excuse me is there any
way of tracking contacting the
jurisdiction they do fall into or do you
what do you do with that animal even
though it's chip mr. chairman council
what we would do in that case is simply
impound it at the shelter because at the
animal service center it would be too
much of a I won't say burden too much
work to contact County Animal Control
meet them at the county line and then
turn it over to them to fill RTO it
because we're looking at manpower as
Marilu said earlier sometime there's
only one officer on duty so I think most
animal owners are programmed if you will
that if their dog comes up missing their
animal comes up missing the first place
to look is within the neighborhood and
then second of all at the animal service
center so with that information the
officer was able to leave a message and
let them know that their animal was
picked up and taken to the animal
service center however he wasn't able to
filled our Kiewit directly Thank You mr.
chair Thank You mr. Jimenez so this is
going back to the map this is no vet
or I will pull up December's numbers
so here are the the strays that we
responded to for December 2019 not a lot
of difference if you look at is really
not all our calls are scattered
throughout the city there is not one
particular district council district or
even police district that has more calls
in another you'll see that west of i-10
or excuse me I 25 it's a more populated
area of our city so therefore we're
going to have more calls within those
those districts
if there's no more than any other
questions I'll move on to the rest of my
presentation mystery man is just curious
I think the one thing I know there's
obviously more population on the west
side of i-25 but it just seems like
there's not a whole lot of calls within
the cinema Ranch area in particular so
my first question was is there an event
I've just being that I'm not as familiar
with that area is there any type of
ordinance that cinema Ranch has for pets
that would minimize the number of calls
in the internet mr. chairman Sanchez the
ordinance doesn't designate one district
differently from the other hey they're
all inclusive no and that's why I didn't
know if the if the area itself if there
were any kind of covenants or anything
within the the area the second question
was deep do you track repeat calls that
may be going on and that's why I say
because they're so scattered but you
generally see relatively in the same
area I didn't know if there's if you
have repeat offenders and if you look at
that track that and how do you handle
those mr. chairman council board member
we don't track individual addresses per
se however with years of experience as
officers out in the street you remember
going to a particular house over and
over and over maybe first the same
violation or something different but it
always sticks out of your head we don't
track that as for data purposes though
so I'm not sure that we can without
going through some pretty detailed data
understanding I just curious just
because I know this is just two months
worth November and December of 2019 I
said just that would be it's just like
you said I think you I agree with your
assessment right now it looks like it's
just scattered you don't one particular
hotspot other than maybe focusing on
there an area there's nothing that
sticks out in this data
that would be I'd be curious anecdotally
if that's what you see but I said I
appreciate you this is a good this is a
nice to see this data at least what what
what you're seeing

cats that were calls were made not
necessarily apprehended for the month of
December well we were showing at the
task force and we'll show at the next
meeting which is on the 31st is where we
have had cats a feral or community cats
that were picked up or will we release
multiple times by the shelter
prior to we stopping them in this summer
but Gino's profile on them on the screen
is fairly indicative of there is a
greater preponderance of cat or
community cats
west of i-25 it's not to say that
there's not some in the east of i-25 but

little further on this so this shows a
basic map of part of those cats who were
called in it doesn't show specifically
if you look at it you can think that
it's a specific or one cat if I click on
an on a on a spot that one there's a bad
one but in some of these instances there
were multiple cats picked up at one
location right so let me see if I can
find it
so here we go on this one right here you
can see that there's multiple entries
for this one location right okay so this
one shows four but because of where that
the way the map was exploded if you want
to it didn't show that there was four it
only looked like one da so as you as you
zoom in and out you'll be able to see
that there were multiple calls at one
particular address okay I appreciate

I'll move on to my next slide so one of
our peak performance standards or
measures for 2019 was our stray animal
bite as you know for us for the city
animal control we report our peak
performance issues or topics one of them
that we're very happy with because these
numbers are excellent is that our peak
performance standard was a 10% reduction
in stray animal bike responses we were
able to reduce that number by twenty two
point two percent so in the year 2018 we
responded to one hundred and eight
reported stray animal bites in 2019 we
responded to eighty four so that number
is very very good for us it's telling us
that we are efforts in educating on bite
prevention in in the schools and in our
other outreach programs has been
effective and with that I will stand to
answer any questions
Gino on a mr. chairman on the stray
animal bites how many do you track
whether the animal is sterilized or
intact mr. Cheviot uh mr. Donna no sir
we do not that I believe would be a
issue for Animal Services ported on the
Sanchez
back on slide three we were looking at
the year-to-date
numbers and in particular I think the
one that sticks out to me is the total
identifiable stray animals versus the
strays apprehended and and just looking
throwing out a rough number it's about
30 percent it looks like that we were
able to identify and I know this is
something that we felt we've I know this
is have you gone on and we struggle with
we struggle with in the county as well
is you know I don't have the what the
answer is and I'm just wondering if you
know there's been discussion about
rather than licensing we look at
microchipping I believe you're all
looking at the ordinance for the city
how do i I don't know I don't know what
it is but you know if we can find a way
to get that number up and and I don't
know if the licensing fee which I don't
think it's prohibitive unless you have
an intact animal you know how we how we
get that number up and I'm I'm just
curious
I'd be curious to find on the next
meeting how this number compares to 2018
and in justjust the ballpark I mean it's
just you know is it more is it less but
if we can figure out a way that that
obviously along with our partners we've
been doing snap we're doing I know our
nonprofit partners here have done quite
a bit of work to try to increase this
number as well so but I think that's
something we'll have or however between
the city the county and all the
municipalities within the county itself
we can figure out a way to get this up I
think it would it would help us out of
the long yeah yes sir mr. chairman board
member Sanchez and I'm glad you brought
that up because it is one of our
performance standards our standard right
now is to have at least a 25% stray
animal returned to owner that's that's
our goal
right now we're at 12.3% however if
those 900 or 588 were to go home we
would achieve 30.8% which would
definitely exceed our goal that we have
set for ourselves so absolutely I agree
that being able to filled our tio and
animal would benefit everybody and then
not just even I mean obviously the RTO
is even better so it doesn't have to go
to the service center but you know even
if if we had a means in which to
identify a majority of these animals it
would be that we knew they had a home to
go to maybe that would reduce the amount
of time they stay at the service centre
someone comes and I understand there's
various reasons why you can't field RTO
but in particular if we could I can't
increase the identifiable animals you
know then in the end maybe that would
also like you're saying it would
increase your field RTOS it would but
like I said I know we've talked about
this and everybody I think it's kind of
just stating the obvious but it just
happened that I was curious to see where
we're at from 2018 with 30% it was
staggering to me I figured we would be a
little higher than that so thank you

your report good morning my name is
Clint Thakur I'm the executive director
for the animals service center Mesilla
Valley my beautiful deep voice is
brought to you today by a cold that I've
been battling so I apologize for that
the animal service center Mesilla
Valley's presentation today is going to
be on numbers from December 2019
currently at the Animal Center has of
yesterday we had 595 total animals in
2019 and compared to this year right now
we have 505 intake versus 2018 we have
700 total in 2019
was 697 and that's a breakdown of in
2019 we had 475 dogs and 216 cats in
2018 when it was 465 dogs and 224 cats
so pretty much exactly the same our
outcomes compared to last year as well
December you see we had more adoptions
at 335 more reclaims 113 more rescues at
163 community cats at 39 go to the same
last euthanasia 161 for a live release
rate of 80 point two percent again for
those that are watching they're new and
our new board members live with E
straight is the number of animals that
leave the shelter alive so eighty point
two percent of the animals that came
into the shelter in December left live a
no-kill status for any Center has the
benchmark of 90 percent live released
rate so we are currently two
sent away from that in December of
becoming our qualifying as a no-kill
Center for that month
went for the benefit of the new members
will you toast the last time we were at
90% or better it was last spring March
April time was when we were at 90% so
we've hit at several times in the years
since when the population gets higher
than when we dipped down below that 90%
so our surgeries the public RTO return
to owner what that is is when somebody
comes in their dog is lost they find
their dog at the shelter and it's not
neutered we offer that service for them
so 34 people took advantage of that
service 124 adopted animals we're done
and 103 of the shelter animals that were
going to be placed up for adoption were
sterilized so 261 animals were
sterilized in - in December of 2019
looks like a redo of the previous slide

total visitors in December is two
thousand nine hundred and forty eight
and compared to the two thousand five
hundred and thirty fund 2018 yes sir and

reporting analyst for the city will give
the monthly financials we have not have
a January meeting it is scheduled for
next Monday afternoon late for the month
of December the holidays really impacted
our schedule so we should get back on
that I believe Amador is presenting the
clothes numbers through December but I
will let him speak yes sir you are
correct again my name is Domino Espinosa
I am one of the accountants for the city
of Las Cruces and will be presenting the
animal service centers uh not a
financial statements for December 31st
2019 looking at looking at pages number
one your statement of net position your
cash that just kind of went back I'm
sorry go back one again page number one
the general fund statement of net
position your cash balance is at 280 mm
your receivables is that ninety two
thousand part of that receivables is the
Dona Ana County receivable which was
received in January total outstanding
payroll liabilities are at sixty two
thousand revenues collected in advance
are the balance remaining balances there
3,700 then that's for the best friend
revenue games that needs to be expended
unassigned fund balance is at three
hundred and eight thousand the next
column over same page page one the
capital projects months you have an
unassigned balance of three thousand six
hundred and that is for the start cats
donation that remains that I believe the
center is working on APO to get some of
that money expended moving on the page
to you of your financial packets that is
the change in that position for fund the
general funds 174 forty total revenues
aggregate revenues are at 1 million five
hundred and seventy one and total
expenditures are at 1 million three
hundred and sixty three after the fun
the fun the transfer months to the the
capital project funds you have a net
change of two hundred and eight thousand
moving on to you page number three in
their financial packets
those are your budget actuals your
budget parameter for the month of
December is at fifty percent overall
total revenues are at fifty four point
eight percent and total expenditures are
at 48.2% looking more in detail looking
at some of the revenue classes
vaccinations are at 58.1% that's mainly
due sometime in believe it was in Ogden
September the center had a vaccination
clinic adoptions are four point five
percent above the parameter looking at
the Dona Ana County city of Las Cruces
there respectively there at seven point
five percent above the threshold that's
primarily because at the beginning of
the year they pay twenty two percent up
front of the 1.2 million agreed-upon
appropriation the city of Anthony is at
ninety five point seven percent I
believe there just needs to be that
budget needs to be reviewed some times
for this year or next next year grant
revenues
kind of sticks out as a sore thumb we
have a resolution pending for board
approval that will adjust that budget
and then the that will audacity budget
actuals as far as the expenditures temp
agency services the centers in the
process of being fully staffed and as
far as insurance are about ten percent
above the threshold we are not agreeing
the insurance premiums we are expensive
directly normally we would do a prepaid
and then we would allocate them on a
monthly basis but based on a finance
company they just wanted us to expense
the the insurance expense the revenue
graphs you just show the the Dona Ana
County appropriation the city of Las
Cruces appropriation versus all other
revenues and then also disagree affable
registration of the different various
expenses again showing the temp agencies
at six point sixty two point nine
percent and the insurance premiums at
sixty percent any questions saying none

we met on Martin Luther King Day
actually because that was the only day
that Cassandra and I could meet together
we probably spent 75% of the meeting
discussing the fiscal year 20 budget and
the increases across the board which
Clinton will explain in the moment they
have been deferred until fiscal year 20
discussed the fact that we're gonna stop
utilizing paper records and go to
electronic records and that'll be
subject of a resolution to come up later
those are the main items of discussion

next is the Facilities Committee and

the Facilities Committee did not meet
just a quick update on the committee are
on the facility itself the impact
project is going forward today is
general contracting meeting and it's
like a construction kickoff meeting we
have at the ASC MV so we're excited to
have that to be started and then 30
percent completion contract drawings
were do or have been turned in I'm sorry
for the new center and so that's
exciting how that progress is moving
forward as well that's all I have thank

hello I'm Jean Gilbert the secretary for
the Coalition for pets and people this
presentation by the Coalition highlights
seven community animal welfare
organizations and the organisation's not
listed will be highlighted at the next
next meeting this slide highlights
coalition activities for the year and a
listing of meetings events event support
and activities was has been provided in
your packets showing the coalition's
work for 2019 the coalition's mission is
working towards a no-kill community
which means that we advocate for best
practices in animal welfare we work on
policy change and we support the shelter
and local groups with their programs and
services and we work to bring more
resources to those programs at the
suggestion of Clint the animal services
centers volunteer coordinator Emily Muir
and I met recently to discuss humane
education curriculum and ways that we
can collaborate HSN M donated books for
the center's use and Emily visited one
of my kindergarten classes at Highland
Elementary
last weekend observe this session which
was the story of Buddy unchained about a
dog rescued and rescued in placed at a
shelter and adopted after the dog had
lived a life on a on a a chain two
hearts four pauses a rescue located in
Radium Springs and they have about 30
dogs at their location including the two
pictured here they hold adoption from
first Saturday of the month at pet Pet
Smart APA rescued a total of 580 animals
the majority of them from the shelter in
2019 their stats with their rescue
numbers and a breakdown of those numbers
for years for seven years 2012 through
2019 are provided in your packets their
total rescue for so far in seven years
has been four thousand five hundred and
eighty animals an overwhelming need for
APA is placement for cats they were
successful last year placing three
hundred and fifty three cats but right
now they're over capacity and they need
the community's help with adoption
foster care barn cat placement and other
options they placed they placed 25 to 30
felines in barn cat programs here's a
picture of a piays condos where they
house their cats and of course a lot of
their cats tour with fosters and you can
see here the location of their adoption
center is 800 West Picacho
and there's a listing of their hours and
of course you can go there by
appointment broken promises Southwest
operates a kateri at Petsmart and also
runs a sanctuary on the East Mesa and
they adopted several cats in the month
of December and also helped en art
several trout neutered and returned
several community cats last month and
they do assist colony caregivers the
picture in the upper right is a picture
of a cat that that was TNR they also
helped special-needs felines and they
have to do a lot of fundraising for high
medical bills broken promise donated
insulated
shelters for colony cats as you see here
these styrofoam coolers are used for
shelters and in addition to all these
services broken promises is a tremendous
resource for our animal animal shelter
cats meow here you see pictured Alison
Reynolds and Anne Markman who are board
members of cats meow and the
organization has an adoption center
located at 2211 mesquite street and
between the adoption center which houses
about 35 in in their foster program cats
meow adopted a hundred and twenty four
felines this past year pictured here you
see Callie and she's a senior kitty who
was adopted to a senior person cherished
canines rescued 469 dogs during the year
2019 and they adopted out a hundred and
twenty eight and they transported 343 to
rescue organizations in various states
and their stats and information is also
provided in your packets cherish canines
rescues dogs off the streets and they
provide foster care through volunteers
veterinary care adoption and transport
of animals and they also helped the
Animal Services Center and they've taken
in pregnant mom-mom dogs currently they
have over a hundred dogs in their care
and including the one pictured the ones
pictured here who came from a back back
backyard breeder broken
I'm sorry better like pet foods and
other pet businesses offer complimentary
or discounted grooming services for
rescue animals and here you see a pair
of probably lots of out some mixes that
through better life pet foods loyalty
program one
their clients donated grooming services
as kilmer this helps them yes on the
puppies that were seized from a backyard
breeder under what authority were they
able to do that they were contacted
cherish k9 was a contacted by Animal
Control there they work with animal
control sometimes do as well as the yes
shelter well obviously they had to go
when the property is yes and the
backyard reader passed away okay what
legal authority did they have to go on
the premises I'm sure it was through
animal control if I remember I've heard
this story but I don't know all the all
the details I'm not sure and this is on
Dona Ana County Humane Society and they
provided over 70 vouchers covering the
cost of adoption fee Dona Ana County
Humane Society provided over 70 vouchers
during the year 2019 covering the
adoption fee of shelter pets
adopted to seniors and they provided
financial aid for more than the 600
community pets like like the Bulldog
Apollo pictured here this past year
through their animal animal Relief Fund
so they're helping assist with
veterinary costs and needs and they
offered they've offer free behavior
training also this
another one of their programs and they
did that for over fifty dogs adopted
from the shelter and dogs that are in
the ASC MVS foster to adopt program
these stats and other info are in your
packets fundraising is ongoing for the
Dona Ana County means society like it is
for all of us 501 C 3s and they've been
very successful with their paint to
adopt fund
I'm sorry paint to donate fun fun
fundraising as you can see with the
picture here the Humane Society of
southern New Mexico pictured here are
children in their Forever Friends
program at Highland Elementary HSN M
donated over five hundred books largely
animal theme stories and books to
children and teachers during the year
2019 the organization adopted 55 animals
during the year through their foster
program and adoption partners HSN Em's
pet helpline averages over a hundred
calls a month and callers are helped
with finding resources for a range of
needs lost and found homeless medical
issues and other needs and these are all
efforts to bypass the shelter and to
help reduce shelter in intake of animals
HSN M provided over 300 education
sessions during the year and their cans
for critters fundraise $1400 money used
his chip ins to help the animals with
medical needs
let's see HSN M has reached the nine
thousand mark now for registering
microchips for animals and the
presentation ends with the no-kill
equation this slide with a listing of
programs of
no kill equation shows the services that
we must continue to build and that we
must continue to expand for life-saving
and while our community is doing all of
these things it isn't at the capacity
that we need to meet the enormous needs
and the volume of animals who need our
help so we encourage people to get
involved whether it's volunteering
directly with the animal services and/or
with other local animal welfare groups
or through partnerships networking
fundraising advocacy and the countless
other ways that we can help and this
information comes from the no-kill
Advocacy Center and they offer
do-it-yourself books on ways that so the
Nokia Advocacy Center is really a
tremendous resource on this topic and
that concludes the presentation if there

question about Apollo the picture of
Apollo I'm not the one who's been caught
52 times no sir it's an every it's a
different about
we are on discussion items at this point
hey unhappy story but you may proceed
thank you very much sure so my name's
cliff Thacker executive director at the
animal service or misty Valley it's been
a hard January and this is why as we
begin start as you started to fill our
positions in January and December who's
actually when we found out in late
December the budget Department was
telling us so we're filling positions
that were not budgeted for and we were
confused by that so we started looking
at what they had compared to what we had
for funded positions and it turns out
that nine positions were not we're not
carried over from last year to this year
due to a clerical error that clerical
error could have been with my side with
me or it could have been with the city
we're not exactly sure but the clerical
error happened nonetheless these
positions are positions that already had
people in them when the new budget year
started on some of these positions so we
we were all very both sides were very
taken aback about what what had happened
what it occurred so in other words what
I'm saying is we were spending money in
positions that were not budgeted for so
it was taking from our entire personnel
budget if you remember some of our
percentages are our percentage our
spending for the personnel budget was
high and we were wondering why is that
percentage of usage so high and this is
why before I go any further I'd like to
give special kudos to Michael Fushimi
he's our management analysis he's the
one that has really been the
to help us on this put the numbers
together figure things out and give us a
clearer path of choices that we have to
do so I appreciate his expertise on this
so to go down unfunded positions the
first line there was two hundred twenty
two thousand two hundred and three
dollars with the shortfall for the
retirement or with the retirement and
the dental it came out to be three
hundred and thirty seven thousand four
hundred and twenty four dollars that we
needed to cover that was a shortfall
so with Mike's help Bernice and I
managers sat down and we said okay we
need to fill these positions so I
elected to fill the positions that we
currently had offered positions to so we
have six positions that we had say we
had told people we like to hire you
pending a good turnout on drug tests and
background chest chip checks so we're
gonna fill those positions and the
reason why is is because we're going to
stop using our rebate early cut our temp
agency services amounts so it was
cheaper to hire somebody than it is to
continue to using the temp agencies for
that but our remaining vacant positions
for instance we have our kennel
assistant our kennel manager assistant
left and so we're not going to fill that
position so salary savings and vacant
positions we were able to save a hundred
and sixty-five thousand eight hundred
and fifty dollars and then we like a
count shocked employees again let me let
me stop him back up over the last four
weeks Mike was able to go back and do
six-month projections he looked at our
six months of our previous spending and
projected out what we're going to be so
if there were surplus in any of those
projections that's where we started
making some of our cuts so the contract
employees is our veterinarians so we cut
that at twenty thousand dollars we still
believe that we're able to continue on
with the same amount of surgeries and if
we stick to the to the amount that
they're contracted to to the thirty-five
and that's generally what our
veterinarians do is 35 animals a day
scheduled overtime we took excuse me we
took all of the overtime remaining and
starting February or subside
starting January 31st is when we're
stopping in so february 1st is when
we're gonna be starting no monetary over
time it's going to be comp time so all
of our employees will be getting the the
comp time or time instead of money our
temp agency services you said we cut
that $1,900 and then the PSC adjustment
is personnel services adjustment the
4100 that's the 3% raise that the board
gave me you see a resolutions on there
to defer that raise so I'm not going to
take that raise until the new budget
year so with those cuts that goes to two
hundred and forty thousand eight hundred
and fifty dollars but we still had more
that we need to come up with so we did
our I went to our operating budget and
we looked at we did get we did a six
month projection with Mike's help and we
were able to cut basically nickel and
diming
our operations budget we cut it by
ninety four thousand seven hundred and
eighty one dollars and we're talking two
thousand dollars here two thousand
dollars there one of the bigger ones is
we stopped all it referrals all of our
advertising so we have fifteen thousand
three hundred dollars there that we
froze we're not going to do any
advertising and then again nickel and
diming here and there are temp agency
services we are cutting fifteen thousand
dollars out of that because we're hiring
six new employees we shouldn't be
needing to have
those temporary positions maintenance
and repairs at the facility we believe
with our six months of prior spending
we're still able to cut thirteen
thousand five hundred out of that
eClinical so we can have some more and
still be able to carry through with the
maintenance especially with the HVAC
project that's going to be starting here
in a couple weeks we're able to make
those cuts so that still leaves us with
a deficit of 1793 dollars however with
any type of salary savings that we have
with people that may leave
and also savings of our budget that if
we don't spend we feel that we're going
to be able to cover that but continued
deficit of that seventeen hundred
dollars coming into the next year so I
presented this idea or this plan I
should say to the Finance Committee and
they approved of it they said that it
looks good and then I presented it to on
Thursday last week I let my co-workers
know about it we had a great meeting in
our main lobby close the shelter's so
we're all able to meet had a question to
answer period and then letting you know
about it and then tomorrow is our staff
meeting so we're able to get even more
feedback tomorrow morning when staff has
a chance to think about it things have
soaked in a little bit what we're going
to occur there so on the good side and
nobody was nobody lost their jobs we did
not want to cut any jobs at all and also
we're hiring six new people and we're
also able to do it without lowering or
losing any hours of operation at the
center we were able to do that as well
so I wanted to be the board aware of
what what is occurring
I'll entertain any questions we have a
board member
advertise to them Thank You mr. chair
when by chance has the center last had
an audit done or any sort of third party
or internal so we're part of the cities
on it so it's done every year and would
any was this not found to be an issue
during that audit no I don't think
personnel is part of that audit it's
more of financial transactions and
records that look around and has there
been any talk yet on what process
improvement implementation needs to
happen to make sure that this doesn't
react or that we make sure that we
aren't missing anything yes we have what
we're doing uses we're changing the way
we do our budget Mike in has come up
with instead of having just one big
budget for the center we're breaking it
down into departments so surgery is
going to have their own budget the
operation is going to have their own
budget and the animal services the
animal caregivers you're gonna have
their own budget so they know what
they're in charge of they have their
employees they have all those things in
each one and then of course I'll be
overseeing all of those budgets so it's
a much cleaner way that we can work that
towards and it's currently in the making
because we follow the city's budget
schedule and so the city is currently in
the process right now of getting those
in those numbers in okay and for a
clarification how long was it that this
error was occurring for before it was
noticed I would say July of 2000
team until December 2019

all the work that you've done I know we
taught you you brought this forward I
know to the Finance Committee back in
December and there was already tough
discussions that we had of that I really
appreciate the the creativity it's not
obviously I know this isn't a great
subject and I appreciate the
communication you've had with your
organization understanding you're still
continuing that getting feedback and and
so hopefully these types of things
obviously not all say they're
well-received but that they're willing
to work with you because I think you've
done some phenomenal things I think the
animal service center there's been a lot
of changes so I just want to say commend
you on the work that's been done the
fact that you found it in December
versus later on I think was better I
think it allows you some flexibility
that she that you've shown here so I
just want to say thank you for the
efforts you've put in over the last
month month and a half to figure out a
solution to try to get us back within
the budget
so like I said I and I empathize with
the kind of conversations you have to
have within the organization or at least
trying to get that feedback but like I
said I think the communication that
you've had is to be commended so thank
you Pournami flourish Thank You mr.
chair and thank you mr. Thacker in the
chart that I'm looking at that's on the
screen at this time it says that the
contract employee excuse me vacant
positions are 165,000
hundred fifty dollars well the money
isn't the question I have but that won't
that line but do you think I think you
just stated that you will be hiring more
people so can you explain how that works
you have the vacant positions which
comes up to a certain amount which goes
to offset the deficit correct but then
you said they're gonna you're going to
be hiring more people yes the vacant
positions does not include those
positions I'm sorry but the vacant
positions that 165 does not include the
positions that we are going to be hiring
for that the vacant positions so we have
positions that are vacant like like I
said the kennel is sister manager that
position is vacant so we're not gonna
fill that one we have a pet grooming
that is vacant a records clerk that's
vacant so who are the personnel yo
behind hiring our office assistants and
animal care givers oh and those weren't
part of the ones you itemized this
weaken Isis correct thank you very much
mr. Thackeray's Thank You mr. chair
well those vacant positions that you're
not going to fill will they be filled in
the next fiscal year yeah so the hiring
freeze is going to stop of course in the
new bunch of your starts in July 2020
also what we're doing is instead of
instead of let me start over what we're
going to do is offering comp time and or
I should say the overtime pay starting
in July so it's giving the the staff a
little bit of a plus it's something
we've never done it was always money and
there's some employees that do prefer to
get time versus the money so that we're
gonna start doing tracking that in July
in the new budget year as well so there
are some pros and some things that are
improving a little bit
through this very dark cloud I can't I
can't tell I can't say enough for the my
co-workers there at the animal service
centre people were saying at that the
meeting it was during the day and we
just closed the shelter just for a half
hour so we could have a meeting and as
as I explained this spaces were kind of
like we were shocked they didn't they
didn't know and I explained it the exact
same way I explained it to you guys and
they were saying things like thank you
for being honest thank you for being
open I think you're being transparent
but I know it's hard for them because a
lot of them rely on that overtime paid
as as income so I told them that we are
going to get on it and get it get it
back going in July as soon as we can so
thank you committee report members
Louise thank you mr. chair and thank you
again mr. Thakur so instead of overtime
I'm sure there's been an analysis as to
the benefits and the detriments of
paying overtime as opposed to a fixed
income is that addressed when you go
through all of this or I said I'm not
privy to those but I'm just wondering I
mean it seems like overtime is so
unpredictable and it is I think very
hard on employees not to know if they
can depend on that as you just stated so
hey it has that been explored full-time
but I mean increase in pay thank you we
just received a large increase in pay
part of a salary survey last year and so
all holla please were able to get a
fairly good raise and bring us back up
to date a nation scale of where
employees need to be so will overtime
still be an issue
damn predictability if over time or the
reliable
you think oh I think I think it always
is I mean when when you're making $12 an
hour overtime it's always a little nice
to make the check a little bit bigger
I don't it's it's not always available I
mean when I say when I say overtime is
looked at it's not like people are
signing up for overtime we don't have
that it's people are they we're talking
one hour or two hours of a period this
is what we're talking about there we go
I appreciate the transparency I know how
difficult this is to have to stand there
and present this information not only to
us but to your colleagues as you call
them but my questions are to piggyback
on a few that board member a basis to be
asked about the audit not typically when
we've had an audit in the last four
years which is every year the chairs are
invited to that exit interview and I was
not invited nor I understand and you
have the other executive committee
members some of the line of questioning
was that it's not typically personnel
but yet I had financial I want to ask
David if that's something that typically
an auditor would look into or that
someone have to point out like Glenn or
the accountants at the city there's a
57% increase we're not sure where it
come from and you look at it
Kesler Gandara the david is not
currently here he had a meeting he had
to step out for but that's something
that I can speak with him and ask him in
the Finance Committee meeting on Monday
I'd like for that to be asked but also I
am asking for an additional audit and/or
a conversation with the executive about
that former Adam previous audit because
I don't even I'm not even aware of what
the findings were if there were any
findings are there any concerns should
be that we should be privy to
so I'm asking for an independent audit I
get well within our rights to do so yes
ma'am we do have the audit was concluded
and there there was a finding and we're
going to present that in February they
did not have hard copies ready for us to
present it in this meeting was the
reason why would the audit was not a
resolution to accept the audit was not
done for this meeting but you will have
it in February right right I guess I'm
trying to make a point to the cities
that typically in the four years that
I've participated and we've always been
invited and we were not at that exit
interview and the other part of that is
trying to connect the dots from finding
the Finance Committee to that audit and
making sure that if there are any
questions or concerns that we are
addressing that accordingly that make
sense yes ma'am and I it it would be
very beneficial as well to have HR and
budgeting in that meeting to have that
discussion because when we were getting
information from budgeting they had
names of individuals that hadn't worked
at the animal service center for years
even before I'd been there that was that
was on there and HR didn't have them
of course but budget did and so
obviously there's a breakdown in
communication between those two
departments somewhere so it is it would
be a good conversation to have yes yeah
and so I do want it just for the public
to know that another issue in a
different venue a different on
organization came up that I that I
participate in and I did have a
conversation about it with the interim
city manager and apparently the audit
firm that we hire had a new individual
facilitating the process and a new
person with the city size sort of
facilitating everything and so I think
some things work for Kahn because people
you know new people at the table not
familiar with the process and I just
want to make sure that when we do have
these audits that you know we're leading
the we're leading that charge it's we
hire them to do the work and so we want
to make sure that we are addressing
every aspect and I just don't know how
that communication is happening so again
I'm recommending an independent audit so
that we can look at that and make sure
that this doesn't happen again
secondly in the line of questioning from
board members notice I think was
excellent and I think what I heard her
say or maybe the outlying outlying
question was do you have a budget
specifically for overtime and yes we do
you do you know a lot a certain amount
of money and one view and see that you
don't operate anymore or how does that
we've never we've never seated

committee meets two or three or four
