all right okay well good afternoon
welcome back to our special City Council
meeting today is Monday May 18 2020 it's
approximately 5:20 p.m. we have just one
item on the agenda but first I need to
do the conflict of interest statement
this is where I asked if any member of
the city staff city manager or a or City
Council has any known conflict of
interest on any item on the agenda okay
seeing none we go to item 2.1 which is
resolution to 0-1 6-0 I can have a
motion in a second please so moved
okay a motion made by councilor Bencomo
second by councilor sword and it looks
like Barbara DeLeon will be discussing
actually mayor if it's okay with you and
Barbara I'll go ahead and just go
through the official itself yes of
course very good the presentation before
you is a resolution to extend the mayor
of Proclamation that was issued on May
15th the background for this as you
might recall on March 11th the governor
michelle lujan-grisham
declared a state of public health
emergency from their city followed later
in March on the 27th with an emergency
declaration ordinance which allows the
mayor and council the opportunity to
exercise their emergency powers by
Proclamation that was recently followed
up here this last Friday on May 15th
with the mayor issuing an emergency
proclamation stating that all members of
the public with some exceptions must
wear a face mask covering when inside in
line to enter or utilizing a city
building property or facility including
city parks
because of the issuance of the
proclamation itself and the original
ordinance the proclamation from May 15th
will expire today and therefore council
is now reviewing and deciding on whether
to extend the proclamation the extension
would run concurrent with the New
Mexico's governor executive order and it
can also automatically extend based on
public health orders that are extended
Ora can rescind based on the public
health order being rescinded as well and
with that council has its standard
options and I will be available for
questions but more important I will
defer to those experts who are available
such as our legal department and
Christine who are very well versed with
ordinance and resolutions if you have
questions specific to that and well turn
