Our and- none all right next. Next is going to be a cover nineteen update and with us I believe are some representatives of the New Mexico department of health and so I would ask. Those who are going to be speaking if you please just announce who you are and we appreciate that. So I know Dave Morgan this year correct. And I think don Sanches is and I don't know if doctor Landon is mayor I am here and. Does he know here. For thirty five seventy five. Okay sounds good. Dr Landon are you on the line. Yeah hi good morning mayor and- Council members thanks for the invitation. To attend your special- council meeting and you know I would I would just say that. I think the state. You know doing relatively well right now in terms of. Growth rates for code sort of stabilizing and the trend is clearly downward. It appears there also vision numbers are dropping. To dental later numbers we still have to you know a person's on ventilators we still have to keep an eye out for that. And also- still were having too many deaths but- the general trend improvements- seems improvements and all of that. All the all the regions are doing. Doing pretty well. The wanted main challenge which you all probably know about are the- pieces in the Otero county prison facility both on the state side in the federal side of that so the. For you all those numbers do show up in the southwest regions totals. In effect- basically the rates for the southwest region. And they lead to higher and higher. Basically a higher growth rate as a result. So that that's really that's really the big challenge is the big question. For Otero county prison prison facility in the cases there is. Yeah the staff for in the in the community or- many of them work in el Paso- but the detainees are relatively isolated. I mean by definition for that type of facilities so. There is no there really their there they're different cases and cases in. That girl say live in downtown Las Cruces so. It it's sort of the challenging. It's a challenging group to work with. On many levels how do you how do you categorize what's going on. How do you. How do you reduce the number of cases how do you do all the and to decide what are the implications for the community. Of having all these those cases. Basically on the border of Otero county and on your account. So the state as a whole and I also think Las Cruces is doing a good job reacting to all of this in in taking a very thoughtful slow systematic approach to re okay which I think is the systematic thoughtful slow are I think important important characteristics of reopening. No no just- sort of the- just did some initial comments- I look forward to the session today. Thank you doctor Landon. Speaking on behalf of the public health division on a statewide level. Our public health offices have strike teams around the state. That are doing regularly scheduled a coke nineteen testing but then also going out in the field for specific businesses. Day care centers and so on there is- just a lot of testing going on within the public health division and dawn Sanchez our southwest region director can speak. More about what we're doing with in the city of Las Cruces and account. Thanks Steve- councilors if you don't want them let don say a few words and then perhaps. She may or may not answer your questions don are you there to the ready to speak. Yes yes I am Mr mayor thank you so much real will briefly I'll just check on to engage with thank for. So other deeper Las Cruces we do is we the only with. She's been talking have you state your name please I'm sorry about that I'm sorry I'm sorry mayor yes sorry this is don conscious self was region director. For the public health division department of health locate here Las Cruces so for testing currently happening in Las Cruces we do test five days a week here in Las Cruces arm. With evening hours as well on Tuesday and Thursday night memorial Medical Center as well tests during the week- if you go into the county we have our health offices in Oakland park you chaparral Anthony as well doing testing as well David mentioned we have a lot of community events that we- go to and we provide testing we've been. Partying with accounting community resource centers on they do food distribution do testing with those copulation and then also the Clinica- and god cool came on board this week which was great and they provide testing four days a week. One in Las Cruces on Monday that their central location and then they are in shock well Anthony and Reno. Tuesday Wednesday Thursday so they've had a good response as well. And I just want to mention to is that we had a conversation with. An archer health center. Your come on board with testing from that committee. Testing or whole that we'll get them board well for. County and they'll there is a they serve well only any county but for us they also serve three of our- the more of our eight counties in the region. So we're looking for to the partnership but we are. Available like David said we do respond to rapid response. And they're still not doing a lot of committee surveillance testing as well so there's any questions on any of that please let me know- we again all the locations are located on the locations tab. On the TV dot and then health .org website. Okay question. We have to question well we have councilors organ cancer Abeyta-Stuve be. Also sort. Website often nine now through this whole endemic and this. Yesterday I believe it was I just was curious on I'm worried some of these cases are- where they're located in Dona ana county in particular. And so what I did is I took the numbers on the website. Four five of the- on. Zip codes along the Texas border. Add item all on. And let me get the number right. That came to our three hundred no Stuve the five hundred and eighty nine case. I was five zip codes five hundred eighty nine. Yet when you go to the county total it only shows five hundred nine cases. On can you explain why there's a difference there that's the whole county I mean. Three besides the- local- I'm for that zip codes there along the Texas border. Right yeah this is a Michael Landon sit at email server help- yeah you're correct five hundred nine I don't I'm not aware of year five eighty nine number I don't know I understand how you came by it but that does not that is not really add up for me although I must say I didn't do what you just did in the last. Minute I'd be glad to look into that too as I understand it the your concern is that the five phones closest to the Texas border in January carry. Have more cases there were reporting for. Diana carry. That if I understood that correctly I mean I do not think that's the case but I'll be glad to look into it. Okay then that's when I and I and the city. Are finding rather should say. Are going from. Eight eight zero forty eight eight sixty three twenty one and finally- the chaparral as zip code I have. Eight eight zero eight one. Okay I yeah I know I can explain it okay so. The several zip code. Includes as I understand it without going to those data right this minute one of the problems with that zip code in looking at that zip code incorporating that into Diana county is that it will include. Many of the Otero prison. And so the cases. That we have for transparency we have broken those cases out. Into a separate category and so everybody can see the numbers and yesterday. There were two hundred and thirty three cases at the. The state detainee cases in a hundred it. Hundred and thirty four at the federal facility in an additional ninety two. At the ayes facility there too the challenge for the challenge for all o you and for me to is. How do you and I sort of described as of the beginning how do we best. Deal with this very special population that is there are there are lots of challenges- one how do we make sure they don't get infected how do we prevent infection how to be sure they have appropriate rides how do we how do we assure all these things in this detained population and how do we count them. So there carried in the southwest region they affect the southwest region growth right there counted in that zip code you're talking about. So that that you just. Their challenges all over with respect to this population. I think what you're seeing is in sort of an art of the way we are. Looking at that population I would just say that. So therefore as some if not all of those are cases in those. Engine and present aren't counted in the county's content the total calorie count. Correct in their in their county and- we've we've presented data they're carrying the state totals so there in the state totals. They're not counted in Dania counties totals they're not Canada Tero carries totals. They are counted in a separate in our press release we have a separate area. For both federal for federal. Detainees and state containing. And they're listed by facility in that. So because otherwise we'd be dealing with this issue that you're bringing up is. Know what's going on with chaparral well okay what's going on yeah and that's it code is that there are there's a very large prison facility complex there with three components to it. That that unfortunately had a lot of cases. On on that the website right now I zoomed in on the two facilities it doesn't name them but I think it's pretty obvious I the one that has the most is closer. Anyway it shows three hundred sixty three cases and the ice I site instability- further to the west is ninety two cases I. Maybe or maybe not that's up to date but anyway okay that that helps explain I thank you so much one last thing- then. I one more thing I should say is I wanted to get an update on. Like to- the possibilities of our what's going on with our local lab testing labs here and in Las Cruces. Or at the university. Is anybody. Have sinned latest information on that. God I absent item information is if you don't have an update. The girl had dental and I can fill in if I have anything more than what you have. Yeah I know I think there's been- other development I've just been. I've seen a number of emails from overnight at- you know basically. Finalizing the agreement with an issue. I mean I'm not saying it's final but moving forward to finalize the agreement with an issue. To support testing at an issue for code so I think that. And that just happened I'm not just just- looking at that happening over last day or so it's very positive so it looks like that. I'm not saying everything's finalized but I'm saying it is clearly is moving in the right direction protesting to our current M. issue done you have any additional information or a different perspective on the I. Am so again this is don Funchess Elkridge region director public health councilors Sorg Mr mayor. Yes the same the same with Mike this is the are by a medical lab with doctor Murphy out of that- culture arts and sciences. So this is the one that they are getting elected up right they have a couple go into to technical and our department uses so I think that's quite what Mike and talking about having communication overnight- but they're definitely moving forward with guarding the tricor as well. And getting support from an image you'd ministration the whole the we will hear something shortly that their up and ready to go so that's that's very positive news- as far as the other entity Councilor Sorg that you had referred. To I understood that they might be also in communication with tri color. But I have not. Heard anything more from either side. Okay well thank you very much John and doctor. I that. On Mr mayor I that's all I have for now. Thank you thank you. A Councilor Abeyta-Stuve. Thank you are I think you got my and you don thank you David for joining us today are my first question is gonna be for doctor and it's regarding this phase that were in of the re opening access- and if you could just tell us that we need to be looking out for. And what. I think the biggest question on a lot of people's mind is how long do you think it will take for us to start seeing. The starter and results of is opening up what should be ayes policy makers and leaders be looking for. Yeah say thank you Councilor. We were clearly looking for you know each phase when we- there's a next stage of reopening. We really keep an eye particularly over the next two weeks- the following two weeks after that. And after those developments the typical the average incubation period is around five days for code and by looking for two weeks thank goodness and I you know enoughtime to see if. Something's gonna emerge showed so two weeks is sort of- the rule of thumb we use. Yeah well we be looking for one we be looking for. Add new cases are we seeing new cases- emerge are we doing are we doing that it and not testing to see new case. And I think as- David Morgan done Sanchez described. Yeah the public health division is doing a lot of testing and so I think we're doing testing are we getting toward adequate testing- so I think that's really good any Mexico's been a leader in testing and continues to be. So we need to keep a on those cases and then we also need to keep it on behavior. Our you know are three hundred people gathering without masks. And without following you know respecting six feet between people. We know that having that an exaggeration but is more of that sort of thing happening are greater percentage of people going around without masks in the community are people not respecting. The social distancing yeah the sixty plus separation. So I think I think we have to look at both cases. And we have to look at behavior. And I think. We have to you know get out time and generally speaking you know two weeks. Plus minus a little more is probably enough time to get a sense of that. Here so what it be fair to say if we start at that two week time if we start seeing- as steady incline of cases. I assume were expected to see some are their thresholds that we have- to say you know this might be a worrisome pattern- are. We have any measurements for that. And I can rephrase that if you need to. Answer I was on mute if you if you're talking about Las Cruces and onion county specifically. Your you guys you'll have a bigger of population that. We can get a sense from case council. The other thing will use is the reproductive number or are effective which you know at the beginning of the week was. Lower than it is now for the southwest region- and really dynamic carry really sort of dominates that that number so we can we can use that and work. Were keeping track of that regularly. So there is not a hard and fast rule I think it over time are cases going up for overtime or keeps going down that's really that's really the key thing. And it just takes you just go look at the curbs and you've got to get a sense of the and you also. Need to see are we- do we see new outbreak. Associated with some event. Where there wasn't social distancing apple I will just I will I will just mention. Fortunately in southern dialect any okay Erik Kelly we are seeing cases associated with a funeral at someone's home. If were if that is occurring over and over again then that would be that would be a sign that. Sort of the plan is not is not working as we- had expected and we may want to think about a different approach. Doing something differently. So there are the overall numbers there are you knowwhat's going on with with small outbreaks in the community. For example and in the General Dynamics any sanity this the two main outbreak we've been dealing with for the stampede meat processing plant. And then the a territory present so the but it's something new emerges- a significant employer they had recently opened up and we're seeing cases you know we need to we need to think about that and factor that in. Thank you army and you even partially answered my next question which whereas we are tracing right now are we seeing any are unique patterns. Are averaging and so you talked about a little bit about that. I'm is there anything else to add with that question. Nine no I mean I think I think that you know the most concerning thing over the last couple days was that he's okay with that funeral and- you know it's- it's so sad. When a family or committee member dies I mean you really can't. Adequately pay respects to that to that person and that's the challenge that we're dealing with right now. In so. Heroes have been an issue both in the southern part of the state and also the northern part of the state and it's something that. Completely understandable that people want to get together. Need to get together for a funeral but it's- it's a it's not a good thing to do. At this time. Thank you doctor Randy and I my next question will be for either don or Dave bad- and that is to go back to the source of our capacity of testing I know the last time that we talked we were and we've mentioned. The optimal kind of range that we were working parts is being able to do those five hundred tax in our community and we- it sounds like you've added a lot of different are. Sites and so how are we doing on those numbers what is our testing capacity take day day. So the mortgage information officer in Mexico department of health I know you're speaking specifically for route thecity and county I can only tell you on the on the statewide level- we still have a yeah thank you has to be out of approximately five thousand per day. On and off are still low looking that the all of the additional ways to be able to increase testing capacity- we know that sandy and national labs and Los Alamos national labs of your are doing internal testing of their employees. Currently A. L. S. a doctor landed mentioned a we are right in the midst of five getting the Mexico State University online and then there is a company out here in Las Cruces had followed consultants that the apparently is now starting to be able to run cope in nineteen samples as well so. There is. Definitely more. All her. And that's for the specifics for the city. I defer to don such. Thank you David thank you Councilor Abeyta-Stuve in this is gone sound just help with region record public health division for if you're speaking of Las Cruces specifically I mean Las Cruces right now again- in and she has there are over two hundred tested that the a day at our health office here Las Cruces we do approximately a hundred a day. And so- as we bring on the Clinica to that the new you know they do start getting up and running so- we still have- some capacity were not quite at are your think our our thought was. You know if we if we look at Las Cruces- my comment are probably relation to five hundred county wide if we look at can wide we're probably there because we have our help. You out in the outlying areas- testing on a regular basis- for Las Cruces right now we you know we also have the and or health. Center that is coming on board to you know than other FQHC to provide some assistance for specific populations that they're able to assist with so we have built the capacity and think with availability and testing I think part of it being the word out- and then just you know also- part of part of what our role to respond to the rapid responses to so that those numbers fluctuate obviously when those do collectively and we have to respond to that. But we definitely have built a capacity- we did have the event for the. City to on. For may twenty. Where we had to stay try drive of the for the city. Seven also PPS staff in the middle sixty on city staff come through we had staff. Through throughout on are all all are different. You know we've had. Happening over the last you know three months. So I think we're we're at a good- and I feel really good point again we're- working with other partners to come on board. With you to get are there with us helping us out. Thank you thank you I appreciate that and then just a reminder for the public might be I'm listening and- how long is it taking for a positive results to come in and then how long might it be taking for any negative results to come in. Your to do they like to be one and two is like I can do one answer that or you want me to answer that. Yeah I want to go ahead. Okay so councilors do they- this is done conscious selfless region director so. Absolutely we work very closely you know state lab we have the lab and thenwe have tricor. That we can result you- working through the state lab it usually takes. I mean I'm gonna. Hi forty eight seventy two hours- for the positive there might be some that are are take longer so for various reasons- so those ones are notified. Immediately when a positive result come through. And then we are as well past. You notify the negatives and so again- the process of getting the results back is the best. You know it is the process that we have the we definitely. Were working on ways as well to get those results. Back quicker you are the community folks. Well one thing that's been going online to with the ability to actually pre register for your hat. And then also get your results thank you. You know the way that you would like either via text voice mail. Or email that's a process that being worked out right now if you. Other than getting up up and running but we're hoping to really. Have that. Widespread statewide actually- and we're really focusing on that here in Las Cruces- coming this coming week. So we're working on ways we definitely stand that those the information especially because it has to come back as quick as we can to work very closely with the lab. If we can find the results we try and look for them. But we do turn around quickly as we can to contact the colleges and then as well we do have a- at. Have you have people who are contacting the negatives in getting information as to what they need to do what have you so we definitely that the priority for us to get those results back quickly. And contact tracing. Are so we can definitely continue can mitigate the spread in so if there are you know that we do have the- the patient portal as well where folks can right now go online if they've been tested they can go online. And check and see if their results are. And a lot of folks are getting their results already. That. Process thank you very. Great to hear. Are and the something. For now here. Thank you to cancer Abeyta-Stuve use well for your I'm always very insightful questions- yeah my questions are around the Otero county processing center and the stampede meet. Back land we had a chance to talk with mayor but they are not too long ago on the on one of our Friday meetings to ask for an update order of course of action to address the- incredible infection rates that that occurred there- and also requested to see if you might be able to call in the department of health. Actually inspect that facility to ensure that the actions that they were taking to get this. Of the virus in that particular environment. Was was satisfactory because it certainly didn't seem that they were prepared are more adequately. Dressing the needs of the workers there considering how big of a spike they had in a very short amount of time- and then it the terra counting processing facility are knowing that that's a federal facility are in charge. Or or at least that ice. And the contractor their jointly run- wondering if at the department of health level or at the governor's. Administrative level there has been any discussions on actions that the state could take- to ensure compliance with best practices at that particular facility or if there's anything the state can do. Is it's incredibly troubling the rates of infection that occur both there at stampede and- I think that's where we should be. Getting some of our resources to mitigate spread their. Yeah Councilor with respect to stampede- there was really- I think they a good efforts. To intervene for about the company and from Mexican varmint apartment in from Mexico department of health and- as we did in will continue testing their- W. not seeing as many new cases emerge. And David they've really put in- best practices in terms of- what's recommended by CDC nine option in terms of- protection in a very challenging environment to reduce spread so I think I think that. Thank a relatively well I think I mean one way to put it in perspective and this doesn't excuse anything but- I think if you look at. The food processing plants meat processing plants throughout the country. You look at the huge number of cases in many of those plants. For a relative respective. And he probably has not been hit as hard as many of those but that's that's not to excuse it we don't want any cases there but there there will be given the fact that there's a baseline level infection the community there's more infection el Paso. Then in January county that many of the workers come from el Paso we're gonna have we're going to have continued cases there we just have to. Be on top of it which I which I think. The company Nixon barman department in New Mexico determine health are are doing so I think that. It's a tough situation but I think people are working with it pretty well with respect to the terrible. The terror carried for them so the and then and then the processing center- I think that- the corrections department is working really hard. On the- the state side of the Otero county prison facility. To implement all the recommended measures and- and then do aggressive testing and so I think that's that's in place any we have as you're acknowledging. We have much less control over it or don't have control over the federal side but I know the our our federal representatives. Senators the governor's office. They're working hard to influence- what happened in the city's as much as we can- on the federal side. But you but you're right it's a really challenging situation and. You know what it is you look around the country. Not again that excuse it but I mean I think what yes yeah I heard about Tennessee's spike okay so I was just listening to the latest news and to Tennessee spike was due to. Either a detention center are present- and you're seeing that over and over again these environments are very. Very hard to do infection control and- into limits spread and- that's what we're seeing and. Again we need to continue to that. Be aggressive in our efforts to prevent spread in those facilities but it is it's really challenging situation. Thank you doctor land in she that update and the governed doing everything she can to mitigate the situation- I think from from our perspective right well I'll speak from my perspective I apologize. You know some of those. Some of those from my job at the meat packing plant- I'm not sure how much they pay on average I'm guessing probably between ten to sixteen dollars an hour- the return on investment better community gets from those particular jobs. The actual cost of. The disease spreading among stepped facility- to me I believe that. The mitigating the impacts of the disease outweighs the wages that are being paid to some of the workers that are currently there- potentially might qualify for unemployment if the meat packing plant were to be shut down. I know the profits from stampede- the corporate profits at least don't stay any Mexico they go to Chicago- and so. In terms of the financial impact as you mentioned two thirds probably of the workers are no Paso a third or New Mexico. Of those were being impacted are you know those frontline workers and so. I just I would want the state to really consider. What were what the actual. Pros and cons are would be of continuing. To have workers in an environment that promotes higher rates of infection and protect and then potential community spread versus how much are community actually gets a return. From from this plant itself- I know those are tough questions have you never want to treat. Together order like that but those numbers are pretty astronomical and this is a very unique situation and so from the environment department department health standpoint from my perspective. I think there needs to be a cost benefit analysis of. You know are are we keeping the meat packing plant open knowing that there's going to be continued rates are infection and the profits from this meat packing plant are not going to stay in our community. And so that's a that's a question I think maybe higher up- terms of folks to be having but it's an important question to have rate- in terms of what why we- have been made stronger decisions to limit the spread of infection in these places- within the Otero county processing. Facility and the detention center. You know again I think. The action from our federal delegation is great but- I would love to see the majority if not all of those folks released on bond so that% they don't have to be in those situations. Especially if they're not a threat to anybody or themselves they- deserve. I have not a fair opportunity to live a healthy life. Whether whatever outcome is of their federal court case- I don't think we should be subjecting people to that those types of situations that you mentioned knowing. That the spikes are going to continue. And this is all over the country the detention centers have. Experience ridiculously high rates of Kobe. On which to me again a systemic issue shows how much we don't care about those folks or at least the people who are making the decision to keep them confined in these close bases. Don't value them and don't care about them getting code- so if the governor could also. Or the department of health recommends to the governor. That you know of writing a letter saying Haiti's book should be released on bond one is a danger. To them and it's really important that we take care of all people who are in Mexico and then to as you mention in Tennessee. The workers were coming back into those communities are potentially- increasing the rate of coping- as workers at those facilities and so. On I understand it's a difficult situation always hard to deal with. But I think you know we have to act boldly in the best interest of the Mexicans when it comes to limiting spread of Kobe. And take care of all people- so I just want to say that because as southern Mexicans with both of these ladies and in our region- just want to make sure that we're being given the proper attention and the due diligence to- issues that are impacting us and that includes both of these facilities in mitigating the spread there so. Other than that- document in thank you so much and everybody else are. Department health who has. An agreed to come. Give very. At help us now. The down here as grapple with our own local ordinances state or and- state your active your input is always very helpful in making those decisions so thank. Councilor mayor pro tem. And then David Morgan done such as I know how incredibly busy you are but we can- expect to at least every two weeks give us an update and answer any questions that we've had so I feel very blessed and incredibly lucky to have such. Amazing people to represent us here and that's really for the public I know would probably getting quite a few people watching on you to- given the ordinance says that we are trying to move through- and so documented and I wanted to ask some clarifying questions- and by chance do you have specifically the Las Cruces rate of infection I know that we have. I have gone up and down- I know that many of us are looking at- the dashboards and whatnot and I know on Fridays you get that- and I'm thinking that's around the time when you're getting updates as well do you have that currently. Yes you mayor pro tem I do have it other than just. I'm opening up today is. I thought I was open to that is. No. I mean so I don't have a for Las Cruces but I do I mean the number for nine years five and I like we talked about it and get you the rate. In just one second. The rate earlier in the week and I can update this if you'd like but- the rate early in the week this is the June first rate so this is the- number of cases broader thousand. I'll put this in perspective. The US rate is five hundred and fifty two per hundred thousand. New York lead the way at one thousand nine hundred and two. Hundred thousand. And New Mexico three seventy one per hundred thousand such as giving you the state perspective by the and then if we go to. And this is again for Monday and if we look add dynamic county on Monday. It was to nineteen hundred thousand so. Daniel a carry to nineteen greater thousand New Mexico three seventy one front thousand and you at. Five fifty two thousand so are those are the rates per hundred thousand so we can compare you know different communities and see what the infection risk is in the different communities so didn't action redskin Diana county is left in the risk in New Mexico as a whole and led from the risk in the US to put it that way. Very very good also then tell me- with one person affected what would be the potential of spread. To others like and numbers what are you seen specifically. Well we're um. We're seeing for that southwest. The are expected. Getting there was about. One point one when I'm gonna get you exact one here and I so what that means. The southwest was one point oh nine at the beginning the week now it's gone out because of the all the Otero county present present facility case but I think for our discussion one point oh nine. Which means that. For every keys. We expect there to be a little more than one case the results from that Kate so. Basically for every nine cases we would expect to see about ten cases. And what we wanna do is you want to get to look to the to the point where. The reproductive number the effective reproductive of brought reproductive number is below one. So that means we see left in one case one. Secondary case but then one secondary case reach. For each case. But we're right now we're seeing about for every nine cases were seeing about ten new cases. And that's a lot better than it was in March for the state for the for the in March is say if we had nine cases. Yeah we see nine cases we see about eighteen cases or about two cases for every one new case. Thanks for that doctor land and. We should that and that one point- one night is specific for the southwest region right or one yes that's correct one point oh nine. And that specific the southwest but it's really dominated by dying in accounting why is that. The population is and so it can be resort of use it on your account number. Your doctor and your views on mass and what that- will. If people use mass in your- estimate your experience your knowledge your expertise basically why are we asking people to wear masks and how in terms of percentages if we had known 90% 95% of the community where he asked what does that do specifically. Okay so- just sort of the- mayor pro tem inducer brought in that the- perspective a little. For our interventions are really you know we don't have a vaccine yeah. We don't really have. Widespread medication availability we just we don't we don't ever- medication that would prevent infection so we really have to really rely on. Certain behavior change. And so those social distancing is critical people need to stay sixty to part. Hand washing is critical and in Washington that available using hand sanitizer staying at home. In not definitely not going to work if someone sick that's critical and then the fourth intervention which is immerses more- at its emergency a critically important now that we know that we don't have the we have a symptomatic transmission that people can transmit without symptoms. Is the are Max and master very important are critically important in that they a mask on me prevents me. From transit- a reduce elected I will transmit to another person. So we it prevents those respiratory droplets from spreading from me to someone else. And that's why that's why the- it's sort of there's sort of a social contract now I think around that in that. I'm wearing a mask to prevent me from infecting someone else. And bear wearing a mask you there in my general area to prevent. To reduce the spread of infection to me so it's you know we have to do this as a community- it's the it's the new standard. That we need to follow. Their and- it's just you know it's one of those things that. It's a new normal new standard and it it really is- it really is the way to go and- we really need to have people wear masks in public places when their potentially within six feet of others are could be- and. So it is part of a group of interventions. Increasingly is becoming import intervention as we've learned about the symptomatic spread and- it is it's not the sort of thing well. You know it's really up to me whether I where I mean it is if I if. It's not about the match protecting the individual as much as it's about the mask protecting those around them therefore it's really it's really not an individual it's really should not be an individual decision at this point it really should be a community decision. I appreciate that doctor land and you make mention the a symptomatic folks right that now be it research. Can you talk to me a little bit more about that and the spread. Of the possible spread when someone's a symptomatic I mean you actually had I'm assuming you've actually had. He says and because of the tracking entry scene what have you found specific to- New Mexico around a symptomatic group. Yeah we in. In some settings it seems like you know will do an investigation and we'll- we'll catch everybody in the family. And you know the- maybe that and that initial the initial case in the family will be I will have symptoms. That everybody else won't. We mention the situation the stampede outbreak we talked about of the Otero county prison facility you know many of those cases asymptomatic and we wouldn't we wouldn't know about him without testing. So I don't have that I don't have a heart and that's number for you but you know the estimates are in the literature you have. Race is symptomatic- that's a rough number and that number is subject to change as we learn more but there a lot of a symptomatic cases so if your if your intervention is dependent on somebody being symptomatic around code the- you're not can adequately intervene. The intervention needs to be for both people. Better having symptoms in people that are not having symptoms and therefore it has to be really a community wide intervention unfortunately because- we have no we now have no no great way of knowing who's- who. We have no great way of knowing that somebody is not infected. Given the amount of a symptomatic- illicit we see. In terms of her community can you explain that further and of what that you know how that is being. Discussing your circles in terms of in relation to on the state of New Mexico and their interventions. Sure so herd immunity is where basically the immunity of the population her tax those that are not in year. So let's talk about measles measles measles very infectious it's more infectious code. And we need a basic have. Back coverage you know. 9295% of the population to use for measles or immunity to measles. To protect those that- may not be able to get vaccinated or don't get vaccinated so that's really what sort of herd immunity is it's another community where the community decides to protect itself. For or they're just more volatile to convert of L. no the key to protect. At the community and the community. So for. We don't really know what the magic number is said for me it's 9290% to be either fax or have the elements. I believe late March early April and- it was no less than 1% it was really reassuring in that. The to help carries a the to add your to hospitals- in a number the nursing homes and how can help in home health agencies. Did not have any evidence can of coke at and we and this was you know. We have to remember that we talked earlier about a lot of a lot of Kobe. The disease is- United people renting symptoms so this is this is really good. And show that you all had a healthcare we had a really low. Baseline rate of infection. And in the community as a whole. I don't think. D. the patient in that wasn't as great as we had hoped. But I don't believe that we had a positive among the community- community sample that we- retaining this was just this was just basically **** people sort of at random. To ask a few questions and get the get the test. In so. That that- that those results are very reassuring and- very positive and we'd be glad to it. Sure that if you guys haven't seen that. I appreciate that I haven't seen it I don't think it's something that has been shared with- me are the council and I think that would be a very helpful- but again I get quite a few emails and trying to be diligent of how- and I'm super behind like I think I'm at thirteen hundred now so. For all of us was when we had definitive evidence of the- of transmission occurring from people they didn't have sometimes be asymptomatic transmission and that was the really the game changer and because of that that huge huge development. I think that pretty much all public health entities. You know in the US and worldwide are. Are very supportive the mask use at this time. What was happening before before this became clear about a symptomatic transmission. Is any we have this issue in New Mexico. For I mean we had we had to be so concerned about the health care workers having adequate PP that. Yeah we were really- discouraging PP use among non health care workers. But with this with this new new evidence that there is. There's spread from people that are exhibiting symptoms- that just changed everything and I think I think all the public other musicians now our locks that with respecting. Recommending face coverings for the general public. Okay well they're they're claiming this came out from the world horses health organization just recently. The last call- cancer I as were as we're going through here I will. I will take a peek and asking. To get back to you all- on whether or not time I'm seeing that as being a current recommendation of W. Joe I don't think it is but I will. I will check that in but they they and they may have other they may have sort of developing country consideration to have to consider- that are not. Not really relevant to- a country like the US. How does that compare to the other regions or other parts of the state. Yes so. In terms of if you were looking at it regionally. We have. The new user these are yes I the different time periods but and sort of at the end of the month. The northwest was it said basically nineteen are eighteen ninety six per hundred thousand. One eight nine six. Second with the metro region. At two thirty seven per hundred thousand. Third was the southwest region. At two OO. Six hundred thousand and that and that number is you know relatively close to dying any carries number up to nineteen. Reflecting the dynamic carries numbers really do drive the southwest region members. And the northeast is eighty nine point six in the southeast. Sixty six. So the southwest was sort of intermediate- of the five regions it was it had the third third lowest in third highest rate. Because they're having left people in their beds there making less money so last I heard and you see probably made either fifty six or sixty dollars per person per day- so you know. There is an incentive to get people in those bags and- there was a transferring out of folks right before Kobe head due to some other things related to federal policy but they have such low numbers right now in their facilities that- that they don't operate there anymore because they're not making any money so I do hope that. The beginning to take. A more serious stands on this because it is- at the end of the day it's still business that is not operating within the- boundaries of New Mexico. I hope that we begin to phase out these contracts that we do let business with these people. I'm a definitely hope to see you know I don't know if Mr Morgan are documented I really do hope to see. Folks like you also you know to public stances on. On how these facilities you know are record public safety and public health and in our communities so- I know that that's probably not something you're considering right now you're in. Credibly busy trying to figure out how to. Ensure less people are gunning for this disease is very very much appreciate that whole. Back up yeah. Local residents have this burden- of passing ordinances that have to be weighed against are or you know that the weight of what what's fair to people- are we going too far on something not doing enough for the health and safety of people because that's basically our mandate- we're here to sure sure that we have a safe city and on health and personal safety and all that so are you the question first of all- has heard immunity. Work anywhere in the world I know that Sweden tried it and heard or site I have no way of knowing whether it was true that it didn't work has heard immunity of been reported to of work any in any country in the world. Councilor for. Herd immunity to work the virus with it had you already have pretty much gone to the entire population we have to hit that. Yeah that estimated 6275% level. Of the of the of the population having code it so in Sweden they they try to he more sort of voluntary approach to social distancing- it the interventions were talking about and they estimated there the card that the percentage of the population is infected is greater than in some other places but they haven't a chain herd immunity. And unfortunately. While I think they felt that this gave more. More freedom to the population as a whole they had a very high death rate- quickly or among institutionalized people persons in nursing homes and among the elderly population so that is. That was that that's the concern about Sweden's approach. Thank you. Question is as far as the- the infection- ratio- you said it was one pretty much one on one at this point here and on your and accounting but- but is exponential because in that other person who- just contracted will vine and so on and so forth. So is it does it just go one on one or does the one who became infected. First one- the person has a potential of- infecting someone else so reviews a just war it isn't like one becomes. One one can become. A lot. I think so that I Councilor yes that's true so I mean because it's exponential. It's sort of like basically you have. That one you are using the nine leads to ten okay. So nine cases you're gonna end up with ten right now based on the one point oh nine effective reproductive reproductive number for the southwest. And it we have the beginning a week and- but those ten. Those ten are each going to lead to a little more than one for each and it and as you said it just. It just sort of compounds. But at one point oh nine that doesn't. That doesn't happen very fast. But it to you know basically. We see we see doubling every every generation of cases with the a report number two so it does small changes in the reproduction number have. Big impacts on the number of and talk to people in the community. And yeah for above one. We do see sort of that that exponential aspect of this does come into play because- we're not just talking about one generation of cases we're talking about second generation a third generation of fourth generation and on and on and on. And therefore we have to. Get ahead of it. With our interventions. Yeah we talked about waiting two weeks to see if there's an impact of our of something well the problem is waiting two weeks is that you may have a lot of transmission in the in those in that in that two week period. Thank you thank you- thank you very much information my first question is. People are you know I think people are you explain very well how antibodies- we don't have enough antibodies or not testing for them right now- and even if we did. My question. Nation of gathered- from reading everything I could possibly read. About this is that the- and I think as reported by you in one of our previous meetings of is that. There there's different kinds of- Kobe nineteen itmaybe they're not all code nineteen because there are different strains or that the antibodies are different and there's not enough of the- sample or there's just not enough- anyway we don't have the antibiotics. We know I mean we have every reason to believe their bodies are are- develop after- it infection. And we have every reason to believe that those antibodies are protective but we don't know for sure. So that we're gonna learn about that as you as the vaccine research proceeds as we learn more about the disease after more studies. But for right now there is a possibility there's a to the possibility that there could be reinfection but that's not proven- we do know that with other- viruses that. You can having unity for up in some viruses provide immunity for carried into. Some viruses by the muny for a long period of time so. If you still that's still up in the air. But I will have decided they were not seen a lot of. Thank any virus or there are mutations. But we're not seeing. Be unmounted mutation that we see for a virus like influenza. And a code buyers relatively stable. We are seeing ADA bodies. You don't know for sure if those are going to protect people from. Getting infected again but we'll we'll we'll learn that over time but we have every believe reason to believe that the antibodies are providing community. We just don't know how for how long. Medical master for health care workers primarily in- we're not we're not disagreeing with that statement were recommending face coverings- for the general public. That people through our children three and older- can you talk to me about your family with children and mass. And how in. Important or not important that- in terms of them wearing masks. Yeah mayor pro tem the- I mean I feel I'm I'm very sported sees his recommendations with. Basically clock clock face coverings should be used for those to an older you know whether we talk about to an older three an older I don't think that's really that significant. But I think children children should be wearing. Coverings. Like like everyone else. So that that that would be my take on it. Thank you and then lastly chip people with- behavioral health issues- challenges with you know the homeless population I mean what. What are your thoughts and I definitely- want to I can't status anymore how important I feel like- the mass are but I also know there's a huge population that experience trauma domestic violence for instance- rape and the various tactics that. Haters use right to hold people you know to victimize them and I know that mass would be really detrimental and one of the things that I like to hear from you Dr lined and now I understand you know where I stand about the mass that I think there's generally populations. And the ones that I mentioned that I'm have it great difficulty I'm worried. And I understand that the governor has a meet those exemptions and I being I like to really push for those folks that. Have behavioral health issues or disabilities- that have you know. Is choose where a mass and because the trauma that there'd be- you know some exemptions and I don't see those and her. Altogether on the coal- six for intimate employee. Can you a little bit about that. Yes their pretend that you know I think I think we need to do the best we can to make sure that- everyone's wearing a mask and public. And people need to wear masks and private- and that sort of that's laid out. I think there are there are check I mean you know there are there are medical reasons why somebody can't wear a mask and I think if were were reasonable- and the medical community for reasonable about those. Those reasons and I think. It may it may touch on. The slightly the population you're talking about. So I think that and I think we need to take a look at those from. This is the health benefits and as we talked about it. No I wear the mask but the primary benefits to those around me. There are there are going to be a very a very very small number of people that will be able to were a mess for medical reasons in. I think it's reasonable to have that and really. As a possible as it doesn't exception. I guess I thank you for that and I hope that you're able to communicate that of to the pop meet that I think there needs to be some exemptions and as it relates to that and I'm on I I'd get deeply concerned that. As we- debate that ordinance that we're going to do G. that I want people to understand that I'm- this population. And children of course especially children who have experienced trauma- and so I wanna feel confident that you're taking on that message to the governor's office. Anyway mayor% pro tem councilors- I just wanted to say that I do get to speak to constituents on a regular basis- they reach out to us regularly on Facebook messenger and I have spoken to well up several constituents across the state who are either do you have- you know issues themselves of literally feeling claustrophobic wearing that mask- and- who have also experienced trauma. I've also were you know spoken the parents of the children- with the with disabilities particularly autism where- the parents are you know saying look it's really hard to be able to keep the mascot on my child or or have them understand why it's important. I've even had a couple of instances where they say that their child has been publicly called out publicly shamed for here where is your mask and you know that is certainly- not fair and a terrible circumstance. And not easy because you know it's not like everybody compare you know a neon sign. Over their head- by what I have tried to tell our constituents is. You know with that. We do under that hello. As the admin. Does as the New Mexico department of health does and you know to just remind them that masks while we are heavily emphasizing the need and importance. To be able to prevent community spread by wearing masks we understand that not everybody can wear the mask. And for your specific situations well just know that. You know we are okay with. And then what you speak to about being able to talk about the when we update them the public order next time around to be able to include language to this the fact. The woman their regular patrol and hall the chart takes because see the child to get it back to the family the decision on whether to incarcerate a child or not is not within E. D. or city control it is. Governed by the nature of the offense and the juvenile probation office makes that determination. And we will have juvenile probation is part of that discussion but I believe that incarceration. On is very minimal on relatively- in New Mexico and on add account yet it is not something that the state takes a likely there is a very detailed process. And it it's not the local there's a statewide system that handles that determination as to whether a child will be detained or not so it is a complex process but all all work which- J. This ordinance brought to you today also does not duplicate directives under the state public health order of the duplication can cause difficulties with enforcement and also we went to him for avoid any conflict with the penalties imposed. By the city ordinance versus the state director of. So what I'd like to do first is go through the proposed regular ordinance with you. And I'm gonna start sharing my screen. Not to be voted on this is merely a- for public notice correct. Mayor council this is that is correct this is the first read so we will be discussing. Of the ordinance it is not to four vote that will come forward at a later date okay thank you. All right. So do you see my screen now with the trees covering ordinance yes. Thank you very much. Quickly review that we have three- all week sorry we have to items that- cover a municipality with respect to face coverings we have the mayor's proclamation. Of on may fifteenth twenty twenty which required the public to wear face coverings in city buildings and facilities and it also required face coverings on public transportation. The term for that proclamation runs concurrently with the declared public emergency. We also have the governor's public health orders I mentioned earlier and the requirement there is for individuals and public settings to wear masks. And of for employees in the workplace to wear face coverings. The ordinance before you to day requires face coverings of to be worn by the public in any retail or commercial business it has exceptions that align with those in both the governor's public health order and the mayor's proclamation include eating drinking exercising. Children under the age of three and anyone with health issues that preclude them from wearing a face covering. The termination if the ordinance is enacted- the termination would be by city council resolution and any subsequent renewal of the terms of the ordinance what also need to be enacted by city council resolution. In the a proposed ordinance we have defined retail or commercial businesses as an entity that provides. Good their services to the public and we have provided examples of these businesses that align with the businesses that enumerated in the states all together now New Mexico code safe practices so you see some of them listed here. As I did previously I have provided a summary of what the directives and orders cover between the proclamation the% state's public health order and the proposed ordinance before you today and you'll see that the focus of today's proposed ordinance is for the public to wear face coverings in retail. And commercial businesses which is not duplicated elsewhere. I've alsoprovided an overview of this exceptions in these three and the proclamation state public health order in the two days proposed ordinance and you can see that we have aligns with the two previous. Vehicles for mandating face coverings and this ordinance requires or allows for exceptions for children under three people with health issues eating drinking and exercises site indicated previously. As the mayor noted there being no of vote today this is the first read of this ordinance and therefore it's a discussion item at this point and I will stand for any questions you might have. I hope that the- good morning- mayor de deputy chief giving us for the record- we cannot site on our own private property anybody that's park in a handicapped. Parking with or without permission all right okay I was of the impression that she needed to have like the owners. On whether there again S. but I think what I don appreciate as one were spreading misinformation that's really dangerous and I think that. I am just hearing so much fear mongering in our community regarding this mask and I mean we heard doctor man and this is this is a community decision now this is- I would begin to re open there are set of things that we need to do to take care of each other like each other is all we got. Let's take care of one another and wearing a mask is a very simple way to do that I mean I think- you know and I seen people saying that you know we're sending people to jail I am literally advocating for less people to the jail and detention centers in our county detention center and you went out with I am. I am advocating for less people be in jail so people will not go to jail because they're not worried. Right if the data going I contentions if they decided to. Let go of people with certain non. Criminal offenses because they wanted last people in. Jail due to a Colbert then you are not going to go to jail for not wearing a let's just make that really clear. Now the thing that I could be king about is- let's say that- a grocery store worker someone who's gonna. At work or has been Frank putting their health at risk this entire pandemic. So that we all have access to food in access to clean and healthy environment shop and if that person feels threatened by you because you're choosing not to wear a mask and they decide to call. The police about it then yes you might have a fine that might happen if the police officer gives you I'm asking you site not to take it sometimes those are the consequences I've spent before. Nine got caught speeding and I'm going to get that sort of the consequences. Of for putting other people's lives in danger and so. I'm just gonna say that. And you know hopefully honoring the will of the majority of the council- as it pertains to budget this ordinance but others- I know we- kind of collectively agreed even though we could have on Monday not to vote for this ordinance- kind of with the general understanding that that we be able to vote on it today. And so disappointed that we're not able to vote on it today. technicality of the wording on the ordinance and so regardless- we are where we are. And just wanted to make you know to express that because I think we I think that there was a fair trade off there- I don't feel we have now. On the actual wording and details on of the ordinance itself. You know I've had a chance to hear from a lot of lot of folks lots of input social media- cell. Email about folks concerns and there's a couple of things that I've thought about this week. That I could that I could get on board with- in terms of some changes to the actual ordinance. Is it parks. And you know I think I think we should exclude parts from this ordinance when it comes to the base mark with a face mask wearing. Of I think. Of course you different but in general. With folks staying six feet away from each other in an open setting- not everybody goes the parks to exercise. But I think a lot of people do right whether they're walking or jogging or doing something for exercise. Or hanging out with family. Or friends and so I think. I think parks me what seems like a logical exemption to this particular ordinance I'm I can't vision. There be a whole bunch of people in close proximity- at parks and so that's one thing I think I agree with- and then secondly I think. You know this whole issue about discretion- with enforcement on this- I've had to. Educate or at least try to give my opinion on things when it comes to what the police department and our officers are out there choosing to enforce or not- in terms of discretion. We heard from cheap Gallagher a couple of weeks ago that they didn't even have the capacity to enforce no speeding infraction or most traffic infractions- they were so busy with other things that they said honestly we're not. Even really stopping people for traffic infractions. And so those are very important like cornerstone- things that we have for public safety restaurants recover said right you. Should the panel there's I don't is running a red light there's penalties for speeding there's penalties for running a stop sign. I'm sure we've all had we all had our share of those infractions- but given what's important to. The public's health and safety of our community of our police department makes those decisions about what which would force and what not to actively. Seeking with ATVs we heard just from the other day from the chief right collectively as a council we wanted to. Allow you TV used to be on the street or not and to be skewed TV's to be on the street. And even though ATVs are now also probably in larger numbers on the street- those that's not being enforced. We heard that from the chief as well right so there's a couple different instances ordinance is there not being enforced that the council has created. Because we want status more we want. Both to allow these things to happen or prohibit something to happen. But with the understanding that it's going to be up to the discretion of our police departments one fortune not for stands. But those things that social norm the educate the community. To help us to help shape who we want to be as as a people. And so in terms of the enforcement piece people say you know contribute their given tickets and that they're going to be. Putting people in jail I just don't think that's a fair statement to make or to assert- or even- on the part of. Of to Gallagher to say we don't have the capacity to do this will. Not capacity do a whole lot of other things and so- so I think you know that comparison- I don't think it's fair. However if there are if there is another way. Perhaps a civil penalty I'm not sure and that was my going to be my next question for. Jennifer or somebody else- I don't know if it conflicts with what the state currently has in- you know in terms of their penalty for a mask- but if it's a civil penalty right citation verses jail time I would also support. So that's that's my question for legal or someone who can answer is- sensually make this a civil infraction rather than a Mr. Forget the I and I do see Jennifer I thought she had also taken some personally but Barbara deli on looks like she has her hand up and then- if Jennifer is here and she like to comment on that. Okay well that's that okay well that that's something I think that we should absolutely look at in terms of the proclamation mayor present in your agreeable to looking at to get under your your ordinance or when it comes time for council to review that ordinance- that might be an option. Explore did you wanna hear from Jennifer yes yes. Under state law. We could perhaps crap something in a nuisance abatement but that would be different type of ordinance and we'd have to bring out for several weeks we currently don't have a process for administrative we can create one it's not impossible to do we just don't have one right now. And that would. Have to be a different ordinance. Okay and Jennifer that ordinance- when councillor Vasquez would probably be similar to what we had when we had that red light cameras that was more of a of a civil penalty and then we also had to have a separate hearing officer to have that opportunity for those who were given that technicians of the have a chance to lead their case of the speakers that correct. Jennifer yes mayor and council that is correct we do not have a current process for that it would be very similar to that. On there's another option which would also require an amendment to this ordinance would be a penalty assessment a strict penalty assessments. But again that would that would occur in municipal court as well. Okay. Well thank you I appreciate that clarification I mean I think that might be a good middle ground. I don't think the intent of the councilors for anyone to go to jail or anyone to get a five hundred dollar fine- but- you know we want to normalize this because the vulnerable committee the vulnerable population in our community. And the of her time and time again in fact from folks who opposed this ordinance have consistently sided. The number of people packed together at big box stores as reasons why we should reopen the rest of the city right and so. I think. We have to come to a realization that if we want to protect the elderly those that are compromised- children that we should all do our part and be responsible citizens to each other- especially in the settings where social distancing is a little bit harder. And I think that's that's a good middle ground it's a good compromise as we re open- I've seen at Albertsons the way that they have a specific worker- staff member who's outside of Albertsons. That doesn't let people in without a Max and I have seen and numerous times those interactions- and most of the time they've been very friendly right they they- you know folks. Either get upset they can't going without a mask in the leverage used to go to another business- oftentimes they find something to make a make shift mascara. And ensure that the store with a makeshift mask on- but you know. At Walmart and other places where there's really no nobody asking folks put Maxon. Is where you're seeing the large concentration of people without masks. On which are compromising the decisions that other people who choose to wear masks are. And so- I think it's a good middle ground I don't know I guess Walmart's national policy is not. To ask people to wear masks at the door which I think is a failure of leadership on Walmart's part but- we should do what we can where Walmart is. And I think in these commercial and retail establishments it's a small small thing to do- to respect the health of it you know choices of others so whether it's a civil penalty- or otherwise I just I just think it's a- it's a way for us to be able to- control probably with the most people are currently gathering. And so to for clarification purposes this is just on the commercial and retail businesses that we're discussing for future action or correct- miss Christine murder or Mr Leon. In what is the enforcement language on this. You have a- yes read it for the record. It if it's on ordinance is probably five up to five hundred dollar penalty and or up to ninety days in jail I'm going to gather some that's our that's our city ordinance. Standard that's right. Okay and where your department then be able to track the citations and find for repeat offenders on for lack of a better word someone who continues to. So if you saw someone and you we should the citation for violation of the ordinance of person would have to go to go to court. And potential we are going to jail or- a fine is that correct. And which I would have had the ability to submit a motion for release and there were only four at that time and we did release those for so it isn't common that somebody was banned an extended period of time- in jail. For petty misdemeanor. This ordinance is in Britain so that a subsequent conviction has increased penalty so there's if you have just. Like what. Deputy chief Dominguez said earlier if you're arrested sixty times the penalty could still be the same there is no increased penalty for subsequent arrest your conviction. Okay and so it could mean a five hundred dollar fine. Mayor and council yes if the judge imposes the maximum for this offense the maximum it could be a five hundred dollar fine. Thank you and soyou mentioned- civil or was mention about civil penalties can you tell me what that means exactly and what. And what that would consist of and how we would specifically address that in the ordinance. Mayor and council the in order to get you a civil penalty which that. Had been raised before which had have to look into that because I need to see if it falls under our nuisance abatement in our ability as a home rule jurisdiction to draft an ordinance- it it could very well. We would have to drafted quite differently because it would have a civil penalty and a person who would be given as a civil citation.
