okay so for our calls wanted to for
service for the month we had a total of
490 280 self dispatch calls 24 assists
or a total of 596 calls and as you can
see we have broken down our calls by
just by district but we have a total of
seven districts in Jana County were
district 1 is going to be everything
past Fort Selden heading north so we got
Fort Selden hat for calls in district 2
those are going to consist of Donny Anna
there you have their acres or just four
threes everything
east of i-25 without organ organ area
all the way to LA Seltzer just District
four is going to be musky borrow San
Miguel that liberal community district 5
is our anthony Camerino area district 6
is going to be Senate recess on the park
and district 7 is going to be all of
chef Burrell just to give you a general
idea of where our calls are coming from

for the month and as you can see on your
packets we had 0
I almost picked up in district 1 we had
a total of 33 in district 2 336 in
district 4 total of 8 and district 518
in district 6 into the shelter we had a

impounded into the shelter by district
again zero and district 126 in district
2 a total of 27 and district 328
district 4 7 district 517 district 6 and
district 7 so as you can see our main
busy areas are district 2 3 and 4 for
the most part
okay so we had a total of 10 animals
that once impounded in two we had a
total of 10 animals impounded into our
court whole facility on top of a total
of nine from our testing cases that were
that are ongoing now those of those 10
the animals came from
one from district 3 for 24 0 from
district 5 one from district 6 and 2
from district 7 our animals not included
into the infants at the shelter we had a
total of 12 dead animals we had two
babies submissions that came from
district 2 and we had one home home
quarantine on a dog right from district
2 our return to owner in the field the
we'd scans a total of 108 animals for
the madlyn of those hundred and eight we
were successful and a microchip scans
for 19 of those animals we were
successful in returning the animals to
the field of those 19 and for the little
five we were unsensible
returning home due to you know when
people get microchip they use our phone
numbers or we just run out of time I'm
trying to look at all them so those five
animals went through the shelter manager

okay so our total calls dispatch calls
which means that they come from central
dispatch those equal 492 are self
initiated calls don't necessarily go

this patch it's where we have our
follow-ups mostly just follow-ups that

patrolling the area anything that
doesn't come in from simple dispatch
will go into the self-initiated oh so
self-initiated is the you're the ACO
function it's an ACO promotion we had a
total of 24 assists which means you
could either be agency assist or another
officer assisting one of our own
officers in a case or in a call
depending on you know most likely it's
going to be a priority call maybe a call
just call injured call something where
we need a second officer so with all of
the with those three we had a total of

central dispatch are those calls are

animals picked up by districts we had a
total of 145 animals that were picked up
we had no animals in district 1 we had
33 animals picked up in district 2 which
is a pony on area 33 in district 3 which
is the east organ or East Mesa we had 4
or 36 or we had 8 and we'll pick up in
district 5 we had 18 picked up in
district 6 and 17 and seven chapter Oh
so our main areas are really 2 3 & 4
as you can see on the slide you have any
questions on that how many were in that
blue oh ok
oh it's 33 and 33 at that districts 2 &
yeah an area and East Mesa East Mesa and
then 4 is you got Mesquite
San Miguel highway 20 yeah highway 28 a
lot of those little communities right in
that nuts typically are busy areas or 2
3 & 4
it seems pretty consistent on those
districts ok I'm going next slide please
ok so these are the total animals
impounded impounded and broken down
again by districts so we had a total of
120 animals impounded into the shelter
of those animals we had zero in district
1 we had 26 total in district 2 27
district 3 28 animals intership district
and then in district 517 animals in
district and 15 in district 7 you have
any questions on those on those ones
these are the total number of animals
impounded into our corporal facility we
had a total of 10 for the month of May
and not included is the nine existing
cases that are the the animals that are
still in our facility that have been
elongated by you know four cases or but
not well for the ten of for me we had a
zero in District one we had two that
were picked up in District two one in
District three four in District four we
had no animals in five we had one in
district 6 and two that were picked up
in district 7
excuse me mr. officer Lords what is a
court hold our Coralville facility is
our own Dona Ana County facility we hold
animals there that are pending court
cases you know we have usually an
illegal animal cruelty cases our
quarantine cases anything that is
pending or will be pending court cases
so we're talking about the legal a legal
process legal process yes ma'am we go
the next speaker these are the animals
that were not included in the impound
numbers we had a total of 12 dead
animals that were picked up and we had a
total of two rabies submissions that
were conducted in District two and we
had one home horn theme from a dog bite
was from district 2 and the home
quarantine was due to the animal being
up to date on its rabies vaccinations as
well as happening on their own property
next late she's newest officer Lawrence
can you go back Bernice miss Navarro so
I in me I'm looking at it the district
what kind of animals did you dead
animals that you find in 2 6 3 & 4 you
know offhand but the only data animals
that we pick up are going to be cats and
dogs okay thank you mom no the Zach
numbers of cats versus dogs but it's
either a cat work what happens with
bigger animals who takes care of those
these are wolves or the tags typically
it's going to be livestock the larger
animals the horses the cows and it'll
either probably be like wildlife or
roast Department will pick up the the
coyotes and you know other wildlife okay

so these will be our numbers for return
to owner and guilt we scan the total of
one hundred one hundred and eight
animals of those animals we were
successful in finding microchips at 19
of them we were unsuccessful or I'm
sorry you were successful in returning
to owner though the full 19 animals that
were Mike there were scans hmm and we
had five unsuccessful attempt to owners
and as I explained either the phone
number or the address were no longer
valid on the microchip meaning that the
owner remove or change the phone numbers
and we can no longer it'll hold it that
owner we have any questions on that one
well I'm gonna have on that one officer
Lawrence and for all of us to know is
that we have to remind people that they
have to update their chips because
that's microchip and you're still not
being returned Oh kind of think well you
know that it's not important to keep
that up that's what we are constantly
pushing for is field education making
sure you know that we need to have these
animals microchips vaccinated and spay
and neuter you know those are our main
focus and making sure that we ensure we
have all of our community and are able
to return these hundreds and any animals
that we you know we scan you know we
goal is to get these animals home not
into the shelter really hard on on
educating the public and by educating
the public I mean this is a joint effort
irrespective of who you know the joint
powers agreement I mean it were not
necessarily a function of the joint
powers agreement just a function of
human being humane how are we doing that
education is there a I think there used
to be a column
section in the Sunday newspaper I don't
know if it's still there
where well we should have something in
the Sun News and in the bulletin a
constant we should have a column yeah it
would be nice and we do that I mean can
we can we reach out to our news agents
that are to local newspapers and then
maybe other publications and other parts
of the county to make sure that this
information is getting out there
absolutely I think it'd be a great idea
we're gonna do PSAs those are free and
service announcement constantly remind
you and all the station's young tell me
this area yeah I mean radio stations and
you know it's absolutely something we
could look into I'll talk with our
supervisor so yeah and then maybe a rwg
can do a little spot you know like a
30-second spot here there and you know
here and there and whenever they have a
you know 30 seconds they can donate to
you know airtime to to this public
service yeah thank you education is
coming from you know we have our package
that we hand out when we are out on
calls and we are continuing to do our
part but we are due to the Cova outbreak
we are currently just bended as of right
now until we you know we don't have a
set date in in returning to the project
or the time you know we're not exposing
ourselves to the comes from that project
but due to the the co bid we you know
we're holding off on that for them yeah
my hands are tied yeah thank you thank

hey so these are white Paul's for the
month we had a total of 13 exposures to
humans and we had four exposures to
other animals we only had one animal
current on rabies vaccinations and that
resulted in the home quarantine so our
quarantines the three animals going to
the shelter with a 10-day quarantine we
had eight that went to disability and I
mentioned the one home quarantine due to
it being up to date on his vaccinations
and we had five animals were gone on our
arrival meaning that we we didn't make
contact with the animal during the
exposure during that call period any
questions on our bite calls so we had a
total of 15 animals that were owner
released into our custody and the
reasoning for those ownerle lizards
followed we had a more dangerous we had
one animal that was sick and injured and
they could no longer care for Bobby had
three the general they can no longer
care for the animal it was their
reasoning we had two that were killing
livestock we had one that was bit by
their own child and five cruelty cases
the resort resulted in owner releases
okay so mr. Lawrence yes
the when you have these releases from
ownership due to these reasons our did
you say that they are euthanized or not
necessarily euthanized it's at the the
shelter's discretion so what we do is we
pick up these animals fill out their
paperwork and then these animals are
transported to the the animal service
center in Mesilla Valley and it's up to
their discretion of what happens to the
animal thank you thank you could you
explain cruelty I'm not sure on what
type of cruelty the fight were picked up
from you know it either be Karen
maintenance where the animals don't have
street or water they're on a chain in
the in the Sun you know and and they're
being taken for that reason we have some
that are left in vehicles and of course
during the summer time that's a big
concern for the law for the animal you
know cruelty can even fighting dog
fighting it's those type of you mean
acts for these not how this could be
your kitchen what's that's right how do
you learn about most of the calls come
in from Central Dispatch so we have a
reporting party that's either diseased
the call or it has information on that
all and we go out there and do our
investigations to either consider it
cruelty care and maintenance stuff that
can be fixed or if we need to step in
and take legal action on those
calls so these are basically calls from
neighbors and things like yeah we got
neighbors you know we got other agencies
that are on the lookout we have you know
CPS you know different agencies that
that go into our calls okay thank you
okay so for me we had a total of five
animal control cases that went to court
of those five cases we had a total of
five charges of those cases we we had 11
regular hours of for time and one hour
of overtime for the five cases we had
one deferred sentence we had two that
were dismissed for compliance and to
continuing meaning that they were you
know who scheduled or yet they were
rescheduled for a later time steroids so
the deferred say that's for the owners
these are the charges that are brought
against the owners correct defendants so
so what what kind of penalties or what
sort of what sort is it a crime is it a
misdemeanor how long all of our cases
are misdemeanor if we have to charge
felony cases and that will involve
Nestle so we can only prosecute
misdemeanor cases on our own and then
there going to be a felony case that we
have to get Nestle involved and what
what point does it escalate what what is
considered a misdemeanor and
when does it escalate when does it
become a felony do you know so our
typical misdemeanors are going to be you
know stray animals
Karen maintenances microchipping spay
and neuter vaccinations
those are main misdemeanors or what we
cite for and then of course if it turns
into a cruel or a felony case that's
typically going to be our cockfighting
our dogfighting our cruelty those are
the three main that we see and that we
prosecute as a felony depending on the
severity of madam chair yes they
approach him
um thank you madam chair thank you
officer Lawrence I find this particular
slide it brings more questions to mine I
think that you all as a cos do quite a
bit to encourage right our constituency
to follow the policies the ordinances if
you will and so are these five charges
those that you've tried to work with and
they are not working with or kept or if
you just not seen a positive result and
so there's substantiated and they have
to be moved on to the court that's my
first question second question which
court and which judge hears these cases
yes so our main priority is trying to
get these people into these our
constituents into compliance without
having to issue fines citations so of
most of these are you know if the second
third for time and we have no other
choice other than to cite these people
because they are failing to get into
compliance does that make sense yes
writing and try and try to get these
people into compliance this comes down
to you know it's multiple times it
continues to happen and the next action
actually needs to kick in which is
citations and Court sorry
so we primarily deal with Magistrate
Court and it just depends on what judge
is assigned to that case we can have any
touch not assign to just one guards
there
it's just like a rotation so it could be
you know it's very your officer per case
okay I'm officer Thank You officer
Lawrence so I I guess um in a sense I
feel it doesn't give you as County a cos
enough credit for these numerous times
it's more in my mind it feels like it's
more than eleven regular hours that you
are working with these folks
seems like you're putting a ton of
energy a ton of resources in that and
for me to better understand and really
for the public step you know how how
thoughtful and and honestly the kind of
at which you're wanting is compliance
and so the number of hours that is spent
so in my mind I would like to hear what
is the kinds of cases like in these
deferred sent Dumas for compliance to
continue cases what are they write what
kinds are they how many times have you
been working with these people and how
many are super users of your systems
it's because because for me I think it's
important for the public to understand
that exists then discs away from you you
know doing the education the awareness
the
necessary it is it just takes away from
that so is that really the best use of
our funding where can we work well our
taxpaying dollars right where can we
find the spaces that where we are
utilizing you to that to the maximum if
you will yeah just manage that and we
could look into that we have a system or
we can see the calls how many times
we've been into that property we leave
detailed notes in each call so we can
see what has been done in that and
typically that's how we build our cases
we and see each call and how many times
we've been to that call come through the
months thank you thank you officer
Lawrence thank you madam chair you're
welcome mayor protag on that and that
brings to mind if I may mr. officer
Lawrence thinking about getting the word
out and educating people I was a
journalism major for a while and I the
one thing I learned in journalism is
that you know the the dog bites man is
not a story but the man biting dog is is
a story so but I think though that
seriously they I think that any story
about an animal is all it always catches
people's eye it catches it just does and
I'm thinking that on these animal
cruelty or the cases that go to court I
think it'd be great if we had coverage
on those and those were publicized I
mean five courses five cases alone and
May there were five cases that went to
court that's a lot I mean my home
opinion and then to have stories about
just the human interest story and to
accentuate how animals should be cared
for and stuff and so that could be
generated if we could just get a
reporter on that
you know that'd be that'd be wonderful
if we could find a reporter who would be
willing to follow this up or down yeah
stay on this beach on this yeah do you
submit stories by the way does it like
and this also goes for the city a ciose
but it's like Oh doesn't typically we
all and one of the reasons why is
because a lot of these cases are
confidential information and we we
haven't gone to court early or in some
of these cases can take months years you
know so a lot of the information on
these cruelty cases are confidential and
a lot of that information we don't give
out you know until that case is done re
art our case there's some factors that
go into what we can and can't release
but we can look into it and and
definitely try you know yeah and well on
the cases I'm interrupting your what I
apologize and I do that otherwise I
forget so I'm sorry for for for doing
that officer Lawrence but on the cases
that have been there's been a
disposition by the court after it that
becomes public record right so that that
would be okay I understand part leading
up to that totally but once it's been
once it's been decided once it's been
heard or there's a yes public
information and that would be a
wonderful opportunity to get the facts
and and and write up the story and then
and then incidental to that in you know
then a reporter can throw in other stats
about animals in our city in our county
you know and then and in the words
getting out that there's a big emphasis
on caring for our animals you know
caring for our pets and all animals all
you know wildlife included and and life
so thank you thank you so much for your
work and yes that's a lot of work as
mayor cook Tim pointed out we really try
and we'll continue to try to get you
know compliance compliance and that will
conclude our presentation on County a
little further

know I kept interrupting and I I'm
abusing the the chair here to an extent
but and I should have just said I should
have laid the ground rules that people
you know check out with I mean clear it
with officer Lawrence if it's okay to
ask questions as we go along sometimes
those are you know just when when you're
on that a piece of information on that
section it's easy to easier to ask the
question otherwise it gets a little
stale or something and then you have to
go all the way back are there any

question for the rabies holds did all
the animals test negative we've had has
tested negative well so we can't test
for rabies all we can whose documents
and watch the animal for the attendees
are typical rabies after those 10 days
than that doctor for that animal can go
back to their home and assume that
they're vaccinated before yes so we
vaccinate them before they go home all
right thank you
I'll do that and you hear me yes the two
rabies submissions that we had sent to
the Albuquerque testing for the lab did
test negative for babies so those two
add something that are snap spay and
neuter action program is continuing you
mean it kind of halt because of the cold
bed but things are continuing they are
taking safety measures with the process
when they are interviewing people that
are qualifying but they are continuing
with the program
snap is continuing this is the process

Gino officer gino he knows good morning
madam chair members of the board my name
is Gino humanism the Animal Control
supervisor for the city of Las Cruces
before I begin my presentation madam
chair I would like to thank officer
Lawrence for his detailed explanation of
how we do our job that was very well so
now and very well appreciated by me as
we know that even though city and county
our policies may be different the actual
enforcement and our actual jobs are very
very similar long so I would like to
thank him publicly for his explanation
of everything good job
so find me I'm gonna go ahead and begin
my presentation they come up on
everybody scream
before I begin okay okay and also am I
being heard I just want to make sure
before I change all my audio yes okay if
they can't hear you Gino without the
respect how can they say they can't hear
anyway thank you for so hopefully we I
think people would be raising their
hands or lenio yeah thank you thank you
so for the month of May 2020 we
responded to three hundred and eighty
three hundred and ninety seven reported
straight calls of those one hundred and
ninety-six were goe we were successful
in apprehending one hundred and seventy
seven of them one hundred and sixty nine
of those actually went to the animal
service center eighty-one of them were
dogs and eighty eight or cats we were
successful and filled our t owing
thirty-two animals back to their owner
and we were unsuccessful in field our
killing six and those six are included
in the strays apprehended at the animal
service center so we had a total of 38
identifiable animals and madam chair
just I pulled this out so that we can
have a comparison of where we were last
year at this time in May of 2019 we
actually responded to five hundred and
thirty-nine strays we impounded 276
animals and we filled our killed 36 so
the strays are much higher our impounds
were much higher last year however our
filled our Till's
remained right in that 30 low 32 mid 30
consensus consistent so here is our
three-year comparison for our straight
calls again we responded to 300
ninety-seven for the month of May
bringing our total to 2135 for the year
here is our three year of filled RTO
comparison again we are consistent we
stay within that 3030 mid-thirties range
and our total for this year is a hundred
and fifty-one for the month of many
reasons for owners releasing their
animals we had two that were parvo
related for positive we had one for a
cat that bit its owner and three that
were showing aggression towards a family
member and and/or found a child as you
know with we've been trying to assist
the animal service center as much as
possible by not taking in healthy
animals if we can of course if they pose
a threat to public safety or their
health the animals health is in question
then we have no choice but to take them
to the service center but these numbers
are very very low so we are assisting
how we can finally the reasons for on
being unable to fill RTO we had six
where there was no contact by phone or
at the residence and one of those six
actually had the resident was listed in
El Paso so of course we could not reach
out and travel across state lines to
return that out of them next slide is
the the map of our strain map this is
just a screenshot I'll be able to pull
it up here in a little bit this is just
a screenshot of the maze strays just as
requested by mr. dalla ham our stream
app is now available on the CLC webpage
citizens can actually go to the city's
web page look for this on the maps
there's a whole velocity of maps and
they will be able to pull up this map
and manipulate it of course it's
read-only but they'll be able to look in
their neighborhoods they will be able to
look in neighboring districts however
they choose to and they will be able to
look at specific animals of where they
were impounded or reported strays what
was the description whether they were
vaccinated I mean uh had a tags
microchipped and what was the final
disposition but with that I will
minimize this so I can go to my map
so here is the map this is the whole the
whole city as a whole

this is where we responded to Street
calls for the entire month of May I can
manipulate it to just show cats
and the citizen will also the
constituent will also be able to do this
they can zoom in a little closer I'll
try not to I'm trying to keep it all
within the screen though so it's hard
sometimes that's as close as I can get
it to show the entire city however if
you would like me to I can pick a
specific area and zoom in on that one
but these are our cats stray cats that
we were responded to in May now I'll
show you the dogs that we responded to
and as you can tell the whole the entire
city is represented pretty well within
strange there's not one specific area
that has more calls than the next or one
it has less the city is well represented
it as far as strays are concerned
excuse me if I may can you hear me
supervisor Gino yes ma'am yes so the
comment you just made I'm looking at the
map and it seems like and councillor
Vasquez has brought this up about the
strays and his in his district I mean
when you've had the cats up it showed
yes mm-hmm
and and you're the PIO that went out on
the 24th which was I guess yesterday yes
ma'am
yeah very very good thank you for
putting that out to Oakland supervisor
he menace because what people don't
understand is that he says there's a lot
of stray still in his area and yet the
map that we have that you have showing
us and it's up on because I did go
online to see this and you're absolutely
right the viewer can manipulate it to
see you know move the area around and
you know have your access to cats dogs
whatever you know the numbers like my
color but
so unless people unless people call or
an ACO happens to be driving by
incidentally maybe a lot of strays
aren't reported and so because it's
reported driven right I mean it's
reported citizen reporting driven
correct or mmm and that that's a very
good point that you make as people drive
around and citizens drive around they
may see I'm gonna say for an example
hypothetically they may see 10 strays in
their travel from their home to Walmart
or to cinema they may see 1010 strays
but if they don't report it it's not
going to be reflected in my report
correct in my in my data that we collect
so it helps us if those citizens
if anybody reports what they're actually
saying uh-huh
to give it a more accurate data to
present to you mm-hmm
so it's possible then that there are
strays in other parts of the city that
aren't being reported and therefore we
don't have those little dots of they're
reflecting strings correct absolutely
yeah they may come from the various
reasons maybe a citizen is just tolerant
they don't really they're not really
concerned with stray cat in their
backyard or the stray dog ran down the
street they're very tolerant whereas
there may be somebody who's not who
simply sees a stray cat and reporting it
immediately to us or a stray dog and is
reporting it immediately to us
so we have both ends of the spectrum

thank you for the information I think
it's an interesting question and
obviously you know your work is very
complaint driven right people reading
the various things are happening in our
a particular community but and I and I
and I and I am i don't i don't wanna
suggest that the question that was asked
is an unimportant because i think it is
it's a piece of the puzzle if you will
in that typically when people are
calling in complaints about strengths
like community caps and they're in our
issues that we've had is because they're
spraying nuisance right to a cooler
unity and i think that was what counter
Bastas was getting in terms of and as
you digging in deeper as a CLG know and
company are doing you start to realize
that people are are taking in or taking
care putting food out whatever and i it
essentially become licensing or write
themselves to be a community or yes a
community owner and so that that all of
that to include the fact that we have
stray animals that are out there you
know moving from place to place I would
agree and you're right I think there are
a lot of folks that I also just sort of
you know shorter shoulder chapters and
basically deal with the incidents is
that come up I think he was feeling I
there was more happening add those two
at that time and you know I don't know
you could say from that time over this
time are you still seeing that
the amount that is calls in those areas
and maybe that's a good thing is
checking district through is it 3sat
district fastest is district is District
three council district and will have and
to to respond to your to your comments
counselor than I am maybe and this is
hypothetically again because I don't
know I'm just speculating maybe the
constituents in councilor Vasquez's
district are more vocal and they're
coming to him more often and telling him
about the number of stray cats in that
district
I don't know I'm speculating but it's a
possibility it is for sure but if you'd
like I can pull up his district right
now to show the year from January to now
and we can look at the number of stray
cats in all districts but then highlight
that district in particular if you'd
like yes can we do that yes ma'am just

this is a wonderful map I had I had fun
and looking at that yesterday with cold
you know it was this was fun
so if you look at the map now this is
all the reported strays for the entire
year to date so if I can zoom in on his
district
I'm counselor Vasquez's district that's
about as close as I can get without
getting too close this this is my
opinion it doesn't feel any more than
any other district and I think you can
get a little better view of it if i zoom
out there we go so if you can look at
all your respective districts it really
not one more than the other supervisor
uh Jimenez yes ma'am
maybe maybe my eyes are fooling me but
it does look like there's uh there are
more dots there than there are in say
counselor beta Scoobies district you
know what you thought what you bloomed
in just right there okay one more zoom
in and then the dots will go away does
this would be these little pixels now
this first alone so this is counselor
vasca says district right in here right
and then to the right of that is
counselor abate to Stu V yeah but
prettier and then north of Hill rise is
mine and then of course was it right
over here
mm-hmm so this I'm not gonna say that
this is a concentrated area because it's
hard with the way that the map is set up
right now if I were to zoom out you can
just look at the compare
send us when i zoom out the whole city's
is well represented well they're into a
KERS even up here yes ma'am that I was
about to say even up in district 5 and 6
there are some pockets where there is a
higher concentration of cats so let me
zoom in right here every one of these
could be a cluster so I see what you're
saying I see what you're saying that the
clusters the dots alone may represent a
number of animals cats in this case as
being a concentrated number the dot may
represent more than one cat absolutely
yes ma'am I mean if you look at district
6 you have the Alba Road so right here
just looking at it you can count five
dots but if I click on one you'll see
that it was a single cat that was
impounded but in some of these cases
there's multiple cats because it just
takes so much more information so much
more data to put in individual dots for
each individual animal so let's just say
for example if this was a mama cat with
a litter they wouldn't be included as
one in data entry as one entry I see
myself okay so I know that there's some
out here let me
I'm gonna move over to the other side of
the highway 70 yeah that's my district
and the Constituent will be able to look
at this and and look at exactly what was
done in the final disposition this one
it shows that there was we got responded
to a cat
it had no tags the chip was unknown
because it is very hard for us to scan
feral cats officer safety is always
number one but they were able to impound
a grey cat gray a white cat and I want
to make sure that it's clear that this
is not where the cat is owned or this
one this constituent may not own this
cat it was simply that that's where the
stray cat was reported from

I know there was another street here
that I was very interested in because it
had numerous kittens so here's an
example instead of putting five
individual kittens it's listed as one
entry as for four or five kittens dad mm
hmm hmm yeah I see I see I see okay
so those dots aren't really
representative of the population correct
yeah okay it's simply the call that we
were responding individual call however
we impounded five cats on that one call
I'll zoom out again if there's any other
questions for the cats for so far
year-to-date January to year to today

Services Center good morning Thank You
Josie I will share Chris David dawn can
you raise your volume it you're a little
bit in an echo chamber and you're a
little slight hard to hear or if you
could speak up that help it's a little
better yes okay I'll try and speak a
little bit more so can everybody see the
presentation yes we can perfect yes I
will get started and we have a slide a
little ways into the presentation that
has our contact information and so some
of the discussion items we have in our
presentation this might not be the
correct forum for those discussions but
I have given a bolt header and my
contact information later on our email
address and our phone number so if
there's something that you want to
follow up with us feel free to give us a
call at any point in time that we will
wait to discuss any concerns that you
have so with that
okay so I have here with me that I'm
Chris Carter I am the partner in charge
of the engagement and I also have
Heather Lucero who is going to be
responsible for the day-to-day
operations of the city's audit and as I
mentioned both of our emails and cell
phones we will give to you at a later
time so one of the first things that we
are required to talk about during the
insurance conference is a timing of the
audit so we have already gotten started
with some of the cash model testing we
started last week and are pulling
samples and continuing testing this week
but we're looking at internal controls
completing all of those documentation
testing the state audit or compliance
getting the planning going for the
single audit and then also doing a risk
assessment and so you know part of our
discussion a little bit later is really
a part of the risk assessment that will
kind of emphasize a little bit later
where you guys kind of play a role in
that assessment as we go through the
audit process we're scheduled to come
back and complete fieldwork in September
October time frame but financial
statements are going to be given to us
for your entity in October sometime and
we should be having those completed by
the end of and submitted to the state
auditor the due date is December 15th
but the plan is to have those committed
during that time frame to the New Mexico
State Auditor Solis we shouldn't have
any issues with our money there require
deadlines the next thing that the
standards required we talk about is
responsibilities our responsibilities
sorry can I stop you there madam chair
I'm sorry this is some for the record
I'm Cassandra Gandara would you go back
to the slide prior please thank you I
have some
here and rather than ask it at the end I
would like to go slide by slide if I can
because this is not my area of expertise
I realize it is for you and staff that
are on the call and so I just wanted to
speak to pieces of your work and and
speak to me about you mean by internal
control testing and walk this sure so
we'll have a slide a little bit later
that will talk about the internal
control testing and walkthrough so our
auditing standards require us to give an
understanding of internal controls of
all the main internal controls of this
of the city sir mister guard yes I just
wanted to I was on mute nice that's
wondering why you kept back so I I a
mayor pro-tem gondola has an excellent
suggestion here that we go slide by
sight and slide to assure that we fully
understand because this isn't something
we do every day so if you don't mind if
we can just go one slide at a time and
will field questions that in that manner
so thank you thank you yeah no problem
as I mentioned well how does a slide in
a few you know a few slides a way to
talk about the internal control testing
and what we are required to do but our
auditing standards require us to gain an
understanding of internal controls and
so the auditing standards don't require
us to actually test controls but the New
Mexico State Auditor does we are subject
to what's called a yellow bucket and
we'll talk a little bit about that here
in a minute and that yellow an audit
requires that we gain an understanding
of internal controls by picking samples
for testing those transactions and so at
this point in time there are certain
controls that are deemed more
significant I guess is a good way to put
it and we are going through a picking
say
most of those transactions payroll
disbursements and different things cash
receipts and actually picking a
statistical sample to test those
internal controls other items that are
not as key we only have to do what's
called a watt for meaning we take a
transaction we in essence test the
controls for that one transaction and
walk it through the system and we're
only required to do one walk through
when we do those types of testings but
we'll expand a little bit more upon that
here are just a few more slides okay
thank you thank you so much I really
appreciate will you also be speaking
about the risk assessment and what that
would entail as it relates to financial
audits you know we kind of highlight how
you guys can play into that but no we
won't talk that much more about it so
that is a great question that I can go
over right now at least the risk
assessment is as auditors we have to
take in two different different factors
to come up with our risk assessment and
what we're doing there is where are the
more risky types of transactions where
are the transactions that cause us more
concern that maybe need a little bit
more focus and so as a part of that risk
assessment and where you guys will play
into it a few slides later we're going
to ask a few specific questions and if
there's any particular transaction that
causes you concern that you think that
maybe merits a little bit more attention
than we do in a regular on it we'll talk
about that but what our team does also
is all the auditors have to get together
everybody involved in your audit and we
all talk about where do we think are the
risk of your audit and so we'll go
through and we'll determine you know we
feel that these risks are here
then we look at well what did we test in
internal controls
well those internal controls deal with
this this risk in a way that we feel
that mitigates a problem from happening
you know the controls are functioning if
the answer is no then we might have to
do a little bit of additional testing to
get comfortable with the numbers that
being recorded in your trial balance for
those types of transactions and so a
risk assessments we do internally we
will also do management's interviews and
talk about specific things that they
might feel are risky and then in these
ventures conference will also open the
door for the board having put into the
risk assessment also that helped it does
thank you so much thank you you're right
we speak a different language than a lot
of people do we just take it for granted
so I'm glad you interrupted so feel free
to interrupt any time even if it's not
at the end of the slide if you have any
questions this presentation is for your
benefit and so yeah interrupt in all
answers questions is the best of my
ability thank you so much sure
are there any other questions on this
line so auditing standards require that
we talk about our responsibilities and
your responsibilities and the first
couple of slides here we're talking
about our responsibilities and this is
kind of a continuation of what we were
talking about earlier actually the next
slide is but this first slide talks
about our responsibilities is your
auditors what we are hired to do is in
that left box doesn't express an opinion
on your financial statements and so what
that means is if we've got certain
standards that we have to follow we have
to make sure that the financial
statements are what we call materially
correct so if you look at the slide on
the right what that means is we're
giving what's called reasonable
assurance we're not giving absolute
assurance because if we if we have to
give absolute assurance and audited
every transaction the cost of an audit
would just you know be you know really
high I mean it's high enough as it is
so what we are charged with doing is
pulling samples testing transactions and
internal controls where statistically we
can say that there are no what we call
material errors meaning there could be
errors and you're funny
no statements but those errors are not
going to be big enough to alter the
opinion of those reading your financial
statements so if you were to go out and
get a loan and you gave your financial
statements to a paper those errors will
not be big enough to change their
opinion on the financial status of the
organization and so that's what we as
auditors are responsible for you know
fraud is a component of an audit but
what we are responsible for is what we
call material fraud again fraud that
would affect the numbers to a big enough
effect that you know somebody reading
the financial statements that fraud
would have caused them to change their
opinion you know at one point I was
doing some internal control work for
Bernalillo County and one of the
commissioners was really concerned about
the collections of the money that's
being put in the Coke machine down the
hall and that's not the type of fun that
we're looking for that's clearly not
material that's not something that is a
part of our audit but really what we
again the whole reason that I think the
Stander's really wanted us to talk about
this is people think that audits are
just going through and looking for fraud
and that is a component of what we do
but to be honest it's a small component
we are giving an opinion on your
financial statements so that the readers
can rely upon those numbers as they do
an analysis of your financial
information you need questions so this
is kind of a continuation from your
question earlier I had mentioned that
the New Mexico state auditor requires us
to do contest controls and how that fits
in is we are your subject because the
state audit rule - what we call a yellow
bow product and then the yellow look
audit we have - testing for internal
controls and so on the left-hand screen
you can see that we are required to look
at the term controls and actually pick
samples and test them however in the
report where we talked about this
additional testing we are not expressing
an opinion on internal
control but what that report does is it
spells out how we've expanded our
testing how we are doing above and
beyond what auditing standards require
us and then to the right we have to
communicate any issues that we came up
with so as we're going through a testing
internal controls right now if we have
an issue where a purchase order was
completed after the fact after the
purchase was done that would be an
exception that we would report in this
particular report that is included in
your financial statement so our
responsibilities that we do have to
expand and test controls but we're not
giving an opinion on them we just write
in this report what we've done
differently and the results of our test
madam chair if I might it's Cassandra
thumbs it up for the record yes yes
Mayor Pro Tem Gandara you have the floor
you thank you I'm equal pbn a chair new
to the city and so do you do a review of
audits in the past and what findings
that there may have been in the past
year to year and look for that in terms
of as you move forward looking at your
you know the various things that you're
you're doing your yellow review you know
checking for internal controls if you
will so the answer is yes and there's
kind of twofold answer to that so first
of all we have to go look at the prior
on your work papers and get comfortable
with the fact that they audited enough
of the balances to give us comfort in in
essence your beginning fund balance your
beginning equity of your financial
statements and so we without getting
comfortable with those beginning numbers
we would either know that have to
remodel them or we would have to give
not a clean opinion so we will first of
all have to go look at prior work papers
and then to every year whether we were
the previous owner or not
we have to follow up on findings so
whenever a finding is included in your
financial statements the subsequent year
we will have to look at what has
happened and if nothing has happened
then we have to repeat the finding and
if something has happened we have to
actually test those controls and make
sure that they actually are implemented
and then we can remove that finding so
yeah we do have to definitely look at
for our limits and follow up with
situations that have occurred in the
past good thank you very much appreciate
so how is our administration working
with you it's that well I want to say
that up that's all very that's documents
that are open to the public a B so do
you have that prior to you coming you do
the review or while you're here the
answer both in in today's world with
Colvin we're doing interviews through
zoom that we would normally do face to
face so it obtained your management did
provide us your policies and procedures
in a lot of times those are really broad
but it gave us a good starting point to
get an understanding of how the
processes are working and so we started
off with giving those which those have
already been provided we've actually
done interviews through zoom I actually
think there's another one going on here
in about 13 minutes with some of our
staff that are going to be dealing with
some city personnel and going through
and doing interviews and then what's
nice about zoom is we can see the screen
kind of transactions and figure out
exactly what's going on so that is
happening already and it does happen
prior and it does also we follow up with
looking at those controls in person okay
I just I'm just I just want to make sure
that you have as much time as you need
to look at it that you're not familiar
with what right a past audit with the
finding so that you're able you know to
to determine whether this from your
opinion is a clean you know audit that
you would be able to use and its
function functional and move forward so
I I just want
make sure that that you had that and I
know my staff is excellent and being
able to give you everything that you
need in a timely way thank you
once we got the contracts I management
was very reactive and proactive with us
and been providing us lots of
information and we we definitely got a
head start with getting me mod and going
and so we are already the good ways down
the road with trying to get some of that
information taken care of at this point

the the next slide talks about your
responsibilities under auditing
standards so it's probably been about 10
years ago that this really was
emphasized to the auditing standards but
what happens is management is
responsible for making sure that your
records are being maintained importantly
yeah with our standards and we have to
follow so this includes ensuring that
you're you know you're performing all
management functions that you're making
all management decisions you were
responsible for you know all adjustments
getting the balances what's kind of hard
with our state is you know there's three
different methods of accounting that are
reported in your financial statements
and so you are responsible for ensuring
that you get all three of those
methodologies appropriately accounted
for and then include the last thing is
implementing internal controls to make
sure that you have proper procedures and
policies to make sure that assets are
being safeguarded and so that is all of
your responsibilities we as auditors are
coming in and with audits all of those
internal controls we audit your numbers
to ensure that yes you are meeting your
responsibilities and there the auditing
standards you need questions okay I'll
move to the next the next thing that
we're required to talk about
is the scope of the odd so our audit for
the city will include all these
different components of which one of
them is your organization and so we have
to make sure to test your transactions
you know the city does is responsible
for processing those internal controls
and so when we are looking at internal
controls we are sampling Newark
transactions and testing those under the
scope of our audit and then when after
I'm sorry was somebody asking a question
no I don't think so Kersey thank you
sorry anyways it when we come back for
that September October time frame we
will specifically be testing your giving
balances your chance to encounter people
you know all the different types of
balances that go on your financial
statements because we will be issuing a
separate report where we are giving an
opinion on just the animal service
center and so we will be touching on
those transactions specifically when we
come back at a later date any questions
on the scope okay so one of the things I
put in the PowerPoint is you know we
can't we talked about just a few slides
ago we can't make management decisions
but we are a resource so we can't tell
you this is what you need to do but as
you go through and you come up with an
unusual transaction we view as part of
our job is to answer those questions and
tell you what our thoughts are again we
can't make the final decision that is up
to to you but we can give you advice and
guidance on those items as they come up
so when like I said we're going to give
you our contact information feel free to
contact us through up here you know and
mod it is at a certain point in time but
we feel that our job
is to be a resource throughout the
entire year so you know we went open
communication with you and we want to
make sure that we're all in the same
page you know sometimes as our staff
goes through and then tests transactions
and they're dealing with one individual
that individual might not have all of
the facts and so we want to make sure
that you know we get all the facts from
everybody and ensure that you know we're
taking everything into consideration and
then we will be communicating through
status updates as we complete the
different phases of the audit so we will
further be presenting to management
different items and I'm going to kind of
go over that status updates here on the
next slide this is kind of a the outline
that we use and so we were only talking
about under the status portion what
we've accomplished you know what we've
complete then we will have the beginning
items so that you guys can make sure to
know what we're still waiting on and
then if we have any audit adjustments we
want to notify you those you know in
real time instead of waiting at the end
of the audit and then also audit
findings to date and when we were when
we communicate these audit findings it's
kind of a continuation of what I was
saying earlier you know we might have
talked to an individual that doesn't
really understand there's another
control in place and so the whole reason
for doing the status update is to make
sure that we give this to management
that if they need to direct us to
somebody else they have that opportunity
so that we're all again on the same page
the next one is delays if they're any
delays that are caused by us or your
staff we communicate those and then just
any other general concerns or items we
will communicate so as the audit goes
through as we go through the audit
process we will be giving these status
updates out to management throughout the
whole process so any questions on
communication any questions I have a

so would you you did you have a question

of lettuce and Thank You mr. Gardner for
your presentation so the communication
date or date whether be communication
dates because if you're reporting status
and pending items and audit adjustments
all these things are on a continuum so
is there a specific kind of these
committee communication dates be preset
or were the communications be arise as
the issues arise or these topics arise
so to answer your your question it's
it's going to kind of depend and so what
right now we're going through the
planning phase of the audit when we're
completed with that planning phase we
will send out this update and you're
exactly right this is a kind of a living
document that will change and it'll be
different as we go throughout the audit
process so at the end of the planning we
will send out this communication and
then probably during the fieldwork
during the September October time frame
we will send us out every at least every
couple of weeks if not weekly and so it
will be a living document throughout the
entire audit that will be updated and
those days will be the communication
date that we've updated it through so
that way you know what timeframe that
particular communication was happening
for right well thank you mr. Gardner we
that was one thing I know that Mayor Pro
Tem GaN data brought that up last year
where we were just hit with this report
at the end of everything so skylight
being
blank site that's on happy to hear that
or very pleased I should say to say to
have these communication dates like well
that will came up as as me and mr.
Donham

I can yes ma'am I can I just turned my
video and audio off okay so as far as
these these audit the auditing the
reporting that the CPA firm will be
delivering to our management team are we
City Council are we going to be privy to
those reports as they come along I sure
would like to know and I sure would like
to be because at the end of the year it
falls on us a City Council and City
Council so are we going to be
continually in the loop along with
managed matter how does that work no I'm
sure I would defer to I can't speak for
what the city manager and Finance is
going to do for the city
I would I would defer to Chris to answer
that question is there gonna share that
these communication reports with the
city's finance staff that is that going
to be shared with management and the
board each one of these communications
how is that expected to be shared well
with management and the respective
boards that are being audited and the
City Council may I
counselor Flores I know that but I was
asking Chris the question when they
submit the communications report is it
going to come from finance from them
from the auditors directly to the board
and the management team and Finance or
is it coming is it going to come to
finance and then they're going to
distribute it to the board and the
management team how I don't know
typically this goes to the audience and
the management
the finances with all the component
units it would also be given to their
management you know throughout the
process I have not ever directly sent it
to Council the one thing that we would
need to be aware of it's a violation of
state audit rule to talk about in a
public forum any findings or potential
issues until the audit is a public
document and that's been submitted to
the state auditor they've done their
review and they give me okay to print so
if we do end up passing it on to Council
we just need to make sure that council
is aware that this is not items that can
be discussed in a public forum just a
couple of years ago we took over for an
audit and the mayor was really pleased
with the results of the audit and so at
the board meeting he talked about with
aDNA findings it was the first time in a
few years they had actually had at one
point well over 200 findings to the
point where they were drafting their own
financial statements they had really
cleaned things up so we should be
extremely proud state honor got ahold of
that ended up making them having finding
their financial statements before they
were issued so that would be my only
concern we are open to doing whatever
the city would like my only concern
would be is that sometimes when audit
findings go out the whole reason for
this communication is to give you know
the finance department a chance to look
at them I mean you talked about earlier
the fact that you know in essence you
don't like surprises none of us do we
don't like surprises
we know the council doesn't like
surprises so the whole reason for this
communication is to make sure that we
get it to the finance department because
we might not have all of our facts
straight so one of the concerns I would
have presenting it to council as council
might be getting information that's not
completely accurate because we're just
putting it out there at this point in
time this is our concern but it's not a
final it's not a final finding until the
audit
done more work you know that we've got
all the facts together so that would be
one of my concerns as a council might
see something that really is not
accurate this is just a good to me it's
a it's a tool that we are trying to use
with management so that's you know they
are not caught unaware of an issue that
we might come up with so what we could
do is maybe modify it and once
management is okay and we're all in the
same page that we could maybe adjust it
and send that out to Council we're
flexible there's no other than it can be
discussed in a public forum
you know our standards don't prohibit us
from doing something there like that so
I would leave that up to the cities back
and we can do whatever you would like
thank you thank you mr. Gardner as far
as the audit updates were respective
entities such as the animal shelter with
those communications be delivered to mr.
Thacker
yes okay so the department heads well
the the person in charge of a specific
entity would be receiving those that
information but not necessarily to the
board okay that's not like we've done it
but if we would like to expand that and
after a certain point where everybody is
on the same page if that would be sent
out to the board with the cabulance on
the board you cannot discuss this in
violation of the rule and I think we
could work through that process
definitely well thank you mr. Gardner
and that's something that will be I just
decided by the management city manager
and whatnot but I thank you thank you so
much for that bit of information I
appreciate it and your entire height are
you are there any other questions board

your wonderful presentation was very
informative thing I don't think he's
done madam chair you're not gonna puke
things that don't do pretty quickly
oh I'm so sorry it's just that you were
done with the present tape I thought you
I'm sorry no that's okay
I might have said something incorrectly
but the next few slides are relating to
the state audit rule changes that we
have this year that affects the the city
and all the components we now can look
at pair up a little bit differently than
we did in the past the state auditor
required us to audit a hundred percent
of the amount paid up to pair and make
sure that you are paying the right
amount that has changed where they feel
that the risk is is that if you have
employees that are not being paid into
the system that they're being excluded
at a later date if they were to get
found out that yes they should have been
included the city would be at risk for
both the employer and the employees
portion at that point so what they asked
us to do is to test those that are being
excluded that they're properly being
excluded and that they that it is
correct so it's they really changed the
type of testing that we're doing with
the retirement plan and I'll probably go
through the three slides and then just
ask the questions at the end of the
state audit rule changes the next one is
actually I think a really good change
and this happen before Coleman but it's
really proven to be very beneficial now
that we have coab it is we can now do
the exit conferences and the city
presentation of the final audit via zoom
telephone calls
so they've allowed that option in the
past we actually had to be on site and
do them in person so that rule has
changed and I think this is the last one
the financial statements in the past
could not again when they're there until
they're finally approved by the auditor
the state auditor they can't be made a
public document however there are some
first situations when you have gone
company I would like to get a draft we
now can't you those drafts to those long
rated companies so that they can move on
with the process and don't have to wait
for the state auditor to review the
financial statements so those are the
three rule changes this year that affect
the city any questions on those yeah
this last one was all and that touches
on my question so thank you very much
the next slide is just talking about I'm
sorry oh I'm sorry yes yesterday may
break I'm so sorry I had just a brief
moment I had to talk my my daughter some
great grandmother passed away Sunday so
she was calling me and I felt like I had
to talk to but paying attention now you
talked about that out of roll in 2020
with um people who are not paying into
para can you move back into that slide I
don't I don't understand this completely
and maybe an example of what is
currently happening like at the city
like what would that look like in it as
it relates to a city employee David or
other stuff that's on the call I guess
I'm just trying to understand this piece
and an example would be helpful to me
okay sorry okay what happened is back a
long time ago
I think para complained to the state
auditor and say and their their
complaint was we don't think that cities
are pay in the appropriate amount into
para and so there the rule basically
stated them as auditors they required us
to look at your contributions paid so
for example we would have to go if your
your pay is every two weeks we wouldn't
have to take your K registers and we
would have to recalculate what are the
amounts that are getting submitted to
para and if they match what was
submitted to your financial
records and so we would have to look at
every disbursement that went to Peres
and that was just additional testing
that they were requiring these two
auditing standards we don't have to do
that but the state auditors that we want
you to do that well I think they've
gotten that all under control and they
don't feel that there's risk there
anymore
they feel that the real risk is the fact
of the fact if you have an employee
that's not getting paid into para but
they should then the city would be
subject to having pain both at a later
date both the employee and the employer
portion of those contributions so that's
nice to know there's an employee that
today we're excluding and then five
years down the road they contact her and
say hey I should have gotten these
benefits para looks at it and they agree
the city would be subjects for all those
back contributions not only not only the
city's part but also the employees part
so the state auditors asked us we don't
have to look at every single one but
we've got to pick a sample of those type
of individuals that are not having
amounts withheld and submitted to para
to make sure that those employees are
rightfully being excluded from the
contributions so so is that like okay I
have I'm a retired state of New Mexico
employee so I paid into para who would
that be like someone working a part-time
quarter time madam chair counselor
gandara the the examples that I can
think of and this is for Chris can
correct me but the two examples I can
think of is seasonal employees that
don't work a full year though they may
be working part-time or full-time but
they only work nine months out of the
year or something like that seasonal
employees are a para exception and
part-timers who work under 20 hours a
week are an exception so those would not
and I'm sure there are others I don't
pretend to know them all but that's what
would be looking at there may be some
post retirees who are under the old rule
that they they've come back to work and
they
have to they don't have to contribute
with somebody else so it pair
contributions are complex I did I thank
you I just wanted to make sure and if
I'm being asked to like understand this
right and I think you are asking the
board to understand this that this piece
I want to know what who those employees
would be because I said on the South
Central Solid Waste Authority board and
the Animal Services Board oh and the tip
so I just want to make sure that I
understand that when it comes and that I
can relate it back right to when you all
do the audit that I ending this
perfectly so or not no that's not the
right work under sir thank you so that's
actually the great question and the
examples for the exceptions that he gave
are exactly right
those are probably the ones that we see
the most but there's an action by 11 10
or 12 of them there's quite a few
exceptions but those are the ones that
we most frequently see you know just for
my information can you make a list of
those 10 or 12 you know what we can do
is we can come up with we can look at
those exceptions and send those out via
email so yes we can get those to you
thank you thank you so much sure any
other questions are we okay so we'll go
up to the last part is kind of what
we're getting into and we talked about
that risk assessment because that was a
great question earlier what is a risk
assessment and this is kind of starting
into how you play into our risk
assessment and and what your role is and
so the first thing I want to get make
sure is that we're going to get out our
contact information we discuss that
information is kept confidential it is
in our work papers and it's only used
for audit purposes we will not you know
we we are an arm of the state auditor
and so if we do have issues that we have
to report to them you know they have the
same confidentiality as we
but it got the the information will be
kept confidential as we go through that
process and that's really kind of the
confidentiality it's just kind of a
start of our discussion here here's
here's both of our cell phone numbers so
you can easily get ahold of us what you
know other than this time of Kovac you
know we're typically neither Heather or
I are in the office very often so I we
get on our cell phone number to make
sure that you can have access to us and
then there's our email addresses I'll
give you a few seconds

there's nothing here that can't be given

if you have concerns or things that you

is kind of getting to the final part of
our presentation but if you're aware of
any material related party transactions
we as auditors you know if it is a big
significant amount we are required to
disclose those in the financial
statements themselves and we also have
to look at them for you know
transparency and endless the right
actions taken so if you're aware of
anything it was like you to know or to
let us know if you have any if you have
any knowledge of fraud or even concerns
a fraud if there's something that you
think that just doesn't feel correct
again reach out to us if you were
subject any special audits we need to
give that information so that you know
we can take it and the results of those
audits incorporate into our risk
assessment and then the last part is
getting concerns about any type of
transactions and that you think that may
be merit some additional procedures let
us know so we will take all these facts
and we will incorporate that with our
knowledge or TV and we will come up with
our risk assessed
and basically that risk assessment is
the foundation for an audit plan and
what we plan on testing the procedures
the different types of transactions this
again will be the foundation and like I
said this is probably isn't the correct
forum to have some of these discussions
so if you do have any concerns
definitely reach out to us the sooner
the better because we're in the process
of getting that risk assessment
completed and it would be good to get
those concerns incorporated into our
audit plan so with that I think that's
it

morning I can say that everything's
going well the ASME director's report
everybody see that second slide alright
great the current count for the MS
service center is 238 you see the
breakdown with dogs and cats there this
is a huge difference than the 685 you're
at last year literally a breath of fresh
air slows a so we're glad that the on
control and the public do you work with
us in limiting the animals that are
coming in and we're able to treat these
animals the best we can again as soon as
possible so the intake or the dogs and
cats one moment I got to move my pitcher
the doesn't 20 intake 456 you see that's
almost half of what it was in 2019
this is a slide that was requested for
the returns we've had in May we had four
city animals coming in I'm sorry for
dogs fun city and one dog from the
county in return to us of adoptions and
we had three cats from the city they
returned to us for adoptions and I do
not have those adoption reasons that's
something that we can continue to work
on getting those for you so everything
is low when the biggest ones is it's
just hard to get people into the center
and to adopt as you can see their
adoptions 54 down from 169 2019 one
number that is up there and we are
grateful for is rescues they are
continued to come forward continue to
help us out continue to move these
animals and that's what we like to see
so a Lyman live release rate for May of
2020 ended at eighty two point seven
percent and again for those watching
live release rate is the percentage of
animals that have left the center alive
so all those that you saw came in the
456 I believe yeah 456 eighty two point
seven percent of those left the
centralized total visitors in Maine was
around about five hundred individuals
again this number is a lot lower because
we one people have to make an
appointment to come in and to there's
only a maximum of two people that are
allowed in the center two people in a
group I should say are coming in so
that's why that number is lower and that
concludes my report

I feel like I have to you Clint for your

I know that I've been seen obviously we
get the pet of the month then I think
that's really important and I believe
that last time we asked about how we
could and you post things on Facebook
but I'm wondering if in there or of a
move to do maybe a virtual tour of the
dogs and cats that are highlighting them
more often and not just one but several
and interesting urging people you know
to to look at that in different
platforms I think would be important to
include maybe someone mentioned the PSAs
right doing PSAs I know through Brinkley
you you have heard it at one time have a
campaign but I'm wondering how they can
help us sort of build on build on that
in some way now I realize that our
budget is really late but I think
getting kovat and how this is going to
continue to be an issue probably well
into next year we probably need to pivot
a bit more and try to change the manner
by which we are sort of advertising the
number of pets who they are you know
name so those sorts of things yeah I
definitely go into a virtual platform we
have all of our stuff because we have
both numbers our staff has been
challenged requested he continues to
take videos of the animals that are
written care I know that there is these
three videos shared last week of
different animals the staff interacting
with them there's an awesome picture of
me with the dog that's a little grouchy
but she's
begin to the health and ass on her lap
and so she has been a you have a you
know taking treats firmer and everything
and it's a you're right it's a great
opportunity so staff isn't challenged
with that told that if they have
downtime the mats what they're supposed
to be doing another one is you're right
we did have a program campaign with
Wilson Binkley because of the shortfall
of our budget we had to send that if we
can get some funding additional funding
that we requested today we can start
doing that definitely in the next year
and also just let you know I when I work
remotely Monday through Wednesday and so
I'm often listen to the radio and I know

they are always flying us all the time
they have our thought coordinator you
know plays on there she's on the they
play the recording of her talking about
our pet and they also just do a plug in
between song saying hey go get your
furry friend and they mention APA and
break silence we very cool thank you I
appreciate I think it's important to
really highlight that to the general
public but also even if you have it I'm
very appreciative of the staff and what
they do and what they continue to do and
if we can use a organization that has
you know that expertise and video you
know like a videographer something that
can do that I think we should really
consider that and we also have our
YouTube we got login credentials we had
YouTube channel for a while but nobody
do the log in thread it so we were able
to figure that out and we're going to be
throwing videos on there as well really
that's that's awesome I'm looking

be an amendment to the budget in July
that's the end of your budget for FY 22
in June 30th we will be discussing that

on today's meeting for acceptance and
then we will also have the discussion on
the resolution for additional funding
for the city I think that was it that we
covered it there there is an issue with
a grant that we accept the richer's and
I think we'll resolve that as part of
the end of the year so that's all I have

Cruces assigned to the animal service
center I will be presenting the
financials being audited financial
statements rather for the great ended
May 31st 2020 I mean this can we go back
here real quick so on your statement of
net position your general fund you have
cash of a hundred and eighty thousand
your accounts receivable balance is at
ninety three thousand the
County contribution was received a
couple of days ago all that remains
outstanding is a three thousand from the
city of Anthony and six hundred and
thirty dollars from the city of Sunland
Park or animal in takes your liabilities
payroll liabilities are at sixty two
thousand and your unassigned fund
balance is at two hundred and eleven
thousand sticking to the same page page
one of your financial packets you're
looking at your 174 41 and that is your
capital projects funds you have a
restricted balance of three thousand
five hundred and sixty five and I know
that director Thacker had mentioned
during our Finance Committee that
they're working on purchasing some
shelves for the cat room so hopefully we
will purchase those those shelves and
then we'll be done with capital projects
in the near future also uh something to
mention on that same page you have a fun
9440 that fun represents all your
capital assets that is the book value of
your capital assets at May 31st 2020 and
if you those are just cap Nasik examples
of capitals ass assets that were asked
on all your automobiles the four trucks
the Dodge trucks that you have on the
animal service is currently using this
is the new slide that I added this
morning it's a page number two of your
financial packets it's the change in our
change in a position for the different
funds that we have so for your general
fund find seventy four forty year to
date revenues are at two million five
hundred and forty thousand total
expenditures are at two million four
hundred and thirty thousand there are
transfers of seventy five seventy eight
thousand that were transferred over to
your capital projects funds and your net
change is at thirty three thousand for
your capital projects you see that
revenues there that is for thirteen
thousand dollars because of the limited
size and space that I had on the on the
schedule that is actually grant revenue
that was the remaining grant
that we had that was expense in July of
2020 moving down towards the bottom any
expenditures 48,000 that was not covered
by your grant revenues was covered by
the transfer from the general fund to
the to the capital projects fund and
then the fund for 9440 that's the
gesture year-to-date depreciation
expense for your capital assets if
you've been to to actual schedule your
budget parameter is at ninety one point
seven percent total revenues for the
general fund are at eighty eight point
six percent there are below the budget
parameter and then your total
expenditures are at eighty five point
eight percent if you look on page four
of your financial packets just looking
at that by the month of April and the
month of May if you look at towards the
expenditure sides temp agency services
director Thacker had mentioned that
there would be no no contract services
used for those two months and so if you
look at those those two columns
there's no expenditure supposed to see
those out to that particular account the
linear graph that you see before you the
revenues and expenditures that is
basically a the data points of your of
your historical page m4 so all your
revenues are represented in the olive
olive green and all your expenditures
are represented in your and the red
apple color your your pie chart or total
expenditures your day total expenditures
of two million four hundred and twenty
and four hundred thirty three thousand
seventy six percent of those
expenditures seventy six percent is
towards personnel 11 percent in storage
services and seven percent in destroyed
supplies

so I'm looking at the pie and I'm just
curious if you go back to its page 6 on
the what you what we got in the packet
but it's the percent of total
expenditures so if you could go back to
that I found someone help me out and
call ya cuz that I lost my full screen

anyway if they have to stop sharing and

but there's no arrow pointing to

so we met and Lynn Ellen's I think the
first item that we was meeting with
Commissioner Sanchez Commissioner
Ellen's Clint and myself director Thakur
mr. Commissioner Allen's had the first
question he wanted to know about the a
ce o--'s reporting and know their
different differences between the county
and the city and I was explained my
question was about Oh getting stats or
information when we are going to be
moving not moving but yeah breaking up
the joint powers agreement and as mr.
Donham
explained out hope we were on the record
or we were just talking before we got
started but it looks like that's already
in process is that correct mr. Dahle
ahem but anyway that's part of the
report so anyway and
okay we also discuss training and
funding for a veterinarian in the Brent
writer and and mr. Thacker reported or
commented that it's all in the pipeline
and mr. Allens was concerned about money
and mr. Thacker reported that there were
grants funding and in five years will
probably be fully staffed and would like
to see you know a chunk of that change
go to operations for sterilizations and
set it up on a sliding fee scale or
based on need to have three
sterilizations so that's pretty much
what we we discussed so yeah there's
more details but I think that's all we
covered those topics in our executive
executive committee meeting and then we
covered a lot of the items at today's
meeting any questions okay
the next committee report is facilities
and that's Mayor Frank and God that is a
committee chair yes we did meet we meet
the first Thursday of every month at
8:30
obviously it's virtual the bulk of our
communication was about the facility in
general and the improvements that are
happening with the HVAC things are going
very well
and mr. Thacker is on the line and I
looked and looked for my notes I can't
find them but so he always saves me
because I want to say that the
completion date is in July and it looks
like we're we're we're real we're going
to make that deadline doesn't lie
everything should be
completed a quick update to one before
we talked is they are moving into over
the surgical area so the small amount of
surgeries that we have been completing
here at the answer center will be this
temporarily delayed because they can do
surgery while they're installing exhaust
fans and having a stuff fall down over
that so there reroofing and then they're
also applying the boot or the curbing
that goes up against those large units
in the roof area so hopefully that
should just be a week two weeks max they
said so we're hoping that that is
completed in a very timely manner so we
can get back to doing our surgeries yeah
I think them bless Tufts heart they're
getting a little antsy they meant
they're missing each other missing you
know the camaraderie that occurs when
you work with folks and so we spoke of
that and and just because of my
administrative experience I gave some
tidbits maybe a few things that might
they might consider more zoom meetings
that kind of thing with with everybody
and and so I've appreciated we didn't do
a virtual tour of the facility like we
did the last time but I'll make sure
this next month well are we gonna meet
is that when is our next meeting
Clint on July 3rd wait first Tuesday our
Thursday of the month I will use that

because I was having issues as you know
with my set up at home so okay
well here we go here is the list of the
animal welfare organizations that are
represented in this June report and
groups that aren't represented here will
be highlighted next month

here is some of the work of the
coalition it's a short list of
highlights showing the work that we've
done supporting organizations
chairperson Rick con and I talked a
couple times a month and he's working on
a volunteer handbook that will help
organizations I get information for a
bulletin article on on humane education
which a reference near the end of the
PowerPoint and of course coalition
members of ten task force meetings
they'll be one to tomorrow afternoon
that we will be attending and we
maintain our Facebook page and we always
try to do as much promotion as we can
for the animal shelter
including the UH pet of the week thank
you and the next slide
two hearts for cause they're hidden
radium Springs and they have 35 dogs at
their refuge and most are seniors and
special needs long-term resin
but during the past month they probably
helped or past couple months have helped
at least four dogs bypassed the animals
shelter and pictured is one of them so
they helped by finding fosters and
placement for animals and in the case of
this dog
they had him house to add a pet boarding
place and then were able to find Dave
facilitated getting a foster for the dog
okay in the next slide please is action
programs for animals and here you you
see stats for 2019 and 2020 year-to-date
and APA is rescued four thousand six
hundred and eleven animals since 2012
with the majority of those animals that
are pulled from the shelter but here of
course you see the breakdown of stray
community animals and animals that are
ASC MD and all of the stats going back
to 2012 through year to date is in the
board members packets okay next slide on
this slide you see a photo of McKenzie
and Nemo there are a couple of pets who
were adopted by APA and may AP a's
facility is open now but and masks are
required here you see the people
pictured there masks were taken off just
briefly for the photo ops APA adopted
January through June through June 15th a
hundred and three animals and the
majority of their animals lately rescues
happen having cats there were seventy
five in this last report were cats and
twenty five dogs okay next slide please
and this is broken promises
they're busy trapping rescuing fostering
and adopting feelings and giving
assistance to other animals largely
feelings on this slide you see a couple
of recent adoptions with Beatrice Kitty
and then you see Alfie in the other
picture I think a lot of us know Elaine
mr. jereth Simon she's an animal
advocate you see them pictured the
gentleman with Beatrice pictured at the
pet smart store and that's where the
kateri is that broken promises manages
and the kateri was closed down for a few
months and is now recently opened okay
and the next slide is also broken
promises and this slide shows a cat that
was TNR to out of colony of cats broken
promises helps facilitate trap neuter
and return for people who are willing to
do the TN or work themselves and broken
promises does do some by request but
again that really depends largely on
their schedule in what their resources
are they also do foster to adopt and
here you see a picture of kitty cherish
Murray who's obviously a shy pretty shy
kitty who's getting adjusted okay and
then the next slide thank you
his cat's meow and here you see a
listing of their May adoptions which
were 26 which is really very very good
considering that were in this coated
situation he and Gideon is one of the
adoptions of the 26 and he's pictured
there at their adoption facility which
is now
with regular hours but it was closed
previously for a few months and so there
people who came had to come by
appointment only okay in the next slide
please
cat's meow has taken in a lot of kittens
as well and I think in the last report I
I had included in board members packets
if they had as many as 75 kittens and
some of them are bottle babies like this
one here that ASEM be facilitated with
cats meow and getting the special care
that this little one needed okay and the
next slide is cherish canines they've
really been flooded with requests to
take in animals just like really all the
groups have been and they're all in need
of fosters because kovat has impaired
organization's abilities to do a lot of
things like their adoption promotion
events as well as their opportunities to
do fundraising cherished canines and as
I know it hasn't been able to hold their
regular adoption events that they hold
at pets born however they've still had
some adoptions and here you see Gaston
and Teddy who are pictured here with
their new families in addition to Foster
and adoption work cherish canines is
also involved in rescue and transport
work and they do a lot of networking for
animals here in our area okay on the
next slide place is also cherished
canines and Bella is a cherished canine
dog who escaped from her home and they
tracked her for something like four
weeks I actually even used field cameras
to track this little guy until they
finally got her so I thought that was a
pretty remarkable story ok and the next
slide is here you see adopters pictured
here
the Animal Services Center this is the
Dona Ana County Humane Society's pet for
seniors program where animal the
adoption fee is waived for seniors who
choose to adopt from the shelter here
it's a wonderful program they offer here
the this is about Dona Ana County Humane
Society and snap spay neuter action
program they received a non-profit
emergency grant in May from the
Community Foundation of New Mexico and
United Way of southwest New Mexico and
the grant comes at a time as we all know
of great need for a spay neuter
assistance of her snap and pet retention
work that the Dona Ana County Humane
Society does through their animal Relief
Fund and their ruff to ready program
which is their training and
socialization program that they offer
free to people who adopt animals here
from the animal shelter so all the
funding is all going to very good
programs here is the Humane Society of
southern New Mexico and in addition to
HSN Em's pet health line services the
organization also offers foster adoption
and humane education and other programs
and here you see the HSN M did some
fundraising where they could comply with
covered restrictions being here that
yard sales where you can do a fair
amount of social distancing and here you
see pictured frank Brice and the white
shirt who's president of the Maine
Society and standing is Jeff Murphy
who's a board member of HSN m and then
Joanne Covey who is seated she is a
member of HSN M okay in the next slide

due to a coma and the HEA
sanim has started an online education
program and i really personally want to
promote it because i'm leading it and
also because our opportunities for
working in the schools and the Boys and
Girls Club and all of those kinds of
opportunities certainly don't exist
right now so we're encouraging people to
go to our website where there are a
number of stories that kids can read and
then activities and things they can do
and for kids that do participate in
families that do if they will just write
us and we give the information on the
website we will send them a packet of
books and you know just prizes and
things for rewarding the children and
families for participating here you see
a couple of books and there is just a
sampling of they're actually ten read
aloud stories posted right now and that
one is it's raining cats and cats and
it's a wonderful story for children
because it emphasizes the importance of
spaying and neutering our pets and then
they can I be your dog is a good sort of
animal shelter rescue kind of story so
anyway we really encourage people and I
hope you as members of the board will
please help promote that we do we would
certainly appreciate it and then the
last slide states kind of the obvious
that we all know that it is kitten
season right now and so we encourage
people to go and come and see the
kitties here at the shelter and all the
other worthy animal rescue organizations
here in las cruces that foster and
promote the adoption of rescue animals
and the phone numbers listed are for the
coalition the first one is our
chairperson recon and the second number
is mine if anybody has any comment or
input they can contact us that way and I
don't know if any of you have any

now since we haven't been taking in
quite as many animals what are your
capacities looking like well and of
course I try to report numbers as much
as I can every month for board members
packets but I dunno call it anecdotal
information because I also follow that
cute daughter there anyway I see I
follow the groups of course also very
closely on Facebook as well because
we're as a coalition we want to always
be in the loop and so I'm seeing talking
to people in person as well as their
comments on Facebook and then the record
you know the static gathering that I get
is that there is definitely if you want
to call it spillover whatever but they
are there is an increase of requests for
animals and some people are saying
they're seeing more animals that are
abandoned as well so whether it's
circumstances your people you know
financially we know this is a difficult
time for people economically so

projects and and different activities

Jean I I wonder if we can work together
with the rescues and the facility the
center to look at those abandonment in
the you know an anecdotal but I wonder
if we can sort of really because that's
what my worry is right with all the
restrictions that we have is that we
really need to understand that is that
really happening so could we publicly
say we wouldn't want you to to keep that
data make sure you give it to us so that
we're we're understanding sort of are
they abandoned like meaning in the
desert or they are banning them dropping
them off at the at the these rescue
facilities all of the above sort of what
are the reasons as much as we can
collecting data but also from the
center's perspective if that's happening
I don't I don't remember hearing about
the abandonment reason or copying of
animals and I know they're very specific
as to what they can or what animal
control is seen as well I think we
really need to get a handle on that as
here we're saying oh look there's a
decrease a huge decreased half of the
population year to year and then
and because it's covet but we've also
limited the reasoning that it people
animals can be picked up or surrenders
can happen so I feel like we're I don't
want to miss that opportunity to really
understand the data and thank you
because I I'm thinking of one comment in
particular of a person who maybe it's
one of the heavy lifters in animal
rescue here in Las Cruces one of the
groups and I remember her saying this
has got to stop the abandonment being
caught so I I will I will
talk to or email reps of the
organizations and tell them how
important it is for us to have this data
and that we would like to to know about
it and I and also the organizations that
have pet that have call them helplines
HSN em we call ours a petty helpline but
I know that safe haven gets calls and
really APA does probably all of them do
and they are getting calls from people
too that are seeing abandonment so we
need to have them report that to us sure

I just trying to get you guys out of the
way so I can can you see my presentation
yes I can thank you so I thought a brief
history really quick to go from where we
were at where we are now would be
advantageous for us so in April if you
remember the SCN be keen to the board
with a proposed budget this budget was
basically our dream budget of everything
that we needed to be bigger and better
had multiple positions in it and then as
you know kovat 19 struck and endemic and
pretty much halted that budget we really
had to do some some grassroots finding
of where we wanted to be the county
confirmed that they would give us 1.25
million that's the same budget that we
had in this this year and then the city
passed the AFC MD budget in I believe it
was April or not was in June I believe
that they passed and approved to 1.25
million dollar budget for the ASC MB as
well as you know this budget is not
sustainable for the animal service
center Mesilla Valley with this budget
we had funded positions unfunded
positions that currently had people in
them so we have we have to have more
funding in order to fill those positions
and also complete some of the items that
the board has challenged me to do and
that we basically Oh to the ASC MB and
also to the animals so what were
requesting from a city is an additional
thousand dollars from the city to meet
the needs of our things that the butt is
essential for us so what we don't want
to do is we're going to do a top we want
you guys to have return on investment
the best as possible that's going to
give what's going to do is we're
requesting a veterinarian this
veterinarian will be doing all
sterilizations and that's going to allow
our medical director who's also a
veterinarian that will allow her to keep
on the the population health
you know enrichment programs all these
great things that she always wants to do
but never has time a grant writer which
is going to give us the money the income
flowing in so we can start these other
projects that we want to it's also going
to give us a training budget that will
allow and we'll go into more detail
there and then also medical supplies
medical services council supplies give
us some capital purchase purchasing and
also some merit increase I'm going to go
each one of those so we're asking for
eighty six thousand two hundred eighty
eight dollars this is a classified
employee object code this is going to
give us the grant rider position
full-time grant writer that we want and
then we also are requesting a three
percent mayor increase the merit
increase was actually in the budget for
this year for our staff however because
of shortfalls it was not able to be
given so I want to have that done for
our my co-workers the merit increase is
not a blinking increase where everybody
gets three percent they are all reviewed
so it's like a yearly performance review
the school they have and go to a score
that they get then they get those
different percentages for that the Adhan
salaries object code we're asking for a
hundred and three thousand two hundred
ninety nine that's where our
veterinarian this is a map that we see
to make us somewhat able to recruit of
arian not on that is the salary we're
also going to be offering the continuing
education credits we're going to pay for
their licensing we're gonna pay for
certification all these things that we
can do to bring in another veterinarian
it's very very hard to recruit a
veterinarian but I feel like with the
salary and those bonuses we'll be able
to get some type of interest or some
money
our training budget five thousand eighty
nine dollars now this is a small budget
that's more for me in budget but with
that we can do some things that I think
are very beneficial for us the largest I
believe is my management team has never
had a training altogether and I want to
be able to provide that forum I want to
do a local place here in Las Cruces and
do some team-building parts of that
would be change how to incorporate
change how to deal with change and also
how to help others deal with the change
I also like to do a treat addiction the
effectiveness of communication both
within our organization and also outside
our organization and then I also like to
talk about conflict resolution with
being with the public and our being a
mediator in conflict and also what to
recognize when you're in some type of
conflict and how to step back and and
resolve those concerns so all that is
part of a management team building
they'd like to have you're looking at a
simple one day or maybe half a day
training or one day's worth broken down
into several days and I have some
employees that has certifications that
need continuing education credits and so
the remaining of that budget would be to
help them go through those a lot of
places are going virtual and the cool
thing about virtual training is that
it's a lot cheaper because you don't
have a flight you don't have the hotel
so we can get our certified veterinarian
technician she can keep her
certification because we can get her
sexy new education credits
our animal caretakers that have their
euthanasia certificate all they they
also need to have a continuing education
press so a little towards that our
capital purchases $40,000 this is going
to go towards a new washer and dryer
our current washer and dryer is worn out
we've done a lot of things to keep it
going keep it limping along but it's
just not an option anymore
our staff is currently using a
screwdriver to open up the door because
we don't want to get fixed because it
was very expensive too and this is a new
thing this hasn't been going for months
and months but I set this whole off see
if we can get approval for the budget if
we can't then we should be able to find
some money and this next year's budget
to see about a possible fix so the good
thing about washer and dryers is these
ones are so all that the new models
coming out have packed in more
technology into a smaller place so the
footprint is smaller not by a lot but by
some medical supplies are looking at
seventy-five thousand dollars for this
line item in years past the medical
pushing has been severely underfunded
underfunded and the seventy-five
thousand dollars will bring it back up
dr. biiis machine was here did a
wonderful job of starting a medical
program and getting the equipment and
some of the medicines protocols things
in place dr. Hagee Sierra she's stepping
it up to another level where basic care
testing is a routine basis
we're also outsourcing as well what that
means is if we have a dog commune that
needs an x-ray or bloodwork or urine
your own sample work that we had to send
it out to another veterinarian to get
that done
so we need money for that you need money
for these these extra things that were
doing all for an animal that can make it
more adoptable
and also can dr. Hagee has it to tell
story that she needs on other basic care
heartworm treatment is another one
heartworm is very prevalent here in
our area so this would be able to get
treatments to the individuals and it's a
lot easier to adopt a dog out with us
saying we're gonna do a heart treatment
rather than saying dog has heart worms
you need to see your dog or you see your
vet about treatment so that's something
else for you be supplying surgical
instruments we have not had a
significant purchasing capability since
the surgical program so it's almost some
of these clamps and things that they're
using are all are all original for when
they started so we'd be able to purchase
new ones one replace the ones may be
replaced so as we go on to our purchases
services for medical this is a fifty
nine thousand dollar request this is for
anesthesia machine upgrades and
preventive maintenance our machines dr.
Hatton has told me that our machines are
okay but they need to be upgraded with
some safety safety items and also the
breathing apparatuses because of the
moisture that needs to also be looked at
but preventive maintenance on these
machines is critical because this is the
machine that puts the animal under and
so we need to have make sure that the
dials are correct
make sure the seals are good so all that
is incorporated with it an ibex snap
test our test though is an industry
standard so the blood or something or
whatever you're testing goes into the
drop and then it soaks into it and then
you push down on it and it snaps and
that's how I get sustains the snap test
these are incredible because it's you
don't need a special machine to read
them it's just two dots or three dots
that come out such as positive or false
for a straight very straight forward so
those are to continue to purchase those
we currently are purchasing them but we
need the extra funds to purchased more
because the more we have the more
testing we can do and then microchips we
need to continue to give microchips and
offer that services to the community and
also all to all of our
optimal paths here now the purchase
services for the kennel that's thirty
four thousand ninety dollars this is
basic general kennel items that are
looking for pest control is a big one we
have done a very very good job of
getting pest controls under control here
at the center last year I pretty much
said I told the pest guy said you come
as many times as you need to
let's get this under control and it's
mostly the cockroaches was the issue but
now it's your lucky it's only if you are
really looking for him you seeing them
so we're very proud of that and we want
to continue that height third level as
much as we need and so that is an
additional cost for them to come apex is
the business that continues to work our
cameras our impound gate and the door
for the old portion of the older portion
of the center not the new part the new
parts handled by somebody else but last
year we had to purchase a brand new gate
that was expensive and now we want to do
some preventative maintenance on it so
it can last longer so that money will go
for the preventative maintenance the
possible replacement or the repairs of
any of our doors locks and preventive
maintenance on the gate as well the that
line item also is our computer software
going to continue to use and our health
certificates anytime an animal is going
to be going across state lines it has to
have a health certificate so all of
these rescues that we're doing where
we're sending 30 40 50 animals each
animal has a health certificate and
that's so if we're increasing our
rescues we have to increase things that
are impacted by it and health
certificates is one of those and that's
a a per certificate charge as well and
then it's basic kennel services we're
talking the mops and and the squeegees
the foamer is the hoses sprayers all
these things we need to have a supply of
waiting
so supplies general kennel cleaning
materials in the equipment supplies
general is fifty-five thousand two
hundred and ninety two dollars is what
we're looking for animal handling
supplies that is a lot of times dogs
come in here that are have some type of
disease where the leash that we use is a
one-time use only and we have to throw
it away and that can start to get
expensive even if we're buying really
cheap leashes so we need and also
training all of us our animal caretakers
have watched a video for safe animal
procedures like how to break up an
animal fight how to prohibit or prevent
the fights so now they need a supply of
these items that were in the video like
citronella spray or air horn we
currently have them for the staff that
are working but we don't have a supply
of them so we'd like to have those ready
on hand so when an air horn is used we
want to be able to grab one instead of
having to purchase one and wait for it
to come in so just have a supply of
these items on hand our building
maintenance supervisor does an excellent
job that he needs the funds to be able
to continue to keep our animal shelter
or animal center up and going so all
these supplies that he purchases
everything from like where we're trying
to install some plexiglass fronts for
some of our areas so he would be the one
that would go and purchase that and
install it all these things like that
are extra those little things are all
going to be in that supplies general so
the total increase that we're requesting
is five hundred and twenty thousand two
hundred and fifty five dollars now in
review that's going to give the
veterinarian that the board challenged
me to get to find funding for it's going
to get us the grant rider it's going to
give us funds it's going to get us to
the minimal medical funding that we want
it the minimal kennel funding that we
need the
you washer and dryer that's so important
for us we're going to get our training
funds to make management better on how
we handle things and also keep
individuals who have certificates so
they can continue to get those
continuing education credits and also a
merit increase for the staff okay

went back how we got it was we went to

talked about the necessities what it's
going to take because we were already
passed below minimum with the 125 from
each the city and the county and so each
supervisor said this is the minimum that
we're going to need like in the kennel
funding partition he sent me a list of
all these everything from price of a
broom handle to a poop scoop he had it
all priced out so this is our minimum I
mean I can't I can't say this is going
to be one and this one this one's not
okay so we talked about the vet thank
you about the veterinarian and the grant
writer I knew that the washer and dryer
were on their way out we had spoken to
that as well
I'm all for training and whatnot for
sure I think that's very important for
retaining folks and the kinds of things
that you are wanting to do just
basically UPS the game write it for
professional Isis even more your
organization and I think I think that's
important but I know I didn't expect it
to be 520,000 I thought it was more like
half of that because of the difference
right the the faux pas we had entering
into this into budget cycle with the
city and our portion of it right and it
wasn't five hundred and twenty thousand

the amount we've always talked about

prioritize what are they if something
had to go training I guess would be the
first one to go we could find we can
find the funds for the staff virtually

with our veterinarian might be able our
medical director might be able to teach
him something that I qualify for our

can watch something a movie training
program online that might count so the
training funds would would go and then
we'd might be able to cut down in our
medical and our kennel funding but very
minimal for those I we could probably
Whittle it down to be around five five
hundred thousand
the 5:20 is really what we're requesting
I just wanted to make sure that every
single director that was approached
approached it similarly to your kennel
director that said this is what we need
even just the minimal and here's the
prices I want to make sure that the
directors did that but you just didn't
get one a certain way and not Askren
your expectation was from other
directors to give not only what you
really need yeah

version a then a midsize right or a gold
and then a silver and a bronze and so I
guess I'm I'm I'm hoping that you
thought of those things is something a
vision right to to to look forward to a
year to year and and so did those
directors up to everything similarly as
they were giving you the information
that you needed to make the
determinations and to prepare for this
presentation my directors did you mean
our department heads CS excuse me I went
to them and I said what do you minimally
need is what I asked and this is what
they gave me there was some dust
discussion about you know the the needs
but I didn't I didn't question him row
by row and item by item on that I
believe our Cadillac version was what we
presented in April I mean that's what we
wanted that was the big picture budget
where we were going to start different
programs and everything this is
surviving here's what this budget is and
surviving with in mind that we are going
to we're going to be opening a brand new
center in December 21 or 2021 is is the
goal here and then this also is going to
be turning the existing building into
the large
a spay and neuter which is going made
some significant changing around and
remodeling so yeah I mean keeping those
things we're gonna be asking for more
more money in the coming years so this
is a slower budget which we can live
with and sustain us as we go through the
big picture is further off so your
deputies heads did give you cost
estimates for each of the items that
they were requesting I mean I know Paul
did but doctor hadn't worked closely
with Mike Rossini to get the figures
together I'd have to talk with them to
make sure that money actual money
amounts were back and forth actual
figures yeah I'd hope that you do that
and you would check line by the line I
think that's really important as you
crafting this that we understand that
this is based on on you know today's
prices if you will and I appreciate the
the answers but I would like to just
make sure that each of them that your
expectation of them was not only to say
what would be minimally need here but
what are those prices and that's what
most department heads probably are being
asked across the you know the spectrum
of service and and what your
expectations should be of them so thank

control continues to do like they're
doing and agreeing to only bring in the
animals that are that are injured or
aggressive or ill then the animals that
really need to be here the center then
no I don't see any reason why we would
need to come forward for a or an
adjustment but if things change and the
City and County say okay we're gonna
it's been long enough or whatever reason
they come and say we're taking
everything to come in and yes I will
need okay well it's just good to keep
that in mind and that we're doing now
that this changes based on our needs

a 90-day notice needs to be given to any
position and then with all right with
trying to get them into a position
that's similar to it at the serious I
know I guess and the compatible to the
janitorial would be animal caregivers
and this is visual that they don't
qualify as an animal caregiver oh the
reason why we're requesting to eliminate
the job is because this individual is an
employee of the Animal Center and that
this is a city-owned building and so the
city will be taking over the custodian
needs of the building
mr. mr. Thacker would he be eligible to
apply for the position through the city
or yeah well I got you would get hired
and that would have to be made clear to
to this employee to him or her Wow
problem is is that they are already a
city employee with their regular job
their city employee and they come and do
this as a part-time job afterwards so I
do not think they'd be able to to do
that oh so this is already a city
employee plant you're simply saying he's
working two jobs one at the city already
full-time and then at your facility
part-time great so he would not be
eligible for additional employment at
the city I yes I understand but the city
would be the employer he's already our
employee for his full-time regular job
yes so you still Jenna toriel services
so I'm just I thought I understood this
but obviously I don't well who would be
doing who would be performing that
function
mr. Thacker the city is the one who does
it if I remember right the city is
contracted out some of the outlying
buildings janitorial needs so speaking
with our attorney he recommended that
the board approved eliminating this
position it's a part-time position I
believe it's approximately three four
times a week around three hours each so
about 12 hours

so what does so is the city prepare I
mean first of all it's a part-time
position so that's like I don't know
talk to seventeen hours I'm assuming
what is required to be eaten from your
perspective and then is the city
prepared to add that to their list of

budget to the that I think that's the
I've already been in talks for a while
with Eric Martin the facilities director
and Angel and we have I mean this is
able to run soon as the 90-day is over
they'll have somebody coming in and
start cleaning of note this individual
has been on the work from home or the
the remote work to lessen the exposure
of Cova 19 to us and also to him and so
our staff has been doing just the simple
janitorial needs of it and the place is
not suffering like we're afraid that it
might so so yeah the answers question is
yes we have the city ready to roll in
take it over and my understanding that
cost is just part of the facilities
budget with and it's already it's
already rolled in for this next one
coming in next fiscal year
mr. dalla Han is that you're aware of
that and facilities does understand that
it's they're gonna have to add that to
their list of facilities and what that
might what that might mean to their
budget madam chair I I wasn't aware of
this change but I can inquiry and then
send an email to the board we we
contract most of the exterior perimeter
buildings we allow the contractor to pay
for their expenses rather than hiring
additional janitorial staff we
concentrate the city's full-time regular
custodial staff into the core of the
building downtown city hall the library
museums and the like
and then we allow the travel to be
occurred by the contractor I can get
verification of that the the other thing
is I want you to be aware of this can't
be an action item on the board today
because it's listed as a discussion item
if you need an action by the board Clint
that should have been listed as an
action item you could have listed it
that way it's an awareness and then we
can get answers to your questions for
next month if it needs to be an action
item but I don't think the board can act
and I'm not sure that you need action I
think it's a matter of awareness you
have an executive director for a reason
and he needs to be making a
recommendation to you but I think it's a
matter of awareness and then we can

agree that it's an administrative

for the contract position it isn't going

say it's any different than a regular

place in that building so historically
this building has not been on their list
to do and we sort of taken our eye off

with sort of the conditions that the

it probably makes sense to have our city
facilities take on this project I just
want to make sure that the budgets there

of the owner relinquishment fees and to
see if if the amount they charge
actually covers everything that is going
to be needed for them or have it be an
amount that you know isn't gonna have
people where they they're just going to
take their animal out in the desert or
Leos somewhere
and we bring in the conversation
everything is it's just I feel like the
amount that is charged is not covering
costs because we kept it all the same
right when we started this the animal
service center said we'll match or the
City charge so then people aren't going
to say oh I'll just take to the center
because it's less or I'll call animal
control because it's less so I would
like to see the amount increase I am NOT
going to do that unless the city and
county can do it as well because then
there will be that discrepancy
two requests or conversation time do you
have a sorry madam chair Clint dear the
cost on our side we currently charge I
believe it's 20 dollars that was not my
question my question is what's our cost
what all our cost
I had it at one time we presented it it
was very much different than what the
city and county does or the answer is no

with us our cost we looked at the cost

our county is pretty wide and it could
depend on where the animal is coming

having to go to respond so of course the
cost could bury when we set up this fee
we tried to set it up to where it wasn't
going to become a burden on any one
person within the county because if you
set it up for too high of a cost people
will not comply they will just dump the
animals in the desert and that was one
of our fears and so we wanted to make
sure that we had - that we could hold
them accountable to a point where they
could still pay a fee and it was
affordable and we could get something
back but at the same time it wasn't
going to be an outrageous fee where they
could not comply with that like for
instance our court full fee for an
animal that comes in not a bike
quarantine but the court fold like a an
animal for vicious and or dangerous or
cruelty case it's kind of dollars a day
which is very minimal that by all means
does not cover our costs and we know
that but we're not trying to recover our
at that point we're just trying to get a
minimal fee from the public to get some
type of them some type of uh compliance
or accountability back from that
individual and some you know you get
you're getting something back but we're
not recouping everything and we know
we're not going to get this with that
owner release of a fee or transport be
whatever you want to call it so I just
kind of hesitant to increase that feat
because I know right now we're still
having a hard time collecting that fake
to do this date that's that's my input
on it I'm not sure how Gino feels we
don't have to have that discussion here
