and so we've uh we have first up is
going to be our pets of the week
end of the week jennifer martinez from
our communications office will be making
that
uh introduction jennifer so actually
mayor jennifer
is not here this afternoon i'll be doing
the pets of the week instead
so i'm andy guest i'm the director of
communications

um so good afternoon so normally
uh we have pets of the week we have one
dog and
one cat but today we actually have two
dogs and a cat
and so the dogs are rhea and corbett and
they go together like peanut butter and
jelly
um ria is the leader of the pack
as corvette has terrible anxiety when
rhea is not by his side
so ria has become become corvette's
emotional support dog
and so because of that they actually
have to be
um adopted together and they're both
about a year old
and they'll keep you on your toes and
keep you smiling
so next up we have antler and she's
about a year old
she actually had
she was in getting cared for
and um and so she has gotten the clear
bill of health and she's ready to be
adopted as well
um oops sorry about that
and she i we've heard that she's very
friendly and has very soft
fur
sorry my screen suck i'm having

um so just to let you all know if you
would like to meet ria and corbin

adoptions each adoption is 25
you look for the pet's animal number and
then call to make an appointment to meet

the pet you have chosen and that phone

so just as an update there are still no
off-site
adoptions happening they're cancelled
until further notice because of covid
but one thing that we're very excited to
announce is that last week's pets of the
week
uh both twig and samara were adopted
and so that's the first time we've heard
both pets of the weeks were adopted
within that same week and we're excited
about that
um so some things that we wanted to give
you updates on
if you've noticed any wrongdoings to
pets in your neighborhood you can call
in ordinance violations
you'll you will call central dispatches
non-emergency
non-emergency number which is 526-0795
choose option number six information
that they'll ask you for is the location
of the violation
what the type of offense is description
of the animal and then your contact
information
in case there's any need for follow-up
and the last thing i have for you is
that the communications office is
helping to get information out about
kobit 19.
today we want everyone to know that the
city's partnered with the department of
health
to and will work together to distribute
the cova 19 vaccine
the convention center has been
designated a location to help in the
distribution efforts they're going to be
doing them on wednesdays and thursdays
but the vaccines are given by
appointment only no walk-ups are
accepted
because a questionnaire has to become
completed prior to attending

with the presentation i just

of course he's a lot younger than me

afternoon david seville public works
director and i'll be going over the geo
bond program update
for this quarter
so i wanted to start off again with a
little bit of background but
not too much uh as everyone's aware
these
bonds were approved by the voters on
august 21st of 2018 for 35.6 million
now one thing that i wanted to make sure
we passed along the council
was that all of these projects will be
completed by the end of
2022 so those questions
that were approved by the public were
for
and i'll go over those quickly question
number one
which included the park improvements dog
parks and sports fields
for 16.9 million included hadley avenue
reconstruction complex improvements
unilate
playground rehab and new splash pad
it also had the sports courts and park
rehabilitation
two dog parks and the new east mesa
public recreation complex
for question number two it included a
new animal services center for 9.8
million
question number three was a replacement
of fire station number three
the amount of 6.2 million and finally
question number four which is our
walking jogging viking
trails improvements in the amount of
2.7 million now this does include
the the southwest city loop or messiah
drain
in the las cruces lateral
so as we move forward i wanted to give
an update
on how these projects are progressing
so we will begin with question number
one and the hadley reconstruction
complex this project the construction
date started
on october 7th of last year currently
for all those items within the hadley
complex area
are at 28 percent and there's an
estimated completion date of october 8th
of this year
some of those projects that have begun
as part of the hadley recreation complex
or mag ball field and jim hardy ball
field
at mag the contractor has completed the
musco lighting
the concession and restrooms demolition
public
and electrical work as well as the
crow's nest
paneling they are currently working on
the interior and exterior finishes
and it's estimated to have this location
completed
by february mid to late february
and on the next slide i'll go over some
photos of of the project
for jim hardy ball field the musco
lighting roughin
is complete so that means all of the
underground wiring or conduit
is in place we also the contractors
working
on the wiring and the electrical panels
for that system
it is anticipated that that location
will be completed
at the end of may so i wanted to share
with council the photos of
some of those improvements that are
happening and this here is at
mag ball field if you notice this is
part of the new
musco lighting they have the crow's nest
paneling complete and the photos on both
the upper right and lower left
are showing some of the demolition work
and
as they prep the exterior for finishes
bottom right is just showing some work
on the lighting systems
out there as well
here i would like to share with you the
schedule
for this part of question number one
as you notice it does include all the
work
areas as part of the hadley
reconstruction
complex so we have those areas are
mag ballfield hardy jim hardy
paz and ron gaya so as you can see there
some of the installations have been
completed as noted such as the lighting
at mag
and some are in progress the others are
showing
the other work when they're anticipated
to be in the queue
as they move forward with completions
and here again it's another way of
looking at the
construction schedule for the project if
you notice
up at the top it'll give you the actual
timelines
of the entire process for that project
as part of
question one if you've noticed here
that construction end date corresponds
to the date on the prior slide
i'd like to also touch upon some graphs
that are illustrating how we're moving
forward with the project
if you notice the chart the column chart
on your left
it's a comparison of the time frame when
we started construction
as opposed to the monies that have been
built out
on the project as you can see we have an
increase in billing
as opposed to the amount of time that's
being worked on those construction
improvements
with that the reason for that increase
is because
of the procurement of the lighting
the lighting was a high dollar item had
a long lead time
and thus you're seeing more billing at
this time
than you are seeing on the other portion
next we have the park and sports courts
this project is still within question
number one that
construction start date started also on
october 7th of last year
we have a completion percentage of 29
percent
and again that's for all the locations
within
those areas and the estimated completion
for this
is the end of this calendar year in
december
couple of projects that are have begun
one of them has been completed and that
is the lions park that's the
rehabilitation
over at the tennis courts at lions park
we also have the desert trail
improvements where currently the
contractor has made some repairs to the
parking lot
and they are installing erosion control
measures as part of the project
that project is estimated to be
completed
around mid-march
so here you'll you'll get some some
photos of some of that work
here at lions courts in lions park you
can see some of the work that's taken
place
they stripped the old finish they
patched cracks they've resealed those
joints
and then they applied the new acrylic
finish i really like the two
photos at the bottom showing the
finished product of the facility
and those look great we do have some
punch list items
that have been identified and we are
working on those to complete
however the facility is open and is
being used
here's some photos of the trail park and
as you can see
crews have begun to install those
erosion control measures with
with the installation of that large
sized
rock along there to mitigate those
erosion control
issues this goes throughout the trail
so you may notice that this is different
parts of that trail as you go through
again here's the project schedule and
again this is the project schedule
for the entire parks and sports courts
rehabilitation
as you look down below you will see
those different locations that are
associated
with this schedule klein park hill rise
and so on as you can see lions park
there that portion is covered with it
being completed and as the contractor
begins work on other projects
this here again just another visual
again up top shows that
schedule from beginning when we started
and showing
when we're supposed to be done with this
based on the estimated
time frames from the contractor again
you have on the left
that time frame or that comparison
between the billings and the time of
construction
the graph on the right if you notice
the red line is actual spending
the blue line was a projected or a
planned
timeline of how the project would go
we're dipped a little bit underneath
there but again
that should continue to pick up as we
get larger invoices from the desert
trails project
next we have our unidad park
update and this project here
does have
the work and these are conceptual
drawings as you recall
we have those there because we are still
in the design
phase of this project now those
construction drawings are at a 90
and we should be getting close to
completing those
if you recall council with the last
update
based on the ordinances that were
brought forth
this park will require a recirculating
system
based on the conservation ordinance and
will require
showers per the new mexico environmental
department
so currently we are working towards that
but i did want to highlight
that staff has been able to work through
and why i say staff
parks public works all staff have been
working
and we identified that by buying the
equipment
and just providing it for installation
we were able to save a hundred and
forty thousand dollars now we will be
using those savings
to offset the cost of the recirculating
system
the next project here within question
number one still is the east mesa public
wreck
complex again we're
going to work towards phase one of the
master plan phase one will include those
soccer
football multi-use fields baseball
complex
eight pickleball courts concessions and
restrooms
and a traditional 10-acre park those
drawings
are at 100 percent here within the next
couple weeks
also we open bids for the camino coyote
access road
leading to the complex those bids are
currently
under review for reward again
just want to point out that at the top
gives you that construction
timeline and again having those projects
all done before the end
of 2022
the next project that we have under
question one is going to be our dog
parks
if you recall at our last update these
are going to be incorporated in with the
construction
and building of the new animal services
center
that was one of the initiatives that we
looked at to
speed up some of those delays that we
had encountered
so with that that has gone through the
sac
process and currently we
are working with our management
vendor who is ecm and we are in
negotiations with a top
ranked proposer
here's the new animal services center
this is question number two
and as you will notice there we've
included that it includes the dog park
proposals
this is on the same time frame as that
of the dog parks as well
both of them match and should be ending
construction
here in f in fiscal year 20
uh in calendar year 2022 excuse me
the next question question number three
it's the replacement of the fire station
this project the pre-con the
pre-construction meeting was held
on january 15th the notice to proceed
was issued on the 18th of january
construction start date is the 20th of
january
now the completed time frame
for this project is january 20
of 2022 again correlating to the
project timeline up above
also just for reference here's the
layout of the new facility
as it aligns with the existing fire
station number three
and brannigan park off of valley drive
next and the last question we have is
question number four which is the
walking jogging and biking trails
this ex amended contract was approved
in december on the 21st by council that
amended it
to include the 100 percent construction
drawings and costs
the estimated date for the notice to
proceed is february 5th
the estimated date for the pre-con for
this project is february 11th as we move
forward
to move into construction
lastly all of those schedules that you
saw above on the slides are
depicted here on one slide
that has the combined schedules for all
of those projects
as part of the go bond
again just wanted to re-emphasize they
all will be completed before the end
of 2022
next we have our program budget here
showing the amounts
for each question now please keep in
mind
some of these you may say don't add up
to that but if you recall
there was several of these projects in
one question
and that concludes the presentation

when will the pickleball ball courts be
ready to go
mayor councillor sword at this point in
time
we'll go ahead and move back to are you
talking about the pickleball courts at
apolaka park
or the ones with the new east mesa
public wreck complex

yeah well we never promised the other
pickleball courts to be done right away
those are gonna have to be with the with
the east
with the east mesa park situation the
other ones i know
they were working on those relatively
quick
that's what that's my that's my answer i
don't know if it's different than dave's
or
tony so mayor councillor
sword i i'm go ahead and i brought up
the construction schedule for the parks
and sports courts
and based on the contractors timeline
and schedule they have apolaka park
here starting in january at this point
in time though
that has not occurred so those
pickleball courts are associated with
the improvements here at apolloka park
we will be reaching out to the
contractor to get that information
but at this point they had not broken
ground on that project
as for the pickleball courts as far as
those courts will actually take longer
than uh
may june this this year to finish
mayor councillor sorg depending on when
they get started
and how progression moves through
construction that may be extended a
little bit further
past may okay
the second question i have have the dog
park locations been
set mayor councillor sword
yes sir those have been set okay good

i um i know well can you please explain
to us to the public
um what uh
let's see how can i phrase this
diplomatically
well okay i won't um what happens if
the projects just don't get done by 2022
what happens if we just aren't able to
complete
all the projects that the voters
approved
mayor councillor flotus there could be a
number of reasons
or resolutions on how we deal with those
as they come up we have measures in
place
contractually based on performances by
the contractor
and if those timelines are not met
they're assessed liquidated damages
however depending on the situation
we do have other options to finish the
projects
on our own and that would result on
executing the bonds from that project
so we we still have coverage if
the contractor defaults on the project
however we do not anticipate any of
those
things happening and meeting the
timelines that we have set forth
your
well thank you for watching my my lips

so mr cedillo um what we have then
are contracts which have been fully
executed with
um contractors for each of these
projects
and in the event they default or do not
perform per the contract
uh the city will then move forward in
spite of that
and then uh the remedy for the city
would be
to um sue them for breach of contract
something
to that effect mayor councillor flotus
uh you're partially correct in that we
have contracts with for all the projects
some of those projects are still in
design but those that we do have
out signed contracts for yes we do have
those stipulations in the contract which
allow us
should the contractor go into default be
able to continue
through other means to get the projects
completed
so what was the part that i missed he
said in part
you had mentioned that all of these
projects have contracts i was just
stating for the record that only some of
these projects are in construction and
have executed contracts as we move
through the process are also are
all contracts signed though with
these uh for do we have contracts
that have been signed for all of our
bond
uh geo bond projects
mayor councillor flores for those that
we have moved forward
with construction uh we do have
some other contracts that are a design
build
and the contracts for those that have
not started construction
have been signed for the design portion
of it
a good example of that is the the trails
uh on question four
okay it just seems that especially the
trails for example
um it seems like such a big project
and and uh and 2022 isn't that far away
i mean you know the years just go by
like you know
water flowing in a river so
i'm just concerned about not being able
as a municipality being able to deliver
on the grow bond
and vote to the residents
and then wondering if um you know we
have any remedies
i mean what if so you say that all
contracts
have been signed
in so far as a design stage goes
but not not necessarily for the building
that's a totally different contract
and they're not done is that correct do
i have that straight
mayor councillor flotus maybe that was a
little confusing
those projects that are a design build
uh
project those if they're in construction
they do have signed contracts it just
depends on which stage they're at so
everything that we have
we do have a signed contract
now moving forward for those in
construction yes those are fully
executed signed contracts
okay i i guess i'm still missing
something so
when there's a con a design contract is
not a contract
for the full project just for the design
and not
for the buildings of the uh
project mayor councillor flotus you are
exactly correct
okay so once we have a design contract
then we can
uh bid for contractors for the building
part
yes ma'am mayor councillor
yes ma'am that's great and right now i'm
just
concerned about the timeline yeah i just
hope we're not in a situation where
things may get um really
and then we're not if we don't have a
contractor to build and
i'm just wondering i just uh well you'll
keep us

um for the presentation and um for
councillor flores if i'm looking at most
of these correctly i think some of the
items that seem to have the most
um technical construction that's like
this build out of the fire station
there seems to be a bit of a buffer room
as well
um when it's supposed to be completed
like this one's supposed to be
first quarter of that 20-22 so hopefully
you know i'm sure not only um us
on council but staff and then and um
everybody wants this to go well because
i think
that we know we have a lot of big
projects
and one of the ways we can hopefully
accommodate the needs of
the city is to continue to reissue these
types of bonds and so
i do very much think it's important that
we make sure
all these go off well that everything
gets done on time
and um so far it looks like
we are getting enough time
for to make sure everything's completed
on time and on budget and so i do
really appreciate these types of updates
mr cedillo i have a question regarding
the trail system
loop by the time this is over
are we going to have that kind of
complete
loop yet or are we going to still have
areas in the city that
are not connected together because one
of the intentions i know with this type
of
item um is to have a
a loop system that would be able to
accommodate
um like triathlons those types of races
and
and sports like specific biking sports
and stuff too
um will we have that or are we gonna
need to think about um
kind of uh helping in some of those
areas

certain extent some of these loops will
be complete
however i will defer to tony trevino
the deputy director of the interim

easter it's just that southwestern
portion that
i believe i think the autonomous sea is
working on
a segment of that now along the
university and i believe some other
trails and have been built along the
northern mesia so
i think kathy matthews with parks and
rec has been involved in some of those
um she might
if i'm not correct she can jump in and
correct me but
i believe that's the only error that
we'll be uh missing at this point
