reports
um i don't know mary lou or gino is
there anyone who
wants to go first
what i can go first that's fine
you know we'd like to go um ladies first
go ahead
okay i'll go ahead and start let me see

to share um
let me see here

quick hold on one second

and i'll go ahead and report our march
of 2021
um numbers so we'll go ahead and start
with that
and as we usually start we start with
our reported stress
for the month of march so in march of
we reported 292 straight animals
out of the 292 stray animals we picked
up 188
of the strays breaking it down into
further
categories we had 57 stray cats that
were picked up
and 131 stray dogs
um in addition to that we picked up 19
sick or injured animals
11 of those were cats and eight of those
were dogs
we also picked up eight animals i mean
animals that were owners surrender and
those were all dogs
looking at our reported strays as a
comparison for
our four-year comparison um if you look
at this
year for march we've had like i said 292
reported strays and if you compare that
to
previous years last year was 311 the
year before
we had 336 and then of course the year
before that was 421
so our reported strays are going down
every year
it's a slow process but they are
definitely going down
our field return to owner comparison
sheet
and it's a four-year comparison sheet as
well
last month in march we returned 28
animals
into the field and of course this is a
comparison sheet as well
it's a lot lower than it is years prior
and of course
we are only six animal control officers
out in the field
and of course we still have covid going
out
so it's going to the numbers are going
to be a lot lower
as years prior
in addition to that i already mentioned
the numbers in the red
but we also had three animals that were
picked up for welfare holds that means
anything
for like care maintenance or anything
like that
we did not have any cruelty cases and we
had three
shelter quarantines that were picked up
now i did leave this next slide in here
and i want to continue to leave it in
here i think it's a good reference point
to continue to go back to if you need to
for statistic-wise
and it's an explanation of our geo
districts so
the following slide from here will give
us our stats
per our geo districts but if you ever
have to refer back to it
it's a good reference slide
going into that which we call our
district 1 which is our geo districts we
picked up 13 animals and it's further
broken down into dogs and cats
district 2 was 51 district 3 was 32
district 4 was 34. district 5 was 21.
district 6 was 11 and district 7 was 26.
so of course we can look at that and say
okay
this last month in march district 2 is
our hot spot area
with 51 animals where we were
we need to spend more time in district 2
and see what's going on in that district
looking at our dispatch calls for the
month we had 600
and that gave us our year-to-date totals
our self-initiated calls were 98
our assist calls were 29 and our
follow-up calls were 9.
so our grand total was 736 and that gave
us our year-to-date totals
now going into our owner release we do
this every month
reasons for our owner release of our 13
animals that were on our release
seven of them were too aggressive
two of them they just could not afford
the animals anymore
one of them the person was elderly and
the dog was too much for them
two of them the dogs were just too sick
and one of them the landlord would not
allow them to have the dogs
the dog one dog and then looking at our
bike calls
um we had 10 bite exposures to humans
and three exposures to other animals we
didn't have any rabies submissions
and on those bite exposures
we had three of them that were current
on the rabies vaccinations and then
moving over to our quarantines out of
those we had three that were quarantined
at the animal services center
five at our courthole facility here and
three of them we got to quarantine that
team that home those are the three that
were current on the rabies vaccinations
and then two of them they were just gone
on arrival they were not there they were
strays we could not find them
right lou can you hold on a second i
believe uh mr thacker has his hand
raised
yeah i just wanted to ask a quick
question mary lou on your last slide go
back there to the bytes
i was wondering have you seen the 10
exposures or or the bytes
does does that include the three that's
below it so
is it 13 total or 10 total 13 total
okay is are you seeing an increase in
animal bites in the last year
or is that pretty average or below
i think we're seeing an increase because
we've got more people at home and a lot
of the increases with their own animals
their home at home at home more at
you know with their own animals and so
we're seeing more with their own animals
that's what we're seeing i'm not sure
what gino has seen
but that's what we're experiencing you
know it's usually
um i would say provoked because it's
kids
doing stuff with their animals that they
wouldn't normally be doing
um playing um too aggressively with them
maybe um poking them pulling their tails
and things like that where
they shouldn't be doing that that's what
yeah the animals usually by themselves
and now they have people there and
the animals like what the heck's going
on can you please
yeah the reason why i ask is we have
um some people that are saying some of
the way that the center
is handling these animals are these
loose animals is that it's causing
people to
to dump animals out and also to have
aggression issues
so i'm glad to hear that the animal the
stray bites things like that
aren't happening more so it's not
supporting what
people are saying it's more of a fear uh
that's happening out there so thank you
appreciate it yeah and you could see
when our
are gone on arrival those are the strays
you are two they're only two out of all
of those
so those numbers are a lot less than
what you would expect
okay any other questions on this slide
before i move on
look like it okay thank you uh-huh and
so this is what should be our last slide
this is our
our court cases for march um in march
um which is very minimal for us we had
four court cases for the month of march
out of the four cases four cases four of
those were charges
um there were four charges out of those
um the outcome of those we had
um a 60-day deferred sentence forced
restraint requirements
a pre-trial set for 45 days for
restraint requirements
a reset for 60 days for restraint
requirements
and a bench warrant was issued for
restraint requirements so they were all
for they're letting their animals run at
large
and they all got something different or
resets
um probably resets because of covet or
something going on with that but those
were the court outcomes for march
and so for that i'll stand for any
questions

yes mary lou i wanted to ask you said
that the
stray numbers are going down i think you
said
incrementally every year what do you
think accounts for that
and maybe i should say plural what do
you feel
is the reason well i think a lot of that
is the educational outreach a lot of
that
is the spay and neuter the active spay
neuter that we have going on
we've had the the snap program that we
have
the partnership through snap we also
have
um you know
just a combination of things that we've
had with the coalition for pets and
people
we're now finally starting to see some
results which has taken some time
and we're going to continue to see
results it's just a matter of time and
if you look at 2018 and i can go back
and get numbers even further back
but i just went four years back and in
in march of 2018 our reported strays
were 421
and 2021 it reported strays are 292.
that's not what we picked up but that's
what was reported that's running out
there
so that's a significant difference of
animals running loose
that's reported to us
so i think a lot of it has to do with
the combination of efforts
from the community from the partnership
from the county from the city from
everybody of
what we're doing as a as a whole to try
to um
stop this population problem and and
educate the people and get the animals
fixed as well
so they're not out running the streets

um i i am interested you know every day
we get
a report from the animal services center
in terms of
status right how many animals are coming
in and
where they're coming in whether it's a
city or county
and in this particular report talked
about
some puppies that were coming in um
rather ill
and then later i guess had to be
euthanized
and so i i wanted to talk about as as
someone in that thread asked some
questions
and i wanted to talk about in in the
when animals come in as a veterinarian
they're at your facility
looking at the animals doing a quick
assessment or what what is happening
there
because then i think the issue was
distemper right
and so that could be really
dangerous to the rest of the animals i'm
assuming
and so like is there some sort of
process and protocol
in place that all the animals get seen
by the center
of a veterinarian and then then housed
and then for whatever reason if it needs
if they need to be
sent to the center then that is
happening can can you talk a little bit
about that
process and protocol and if there isn't
one why not and
maybe we should um establish
one um actually i don't have any
any information on that because that is
something you're you're wanting to know
the the
contract and the agreement between the
county and
and bark house for the sole sole source
contract is that what you're asking
about
um no that's not what i'm asking about
there was something very specific in the
report
um and maybe i don't know who to i
believe that
they were puppies that were in the
county facility
county hold facility and um
and i started as the this was
running through this process there were
some questions
asked but it ultimately got to the set
that those puppies got to the center for
euthanasia and
and then i started thinking about well
what sort of processing protocols are
are um do we have in mind that we have
in related to any animal it's not just
that happen to be the puppies but any
animal that's being
um in a courthole facility or facility
that the center isn't i mean
is that in our purview should we be
caring about that i i don't know but i
i was concerned okay now there's there's
two processes that go through on the
courthole facility
there's animals that come in there are
evidence animals
that's one process all together and
they're held separately
and they're housed separately and they
are
they are um handled
completely separately from any other
animals in that facility
so the people that handle them are not
the same people
that handle any other animals in that
facility
um so the same policies and procedures
do not apply to those that
to any other animals that do apply to
our evidence animals
our evidence animals are handled a lot
differently and a lot stricter because
they're
um there's a chain of chain of custody
that goes with those animals
so that's one thing and so those animals
if there's any
sickness in injury illness anything like
that
they are absolutely seen by a contract
vet that we have on hand
with the county immediately as soon as
we can get
get them to the veterinarian immediately
um
that's different now animals coming in
through the sole source contract
is handled differently once there they
are sick they have their own
veterinarian that comes in to handle
those
if you're asking me how they handle
their policy on that i could not answer
that question
you would have to ask them on that now
if you're asking about those puppies
that came in
um those puppies were um
through them not they were not our
evidence animals
they had come in from them on that um
they their veterinarian had already been
monitoring them and confirmed that they
were sick
and needed to be euthanized their
veterinarian was out of town and could
not do it
so as a courtesy
we did not want them to suffer and so we
had contacted the shelter and asked if
they could do it and of course the
shelter
agreed to do that and so that's how we
handled that
we didn't want them and and we wanted we
did not want to expose the shelter
that's why we
went ahead and made plans ahead of time
and had them do it off the truck
so nothing would be exposed to the
shelter
thank you thank you i i didn't know that
you all had entered into a sole source
with barkhouse i thought that was still
in process i i i didn't know that piece
so
you might have to speak to um mr mcmahon
about that
to answer any of that question mr
mcmahon is unmuted and

uh we have not entered into the contract
yet we're still okay
but in terms of uh what um mary lou had
uh mentioned that that is
correct in the in terms of the puppy so
in that situation um i would assume that
there's a protocol in place that the
bats
um assess every animal coming in right

just happened that that vet was not
uh available they were out of town
working and
uh so but they were consulted
and uh the animals needed to be taken
taken over to the shelter all right

good morning chairman uh let me share
my screen and we will begin
all right is it visible to everybody
yes sir all right good morning uh
mr chairman members of the board my name
is gino jimenez i'm the animal control
supervisor
for the city of las cruces i will
present to you
my march 2021 numbers
we responded to 419 reported strays for
the month of march
of those 224 were goa meaning the
officer
did not have contact with that animal we
were able to apprehend 195
animals of those 98
were dogs and 61 were cats
we were successful in returning these
stray animals to 36 homes
or 36 owners and we were unsuccessful
in returning 16 that had some sort of
identification
so we had a total of 52 identifiable
animals
here is my three-year comparison for
reported strays
as you can see last year and this year
we were considerably lower
than 2019 um but
if you look at all three in comparison
there's always a downward trend
for january february march and then a
slight
upward trend come april may and the rest
of the year the rest of the summer
months
so hopefully this downward trend
continues
in that direction but with summertime
coming
i can anticipate that we take a little
bit of a
in increase in reported strays
my next slide is our three year field
rto comparison again we responded we
were
successful in returning 36 animals back
to their owner
and we typically stay within that 30
year mar
30 number mark if you look at all the
numbers for the past three years
um 30 is about our average 30 32
is about our average so we're pretty
consistent there
as far as field rtos
next slide is the reasons for owners
releasing their animals to the animal
service center
one we had uh for the dog acting
aggressive towards the owner
and two four four six dog sick
dogs excuse me
my next slide is reasons we were the
officers were unable to field rto those
identifiable animals
um six there was no contact at
on the phone or at the register
registered residents seven were chip
microchips that were not registered
two uh the owners were unable to or
unwilling to meet the aco to redeem
their animal
and one chip was from florida but they
had no contact
information
next is my stray map let me
share again i'm gonna close this slide
so that i can go to that one
is my slide available to you or visible
to you guys
yes sir okay so as i said in the months
before
the blue dots represent dogs the orange
dots represent cats and the little red
dots
represent others so that could be a
skunk a cat i mean excuse me a squirrel
um a raccoon a javelina and anything
else that the officers
may have captured so
again this map is available on our
webpage
it is a read only so you will be able to
do what i am
manipulate the map as i am right now you
can zoom in on any particular
either city council district or
neighborhood
or even zoom in entirely on one of the
the dots
if there's any specific questions about
my map i will
be free to answer them
i see uh mr thacker

quick question
um in my career um the
records have always been very sensitive
when it deals with animals coming in
just
in calls in general right how
have the attorneys looked at this map
and
first of all let me say i love the map
it gives us great information of where
things are coming from but i'm just
worried about
the i don't know the
keeping things not not secret but
confidential
because you can zoom right in onto a
residence and you know the exact address
of a residence and
how many are coming i'm just worried
does it violate any of the laws that we
have in place for
records retention or records requests
um mr chairman uh mr thacker
these are all public records so if you
don't get it for me you all you have to
do
is an uh information request and i must
provide that information to you
so if you look at my map though and and
i've said this before and i've gotten
several i've received several emails
in reference to exactly what you just
questioned
if we zoom in on this one i i just
picked one
in particular i mean at random um
yes it gives you the street name
it gives you the address and it gives
you the numerical
value of that home that does not mean
that the
animal lives there that simply means
that a
complaint was called at that address
so a citizen may have been driving down
this street
and making a south turn right here on
silverhawk
and witnessed a stray animal
at this address that doesn't again that
does not necessarily mean that that
animal lived there
that simply means that that was the
quickest and
best reference that that complainant had
to give to central dispatch so
thank you for bringing that up because
that that clarifies a lot
um these are not
the actual addresses it may not be the
actual addresses of where the animal
live
uh it could be we could not be but the
majority of them are not
especially when it comes to our strays
yeah i just worry
especially with the the cat issue it's a
hot button topic
you know on facebook i see that people
at this address are trapping cats and
of course that's probably going to be
the correct on on your map
is because that they're the ones who are
calling in saying
there's a cat here i need you to come
get um
and then it gives an exact address i
know we have um
redacted addresses at times when we give
information out
but so but thank you for that follow-up
appreciate it
and uh mr chairman mr thacker you are
absolutely
correct when it comes down to cats now
that's more
probably a specific address but again
everything that we do as a police
department is public record
so um i do this map
as a reference and as a data as a
data collection database for this board
at their request so um
it's available to everybody even on like
i said even on the web page
so thanks again for that question though
yeah thank you did you know i see one
more question
uh by ms gilbert
yes i'm wondering if we you know when
the
uh ordinance uh provisions for community
cats are
um finalized and it's again
legal for colonies and tnr
and so forth i'm wondering if it would
be possible for
us as a group city and county
representation maybe maybe in some ways
similar to the task force only of course
different
in establishing a community cat resource
community so perhaps these
these numbers of cats that we're seeing
in these areas we could start
trying to address it in some way and see
if it's possible to
um have some colony caregivers
and i know our issue is is largely
resources because i remember
uh when the sunset clause went down
i know clint was inquiring about uh
possible colony managers before that
happened
to see and there were there it was
trouble we had difficulty finding people
that were able to uh help
so i'm saying if we could build the
resources i don't know this is just
more uh comment than anything i don't
know that it's a question
to you gino if you have a response to
that
mr chairman um miss gilbert i think
this map will assist those agencies that
are wanting to do
those colony management because again
this this map is available on the city
webpage
and if they were willing to or wanting
to assist
they could simply refer back to this map
and see where
the trouble spots the hot spots within
the city are and then take
and focus all their resources and their
attention into those areas
so this map can be utilized for that
purpose as well so
it's available use it we just have to
develop the resources yes thank you

all right mr chair do you see my slides
yes thank you very much this is the
presentation for the animal service
center messiah valley director report
we're talking about march numbers
for the previous month if you remember
in 2020 march
was really the first month that we hit
hard
uh with covid and the and the changing
so march 2020
and the changing of a lot of our
policies and impound procedures so
that's why you see such a huge
reduction in numbers there the total of
whereas this year we're at 341
for a current animal count
the intake however is still below just a
little bit
509 we have 342 dogs
162 cats and five others come into the
shelter in march of 2021.
our returns in 2021 excuse me we're
interesting we had
um seven dogs zero cats
and i'm told the behavior issues were
again interesting there was some that
couldn't keep in the yard to one was
allergic
so it wasn't like they were behavior
issues that
were dangerous it was just more of a
nuisance to
to keep them as always we always tell
people when they bring them in they say
we're having behavior issues
and we say we can offer a free
lesson you know here are some training
alternatives
but ultimately obviously these six
people just
put it up there that they don't want it
no matter what

here are outcomes for 2021 and i like
this comparison a lot
because it shows that we in 2020 87.1
percent
was our live release rate um and we had
a lot less animals coming in and in 2021
we hit that magical number of 90 we were
almost at 92
live release rate if you remember 90 is
the rate we want to get to mr chair
and board because that qualifies us as a
no kill facility
so with the month of march we did
qualify and plus some
for that no kill statistic that we like
to reach to
adoptions were at 17 percent of our
intake
uh reclaims were 80 we're at 17 as well
and um down from 2020 as you can see
that rescued number though 56 percent
over
half of the animals that came into their
shelter
were ecstatic to say that they they left
into other areas and this is all due to
a great partnership we have with best
friends animal society
we take animals there also halo and
especially the local
here in the messiah valley do a
tremendous job in helping us out and i'm
sure
that gene is going to go over some of
those and highlight some of those in her
presentation
uh community cats were 10 and then
euthanasia
at a really low 74 animals which is 9.6
so we're ecstatic that we hit that 91
percent it usually does happen
uh in these early months right before
springtime
so if you remember i think uh obviously
last year we didn't with 87
but other other years i know that we
have
it's so close it's just you know that 90
is right within our grasp on a continual
basis
uh euthanasia reasons march 2021 again
as with
every single month we put up here the
number one reason is the behavior feral
and the majority of those are going to
be
the cats the city cats are coming in
with no program in we'd really like to
see that
come forth i heard and maybe mr enriquez
you can
you can verify this but the ordinance
or the resolution is going to be coming
in may before city council is that
correct
yes mr chair and uh mr thacker that is
correct it will be presented in may
thank you very much we look forward to
that look forward to the
moving forward and progressing we hope
on that
so this is a timeline for our visitors
coming through the center
478 just a little bit below
the trend line that you can see there
now our appointments are still are right
in line it's usually between
50 to 60 percent somewhere in there of
finalized adoption so 87
of the 122 total adoption appointments
they kept the actual appointment
so for some reason people make the
appointment and then they they don't
just show up either they call us and
cancel or they don't show a period
and then 54 of those kept the
or i'm sorry finalize the adoptions and
and that is a finalized adoption
meaning that the sterilization is
already done there might be some that
are in there
that are really young and can't be
sterilized yet
so those are not a finalized adoption
web page views is still up there strong
775 for march
and our facebook views took a jump up
looks like our third highest since we
started looking at this in august of
and these are our pets of the week cola
and chip which i believe are still
available for adoption so are there any
questions from the board

yes my question i think is for mr andre
because it uh it's concerning the
resolution and the
coalition did uh write an inquiry and of
course
you did uh respond when in may
do you have a date for when that
resolution will be
presented
yes mr chair and ms gilbert we're
working on that right now we're trying
to get it in the first meeting in may
but it'll definitely be either the first
or second medium may there was some
delays in
in some of the language and writing it
up by our legal department but mr caveo
has
has finalized that and it's just going
through the process when you say the
first
uh first or second is uh i'm i guess i
don't know the schedule
for uh meetings is it a monday is it a
tuesday
um when is it it's the first and third
monday
of first and third monday may 3rd
and then uh two weeks after that which
would be
uh the 17th i believe okay and then
you'll just inform us
of whether it'll be the first or the
third yes ma'am
is that a morning or an afternoon
meeting
it's a afternoon meeting all the city
council meetings uh
are at one pm
and one more quick question is after the
resolution
is uh presented is there anything more
in that process
in that in the process or it does that
is that the uh final final step
no it's it's it's not the final step
there there's a series of steps it'll be
the first read and then it'll come for
approval and then uh it'll be adopted
with the ordinance
later on the resolution just gives us
the ability that
uh council does approve the resolution
and can
add that to our ordinance where then it
becomes
enforceable thank you

uh i also saw i thought i saw a hand up
by councillor flores i don't know if you
had a question
yeah i i just wanted to um uh
ms gilbert did uh send us
an and i did forward it to
um our attorney who's working
yes thank you everyone was very prompt
in their
follow-up thank you yeah deputy city
attorney
robert caballo uh responded immediately
and he said it was coming to city
council and i
had my hand up because i wanted to
expand on it
but um uh assistant city manager and
vikas just clarified the
the steps there's readings and then the
actual ordinance but
it sounds as if it's going to yes it'll
probably be
become an ordinance in law for our city
um last it that'll be as
uh yeah the city council meetings are
always on mondays gene
um the city council meetings not where
we actually vote on stuff
so it's the first and third monday of
the month and if it's falls on a holiday
then it's the following tuesday
and they're always at one o'clock and
sometimes they go till nine o'clock at
night
but um yeah and then the work sessions
are
work sessions are definitely alternating
and the fifth monday we get off which is
like three
months out of the year we get a monday
off so thank you for

because it prompted me to wonder hey
when are we moving on this so

first one up is finance mr enriquez
would you mind giving us an update
yes thank you again mr chair and uh
members of the board
the finance committee did meet on april
15th
and went over josh suffolk from the city
of las cruces went over the finance
finances again it was pretty much a
duplicate of what took place in the work
session on
april 8th so there was really no
significant changes or anything in the
finances
uh at that point and um the
action item today on the agenda will be
the
the budget so really there was there was
nothing
other than a a recap of the work session
that took place at our finance committee
uh mr thacker was given some guidance
and direction that uh
in his presentation to just identify
some of those significant changes that
have taken place in the budget and then
he'll do so later
i'll stand for any questions

the executive committee which
we met on april 14th
and i think it we very similar to what
the update is mr enriquez was saying we
the discussion was
all about the action item we're going to
be discussing today which was around
uh the budget for fiscal year uh 2122
and uh but that was really it we just
went over a few things for
in preparation for today so uh that was
all we discussed
i don't know if anybody has any

facilities
uh mayor pro tem gandera

um you know i was unable to make that
meeting so i wasn't sure
if um commissioner um
ellen's and or others met um clint
uh we did not meet okay um
okay um so sorry didn't meet
no worries i'll quickly we'll we'll
uh meet for next month for sure do you
have any updates or anything
a lot has happened as you know we passed
the city council right the bond
for the um
so we identified a a
contractor for the the development
of the new site um
and um approved that
and for the two dog parks and the new
contractor
is jenison's did i make i'm making it up
what's the name of it oh mr chair it's
james
james i thought it was with the
gingerbread market means constrained
beans construction yes so um
we are excited about that and that
happened
two months ago yes last
last monday this past monday oh my god
we know that i had for breakfast this
morning
this past monday this past monday
and it was approved so um we're on our
way we're really
excited about about that um and i know
that staff is working on a virtual
ground breaking event um and
you know once that occurs we'll
definitely
um let everybody know um you know what
what um what will
what will take place
and that's really all i have glenn i
don't know if you have any other things
you want to say
i believe i can't remember the last time
we met
what was the status of our washer and
dryer but that was has been installed
so brand new washer and dryer is in
we we did find something interesting is
that
the washer the new washer and the dryer
have different load capacities as far as
poundage
so the dryer can hold a lot more than
the washer can
so what we're going to what we're doing
is we're making sure we're not
overloading so have
we have to do two loads of
um washer can hold more than the dryer
so we have to do
we have to split the washer load into
two drying cycles
so it's and we just do a shorter dry
cycle
so it comes out to be almost the same
time but
just glad we found those because we
don't want to hurt those machines more
than
you know overload them we need to
that's really that's really good for
right now thanks so much clint

coalition leadership held a meeting to
discuss
a future covet safe activities
and ways that perhaps we can expand now
in a
little safer environment and ways to uh
support
local groups

uh two hearts four paws animal refuge is
located in
radium springs and they provide care for
about 40 dogs many of them are seniors
and hard to place animals pictured
top left is echo who had his 13th
birthday in march
at and the party was held at the
sanctuary and there you can see some of
the
sanctuary animals that were at the party
um two hearts four paws advocates for
animals in need in the community and in
their
underserved area by networking
for resources fosters
adoption placement and they support
and organize vaccination and microchip
clinics in their area

left is silver who
was pulled from the animal services
center with a broken
jaw apa helps many high risk
animals like silver and also kittens who
are bottle babies and otherwise in
danger of euthanasia
pictured right is paul sims who recently
adopted a bulldog
from apa and he's also a past
foster of apa paul sims is a long
time animal advocate supporter in the
community
and if you remember his father jake sims
jake was the founder of cat one of the
founders of cat's meow adoption center
and jake sadly passed away in november
of
2016.

action programs for animals mission is
to help donate
county reach our community's no
kill goal and sustain it with
progressive
and friendly animal welfare programs and
services
in fact they did reach their 5000 their
5 000
animal because i saw the picture of the
cat
posted just recently on facebook
so they've rescued that many year to
date
since 2012 which is a very remarkable
remarkable number here you can see the
breakdown in numbers of animals pulled
from the animal services center
and those helped from the community for
march they rescued close to 100
animals past years
dating back to 2012 i believe are
in board members packets because they're
part of this
charge okay
uh next slide please
broken promises southwest on this slide
you see
three cats out of five that were trapped
recently
from one colony are i'm sorry they were
trapped
in one day uh from a colony of 32 cats
and
broken promises goal is to trap all of
the cats in that colony
before any litters are born and they're
really halfway there
because i learned just the other day
that they've
they've trapped more than more than 10
out of that colony now so they're
they're really
added to get those cats all tea and art
okay next slide please
broken promise the southwest operates
the category at petsmart store
and pictured here are three felines who
were recently adopted
including artie wright who had
previously been living in a very sad
situation where he was confined to a
cage
and was kept outdoors in that cage
so and broken promises said that artie
happily
crawled up in this little boy's shoulder
and it was love
right off the bat for both of them
okay and next slide please
a broken promise is southwest again

top left is shadow and this is an
interesting uh
tnr story because shadow who was tnr
last he was tnr by uh broken promises
last year and he left his colony
shortly after being tnr this does happen
sometimes
and he was missing for five months until
discovered by people living five miles
away and so you see him
where he was teen art at the top and
then you see him at the bottom where he
uh five months later he's found at
someone's house and is a very
very friendly and because he was so
friendly
uh the people um uh
scanned him for a microchip and then of
course they traced him to
broken promises and but the people were
so attached to a
shadow that they said they wanted to
adopt him and so
so that's how that happened and they
learned
that this cat had to cross a major
highway on his journey while he was gone
for those
five five months
um broken promises uh tnr'd 89 cats in
in 2020 and their intake was um
about 122 felines with 116 surgeries so
they're
and they have an operating budget of
around 40 000
so you can see that they're well on
their way with the different services
here we're seeing
in in reaching those kind of numbers
that they had last year and probably
even
even exceeding them
broken promises southwest warns people
that we should never feed our pets
or feral cats directly from pet food
cans
because they could cut their tongues and
their faces from the sharp edges
on those cans i think that's a really
important note warning
okay and next slide please
cherish canines uh pictured left is
stormy
recently and stormies the far left um
recently adopted by cherished canines
into a loving
family where he has a compatible friend
and playmate
picture right are a litter of puppies
dumped at a church
and rescued by uh cherished canines
this organization helps many high-risk
canines including puppies like these
that were abandoned
without their mom and then recently
cherished canines found a
lactating mom dog not even associated
with these puppies because it was in
another part of town
um they had all that had had been dumped
so these are the kinds of things that we
know that we're up against in the
community and
it's something that uh we know that
cherished k-9s is
certainly a very heavy lifter working on
the front lines
doing this really amazing work
i think their rescue numbers were around
500 last year so that's a lot of
a lot of dogs that they've helped
animals they've helped

humane society of southern new mexico
pictured left is hssnm
president frank bryce and he's he was a
foster for
dog sheba who was transported uh with
another
hss in them dog who's who's not pictured
here
among um and there were 24 other mostly
large dogs that were on
and sheba is shown here adjusting to her
foster home in the center
and then on the right you see where
outdoors she
uh where she lives is uh she's she gets
along fine with the chickens too that
are
are are on the farm there
hsnm has 14 dogs and nine cats at the
present time and that includes cats and
kittens that are in their
foster foster program
okay next slide please
during covet hsn has been offering free
free craft kits to children ages 5 to 11
as part of their humane education
program in april's craft kit
centered on the story of a rabbit that
had been forgotten
and neglected following the easter
holiday
uh and then he was rescued by kind
people
to qualify for the free craft kits
children's
and children and families view the
featured story
video that goes with the craft kit for
the month
selected by hss m and then they send
their reaction to the story they
actually sent their reaction to me
and then after that i award the kits and
since
february we've uh hsnm has awarded
nearly 40 craft kits
on uh different themes and the children
also receive animal themed books
i know that um counselor veda stewie
asked about easter and i think last
month we talked
briefly about rabbits and if the shelter
had any at the time but at the animal
services had any but
this is a problem with uh people
getting uh small mammals and rabbits as
easter gifts
and then discovering that they really
don't know
don't know how to care for them and so
this is an important story the
forgotten rabbit because it addresses
that
problem and so i'm happy that there's
been great participation
all right thank you and next slide we're
getting near the end here
uh cats i know let's see we've got dona
ana county
humane society here they help a lot of
pets in our community
with their animal relief fund like this
little dog peskis
pictured left whose family needed
assistance to cover
vaccination costs dona ana county
humane society has provided provided
more than
64 000 in financial assistance last year
as part of their arf animal
relief fund and this is such an
important program for keeping
pets in homes pet retention
and in addition to grant applications
and other fundraising work uh the
gigantic county maine society
raises has been raising money through
their virtual
fundraisers like this um recent
uh easter scavenger hunt
which was held by a zoo
and next slide please
catch me out uh pictured here are a
couple of adorable felines that were
recently
adopted by cats meow this organization
adopted 36 cats during the month of
march and helped over 300 last year
through rescue transport and foster and
adoption
not including those that they've helped
with tnr assistance and
and other uh resources cats meow is
planning a may fundraiser which will be
a virtual auction to raise money for
their
adoption center okay

where scheduled appointments can be made
to
see felines that are available for
adoption
and the notice posted on the other side
is something that i know that the animal
services
center is also um
has been expressing as well it reminds
us of the importance of course in
spaying and neutering because kitten
season is upon us now
and peace people should also be reminded
that when they see
litters of disco discover of
kittens in a letter that they think are
abandoned
they really need to give it some time to
make sure there isn't a mom cat around
because sometimes we
um we are
we are incorrect in assuming that there
isn't a mom cat because the mom cat
is probably likely out hunting for food
and this is how we end up with bottle
babies and that is
very uh it's hard to find resources for
a bottle baby kittens and i know apa is
going to be doing some of that
work if they aren't well they are they
all
already are but it's uh a pretty
intensive thing
so we remind people of that
okay and um just a couple more slides
now the um
next one oh here it is um
the week of april 18 through the 24th is
animal cruelty and human violence
awareness
week so it's a very fitting time for us
to mention that the animal protection
animal protection of new mexico and
animal protection voters
reported recently that senate bill 32
roxy's law has been signed into law by
our governor
which bans the indiscriminate use of
lethal traps and poisons on our public
lands
we're very happy this bill passed
and the last slide
the coalition for pets and people
encourages the community to get involved
with helping our animal services center
with their mission to help all animals
to help all
animals they receive and to help the
center
sustained no kill status ways
to help are by by volunteering fostering
adopting
and being an ally this community report
shows many ways that we can volunteer
and help
okay and thank you so much for your

um i do want to say i was going to ask
um the new cool cats rescue
are they included with your program okay
just including i've been following their
little facebook journey which has been
very difficult to see right in fact
uh we included them uh in last month's
um powerpoint and how that we
do plan to to meet with them soon
yeah thank you thank you and
looking at this with the coalition um
obviously
one of the big items i know that's um on
your mind and
with a lot of um i'm gonna say animal
activists
um is that tnr ordinance in programming
um have you had the coalition are you
guys talking about any sort of
coordinated
education or outreach with the community
uh alongside is this something
that perhaps even we need to look at
alongside with the city of
a coordinated response should an item
like that get
passed for that educational bit and then
looking on um i know that the big
critique
um with these types of ordinances and
programming
has been what about the individuals that
are having
a lot of problems with community cats
they don't want them on the property
it's destroying their property and they
don't have
the income to be aviation so i was
wondering if there's been any talks
with the coalition about addressing some
of those concerns at all
um and if i mean you all are the experts
as well
with these types of items and just a
suggestion if it hasn't been um but to
look that way we can maximize
um should something like this pass uh
maximize the success of this type of
program while also caring for
individuals that are experiencing um
really negative effects from cats which
we'll have to address i'm hoping that we
can establish a community cat
resource committee which would be in
some i want to say similar to the task
force but
hopefully it would be something where we
would have leadership from
city and and county like we did with uh
the task force and uh whether we want to
call it a
a resource committee i think that would
be an appropriate name because
not only could we work and then we could
um what i want to say uh garner all the
supporting interests there was
tremendous support with the task force
from
a representation of people cat advocates
so i think we could
we could get that again and um
build uh not only look at how we can
build resources but
um also provide mediation in
situations where there are uh problems
so in other words i think it's something
that we can do
together all of us okay
and the coalition would have a part a
part in it
but um we would probably be looking to
you
for the i want to say infrastructure but
you know what i mean in terms of
meeting uh space or whether
we're going to start by meeting
zoom-wise we would be
depending on someone like like we did
with david dahlian with actually leading
to me that seems like that would be
the reasonable approach to poe battery
maybe the most
uh practical realistic uh way to go
okay so um then on its own the coalition
hasn't really addressed
this issue about any sort of coordinated
response
well i guess i could say no i mean we
have as individuals
but we haven't as i guess as an
organized but we could certainly come
together for that
okay and we and i and i think we need
some sort of tentative plan that way too
going forward
and i think looking at those types of
items you know tracking is going to be
and
a lot of data is going to be i think
very necessary for us to see if this
is a a useful program and we know it
takes time and so we need to have that
good collect
collection and so i think um should it
move forward
um those types of pieces i think need to
be
flushed out as well beforehand um
but speaking of that
sort of coordinated effort i know with
these reports that we've been getting um
you know some of them that you report
out
say how many rescues have happened per
month are you all keeping kind of logs
like
clint does with this is how many out of
all the organizations we've rescued
this amount of animals per month and are
you tracking it very similar
i'm especially interested in during the
time of covid
if you're tracking these numbers of
rescues as a group together as a
coalition or is everything still
isolated probably things are more
isolated i mean as you know i collect as
much
data as i can for the board
and i do ask every month uh perhaps i
need to make it a
a more concerted effort and i think on
your part
you guys could also be asking different
uh
groups for their uh data they they might
take it more as seriously that that
that way but i do as as you see every
month
present what is available to us
to give to you okay
and some people report quarterly some
people come out with a newsletter i mean
everyone's reporting
varies so that's why it won't have the
consistency that it does
uh for clint as an agency
okay and i asked that because as we've
seen
and made adjustments during covid with
how we intake animals
i've asked um i think you how is the
stress and strain
on the uh different programs and with
all the groups rescue groups and so
trying to track those two items
without data from you all it'll be hard
to see what those types of things are is
this effective is it helping
is it putting too much strain on one
entity or another
is this something that even postcoded
can we keep up with the same
policies at the shelter as we do now to
help lower that
um intake at the shelter uh
and so looking forward it'd be helpful
to know some of those other items
i think and uh
yes and with this uh
with the coalition um we get
these wonderful stories of these very
cute animals
and those types of um
those types of reports is there anything
that the coalition is really
focused on with other report outs beyond
the animal stuff is there any set of
policies
um practices i know tnr is one of them
but post this is there anything
coming up that you want us to know or
consider
um with that and i'm just kind of
looking at what coordinated
responses are you guys uh talking about
at these meetings as well
beyond just the the animal report outs
well and of course one thing we're
watching closely in which i reported
earlier was
on the sole source sole source provider
with the county so that's something that
all of us
are watching very very closely
that's a good question and a big one i'd
have to think a little bit more about it
but i think you're mostly saying are
there
um animal issues and um
i guess nothing is coming the community
cast is really the
big one right right right now we're all
really watching that
okay thank you and i appreciate that and
like i said i'm only
asking some of these questions to sort
of decipher
um what the coalition itself is
focused and the the report outs that it
has as a a collective not necessarily is
all the entities
um it seems in just from an outsider
perspective
there's a lot of um

silos with a lot of stuff and i'm trying
to look and see where
you guys are having coordinated efforts
um education those types of things and
so building up
truly as a coalition with that one
strong voice for certain items you've
done very well i think with the tnr
and just looking to see what other
factors are because then we can respond
or give education or resources i think
in a different manner
if we're hearing more of that collective
response
yeah yeah i certainly understand your
point there and i think we've been
mostly meeting with people
privately individually you know we met
with foster snyder we're
we're uh planning to meet with um
selena cardoso with who's the
director of
cruises cool cats and so that's been
more
how we've been what i want to say
conducting business
and then of course um and it's all
volunteer of course
and then just the things we are doing
individually
and of course you know my the main part
for me and the coalition if you want to
call it more administrative
but has been putting together the report
and i always lead community re
report with all the slides and and i
always ask when i do it um
i try to present what is very
representative and of course we ask
all of the
people to please submit whatever they
have and
also their data but i just wonder if
all of that could possibly be more
effective or there are different
topics within those groups that
should be uh shown as well so those are
things we'll continue to work on
thank you um correct me
are you then are you not meeting as a
like a collective
then you know really not now not during
coverage and
clint can tell you because you know we
when joanne ferrari was the chair
and so on it's really been something
that is just kind of
i want to say evolved and morphed and
changed and so
which is the nature of things
absolutely well um and i thank you and
and all the rescues for all the work
they do
i'll at my uh council comments i have a
fun story to share over my weekend
adventures with a missing dog
but um i i just want to
kind of spell this out because um i'm
i'm sharing other items in other
committees and one of the biggest issues
is that of communication especially when
you have
different entities with different um
missions visions uh ways of conducting
themselves
and it's really get good even if it's
over zoom to just to get together as a
whole and then you can
just share information um and share
other stuff and i think it can be very
beneficial for a group and then
um these other entities can learn uh
we can make better decisions too if
we're hearing from that uh the voice and
it doesn't mean that we
don't bring up specific issues that need
to happen
but having that collective communication
for you all too i'm sure would be very
beneficial
that's a good good point thank you thank

um i i think that your
recommendations your suggestions your

encouragement of having a good coalition
a strong coalition of advocates for tnr
to come together gene

our
animal um ordnance task force members
jerry wheeles i don't know if you
remember her
but uh she yeah she organized yeah
we had i had several i mean count
countless because i didn't count them
but there were many many many
emails and i know they were coming from
her and she's a wonderful human being
and she loves animals
so um i think it'd be good to get in
touch with her
because i think there are a lot of
people who sent those emails
who are possibly available to volunteer
for this sort of thing
um and um and and i don't know
um you know how the logistics would work
um but um you know possibly
uh mr indicus could um
we could set something up and meet at
city hall
or it's through zoom or something but at
any rate
um i'll get i'll get i'll have you and
jerry
get in touch with each other because i
think it's really
important to it's all going to be
volunteer of course
to make sure we get all the data but we
have to make sure we have to see
the efficacy of tnr as well
so um efficacy data
and also um
you know just uh yeah we need numbers
so thank you so much um again uh
counselor beta stewie i think this is a
crucial part to tnr
i mean unless we keep data and keep
track of what's going on we're not going
to know
how effective it is so and thank you

yvonne i did want to say that the
coalition we did
uh make it a effort to ask
the groups especially in cat work
and some on the task force like jerry
to write to you all because
we were following the numbers we
followed the stats
at the shelter and we're watching those
uh numbers for cats having to be killed
for
being feral those numbers rising to over
130 right now since the first of the
year
and when we learned that um and you know
when
uh uh councillor veda stewie was asking
about
some of the things we're following as a
as a group that is something we
also do is we watch the numbers at the
shelter because they reflect the
community and so we're seeing these
numbers
of feral cats increasing this month
and a part of it is because last month
um the city started loaning out
uh traps again and so they weren't doing
it because of covid and so now they
are and so we knew those numbers were
going to increase and we didn't have a
sense of where things were
in the process um for the ordinance
uh community cat section of the
ordinance and so
i we felt with the support of the
community
and of course you all responded very
very promptly
so thank you

your update okay we're on to uh section
five or item five a action items it's
resolution
2021-04 uh except the ascmv
fiscal year 2122 budget
i'll uh turn it back over to you mr
stecker thank you mr chair
just want to go over really quick the
revised
fy 22 proposed budget as you know we did
a presentation for the board in april
and we're able to get some great
feedback from all of you
just to go over really quick some of the
changes we've made
and what's in this agenda
uh here's kind of a flowchart of our
current
staffing here at the center one thing i
want to point out to you is
the animal care specialist right here is
the thing that's
you're going to see we've taken two
positions from animal caregiver
and turn them into animal care
specialists and this is kind of the
brainchild of paul richardson
um and it'd be best if i go to the next
slide to show you
so here's the two animal caregiver
positions and and
paul came to me and said we're having a
really hard time filling these animal
transporter positions
why don't we take two of the positions
from animal caregivers turn them into
animal care specialists with a
emphasis on transportation they'll be
paid a little bit more just like we have
we have animal caregivers
animal care technicians and animal
technicians are certified in euthanasia
so they assist in that service and they
get paid a little bit more money
for having that expertise well the
animal care specialists are the same way
they'll be paying a little bit more
money for having the expertise
of transporting animals this not only
helps us transport
animals but it also allows us to have
staffing still
in the center to help clean and do the
duties that animal caregivers and
technicians do
so at the bottom there we're taking two
animal caregivers
and turning it into animal care
specialists
and that's just a reclassification
there's no extra monies for that
now the first one that you see is we're
taking the monies
saved for the animal transporter and
that wasn't really a position
it was like it was a lump of money
there and we could contract as many
people as we wanted to
into those so we're doing away with
those money or with the contracted
positions we didn't have any
um we was just hardest time ever trying
to hire somebody
for animal transport or contract
position
and we're taking that and we're going to
re-class
and send and send the money from kennels
over to
our office or our administration
and make a foster coordinator for this
this
is a very much needed position we need
to be able to coordinate all these
great things that are happening with our
fosters and adoptions
have some one person that they are
supposed to report to
so those are the two the two new
positions but not really new because we
already have a classification
our operating budget shows this is for
the revenue
coming in and it's a nine percent
increase so from 3.356 million to 3.662
million
is our projected operating revenue
um that is
that is with the additions that the
board
requested and we'll go over those really
quickly
some of the revenue changes on-site
adoptions
um we expect to increase because we've
changed the amount
of our um adoption prices
so that's base of the of the adoptions
there
spay and neuter has increased quite a
bit 110
increase that's because we are going to
start be doing
um public spay and neuters uh we've
talked to snap
and uh they're going to be sending a lot
of animals our way because we have a way
to reduce the prices as much as possible
for for snap to they can stretch out
their dollars as much as possible and
get more animals sterilized
and we're excited to work with them
however with our spay and neuter
public sterilizations we're not doing
just anybody that wants to come in
we're actually doing some more to snap
sorry similar to snap
they have to qualify uh through the
or via the hud guidelines
we have several grants that we're
applying for that
will pay for low-cost sterilizations
however they need to qualify somewhere
so we're following all those guidelines
um you know a recent excuse me
uh a recent the most recent filed
last year's taxes will show will be good
enough
or certain enrollments and certain
programs
that the government has for low-cost
that you have to qualify for so
these are all it's not again it's not
for everybody this is going to be for
low
low income areas and individuals so
we're excited to start that so we're
expecting an increase in our spay meter
for that
now in order to balance things out
that's the important thing to remember
is this is a balanced budget
we are requesting a 16 increase from
dona ana county
and that's going from 1.25 to 1.45
million
that increase was sent over to
the budget manager for done accounting
so it can be put
in there for for the request so a lot of
this
is depending if we can get that funding
from the county or not
so our operating spend expense actually
decreased
went from 4 million down to 3.66
with a decrease i want to show you some
things here
as requested by the board we're able to
take some money in
advertising um it wasn't 32 and we
wanted to see more so we went to 46
899 and what that entails that entails
all the radio stations including spanish
speaking
here in uh let me get
really quick i just want to read to you
this is directly from our
jessica mullin our wilson binkley
advertising representative
said the radio the plan provides for
schedules on seven stations total six
english one spanish
english stations include kgrt khqt
km rv kvlc ksm
kxpz the spanish station is kmvr
fm2 and the only local spanish radio
station
social media states we would continue
advertising on facebook and instagram
but would like to add snapchat to
increase our reach and help capture to a
different age demographic
that is not as prevalent on facebook
and just so you know a little funny
story
my son when he got his first phone i
think he was around 14 or so
i i said well if you want to you can
have a facebook
page but you have to have your mom and i
we have to be able to
like it and be on there and he goes
facebook that's for old people he'll do
facebook
so i kind of got stung a little bit but
i totally understand so
their idea to get a snapchat it's a
great idea
be able to incorporate that and they
would be the ones imagining it
we do have i believe we have a snapchat
and we have an instagram
it's just they're hard to keep updated
um all the time because that's that's
our staff that are doing those things
uh store excited for them to take that
over a neighborhood magazine
this is a local bi-monthly magazine
that's available in magazine racks at no
cost issues are also provided to area
realtors
who mail them to past to present clients
the current
circulation is 13 000 issues
this is a very well done publication
it's quite affordable in comparison to
other print products available in the
community so we're excited about that
a new part that they're doing we're
excited for is direct mail
this is an oversized postcard probably
six and a half by eleven
it's going to be mailed to addresses
throughout the community each month to
encourage applications
throughout the through the ascmv and
give
information on responsible pet ownership
it's going to be approximately a
thousand postcards would be mailed each
month to different postal routes
to save on postage this is how thorough
wilson binkley is
this is to save on postage we would like
to utilize every door direct mail which
provides for a deeply discounted rate
if you mail the entire route so i'm glad
that they're looking at those options
and seeing that
so that's the plan for our advertising
and that's in response to the board's
requests there
uh minor equipment you'll see here that
is an increase because of the x-ray
machine
and that you wanted to see into the
budget just in case we don't get that
grant
so that's the huge increase on there
so this is a breakdown i didn't feel
like we needed to go through each
individual
operating uh schedule because we already
did that in the work session but just
know that this
is really where the money is coming from
uh big expense is the operations that's
the kennels
and the animals coming in 33.1 percent
and then we have our medical and
administer services right there
together and then mine uh budget is
there as well
where it's coming from
i guess that's it are there any
questions discussions on this revised
budget

the presentation um i wanted to
um focus on um on slide um
seven or eight and more specifically
advertising um i i
had made mention of this at our work
session and i think it's something that
we definitely need to increase
i see the real benefit of all the things
that you just
just discussed and then some the
managing of the
the social media and just the number of
it just takes a lot right to do that and
and so
to have wilson blink really do that i
think is fantastic
but i i wanted to i wanted to talk about
um the professional pictures and videos
on the website
that i think is so important especially
via covid you know i've heard from
numerous people now
about just our quality and and i think
it detracts
from people um you know
wanting to come i know it has for me
um to come with a specific animal in
mind and it
quite not be the right fit there's just
not enough information in there and so
where would that fit in the advertising
i think it's a must
i think we should really you know hire
professional people to do that
um to work with staff to put um
you know stories very similar to what
comes to us on
at council for pet of the week um i love
that there's a bit of personality there
you know what they're seeing in terms of
temperament
um that kind of thing and i think all
that will
will lend itself to better an increased
um
percentage of adoptions leaving our
commun our
you know the center so where would that
fit
and it was that considered in this
advertising budget
just so i'm sure we're going on the same
page here are you talking about
training for staff on how to uh
market a specific animal are you talking
about more of a message
that we give um regarding the animal
you know it comes from the animal or
foreign i'm talking about professional
photos and videos done of each of the
animals that are found on the website
and whatever process we go by educating
our staff or
or or um training them up what
whatever but i feel that every animal on
there should have a professional
picture professional video and a
a statement about who they are what
their temperament that kind of thing
because i think it would be less
challenging
for folks that you're asking come with a
number
and the animal in mind and it may not be
the right
animal or fit for them they just don't
get that much information so
i've talked about it before in the past
and i talked about it at the work
session
it's something that i think we really
need to do
um and so is that availa it was that
considered and is it a part of the
advertising budget
it is not part of the advertising budget
in
the we've always talked to our staff
about professional
uh pictures we had some rough patches
there when we switched over to
optimize is the program that puts
automatically puts the
colored background behind uh behind the
animal
um but i think that we've got i know
we've gotten a lot better
as far as the quality of pictures that
that's coming from
the the issue with more information
i'd have to look and see because that is
automatically pulled from shelter love
and it's pulled onto the website we
don't really have control of
what gets posted but let me look and see
if there's places on there where we can
say
this this animal is so so maybe there's
some attributes we can put you know
loves cats hates cats
that kind of stuff that might be able to
be listed in the bio
area of that so that's a good good point
i'll look into it and ask and report
back to you
so again i'd like to have you know some
funding made available i i don't
i very much appreciate what staff is
doing
i do they don't have the time nor do
they have the expertise they're just not
the level of quality that i think
that it needs for those things
and and and so i i think
if you want to continue to maintain or
let continue to decrease the numbers
i think this is one of the ways to go
and we should consider
funding that appropriately
is my point thank you thank you
you can make a protein there any other
uh questions on the proposed budget

you mentioned and i i think that's uh a
good
move to um use hud guidelines you know
for public
public spay and i'm happy to hear that
the
uh animal services is is going to be due
in doing that along with working with um
with snap as well it sounds like really
an expansion
in um in a program and so i
actually have two questions for you one
is does that mean because we
the the center has an additional vet
and then the other question i have is
does
the change in
public space affect community cats
so answer the second question is no
won't affect anything to do with
community cats uh and what was the first
question
is there another vet working now
uh that you're expanding uh space
expanding surgeries
uh the veterinarian position is open
currently recruiting but we do not have
a
individual in the spot right now no

the status of the sole source contract
with bark house have they finalized

thank you chair i'll make this quick but
i do wanna say
thank you um for a coordinated effort
over the weekend i said i was going to
bring up a story
um this weekend i went out with my
family as part of the
cleanup community cleanups and i we
ended up
running into a stray dog
and so after learning for over a year
of all the items i should be doing from
clint and from gene
on how to try to find its home again we
walked it around the neighborhood
talked to owners he he just went for a
nice little stroll that's all he showed
us
not his home um but we took him back
home with us for a while
we ended up calling apa um and
uh our action program for animals and
they were very wonderful
they did a microchip um a scan on the
doggo but he
uh had there was some privacy issues so
we just brought him back to the house to
wait
unfortunately when um we did
uh we were like well we can't keep them
separated i'm
sure everybody knows that we have
animals we tried to do
a very gentle introduction very
controlled
and unfortunately the dog um did a
full full 180 and got very very
aggressive
and so we had to call the shelter um
because we knew that we were not going
to be a safe spot for him to
to rest until we could figure out the
next steps
um and so i want to just commend the
shelter for their help we kind of
explained the situation
um and they've in took him
uh he did find his home later that
evening his owners came and reclaimed
him
and i was able to reach out and
you know honestly i was apologizing for
not being able to hold him the whole
time
and they said not to worry that he's an
only dog because
he was used as a bait dog when he was
little
before they rescued him and he
absolutely cannot be around
other dogs and so that we did the right
and the safe thing to do
and so i just want to say thank you to
our shelter thank you to action program
for animals
um with that sort of coordinated
response you know trying to do the right
steps in the right stages but then
ultimately you know safety is a factor
and so i want to thank the shelter as
well for holding him until he could come
back to his owners
and thank you chair thank you madam vice

uh well you know interesting i i last
saturday
and thank you for sharing your your
story um
uh tessa because um i like to cruise uh
different drive
crews drive through different parts of
the city of my district
and the city but so i
so i was in hacienda acres two saturdays
ago
and uh just driving to see if some of
the road work had been done and
you know see if i could see some of my
old uh
constituents there or people that i met
and there was this little dog just a
little poodle maybe about a 10
pound poodle and she had a little pink
collar on and
and she looked as if she was lost so i
stopped the car and of course she just
ran away from me and i've rescued
five dogs and what they do you and of
course they
most of them are just very they've been
friendly boxers
and boxers and
different oh and then uh future ones
and uh a bigger dog but anyway uh all
these dogs you just jump in the back of
my car and i think and you know they
come from a good family and those five i
did exactly what
what tessa was um uh advised to do
is just drive around the neighborhood to
see if someone's looking for their dog
and that's how i look how i play uh
three or
actually it was four that way um the
other two
i went to the service center and
uh they were chipped and then i was able
to bring them home
uh to stay with me while their owner
came to collect them otherwise
it was uh not under clint's leadership
it was under
doctor the woman i can't remember her
name and uh
but at any rate she um the the clerk
there
the person working the front desk said
that if i brought him home the owner
wouldn't have to pay a fee for keeping
them at the shelter
at the service center so um but anyways
so my little story in hosting the acres
was that when i got out of the car she
just ran away
from me so i got back into the car and
she kept looking back and going back
anyway she walked me back to her house
which and that was a really nice story
because there was a gentleman there and
i said is this your dog yes
gracias and he called her over and so
apparently she just likes to cruise the
streets and walk around
but um anyway but it's always
it's always a very good feeling when you
um
when you uh when you're able to to
rescue an animal and get them back to
their owner
but in this case i think my little story
is not as fantastic as
tessa's but um but yeah
i don't yeah we shouldn't shy away from
uh rescuing or
um trying to find the owner when they're
walking
you know loose off a leash so that's my
little story
