well good afternoon everybody welcome to
our special work a special city council
meeting of the las cruces city council
today is monday may 24th 2021 it's
approximately 1 p.m
before we begin if you please join me in
the pledge
pledge allegiance to the flag of the
united states of america
and to the republic for which it stands
one nation
under god indivisible with liberty and
justice for all
thank you okay so i'm gonna start off
with a conflict of interest statement
this is where i ask if any member of the
city council
city manager or city staff has any known
conflict of interest on any item on the
agenda
none none none
okay see none we have one item and
that's uh
resolution 21-175 i just need a motion a
second please so moved aveda's to me

so if you all recall both the
federal government and the state and the
governor has relaxed some of the rules
regarding face mask basically if
you're vaccinated you won't need to be
wearing a mask
although there are some limitations that
the governor placed and so
if you recall prior to this we required
everyone
who was in city hall had to wear a face
mask so one of the things that i put
forth on friday
was relaxing that so basically if you
feel if you've been vaccinated um you
don't have to wear a mask
if we don't pass this then it reverts
back to the strict
end of it and that is required mass
regardless so that's one thing so
basically
if you go to any city building if you
are vaccinated if they if you're asked
and the person says yes i'm vaccinated
then
they don't have to wear a mask i didn't
put anything about requiring proof
because i didn't want that to be um i
i just didn't the second thing is
city fields same thing with that
if if this wasn't passed then they would
be required to wear a mask
by passing this it allows those that
have been vaccinated not to wear a mask
when they're outside
as long as the gathering is 20 people or
less
and this this also conforms to to the
governor
uh she says that if as long as it's 20
or less you don't have to wear a mask
so but if it's more than 20 and less
than 150 150 is the maximum
so we're not changing anything that the
governor
doesn't have in her in her order we're
just trying to parallel that
so that's the second thing um
oh a lot of times we're getting calls
for soccer
so to my knowledge if you're right now
they are allowing 12 year olds and and
above
to get vaccinated so if the soccer games
are happen to be
from 14 year old 15 year old then
technically and as long as it's less
than 20 people
on the field then they don't need to
wear a mask but the calls i've been
getting and maybe some of you've been
getting
are for the small children like eight
nine ten years old to my knowledge
there's no vaccination for them so if
you revert back to the governor's order
which ours mirrors
then they do have to wear a mask there's
nothing that i can do to change that
a lot of people ask if i can change it i
can't change it
i can only be more strict than the
governor i can't be
lenient blessed one clarification when
it comes to
city sponsored events or special events
that's basically what they are special
events so for example a lot of times we
have
music in the park if the city requires
it
the city is allowed to require masks
regardless of size
also the mayor's jazz fest those those
are city
sponsored events so anything else that's
not really a
city sponsored event
public transit international airport
homeless shelter those are all federal
mandates we can't change
those are all have to have a mass
regardless of if you're
vaccinated or not and then also
business owners it's up to them to
choose if they
wish to require mask or not so that in
essence is what the
the proclamation says the resolution
says and so with that i'll open it up to
any questions you might have
