okay good afternoon everyone Welcome to
our city council meeting today is Monday
July 3rd 2023 is approximately 1pm
before we have our Pledge of Allegiance
someone and ask if you please rise for
them for you as we reflect back on the
brave men and women of the United States
armed forces as they protect our
interests around the globe as well as
the craziest men and women of the Las
Cruces Police Department in the Las
Cruces fire department as they keep our
city safe 24 7 365 as well as those
30 individuals who were injured over the
weekend in Baltimore Maryland at a block
party a 28 inch seriously injured and
two have died
you join me in the pledge please
I pledge allegiance to the flag of the
United States of America and to the
Republic for which it stands one nation
under God indivisible with liberty and
justice for all

okay yes we start off our Council
meetings with our pets of the week and
Amy De Felix is from our Animal Services
uh
shelter are you there Amy yes hello can
you hear me yes can you speak up just a
little bit louder
yes is this better yes a lot better
thank you
I am one of the adoption and rescue
coordinators for the Animal Services
Center of the Messiah Valley I also
select and present the pits of the week
every week so we'll start off with this
week I'm gonna go ahead and share my
screen
and take off my video because I know
sometimes it cuts off the text
I was on the side this time there we go
okay so we will start off with our cat
of the week like we always do
um her name is Felicity her number is
62628 oh still cutting off the text I
will turn that off
her number is 62628
um and she says I am a gorgeous girl who
loves being affectionate with my people
but I do like to have my private time
and high Eagles or companies too before
coming to the ascmv I was housed with
another cat I liked and a dog I might
not have been too fond with so with some
time to adjust I can join another cat in
the home but only cats and humans please
and then we also have our dog of the
week his name is Hercules and his number
is ASC
56020 and he says I'm a boisterous boy
who has some energy and he loves to live
out by going for walks with humans I
love being outside strolling along and
enriching all of my sentences by
watching smelling and listening to
everything even though I could be an
energetic boy I'm still a big
affectionate cuddler come by the ascmv
fall in love with my trauma personality
and take me home
and we do have one off-site adoption
event we will be at the farmer's market
this Saturday July 8th from 10 a.m to 1
p.m our booth is usually situated around
by organ Mountain Outfitters um and it's
always downtown Las Cruces
now it's only the beginning of the
summer and we are already consistently
seeing triple digit temperatures 100
degrees 100 degree weather is not only
uncomfortable and occasionally dangerous
for us humans it's also dangerous for
our pets each year hundreds of animals
die from heat related illness and heat
stroke Across the Nation and it's
unfortunately such a preventable cause
of death with proper education you can
learn what situations can cause heat
stroke how to identify signs of heat
stroke what to do if your pet is having
a heat stroke and how to prevent it
entirely so to start off what even
causes heat stroke and all of this is
provided by the American Animal Hospital
Association the aaha and they provide
that usually it's high humidity Noble
breaks during play time outside like if
you're playing fetch or mostly like
fetcher high energy play time with your
dogs then you don't give them any time
to breaks or if they don't
um if you don't force them to take time
for breaks if it doesn't seem like they
don't want to do it themselves
um that can also cause
and make them more likely to have a heat
stroke same with inaccessibility to
water especially if they're Outdoors
um enclosed in a home or a car
especially a car with no ventilation or
air conditioning
um and the next step would be to figure
out what the signs of heat stroke even
are so for you to keep in mind and these
are usually excessive panting like
consistent non-stop hunting excessive
drooling difficulty breathing vomiting
diary diarrhea weakness of lethargy lack
of coordination in coordination if your
pets suddenly collapse and even seizures
if it progresses that far
um who is more at risk for heat stroke
so uh brachycephalic breeds that's the
short muscle breeds like Bulldogs or
pugs and cats they're Persian cats so
you will probably rarely see a Persian
cat outside
um it's very rare
um if your pets are overweight if
they're elderly or if they have a
diagnosed heart or lung disease or even
a diagnosis if they're suffering from a
heart or lung disease these are all more
demographics that are at higher risk for
heat stroke so what would you do if you
see heat stroke signs if they are
outside and bring them indoors as soon
as possible you can offer cool not cold
water for them to drink and if they
choose to drink it then you can cover
them with towels soaked in lukewarm not
cold water the aaha even suggests
swiping rubbing alcohol on their paw
pads to kind of help cool them down that
way
um the main thing I keep saying cool not
cold is because you must not give them
cold water you can't they can't ingest
cold water you can't place them in a
cold like cold water bath you can't
place cold towels on them
um if it's too cold it's it kind of
shocks the like their system basically
the change in their blood pressure is so
drastic and it can cause problems it can
cause other problems it can become
dangerous as well
um and they they the a the aaha suggests
that you try to do this I mean if you
don't see any sort of progress any
improvements within 10 minutes
um you should take them to the vet so
then they can the vet the vet clinic
themselves can get them fluids give them
medications and kind of take it from
there it can help to call your Vet
Clinic as soon as you begin sort of
cooling down your pet by yourself and
just kind of keep them aware of the
situation so that they can already be
prepared to take you in it might get you
in a little bit sooner possibly
especially due to our shortage of vets
in Las Cruces and the surrounding areas
I know urgent cases it's harder to book
urgent cases when we're so short
um staffed in all of our clinics
basically so definitely
um keep them on the line when you start
just to let them know like hey I think
my dog's having a heat stroke I'm
working to take it down if not
um if it's not
improving once as soon as I can take
them to see you and that will kind of
get that out of the way so you don't
have to start all of these steps after
there's already after the pendants after
the 10 minutes and it's oh not getting
any better
so how do you prevent heat stroke
entirely so you should never leave your
pet unsupervised outside on hot days
especially for long periods of time then
you should always leave your air
conditioning on your pet when you leave
your home if you take your dogs out for
walks daily
um definitely try to lock them either
earlier in the morning or later in the
evening when the sun isn't out and it's
not beating down and it's definitely a
lot cooler um you should never ever
leave your pet alone in your car even if
it doesn't feel hot outside even if
you've cracked the windows a few inches
there's an infographic on the next slide
that will kind of help cover that a
little bit as well
and um if you have pets that you know
are at risk for heat stroke
um just leave them at home as often as
possible don't bring them outside unless
you have to like if they need potty
breaks or if you're taking them to the
vet for a checkup
um and I'm not sure the text might be a
little bit too small or you want to see
so if you wanted to look this up
yourself it is provided by the ASPCA at
aspca.org and it basically mentions that
a car can overheat even when the window
has been left even when the windows have
been cracked open even an inch or two
um if the temperature outside is only 70
degrees outside to the inside of a car
it can get as hot as 90 degrees on an 85
degree day it only takes 10 minutes for
the inside of the car to reach 102
degrees and then it takes 30 minutes for
it to reach 120 degrees and that's on a
nice a nicer 85 degree day like we would
think
um and then also leaving your pet inside
your car alone unattended to the heat is
illegal in Las Cruces as well
um so this should be entirely
unavoidable but we do see it
um unfortunately still so if you do see
an animal in a locked car especially
during this heat wave during the summer
please call 9-1-1
um and we can get that all situated as
well so thank you

um you say that if the um the pet is at
risk to take it to a vet but most vets
don't take in emergency situations and
refer them to El Paso so what do we do
there are some it depends on who you
were already associated with there are
some clinics that will take in already
like previously established science a
lot easier
um but of course if you don't already
have if the vet you're already working
with doesn't have that offered to you
um or do you don't have your pet already
registered at a vet clinic it you would
have to go to El Paso which is
unfortunate and that's um I know up to
an hour drive away
um
go ahead it's up to an hour in a hot car
I know so that's why the main goal would
be prevention entirely try not to
especially if your pet's at risk just
don't let them outside of the heat if
they if you can't if you can help it
minimize play time during the heat keep
them cool and everything like that so
you said that if we have an established
veterinarian that they would take the
pet under those conditions
there are some clinics that I know of um
I'm I'm not sure if every clinic in the
city
um does this but I know like Schumacher
they have like emergency services
available for previously established
clients
um I've called myself the Animal
Hospital of Las Cruces
um and one of the first things they ask
is if your pet's already a previous
client or not um and if they're not they
will take urgent cases but it will be
delayed
um and stuff like that okay thank you

technician senior that's for the city of
Las Cruces it starts at 19.50 per hour
um and it actually closes this week
whoops I apologize guys
it closes this week on the 5th we also
have a child and youth program assistant
and that's at the White Sands Missile
Range that one ranges from 1739 an hour
to twenty dollars an hour that one does
close into on December 28th of 2023
um there is a counselor position open
with derson Charities that position is
17 an hour to 21.27 an hour and that
closes on 9 27.
we also have a security officer
position open with Texas enforcer LLC
that is
that one ranges from 12 47 to 1347 an
hour depending on experience it does
close at the end of July on the 29th
there's another one open with the retail
stores a retail store associate with
Sherwin-Williams company here in Las
Cruces that one starts at 13.50 an hour
and closes in on September 29th
um the last one that I have is the
center manager a level one manager for
Chicanos for La Casa
that is 48 000 a year to 49 000 a year
depending on experience that one closes
September 29th

okay so we have two presentations the
first one I'm going to be presenting the
mayor's distinguisher service award and
so the this gentleman here uh just
recently retired from New Mexico State
University so Dr Dan or Chancellor Dan
if you want to join me and Cheryl you're
welcome to join as well
you're here on my on my right
so I've been trying to think
I've been trying to think you probably I
know you weren't born in Las Cruces you
were born in Alamogordo but I think
that's about as close as we've ever had
an actual president or Chancellor of the
University I know Dr
Crothers he lives here but I'm pretty
sure he was born and raised in
Farmington so you're the closest but
this is really a cool story so uh so
Chancellor Dan when he was uh just
graduated from high school I guess he
came to the campus just to look around
and uh we stumbled into the music
department because he used to play music
or play at the band in Alamogordo and so
as Legends will have it the band
director or I don't know if he was
department head of the music department
who was
I guess going over his his information
one figuring out how he's going to
comprise the ban and they stumbled on to
Chancellor Dan here and asked if he knew
how to play
and he said he did he said that he was
number one chair or first chair which is
a top top gun right and so he kind of
auditioned for him and was given a
scholarship on the spot
so he used that to his advantage
to get a bachelor's degree in science in
mechanical engineering then later went
on to get his master's and PhD from
Stanford
that's pretty good that's really good
you parlayed that quite well so as I
mentioned besides being a Chancellor and
president in Mexico state for some five
years he also is an expert in Energy
Research worked at Sandia labs for 21
years
sits as an advisor to President Biden on
renewable energy and as a fellow of the
National Academy of engineering and so
and I'm glad that he decided to stick
around here in Las Cruces and not like a
lot of others who who you know leave us
but uh so I'd like to present this to
you
it's called the mayor's distinguished
service award to Dan e or visu in
recognition of your commitment and
dedication to helping make Las Cruces A
Better Community July 2023
great thank you thank you so much

gosh all of these uh
recognitions are ones that I uh you're
always a little bit um uh just
wanting to be a little more low-key but
I really appreciate both mayor this this
recognition as well as your leadership
here over the last few years we've had a
number of good times together uh you
know hosting the the Fourth of July
party I hope that'll happen again
tomorrow so that'll be good
um and and I'm I guess you know I came
with uh with a mission a mission was to
do the best that I could to help my alma
mater and help in some way that
hopefully could be lasting for the
students it made a big difference in my
life and I was hoping that it would make
a big difference in other other people's
lives and I'm very very pleased to to
know that I think mission accomplished
uh we're happy to be here and happy to
be part of the community so again thank

so let me just and for for those of you
who may not be fully aware of who this
is this is an extremely prominent author
playwright stage director she taught
classes in New Mexico State University
and she also created the Border Book
Festival and that's none other than
Denise Chavez thank you thank you mayor
I'd like to say a few words few words of
gratitude to the city council
I was here a couple of weeks ago for the
Corazon Collective and that was an
incredible tour we brought the Texas
Poet Laureate to Las Cruces and it was
absolutely fabulous she gave a wonderful
Workshop we had a reading but now we're
honored to bring Margaret Randall
who's 86 years old
moved from New York to Albuquerque
and has written over 200 books
about three years ago she donated all of
her collection to us well I wouldn't say
all maybe but she gave us 110 boxes of
books
that span of the Beat Generation of
which we was she was a member
uh it spans her years in Nicaragua Cuba
El Salvador Mexico she started with her
husband Sergio
um
El Corno en plumado which is one of the
major river estas in Mexico it was she
is a translator and a world treasure and
we're very honored to have her in Las
Cruces Sunday at six o'clock at our
bookstore 314 South dorneo Street we
have the lemonade
ready to go and cookies I put out a call
for um
call for cookies so if you come bring
cookies we've got everything else the
Cafe De Oya the space Margaret Randall
and we are exhibiting
I think we're selling about 60 of her
books
plus the newest ones but we have a sale
so you can buy those books for ten
dollars twenty dollars
and the money goes back into our
community thank you and I and this is a
deep honor for a major world poet thank

okay so now I'm gonna go to the conflict
of interest statement this is where I'll
ask if any member of the city council
city manager staff or any person have
any known conflict of interest on any
item on the agenda no
no
okay and now we have public
participation this is where members of
the public can speak to council for a
total of seven minutes three minutes
here at the podium to discuss anything
we just asked did it not be pertaining
to any pending litigation or an item on
the agenda we would prefer that you wait
until that item on the agenda before you
speak but if you have to leave please
let us know and that way their Council
won't ask you any questions
so I usually start on my left and I
usually start on the first row and the
first two rows are empty so I'll start
on the third row of this gentleman here
to the far left doesn't look like he
wants no no okay so fourth row
um you're anxious to go here sir let's
get started right
uh mayor good afternoon mayor council
City management
um again my name is Rafael Leos you're
familiar deputy director with South
Central South Waste Authority uh
Lieutenant for volunteer services with
donana County District 16. but again
here in my capacity as just the father
or resident in the city of Las Cruces in
regards to an issue that's that's we've
seen in our community
again last time there were things that
weren't made to council and for a
particular reason we we we wanted to
make sure that our interests were coming
across the lips of our Council which
they are now so the thank you is now for
all of council
um mayor Pro tem your comments in the
last meeting at uh Council input
that speeding is systemic and that it is
out of control and our interests we're
just looking at how we as a community
can come together to help the city
get it under control
um we can't we don't have the services
to do that so I just wanted to make sure
that that was up front in this comment
is that it's a thank you we've actually
seen the response from Council so I want
to thank again mayor and Council for the
movement that is moving forward but
one thing that I did want to mention is
that this wasn't just three weeks ago
that the interest had come about
um we were under the impression that
your staff had reported back to you that
as of August last year that's when we
started making the motions
um we were given by Public Works the
signs for speeding 30 40 houses had them
all implemented
we noticed that the City PD also came
out and put up a monitoring device they
did that for two or three months they
also put up the mobile lights and speed
limit signs which is great help mitigate
a little bit but doesn't prevent it and
so all of that had progressed and I just
wanted to make sure that the council was
aware that that we didn't just come
after the fact we had already been
working almost a year now with that well
close to here
um but needless to say it continued and
part of my investment into this was
because in finding out from the
community they had already addressed
counsel in 88 in the 90s in the 2010s
with similar type issues but I'm not
sure if it was as gross of uh an impact
as it is now just with the amount of
businesses that are going through there
so I just wanted to share that with
Council so that you do know that there
was a history and it wasn't just a last
minute thing that came through
and lastly I really enjoyed your input
on the last meeting because I did learn
a lot of you learned how to drive in
California I had various speeds things
of that nature and well well that's the
case again we're dealing in with it very
closely to home so we we appreciate you
guys hearing us out and in my last 10
seconds I just wanted to say that while
my daughters are here I want to make
sure that they're not considered a prop
because that wasn't the attempt the
intent is for them to see before
us a council of women in the
governmental body so that's why they're
here so they can see that things change
when they need to so thank you very much

this gentleman we're in public comment
did you have something you wanted to say

um ma'am in the blue did you have
anything you wanted to say okay so now
we're gonna go to the fifth row
please hit the state your name and it's
got three minutes please
mayor council ladies my name is Jody
Kincaid and the subject that I wanted to
address today was the issue of property
crime in Las Cruces which has been
rising lately as you all well know it's
been on the Forefront but one of the
other sad side effects of that is that
business owners are apparently being
told that if the property damage from
vandalism breaking and entering that
sort of stuff doesn't meet a certain
Financial criteria and I believe it's
around a thousand dollars that nothing
can be done about it it's not a crime
worth going after so I wanted to review
a few statements basically from
our founding fathers about the rights of
property John Locke who at the time of
the American Revolution was a political
philosopher in England said that for the
preservation of property being the end
of government and that from men to enter
into society the government cannot take
from any man any part of his property
without his own consent if you do not
stand behind enforcing the laws that is
being violated John Adams said property
must be secured or Liberty cannot exist
James Madison said government is
instituted to protect property of every
sort
and Norris properties excuse me this
being the end of government that alone
is not a just government nor is property
secure under it where the property which
a man has in his personal safety and
personal Liberty is violated by
arbitrary seizures of one class of
citizens if we do not enforce our laws
we are letting a class of citizens
violate that right
in 1795 the Supreme Court said the
preservation of property then is a
primary object of the social compact it
is contrary to the letter and spirit of
the Constitution to violate that
and last but not least I wanted to quote
George Sutherland who was a U.S Supreme
Court member as he was talking to the
New York State Bar
it is not the right of property which is
protected but the right to property
property per se has no rights but the
individual the man has three great
rights equally sacred from arbitrary
interference the right to his life the
right to his Liberty and the right to
his property to give him his Liberty to
take his property away from him which is
the fruit and Badge of his Liberty is to
leave him a Slave
I would say to you that it is a crime by
Omission on the city council's part to
allow a situation to arise where the
police cannot enforce laws and where the
Judiciary in this area will not stand
behind the citizens it is up to you all
to protect your citizens protect your
constituents and I implore you to do
your job thank you very much thank you

Mr Kincaid Mr Kincaid I do have one
quick question when you when you said
that you were told can you share with us
who where you heard that that uh I
believe actually you will hear from that
lady right back there on a situation
that specifically occurred to that and
uh I am getting reports from uh people
Juan Garcia whom we all are aware of and
I believe he's going to speak later that
this has happened repeatedly that people
were told that if it was just a window
it wasn't worth reporting and nothing
would be done about it that they would
have to deal with their insurance
company in the city would not stand
behind them the reason why I asked is
I'm sure you know that the damage
threshold is anything over a thousand
dollars is a felony and so I mean I
think nowadays gosh a couple Windows is
that easy thousand dollars so I I just
want to encourage and suggest to
continue for those those that experience
this type of damage to please at least
note it call it in do whatever is needed
you know a few months ago and I
appreciate the patience of the public
the LCPD was down 20 some odd officers
but I think with this recent graduation
thanks to a retired Chief Miguel
Dominguez the city police department is
at almost at full strength so I I think
that's something there that probably
evil will at least obviously take in
consideration with the interim Chief a
story too I mean we I as a citizen I
look to the city council to take charge
and to stand up and if they say we can't
do it because of something that was
passed in Santa Fe stand up to Santa Fe
say this needs to be changed because our
people are suffering because of laws
that don't protect the people so thank
you sir yes sir mayor mayor I still like
like to know who specifically and he I
think he said someone's going to come
here in a little bit okay so okay and
then also just wanted to note mayor that
my apologies for interrupting during
comment that a couple of those founding
fathers you mentioned were also they
also enslaved people human bodies so I
just wanted to know I mean historically
that has nothing to do with that Ms Ben
Cuomo you're out of line to even suggest
that okay Mr thank you thank you very
much okay so that was fourth row of
fifth row anyone else on the fifth row
six rows and one okay
mayor council Juan Garcia
thank God in the involvement of two Good
Samaritans who recently helped save a
young LCPD officer of a vicious attack
attempting to disarm her
seminar Council have recently spoke of
the quote stigma of brown people
they have endured for illegal use of
marijuana yet here we have brown people
suffering criminal attacks for positive
contributions to the community and are
part of the growing list of quote
forgotten victims and are now just
another police report so what is the end
game
a recent desperate plea for help coming
from one of the owners of a small
business in District Four and I quote
police can't do anything and they keep
trying to get in I am desperate and
asking the community for help anyone who
knows how to put bars and can help
there's tons of those people looks like
they're getting ready for the night we
are sick sick of the situation
what is the price for living in Terror
and fear
I visited some of the small businesses
in District Four Victor at the party
Shack hit multiple times Western
Mercantile recently got hit for the
third time at a Turner electric spent
thousands replacing damaged door windows
and installing security and was rewarded
with a biohazard dump left by a vagrant
I requested Manu Imani would come and
clean this Hazard but they declined I
met with Mario spoke only Spanish of
King Auto Clinic terrorized for years
thousands in losses plus sleepless
nights and reacting to Intruder alarms
terrible
when I started here it was very peaceful
the last years have been horrible the
elected officers don't care Jose Luis
obeying J Towing Ripple service has been
hit with thousands of dollars in losses
exotic nibbles on the corner of Solano
and Madrid District 3 hit for the fifth
time
I just met with this young couple three
weeks ago when they were on their fourth
attack and now about two or three days
ago they got hit on the for the fifth
time what is the end game since
deterrence is not in the vocabulary of
our current elected officials and
citizens have given up on change coming
from them what are the small businesses
to do dry up and close board up and live
in fear I received a letter from Carlos
with a plea for help from the terror
attacks he is facing his Closing Centers
was quote please pass this on to people
who can do something about it I have
passed it through Representatives the
council Senators who can I else pass
this to do something about crime of
course Mario said
I have a list of about 80 plus
businesses that have been attacked
impacted I've lost track of how many
more
can you just leave that with the city
clerk one I appreciate it

is Leslie gampa they were talking about
me I'm pretty sure you guys maybe some
of you know a little bit about me I've
been in the news twice already I'm one
of the many local businesses that have
been vandalized more than twice just in
the month of June my reason to be here

approved

new business we don't have the money to
do any repairs

a long-term solution you know sometimes
it's we're having a really hard time

my money has to go to the windows to the
bars to the doors
it's it's really really hard for me to
keep growing up
this is wanted me to go back to my house
and work from there and that's not what
I want to do you know I do everything I
can to be a good citizen I'm raising
them to be really good citizens
and it just doesn't seem fair where
we're getting from all of you you know I
know the police is trying they're trying
to
um to patrol I have talked to them I
know they were short stuff you know but
it's not about the police it's about
them what's we're not seeing
um any consequences on them and we would
like to see that
let me just share this with you first I
know you and I understand your your
um situation I I can only imagine but
please know that the city council this
is how it kind of works so if it's under
a thousand dollars and it's misdemeanor
and it'll go to our city judge which all
we can do is appoint judges we can't
tell them what to do I think if it's
above that then it could possibly it's a
considered a felony and then that's up
to the district attorney so we the city
council we don't direct the city manager
to not you know to do anything that
could actually directly impact Las
crucity Las Cruces Police Department has
full authority to do whatever they need
to do but I think what I'm trying to say
is if if the police department arrests
someone and it's under a thousand
dollars unfortunately it goes to
municipal court and it probably just
goes away we're trying to solve that
we're trying to fix that but nonetheless

and just see exactly what the situation

I'm really sad looking at the situation
that we are living my mom has a business
and now we have him broken in a few
times now the store looks like we are
close we have to be locked in because we
don't know when they'll come back and
break in since they are always posy
passing by and they're they are not in
their five senses
they look like zombies sometimes because
they are all drug out that scares me I
don't feel safe going to my mom's
business and I see her struggling so
much
I'm only nine years old but I'm already
thinking and planning my future I have
fun like other kids my age but I also
work on my small businesses this summer
I've been four camps so far learning new
skills I just got my CPR certificate
valid for two years I was the vice
president of my high school for a short
term I went to New Mexico state capitol
representing my school where I met with
many he Representatives senators and the
governor Michelle Lujan to advocate for
a healthy and free meals for other kids
on school and thanks to that they
approved it as

entrepreneur program lastly this year I
participated as a speaker on the
Southwest advocacy Summit 2023 now that
you know how just a tiny part of who I

trying to get a meeting

really to get a focus on the health care
fund and to address the issues that
exist
um I said it before and I do think that
you all need to go back to the table
with the county and address this problem
I recently had another lady call me who
couldn't get in for testing at Memorial
Medical Center because they wanted way
too much money actually they wanted her
deductible and actually more they wanted
six thousand dollars and sadly she will
not get her test now in El Paso until
July so what I want to do is at least
please I welcome any of you to contact
me and yes thank you mayor for the
conversations we've had what I'm going
to do now because I know I only have
three minutes I am going to read
straight off of a report that came out
when the county got the 2005 Achievement
Award National Association of County's
best in category health
and I'm going to provide this to you all
by email also but what it says here is
access to care provide care for all
regardless of ability to pay preserve
and enhance key Services continue
Community accountability access to care
of primary concern was at Memorial
Medical Center be maintained as a full
service acute care hospital by
sustaining and enhancing substantially
the same service lines currently offered
diminished Services especially those
most crucial to the underserved
populations would not meet the objective
of the people likewise the people made
it clear in meetings and interviews that
access for those unable to pay must be
preserved finally the new leadership of
the hospital must integrate with and
provide leadership to the Continuum of
community care including federally
qualified Health Centers veteran
services health care for the homeless
and other Outreach programs and I'm
going to go on as far as I can off of
this section of the lease between
Memorial Medical Center and the city and
the County Section 6.5 there's 13
volumes this is volume two I think part
one Indigent care continuation of
services a Lessie agrees to an Institute
and maintain during the term or any
extended term policies for the treatment
of indigent patients those unable to pay
the full cost of health care services
rendered to them which taken as a whole
are no less favorable to the residents
of the city and county than those
presently maintained by mmci let's see
within 90 days of closing will provide a
copy of its written policies on indigent
fair to lessers and that's my time but

first of all I came here about a month
and a half ago talking about the
intersection in front of onyate high
school how dangerous an intersection
that was well lo and behold somebody
took action and if it was you guys God
bless you for doing it but
the streets department
did a real mess there's four lanes one
lane turns into onyate high school and
we're talking about the exit off of Mesa
Grande
off of Highway 70 and I think that's
Bataan Memorial area in front of onyate
high school okay the heading eastbound
the far right lane is a right lane turn
into onyate then there's a bicycle lane
then there's a straight through Lane
then there's a middle Lane that is
either now marked either straight
through or left turn and then there is a
fourth Lane that is strictly left turn
and then the fifth Lane is naturally the
one that goes underneath the highway to
route back onto the highway
the signage looks like a seven-year-old
put it up it looks like they took felt
tip marker and it shows
one lane to turn left on Mesa Grande
but the Middle Lane still shows straight
through only and there are absolutely no
signs across underneath the stop lights
to show laying Direction so somebody
needs to address that before we have
somebody swinging wide going into the
turn lane and taking out the side of
another car second item Veterans Park
how can the council ignore the rules in
favor of a minority
against the majority
two people spoke supposedly there was a
public outcry on June 5th but two people
spoke in favor of this Monument
and I have no problem with the family I
do have with the council and their
judgment here again I think they acted
on emotion

you basically slapped in the face every
family
of anybody who has an honored dead
person's name on those walls out there
by allowing this I'm not letting this go
this is not going to be an easy Road and
I'm going to fight you all the way
because it's disrespectful it's
dishonorable and for counselors that
don't seem to care

I've been to in succession and uh it's
kind of bizarre to hear myself say this

Coalition uh about so
I was in a rental apartment south of the
city south outside of anybody's
districts about three months ago I got
priced out by investors and had to move
back into the city within a week of
moving back into the city I had my truck
stolen and I did get my truck back I got
it back five days after it was stolen
five or six days later uh still pretty
inoperable for a few weeks I was on my
BMX bike getting through the city and uh
the interesting thing that that I want
to Echo too is that
the person that was taken that was
pulled out of my car
has still not been charged for has no
criminal charges in regards to that
incident he was let go he's also been uh
he's been arrested three times in the
last two months since my truck has been
stolen and he was pulled out of it he
has current other burglary charges Auto
auto burglary charges pending I think
there's a rule against talking about
litigation I don't know if that's in
regards to city or whatnot so I'm trying
not to
you know be too specific
um
it easily costed me between lost wages I
work at two farms and I work at a
restaurant in Messiah I have you know
three part-time jobs I am a third
generation Aggie I have a degree in
clinical nutrition I haven't been able
to you know and it really grounded me
and kept me from getting anything being
productive done uh but it still is
really bizarre and I really I wish I had
the patience and compassion of our
previous speakers in regards to you know
the Forgiveness that they they clearly
have for the perpetrators of these
crimes I I really don't have that
compassion that they haven't so that's a
that's a big thing
um I I really yeah I'm here to Echo that
I feel in the last three times I've been
here I see the city council is honestly
doing more for out-of-state contractors
than it is for its own constituents and
yeah I'm not really sure what if I have
a question or if I'm here just to
support that there's a large level of
increasing vagrancy there's I can't go
to a single gas station without being
approached a lot of this isn't local
this is an influx of traffic from other
states from other states these are
Californians you know and that's
kind of tribes you know blaming
everything on The Californians but it's
also true and it's and uh yeah
so like I said it's kind of bizarre I'm
here to
Echo the sentiments of the conservative

thank you for your service to the city
my name is Lisa Parrott and I live in uh
representative excuse me counselor
flores's District
as this body contemplates the formation
of a civilian police oversight committee
to assist the LCPD with the execution of
its duties one of its owned officers was
brutally attacked recently and could
have lost their life had not been for
The Bravery of two Good Samaritans one
with the child in arms who could have
put who chose to put their lives at risk
to save hers when they could have simply
dialed 9-1-1 and kept on going
I don't think a committee of a civilian
oversight committee would have any
beneficial
I don't see how that would help this
situation they needed we need to support
our police the alleged criminal who
attacked our police officer had many
choices when the officer confronted him
in the performance of excuse me
confronted her in the performance of her
duties he shouldn't have an open warrant
for a crime he allegedly committed so he
could have surrendered as he was
directed he shouldn't have allegedly
stolen a Citizens property in the first
place and he shouldn't have attacked a
police officer in the performance of her
duties one can only surmise with intent
of can attempting to disarm her and kill
her
this alleged criminal must have had no
thought or regard for the consequences
of his actions but instead he must have
chosen to resist the officer because in
his mind he must have felt he could get
away with it
why would a rational person take such
actions most rational persons know the
consequences of attacking and possibly
killing an officer but in this case it
didn't seem to matter to him perhaps he
was under the influence which Cloud his
behavior or did he know from recent
history there will be no there would be
political cover to excuse his actions
based upon his victimhood it's hard to
know but this is a huge part of the
problem here
if an alleged criminal feels safe enough
to savagely attack an armed police
officer who is trained to defend herself
what chances does someone like me have
to survive such an attack if it weren't
for the Second Amendment how many
attacks are taking place each day in our
community and not reported either out of
fear of Retribution or out of feeling
it's simply a waste of time based on the
Lawless Society we were coming in Las
Cruces are any of us truly safe
had this alleged criminal been shot by
The Plea by the police officer while
defending herself in the line of duty
would we immediately hear claims that
the LCPD has executed another brown
person
thank God the officer the two Good
Samaritans and the child all made it
home alive this time one last comment
when my husband and I contemplated our
move to Las Cruces in 1997 for his
career
had this city looked then as it does now
I wouldn't be standing here today we
love this area the beauty of the folks
who work hard every day to provide for
their families and in turn provide for
ours please don't drive these good folks
away because they no longer feel safe
here to live their lives raise their
families and invest in their Futures and
one side note is I did have an order
that I tried to place with Leslie today
but she had to be here so she couldn't
bake the things that I asked her to

our Parks and Recreation uh
fees and charges and facility use policy
we were here about a month ago and the
discussion was in regards to our
Natatorium the new fees that we had set
up and we're returning to you to provide
you an update in regards to those fees
as well as out of school time
programming that we also have
again the program fees and charges
recommendation and facility use policy
updates oversees all of our facilities
Parks programs and activities and would
be effective upon approval
our after school program currently out
of school time has seven locations at
Las Cruces Public School sites
our summer Recreation program currently
going on is taking place is at three Las
Cruces Public School sites our activity
camps spring fall and winter we have two
of those locations and they normally
take place on city property in our city
facilities
we also have the a Fielder Memorial Safe
Haven weed and seed program on tornillo
Street our teen connection program which
is located currently at Frank O'Brien
papin Community Center and future
opportunities we are looking at our East
Mesa Recreation Center off of Porter
Road and we are looking also at Henry
benavidez community center
off of McClure 2nd and McClure Street
for other opportunities to offer our
youth and families out of school time
programming
currently or within the fees and charges
our school year we're looking in the
fall and spring it goes from 2 30 to 6
p.m we are recommending a hundred dollar
per participant it is 90 days per
semester which averages just over a
dollar per day for a participant
our summer program which goes from 7 30
to 5 30.
is forty dollar per forty dollars per
participant and approximately
six weeks now with the the balanced
school year that the school offers and
that is under one dollar per day our
activity camps which we offer in the
fall spring and
winter is also 7 30 to 5 30. we're
looking at 10 days per camp and that
would run 20 dollars per participant
and then again as we mentioned for those
in need of assistance and would qualify
we have our youth scholarship program as
well as an installment and payment plan
if needed and we work on a case-by-case
basis
within the recreation Recreation section
transitioning from a punch card system
to a debit based system we do have a
five dollar increase to various City
offered youth sports leagues that would
go from 45 to 50 dollars per participant
and the next slide will show the fees
for the new 50 meter community pool Las
Cruces Natatorium
and the discussion that we had last
month was of course the open swim as you
can see we are
requesting between the ages of 3 and 17
anything below three is free for the
open swim is one dollar for those
sessions
we have our lap swims lap swim which is
two dollars for three to 17 year olds
two dollars for 18 to 50 59 60 plus is
at one dollar and our fitness swim
across the board is two two and one
depending on that age level
open swim one dollar for youth 18 to 59
is four dollars and sixty plus would be
a fifty percent discount at two dollars
Lane for practice we have uh eleven and
thirteen dollars commercial fifty
dollars non-resident Seventeen to twenty
six our swim swim meet hours uh per hour
is 175 700 and 220.
Timing System if they're requesting to
utilize with our for our swim meets and
then we also have our Las Cruces Public
School swim team per Lane across the
board would be eleven dollars
we're also communicating with the Las
Cruces public schools to to try to
coordinate with them uh in regards to
offering all third fourth grade age
level one of those two grade levels an
opportunity for them to come into the
natatorium
to learn how to swim learn educationally
water safety in and around swimming
pools as well as our our canals and
rivers and then trying to get them to go
through as a PE component to be able to
learn to swim or expand on their
swimming
and then within the Park section
um community events at our larger
Community Parks Apodaca Johnson Park
Klein Park Young Park will require a 250
dollar deposit fee for a full use of
those Park areas will and it would be
applied over there in overall rental fee
we also have the new league tournament
deposit
if they're not in good standing fee as
well as an update to our tree dedication
and bench Memorial program and you see
those numbers in front of you as I
mentioned Community Event Park rental as
250 as a deposit a new league non-estab
established 50 percent approved permit
cost on those not in good standing paid
in full make sure their their previous
fees are paid in full
and then of course they need to would
need to pay 50 percent of the new permit
costs our tree dedication
we're requesting 500 for the tree
dedication and for the bench Memorial
program a range of 1800 up to twenty
five hundred dollars for that program
with that Council options vote Yes and
approve vote no deny vote to amend or
vote to table and with that I'll stand
for any questions

just wanted to make a couple comments
one about slide four where it talks
about some of the after
School programming and honestly to say
thank you for this type of programming I
know there are a few items that are
offered in schools for kind of after
school program but I guess for the
public for cost comparison one of the
programs is 280 a month
and so
um that equals around you know right
under ten dollars a day for that type of
programming where here we have for the
90 days per semester for a hundred
dollars per participant you're at about
a dollar and 10 cents
so it is a lot more
beneficial to individuals to be able to
be in this program and a lot more cost
effective because the cost of child care
can be even more than some mortgages
these days so it really is very
beneficial to a lot of people so I just
want to say thank you
and also to that of really looking and
making the adjustments for youth to be
able to have our access to water and
pool and water safety
where I grew up there was water safety
instruction but in high school it was
required we also had an auditorium that
was you know the full olympic size so we
were all required to go through a
program within the PE section however it
is a lot harder for a high schooler to
learn how to swim after all that time
than it is for an elementary Schooler
and really that safety for the
elementary school age for water I think
is a lot more too because they are you
know much smaller and them being in
those dangerous situations comes on a
lot quicker so thank you for that and I
do think you know third grade fourth
grade is really a prime area to be able
to to get to that population and teach
that water safety so thank you and thank
you mayor thank you councilman Cuomo

updates I a couple questions before I
get to the fee structure on an
Natatorium the scholarship fund how does
Parks and Rec Market that how would
people know that there is that
opportunity available

get that out we'll also approach Las
Cruces public schools to request if we
can get it in I say all the backpacks
but get that information out to the

handing out like cards for example if I

no we're actually going the opposite way
so instead of a punch pass that's
physical or a punch pass that can get
lost somebody has to remember their code
our new system allows us to to kind of
catch up with time if you will so it's
more efficient
in some ways to the city uh clerically
it's what's more cost effective but it's
it's a benefit it's a win-win for both
us as a department I guess as a city and
to the customer so um this new Financial
system we we had to kind of make this a
transition into it to kind of make sure
we didn't leave anybody behind with with
previous accounts or whatever so it was
quite an involved task for about
about a year and a half we sent out a
press release trying to let everybody
know if if you had a physical card or
whatever come on in I think we allotted
something like six months time to kind
of come in and we still on a one-to-one
basis allow for those customers I just
got a call a few weeks ago saying what
are you gonna do with my money and of
course we're not here to take anybody's
money but the 80 of what we were looking
for we got to get those cards that were
floating out there and get everybody
into our system so we could be more
efficient going forward so actually it's
quite the opposite again just to
summarize
um we're going to uh
I don't say a cashless but but just a
cardless system that's really great
welcome to the 21st century I didn't
want to State it that way but yeah thank
you thank you my apologies I'm just
teasing and thank you Mr Gutierrez you
know I always used to say my name is

had 15 years to uh to Roma and learn to
roll my arms right as assistant city

question is on the natatorium fee scale
I so you the one that got changed from
last time from about a month ago was
open swim right
mayor councilman correct I'm wondering
again my so last time when we were here
I was sort of hoping that we would see
the same scale for three to 17 as six
plus one dollar one dollar two dollars
for open swim given that the Aquatic
Center how much is it for three to 17 to
the Aquatic Center
to the regional Aquatic Center is three
dollars right right so open swim
Regional Aquatic Center I mean totally
different pools but still kind of a
similar Vibe right and I think what
makes an auditorium unique and special
is the lap swim that I really hope that
um you know youth this age I learned to
swim very late in my life I'm very bad
swimmer actually
um and I don't want that for kids right
so I'm wondering if you could just talk
a little bit more about that I I would
still like to see a dollar for lap swim
for three to seventeen
Council Ben gomo on on the laps up on
top yep
that's right
we can certainly
look at that but I'm happy to hear if
there's hesitation to it the reason
behind that
a lot of our mayor councilor benkomo our
numbers are off of our resolution uh
again in since 1993 so we will be
bringing that back in the very near
future to update but it was always
related to our cost recovery of 33
percent that we have spoken spoke about
previously speaking with Mr
Mrs is um
see and I can't even I've lived here my
whole life sorry it made everyone
nervous I'm sorry is is that
traditionally we've we've reached from
14 to 18 percent in recovery and and so
certainly we would love to have a goal
of of attaining uh 33 but being more
realistic uh speaking with them today
was could we target 20 as we get a new
facility and we get a new amenities
available
um so that's that is where majority of
our our fee structure is set up with our
previous resolution of 0 to 85 33
percent
um in those areas but we're always
opening to entertain anything that's
available that could benefit our
community
AI an adult correct then they would have
to pay the two additional dollars let's
say it's you know a bigger family let's
say they want to come every weekend I
mean like that could add up and I and I
know it's one dollar difference but I
just feel like saying you know what you
can come enjoy this brand new state of
the art olympic sized pool for one
dollar to our children I feel like
that's
powerful and right like if you know for
future reference for future go bonds
these are the kinds and maybe you did
have these conversations so I apologize
but these are the conversations to have
really early on right before we go on
and say we want to build this big thing
and then cost recovery and then we don't
make it accessible to people not that
two dollars is not accessible I just
think it can be even more accessible so
I'm curious I mean if you feel like
I would really like to see it a dollar
and I can make that Amendment and I'm
also open to hearing like listen I think
that would be difficult
so when I think about a dollar I think
either way one way or another it's not
really that significant and so in
exactly what uh
Robert mentioned you know it's all about
just cost recovery I think the more
costs we can recover without putting a
burden on the residents
the better we can ensure this facility
right so when we have a goal of 33
recovery and we're not even near that
um
at 14 to 18. you say 14 yes sir
um you know adding adult like I said
adding a dollar or taking away a dollar
to me it's it's really it really doesn't
help or hurt the budget as much but I
think it's moving us a little closer to
to try and get some recovery again
that's really all the fees right we we
know when we went into the the pool it's
not a money making we're not even making
we didn't even dream of even trying to
to cover a hundred percent of our costs
pools are just not
um that way there's like a park you just
maintain them
are probably even worse right as far as
the maintenance costs associated with it
and so my opinion counselor really is
anything we can get to to help because
all it does is get the facility ensure
the facility
that the maintenance and the continued
operation at a certain level would would
be you know on the levels that we we
want to make it but when I see a dollar
um
I I don't know if we even know the
the revenue off the top of our head what
a dollar would make one way or another
projected Revenue but I would lean
toward adding the dollar just to
just to make sure that we have that
how about this
um
I wonder if in a year Robert you all
could come back and tell us like here's
you know really show us data here's how
many kids 3 to 17 are using the pool
right and then we re-evaluate have you
is that a possible can if we wanted to
change the fee structure in a year can
you come back to do that mayor council
yes we do have some data regarding here
this summer but we can collect all that
with the natatorium just recently
opening and and be very specific with
with age groups
um for for that information I'm I'm
how I mean I I would be fine with that
again you're right it's a dollar and
um you know I'd be interested in if a
year we're saying you know what we're
seeing really low numbers here then what
can we re-evaluate um but I appreciate
this conversation you feel for now I
will leave it this way but again Robert
thank you to you and your staff for
making this easy and Equitable for our
community
said one more I just had a thought one
year since uh senior comments counselor
I think the other thing we we discussed
or what was discussed was that when you
think about lap
a lap pool
the typical
person or typical truck doesn't use this
right now this isn't a normal pool where
you have Zero Entry
and you just kids come and they play
and so you have to really know how to
swim and so I think this is different
than swimming lessons that we want to
make affordable so these are
you have to come in it goes to I believe
14 feet and at one end it's four and a
half feet so
so you I mean really kids that come in
it's really limited to people that do
lap lap swimming and it's a whole nother
discussion we've had on that but I think
that's part of the discussion is that
this is a different type of pool
where people are really intentional or
intentional
about their I guess their swimming
activities in here in this area

uh you're very thorough and yes we did
discuss all of that
councilor Ben Cuomo years ago when we're
looking at this and when we were
working on the go bond to get the
natatorium going
so all of this was discussed thoroughly
the question I have Mr genius is um
at page eight
um
the lcps oh and first of all I'm glad
that there's a partnership with lcps
it's very important to bring the
children in from school and I have a
question about that but insofar as
the lcps swim team per Lane
um
oh wait a minute I don't think I have
the wrong
they're paying
wait a minute I I think I have the wrong
page but so maybe my brain will
recollect that at this point because I
did have a question about the amount
that lcps was paying and the team but it
is a lot less than
the commercial and the non-resident
um
mayor councilor for this and I probably
should have just you know maybe the Las
Cruces Public Schools swim team is that
11 fee specifically so we have a couple
of of
private organizations or non-profit
organizations that swim just about year
round during during the school year and
I believe it is in the fall into the
winter that the public schools
they are organized through specifically
currently only through Las Cruces High
School we we met with the athletic
director Mr Ernie villamontes a few
months ago and they sent out a
a note to see if there was interest in
all schools being represented uh Oregon
Mountain Mayfield and
Centennial goodness and and so they're
there that's where that kind of comes
from is traditionally
the only swim team and the only location
was if they attended Las Cruces High
School so now we're trying to see or
they are trying to see the interest and
I think Oregon Mountain might have had
the most interest in expanding the
number of teams that Las Cruces Public
Schools will be offering during the the
school year season
okay thank you for that explanation and
then
um is there transportation that will be
available for younger children or
um throughout is there any kind of uh
free Transportation uh for youth to
attend throughout the year mayor council
Flores our our city transit system
currently but we don't we don't have any
other we we wouldn't be transporting
them it would be a discussion to be had
with the public schools because I know
they're they're field trip buses that
they have to purchase through or or rent
from the the business is can be quite
costly so that can be some discussion of
possibly working together to identify
some funds to assist them in being able
to get the youth to our location yeah I
think it'd be great to do that I think
that one of the discussions we had when
we're discussing the Gold Bond was and
then we had a champion swimmer come an
Olympic swimmer come and say that uh you
know just say wonderful things about the
experience and I think that swimming it
could be a lifesaver right Mr Mayor and
um
and I think that um I remember as a kid
going to our swimming pool and and it
was always very invigorating it was a
lot of fun but we could walk you know
just it was very close to where we lived
but where our house was but I would just
love to see kids be able to to get to to
the natatorium it could be inspiring and
we may have some you know swimmers out
there getting their gold at the Olympics
you know someday so thank you so much
for your work and thank you Sonia
Delgado who also promoted this years ago

presentation and for making the change I
I actually have two things that I would
ask in the future like discussions of
cost recovery
um the one that it really emphasized
equity and and thinking about
accessibility as the primary sort of
thing and then profitability garnered
hopefully from institutions that
interface with with our Parks and Rec
more than individuals that interface
with with our facilities and then the
other part is I would ask that we think
about for everything where people over
60 have a discounted if this is about
ability to pay I would ask that we
create a parallel ability to play pay
model that goes for people to from 3 to
17 so arguably if it's about ability to
pay people who are three to 17 have
equally little ability to pay us as
seniors because they're not working in
most cases so I would ask that that'd be
one of the guiding principles as well a
parody between above 60 and and to youth
if possible so

your your presentation and your
willingness to re-examine and make some
of the changes I was reading the
the paperwork the red lines and I
noticed that gymnastics was taken out
did you take that out completely in
terms of what you're offering
specifically to the public mayor Pro tem
Ganda currently we are still searching
for
instructors it's very difficult to
identify instructors for that specific
program we we had them on board we've
we've probably had that program for at
least 10 years and then more than that
because my kids are you know how old my
kids are I mean that was something in
their 30s so that was something that
you're offering back then so when I said
I was like oh that and and it's such a
that's another
um
extracurricular that's so pricey so
expensive I think when you're going into
the private gyms and and whatnot and so
when you talk about Equity right and
accessibility that would be something is
there
um maybe a different way that we
advertise for coaches Robert that maybe
we're not thinking about their Pro tem
Gandara I know I've spoken with the Miss
Claudia Chavez who's the interim deputy
director but but we're we're continuing
research
um I've knocked on doors gone to
different groups to to see if we can
identify some some folks to assist us in
that in that Avenue okay okay maybe with
the private public partnership that
might be
um something that we can or the high
schools who have
um you know some of the older kids that
are amazing gymnasts right that maybe I
don't know if they need a certification
I'm not sure of your of the
qualification and whatnot that you're
asking for but if there's anything I can
do with that I just want to make that as
available as we can for folks who may
not get that opportunity for young
people that may not have that
opportunity otherwise and then I want to
go to slide through the out of school
time program
I also noticed on that red line version
that
um
the weed and seed program was taken out
of the
um the funding that you were I was
trying to understand what the difference
was from the what we saw last time to
what we see today
um are you recommending that they get
taken out of what you're paying to what
folks are paying individually or help me
understand that component more
mayor councilor mayor Pro tem gandra so
our out of school time program which
includes our after school programs at
the school sites a Fielder Memorial Safe
Haven and our team connection are kind
of all encompassed all underneath that
umbrella so what we're looking at is
to have that fee structure but we also
have a criteria for for families to to
apply for scholarships which could
include 100 discount
um and very percentage-wise I know uh
one of the discussions last time we were
here was the amount of scholarship was
is it just 50 percent and that's
something we're also talking internally
is looking at a scale scale type setup
schedule to to make it
um I say affordable but but available to
All Families yeah I'm really concerned
about because
um the Wheaton Suite program was not a
part of this after school program given
right way back several years ago it was
something that was made available to the
area children because of a grant that we
received and that's no longer something
that we actually apply for but I know
that there is probably really many
opportunities from a foundational
standpoint and others and I'm really Mr
peely asking which I've been asking
probably every single year since I've
been here that we make it free to those
kids in that area because these are
really our at-risk kids
and they're even
and that requires us going for grants
that I think are available for kids in
that area and really kids they've
noticed that there wasn't any change
which I had asked and recommended and
will continue to recommend that we add
more money into that scholarship fund I
think it's it's really important I hear
of colleagues that have children that
can afford some of that and find it
pretty inexpensive right to be able to
pay for kids their their own kids but
those aren't the kids that we're
speaking of these are other kids that
are are can be at risk or will be at
risk if they're not in some sort of
after-school program and so I'm going to
keep advocating for that I think it's so
important and I want this to be a
priority for our grants Administration
to move in that direction to start you
know increasing and if we need to add
more funding from a council perspective
I'm happy to advocate for that and I
think my
my colleagues would would agree with
that and then I heard you say making the
community center did I hear you say
Benavides Center
um more available like in terms of an
after school program mayor mayor Pro tem
Gandara so years ago and at one point I
was overseeing the facility from 2007
until 2012 and as and and we did a
multi-generational type set up there for
for the summer times yeah but I I want
to reach out to quality of life to see
if we can revisit to to offer a location
there at Benavides we had an
after-school program there we had a mini
gymnastics program there we did a lot of
things for that specific area we do have
Alameda elementary school I know
MacArthur also has an after-school
program but the more programming and
locations we can have will benefit the
use of our community I would definitely
support that Robert and interesting as
fate would have it I attended the
Hispanic chamber of commerce and spoke
to Robert
um sent Robert or am I missing
he ran for office
a few years back anyway he's very big on
music
did you say that did you say the name
against you
the music so he's it is
Palacios yes see I'm not completely so
he asked hey you know why isn't there
activities there have been a bit of 30
student ago I think there's still some
available and so he's like I will do
what I can to provide art and music so
um there's a connection there he is so
excited that that Center was named after
his uncle so there's quite a connection
and obviously pride in that center
opening back up and offering those sorts
of activities to the kids so and and
mayor mayor Pro tem Gandara during covid
we were able to get in there and we
worked jointly with senior programs
that's what I thought we did it for a
number of years prior to and if we're
able to do it here in the in the near
future that's something we will
certainly visit and coordinate with Miss
Sonia Saldana yeah yeah thank you thank
you so much for for that and then lastly
I'll
um
continue to put
um you know advocate for
um
the notorious I appreciate the change in
the in the fee Robert do you have
um data now with it opening how many
folks were turning away because
um of the fee schedule
um currently I'm hearing a little bit of
of that where people are coming you know
five and six kids plus themselves it's
making it really difficult and as
counselor blood is indicated it was
something that we really advocated about
um you know building the the kind of
expensive Center that we have that we
wanted it to be Equitable that kids get
that and I know you're working on all
those
amazing programs with the schools and
and such but I worry about turning kids
away
families away because they're unable to
um you know afford it frankly
mayor mayor Pro tem Gandara this next
slide in is something that Jake provided
to me this is the first week of of this
summer and those are the numbers that we
had at our lobs East Mesa outdoor pools
our Aquatic Center and then the
natatorium and those are kind of the
open swim numbers so as you can see the
natatorium the first week I think we're
averaging I think it was 17 a day give
or take he mentioned just recently their
their back up to about 30 or 40
participants for the open swim session
so we still have capacity at the
natatorium and I believe it at some of
the other locations as well but we'll
we'll stay with that one dollar fee
we'll certainly advertise that in
Facebook news releases and as many
outlets as possible to let folks know
that that we are available and it for
for one dollar they can come splash
and enjoy themselves yes yes well
um again I had an opportunity to visit
for your Ribbon cutting inventory and
it's beautiful and I encourage everybody
to get out there
um Bill my husband is swimming
um pretty much every morning and today
and it may have been last week because
he wasn't here the the team is out there
swimming now and he's like it's
incredible right to see these kids and
how great that they are but I asked what
what does the demographic look like
right for the teams and of course
um there's
um you know mostly Caucasian folks that
can afford to do this and it's it's
something that I'm really I think all of
us really need to harp on is is that
making it Equitable for for folks to
be able to have that opportunity and
might have opportunity to join those
those swimming teams but can't afford it
so I don't know what that looks like in
terms of how this City intervenes and
that but I'm hoping possibly there's
dialogue with your scholarship program
that or maybe folks sponsoring kids so
that kind of thing would be a helpful
um thing especially those that you know
want to but don't can't afford to so

is for prison care fund
and it is for an increase of a hundred

for flood control operations fund this

to increase the revenue
and then the following two are going to
be for 2017 nmfa
streets when is The Debt Service and the

new grants that are said to be awarded
to the city
my first item is with economic
development
These funds will be housed under fund
2100 special Revenue the title of this
grant is a2a Productions which is part
of the Las Cruces Local Economic
Development plan
it's ground to mount is three million
dollars which is set to refurbish a
production facility at 106 South Miranda
Street
and this facility is set to employ at
least a hundred full-time employees or
persons by December 31st 2029.

District
it's called Gateway and lighting this is
also with economic development
this is going to be housed under fund

the purpose of this is to improve
downtown infrastructure
including Main Street local Arts and
Cultural districts and it's part of a
Statewide campaign to do so
and my third item
is a grant with Las Cruces Police
Department this grant is called summer
youth leadership academy
it will be housed under 2100 also a
special Revenue
the grant amount is for six thousand
dollars
the purpose of this grant is for summer
youth programs to be developed and
created and provide a safe learning
environment in schools and continue a
lasting relationship between the police
department and MSU and Las Cruces Public
Schools
and with that

coming from the state for their portion

Gateway project this was part of a grant
through New Mexico Main Street that dlcp
applied for last year and the total

was 10 million ACD air the dlcp's
portion was the nine hundred thousand
dollars and that's going to go to
complete the ACD lighting and Gateway
project that they already have money for

Community Development for the record uh
next case we have here is a resolution
to approve a proposed zone change
request for a property located at 1024
South Main Street the property is
currently Zone c1c which stands for
commercial light intensity conditional
essentially the zone changes to remove
conditions that are placed on the
property when it was originally uh uh
zoned this zoning designation those
conditions are that the building on the
property is limited uh to
non-residential uses of 600 square feet
of the building and then the remaining
of the square footage can be used for
residential purposes those are the
conditions that want to be removed with
this proposed zone change
there was a kind of like a map zoning
error that occurred when this was
originally zoned the map shows that just
a C1 but there are actually those
existing underlying conditions there
were multiple variances approved for the
uh property back in the day when they
dealt with a backup and driving aisles
stall widths number of required parking
stalls and so forth like that this was
essentially a residential property that
fronts one of our major materials along
in the city of Las Cruces so it just
kind of made more sense to make this
more of a commercial property than the
existing residential it is located in
South Main Street between round Road and
Wyatt drive and does encompass
approximately 0.2 acres in size uh there
are currently two underlying property
Lanes that's one of the conditions that
are staying on the property they will
need had to they will have to rezone the
property and the rear of the property
there's an eight and a half inch eight
and a half foot part of me irrigation
channel that separates the R1 zoning a
neighborhood to the west from the
commercial property to the east here on
that front's main street there's also
some Landscaping rather large rock wall
and fences that kind of give a buffer as
well between the commercial and
residential area there's absolutely no
actual physical access from the
commercial side to the residential side
on that property it is surrounded uh
essentially a hodgepodge of all uses
office retail and residential along with
that zoning of r1a o2s C1 c2s and c3s as
well
currently uh the property is being used
for the sale of CBD on premises there is
a desire for the cell of THC or cannabis
to be added to this business a special
use permit was approved conditionally in
February of this year to allow them to
do the the Cannabis sales on the
property a compliance plan was drawn up
between staff and the applicant to bring
the property into compliance as much as
possible as required by the special use
permit process that is currently
underway some of them have already been
resolved even but it should be taken
care of essentially the hours operation
for the business from 9am to 9 pm Monday
through Saturday 9 A.M to 6 p.m on
Sundays
here is the zoning map showing the
property here as you can see it's shown
as C1 but it is c1c surrounded along
Main Street by a number excuse me of a
commercial zoning district and then that
commercial neighborhood to the West
whoops
I apologize for the picture here buddies
you can see this is the property for any
Main Street with absolutely no access to
the building uh to the property from the
resident carrier to the West
so again the applicant is seeking uh to
use the building for CBD and cannabis
retails and they want to use the entire
building not just the limited 600 square
feet of the building uh the request
seeks to limit those existing conditions
and it will uh correct if you will the
map and the ordinance actually line up
with each other and then we kind of fix
that that error that occurred many years
ago
there's a photo of that property this is
kind of an older photo uh parking has
could have been updated already there's
angled parking at their accessible
parking as well so it has been updated
and here's kind of looking towards the
back where you can see uh pictures of
that really tall rock wall that's kind
of separate in the residential area from
the commercial
public notice uh was sent out uh to
surrounding property owners for the plan
is on commission meeting and for city
council staff did only receive one phone
call basically just with concerns for
hours of operation they didn't want a
24-hour cannabis retail as you can see
the we already stated what their hours
of operation will be
with that uh the planning zoning
commission did review the proposed uh
zone change did recommend approval for
the proposed zone change with conditions
of course conditions are that the
business and property owner shall
re-plat the existing property into one
parcel essentially eliminating any
underlying lot lines on the property
business owners shall provide all
necessary parking percent to the variant
and per current code bicycle parking
shall be provided as a quarter as
required by code and then Landscaping
requirements and irrigation systems
shall be installed as well basically
bringing the property and the compliance
with a design and development standards
as well
additionally all the relevant
improvements shall be completed prior to
the insurance of a business license to
be approved like I said before
compliance plan has been worked on
between staff and the applicant for this
findings excuse me
of findings for that are still finding
your staff report essentially saying
that one it's a located along with her a
major therapy roadway Main Street it is
commercial area additionally that it
meets Elevate Las Cruces a comprehensive
plan as well as our 2001 zoning code has
amended as well
without your options tonight ladies and
gentlemen want to vote Yes prove as
recommended by uh
plan news only commission to vote and
deny due to vote of men or afford to
vote to table and possible and direct
staff accordingly that is the end of my
presentation I stand for questions
before I get to the council
Adam so the notices were 500 or a
thousand feet that were sent out in
those radius Mr married is 500 feet per
uh the zoning code address which is so
that that obviously reached out to some
of the residentials behind it
Mr Mayor the vast majority of them work
to the residential side because main
Street's so wide it really didn't affect
the commercial side of things but it
really grabbed a whole bunch of the
residential to the west and no one
responded other than one phone call a
mayor we only had one phone call yes sir
and their the only concerns was hours of
operation okay
counselor Quran I my question is
actually not related to this it's just
please it's a plea to all of us to
finish realize soon so that we so that
we don't have to be reminded of weird
things that happened in 1985 at every
single meeting so I just I'm putting it
out into the universe that I can't wait
for us to have realized so

thanks and just to be clear we're we're
just today we're not voting on anything
related to the Cannabis business today
we're voting more specifically on fixing
this zoning issue from 1985. Mr Mayor uh
councilman that is correct that would be
it's correcting the the error
essentially is what it's doing that
would be getting fixed and realize
anyway
Miss America uh councilman potentially
could be uh but uh because this was
something that was done back in we need
to go back and fix the error that was
done back then and correct it now that's
what we're trying to do okay and just
last question this isn't one of those
trick yeses and no no is it yes once
Mr uh councilman Como no if he just
you've brought too many of those
recently so
understand the frustration remember no
if you just vote Yes the zone change
gets approved thank you thank you
thank you and members of the public and
then have any questions
you have a question you lost your I
already went from Council to I guess
counselor thank you Mr Mayor and thank
you so much
um for your presentation I wonder how
many of these ordinances or uh zoning
areas are as old as you know the city
you know like 100 years old and and this
came to the attention of Community
Development because of the owner and
wanting to use his uh his her whatever
its property the business property
without having that conditional use
Mr Mayor councilor Flores this came up
during the special use permit process in
order to do the their proposed cannabis
business out of the building where they
need to go to a special use permit
because they're closer than 300 feet
from that residential neighborhood which
is right next door right behind it uh
staff in their
they're getting their Planner on if you
will doing their investigation if you
will they found that the underlying
zoning on the property was not just C1
it's actually c1c there's a condition on
it so this Zone Gene just fixing that
because an error somebody back in when
whenever it was done I believe yes ma'am
back in the 80s they didn't correctly
label it on the map so it was never
correctly uh investigated whenever some
other business would go in there so this
is fixing that error but it's just this
plant I mean just that area that's being
rectified so we're going to get
piecemeal
kind of questions forthcoming Miss
America Flores uh this is kind of like
one of those one-offs these don't happen
a lot in the past staff has found a
number of these and we've been able to
take care of them administratively this
is just something because it was
approved by ordinance the condition we
need to change it by ordinance I see

um I'm gonna just speak briefly about
the speeding that's occurring not only
in Rafael this area but I think
we're getting them
several I'm getting several weekly in
different areas more specifically the
Cedardale area where there was actual
spinning that's been occurring but a car
going into a home and this is the second
time and so
I continue to be deeply concerned about
this I
uh I know that staff is working
diligently to either have traffic
studies completed and sort of next steps
and or that whole progression of
mitigation techniques or Solutions and
strategies that they afford
Neighbors in the in the area but this
continues to be a deep concern of mine
and I I know that we've talked about
specifically the traffic
that I think we and I'm not sure
hopefully Mr petely you have a
some updates on that because we it seems
like I don't know we've been talking
about it for months now and again it
continues to be a a an area where where
um
we should do some short-term and more
longer term fixes
I am
I don't know somewhere down the line
with this conservative group they
they're giving the impression to many
people that we don't care about people
that we just sit here idly and not do
anything and that's so far from the
truth
um I'll be calling Mr Garcia about this
because I've been recipient of many
emails from him giving the impression
that I don't care or that Council
doesn't care about what's happening in
the community or that we have a lot of
authority to do
things other than going and visiting the
the businesses really speaking to the
different strategies available to the
businesses putting together policies
related to storefront programming and
and the like so
um
I I'm hearing the issues and concerns
and Mr peely I I think we've heard more
specifically
sort of what police are telling folks
our police officers are telling or
allegedly telling folks about this but I
want to remind folks and chief by the
way congratulations Chief story
for the for the interim that
we need those reports in order to file
right for the the storefront programming
and any other programming that we have
we have available so I am
I'm also concerned about our manoi mono
program and kind of what's the status
about our hygiene stations I think this
will alleviate quite a bit of of what's
happening in terms of folks urinating
and defecating out in community they
have no other place to go I'm not
suggesting that I'm for what is
happening with that but I'm also hearing
that
manoimano is declining to go out I'm not
sure what that is and Mr peedly if you
could check on that that would be
helpful to me so that we can continue to
advocate for a really great program
that's doing so much
to adhere to to help in these
circumstances
and then
I've been really busy with some
strategic sessions through the downtown
partnership there's some really exciting
things that are happening
um
related to the downtown they have a new
board some transitioning of of
folks coming in off leadership and and a
new board and they're working a lot uh
working quite a bit on retaining
businesses looking at ready fairs
they're very excited about the
programming the size up programming
that's made available to the to
potential businesses so I'm really
excited about about the opportunity that
dlcp is
putting together for that
and let's see I'm going through my notes
a happy fourth and are we going to get
out in time for the parade it's really
exciting I think so there's a parade
tonight yes
um
and so I give everybody happy fourth

um our fourth of July parade
the electric Library the electric light
parade

fireworks the concert the Western band

I really appreciate staff that puts all
of that together I know how how um
right how what a lot of work that that

I really don't have anything to say
except happy Fourth of July and I think
that I would like to remind people that
that
there's a lot that goes on behind the
scenes and for most of those people in
our audience who are staff people or
employees of the city they know very
well that
uh it isn't just the question of city
council coming up here
four times a month to pretty much go
through things that
different departments assistance
coordinators directors
prepare and you know it's it's really a
dis it's really a dismay
um
and really uh quietly frankly
disheartening when people are saying
that we don't care
all of us up here on the dice
have graduate and postgraduate degrees
not all but all of us have graduate
degrees excuse me all of us have
undergraduate and some of us have
postgraduate degrees
so I most of us do so and and and I
would have to say that given my years of
service to the community throughout my
life
this one has been consistent with what I
believe in and it's a lot of work and
for the line of work I used to be in it
really doesn't pay a lot and I'm not
complaining at all I'm just saying that
I think I know that each one of us up
here who has been elected to be a city
councilor did it because because we care
we really care about people and me
especially at this point in my life
I was out of retirement
12 years ago and came on the scene as a
city councilor and that too was born
from my my love of people love of
community and making this world a better
place I feel that I've been very
fortunate in spite of setbacks in spite
of being a woman in spite of being
Mexican and in spite of being working
class I mean I have no
um you know I mean nothing has been a
piece of cake or a cakewalk but
I just want to say to those naysayers
and and the critics
it's it's uh again it's disheartening
and actually
very sad to think that we're so
one-dimensional and that we're also very
powerful
it's I just I don't know what to say to
that except that you know that old adage
walk a mile in my shoes and
um
you know if you really care about the
city consider running for a public
office whether it's a city the county or
the state
because some people come to us aren't
really City residents and and they're
coming here
kind of really putting the city down by
putting us down and I know that there's
a history there's been many many
City councilors before us who's who have
gotten us to where we are and I the one
that sounds out in my name in my mind is
uh Sharon Thomas and Gil sorg or the two
but
um anyway I just want to remind anybody
who's listening or watching this who are
for those who aren't here I think I see
one member of the public here thank you

do just really quickly want to mention
something about Chancellor avisu thank
you for for recognizing him today when
he first came to his first visit to NMSU
I'm just going to tell this story very
briefly I I was one of the people that I
think helped moderate some of his forums
and I was walking from my home in the
dorm
um because I lived in the dorm for a
year as a faculty in Residence and I
walked from the dorm to where he was
speaking and I saw this golf cart with
this with this former student of mine
who I truly loved Shawnee is her name
and I ran toward her with open arms to
give her a hug and Chancellor aravisu
gave me well then Dr avisu just gave me
a hug I was a complete and total
stranger but he was completely open to
like hugging a random person and so I'll
never forget that moment actually and I
think he did carry that spirit with him
as Chancellor so I just want to tell
that story of his
um arrival here on campus I hugged my
student too which was slightly more
appropriate
maybe but I I thank you for recognizing
him today he was he go ahead so let me
understand this so
he had he saw you run like you were
going to hug and he thought you were
going to hug him yes if you were going
to hug someone out I was going to hug
someone else but he just rolled with it
like a champion and so I I wrote the two
and it was fine
um so you know that's my story from
knowing him for a long time
um really quickly I will go quickly I
had the opportunity last week
Congressman Vazquez was in town and he
called together leaders of the lgbtq
plus Community to talk about issues
um uh in in our region and it was a
really powerful meeting in that there
were different folks from different
sectors of of you know Community
advocacy leadership health care
and it was really powerful to hear some
of the stories of things that are
happening in our community one that I
really want to highlight that I think
is something that we we should think
about and how our thing and I think
about
um Miss Diaz coming and talking to us
about our Health Care system which is a
disaster at Best in most of the time in
this context what folks were really
focusing on was the Otero County Health
Hospital merger and the effects of uh
religiously oriented institution taking
over the lone health care provider for a
lot of people in that county and I do
just want to
sort of point out that
Las Cruces we are lucky to be you know a
place where we have a number of
healthcare providers that don't
discriminate and don't have an
orientation toward or against
reproductive health and trans health
care and I just want us to all recognize
that we're going to have folks coming
those folks who can cross
the federally constructed which as we
reminded Mr Vasquez border patrol
checkpoint that creates a physic literal
physical barrier those folks who can get
past that will be coming to Las Cruces
to get care in particular related to
reproductive Health in particular
related to
um
gender affirming care and so that was
one of the big topics that we that we
discussed in that context and I think
that he's really attuned to it and I
appreciate that Las Cruces continues to
be the place where we can make those
things happen and and we're thinking
about it but it it is it does tie into
Ms Diaz's public comment and and how
we are dependent on the providers
for-profit non-profit if you're lucky
enough to have those and their
orientation in serving the community and
I do think it's a huge issue I don't
know that we're the place to solve it
but I appreciate that our city continues
to be the place where people can come
and receive the care that they need and
Congressman Vazquez says hey to everyone
tell them hey back
okay councilman thanks mayor I have much
today do you just really
Carla Martinez and Leslie Campa for and
they're two incredible kids for
um just coming to speak today I think
when folks are able to use their own
voice and are genuine about building
relationships with us I think you
um can kind of see a different narrative
about the care that we have for our
community and and the folks who
genuinely want to see long-term change
so I just really want to thank them
mayor look forward to maybe we can go on
the same day or not but I look forward
to visiting them and really
understanding the issues they're facing
which I want to make sure and maybe if I
was going to say this but I'm really sad
to miss it I'm going to be out of town
but
um just a huge shout out to our GIS
Department who've just been doing
phenomenal work and they're having a GIS
Conference next week on July 10th and
11th and I just love that on their flyer
it says get a front row seat to explore
the future of GIS capabilities and
discover the innovative ways GIS is
being used to create a more sustainable
and resilient world and one of their
main speakers is our new interim Chief
story so I'm really when they first told
us about this a few months ago I was
very excited about it now I'm going to
be out of town so I'm going to be really
sad to miss it but Chief I hope you come
to city council and give us that
presentation because I think it's going
to be around how they're using GIS and
data to tackle crime in the community so
unless you're talking about totally
something different but I don't think so
um and so I'm going to be really sad to
miss it but look forward to hearing a
report back
um from from you all and I think oh and
then of course I want to think
um Mr Leos as well for coming back I
know that public works let me know that
they're talking to PD and fire about
some of the solutions that the residents
propose like closing off a part of
Hickory and you know I just look forward
to hearing from City manager's office in
public works about what other
um like pilot programs and other ways
that we can invest in you know
infrastructure that can really curve
speeding in in some of these areas
because I really do feel like it's been
becoming more and more present for sure
in my district and it seems like in
other districts as well

had some dental work so
keeping it chill the only thing I wanted
to update on was that boxing Camp was
amazing got to coach four of the five
days I want to thank mayor councilor
Koren and several Crews from lcfd who
stopped by to talk to the kids share
some stories
totally let them Drive the apparatus up
and down Solano code three just kidding
made that part up oh I just got really
jealous
uh no but it was an amazing pilot I
definitely think it's something that
we'll try to revisit next year with uh
with our partner NMSU and expand to a
couple of weeks if possible and even
better I'd say about a third of the
participants
um have showed up to boxing team
practice so hopefully they found
something new that they're going to make
part of their regular routine and that's

meeting for mavita and then also went
into a strategic board meeting thank you
to Mayor Pro tem who also attended we
were looking just with the board a
little bit of the history of how it came
to be and then looking towards the
future from that afterwards they had a
tour of the industrial park and it was
great so thank you the other item is
last Thursday we had an oversight
committee meeting one of the items that
we did go over is just a little update
from the audit plan I do want to thank
Viola so much for all that she's been
done for 10 out of the 12 months they
have not been fully staffed but now they
are which is great news and they've been
able to come will be able to complete
about 60 of their audit plan that they
had originally scheduled for what was
going to be like a full we staffed
schedule so they've still been able to
move along over 50 percent even without
that and those are just my quick updates
for now so thank you

okay it looks like um we just have the
city manager's report so evil
thank you mayor and Council I need to
First
take care of this business with our
our finance finance department asked me
to present this pricing certificate this
is on June 5th I believe we
we issued a loan with New Mexico Finance
Authority two of them actually and then
it's as a part of the ordinance
this is a requirement that I report back
to you once the once we receive the
proceeds just to discuss the terms let
you know that we
we fulfilled the terms within the bond
parameters or the ordinance parameters
and so information is that
known agreements with nmfa for flood
control and Street
both have a processing fee of zero
percent less than the one percent
specified by ordinance
both loans are closing on July 14 2023
and then the city receives the loan
proceeds
the nmfa mgrt flood control loan loan
amount was 3 million and seventy
thousand less than the maximum amount
authorized by the ordinance which was
3.1 million
net effective interest rate of 2.84
percent the parameters gives us a Max of
12 percent and so it's obviously a whole
lot lower than that final payment on
bonds specified as June 1st 2035 which
also meets ordinance parameters
and the nmfa mgrt street loan the loan

concert will be kicked off by local
artists and then the headliner would be
Randy Houser
and then there's also uh
the Hadley Sports Complex sponsoring a
basketball tournament it's uh the usss a
Kyle fogley Foley Memorial Baseball
sorry baseball tournament
there's about 110 teams and it'll go
from July 5th through
the 9th
and you've all mentioned also you've all
notice our our interim police chief just
wanted to
to recognize our new interim chief
Dominguez retired officially
Friday was his last day here and so I
want to congratulate uh Chief's story I
actually
texted him we we've been talking Chief
Dominguez and I have been talking about
the speeding and the issues and so I
actually texted Chief story if he's
willing to say if there's anything that
he can say right now but he didn't need
to if
um you know if the message hasn't been
passed on of What kinds of things we're
doing but uh he said he'd be willing to
just share a few things of what we're
what we're seeing out there and how
we're going to address it
thank you sir appreciate it and thank
you to Mayor and Council and all your
congratulations on the speeding issue
um
something we're probably always going to
face but we recognize that in 2020
especially we're kind of catching up now
with Staffing as was mentioned and that
impacts our speeding enforcement as well
but the good news is things are a lot
better now than they were back then so
we try to do that data-driven approach
to speeding as well so we use our
traffic studies so we kind of see one is
there a problem too how bad is it and
then when we do something to address it
we can kind of gauge how effective it
was
that being said with limited equipment
and resources we're constantly bouncing
bouncing those things back and forth in
places like Roadrunner we're doing that
multiple times a year on Roadrunner
every single year but the good news is
as staffings increase our traffic
section is one of the places I took a
hit and with the PSAs increase they take
a lot of the crashes so our traffic
section is able to do a lot of
enforcement and we're already seeing
those numbers increase and then once we
fully staff traffic which will should be
by the end of this year
um it's going to help a lot with these
requests so we can address more areas
more often

one more thing regarding the speeding
now we we we did have a conversation
about our mobile events
and you know it's sort of a mix
just mix uh opinions on that from our
Council
and so we didn't we just decided not to
bring it back just because there wasn't
any from what our perspective was is
that
um
it's so yeah we kind of want to
I guess we'll bring them back
everybody's good well I guess that's
what I'm asking we're going to bring it
back and add the discussion
mayor I thought it was the cameras on
the lights not the vans that there was
disagreement on
you're right it was
the mobile Vans but somehow the
presentation kind of seemed like it got
turned into the camera so I'm just
talking about the mobile Vans the ones
that they're using in New Orleans which
I think I need to probably go check out
and just make sure you know I was just I
was just there in May in April so I it's
did you check them out you know what I
definitely did
um I I just think there needs to be
standards about like the how we use the
data who we don't share it with those
kinds of things would be my biggest
concern but I just I I think you should
bring it back because I think the issue
is significant I I just remember the
cameras on lights being the place that
there was disagreement on
the cameras will be on the mobile bands
right I think it was the good thing
about the mobile Vans was that they
could Target specific areas unlike
cameras that are predominantly in bigger
corridors where there's issues but
that's just at least not what I'm
hearing most of the issues
