around the globe as well as the
courageous men and women of the Las crus
police department and the Las Cruses

Felix on Zoom from the Animal Services
Center who's going to give us our pets
of the week she's not
here it's me oh Becky's going to do the
presentation wow this is a big treat no
I think Amy to Felix has quite a bit
more charm than I do um and and is much
better at describing
the of the
week
uh wow it's stressful navigating things
up here I'm sorry for all the folks
that all right pets of the week for
ascmv and this is because um both Amy
and Clint are actually transporting
animals out of the Animal Services
Center so I'm Becky Corin subbing in for
them um because I apparently my cat rep
lady reputation precedes me cat of the
week is narie um who lost their human
and ended up coming to the ascmv so they
can be taken care of for a while until
they find a new home um I'm a little bit
older so big changes are a little scary
but I do still love getting pets in a
affection and reassurance and everything
that that everything will be okay I'm
looking for a new family to take me in
and treat me with gentle love for the
rest of my life and look at those blue
eyes um narie is calling to you speaking
of blue eyes uh this is Ki uh ASC number
6937 I'm a little on the sh side but I
still love getting pets and attention
from humans even if you're a stranger as
long as you're sweet with me I'll give a
little shy Tail Wag I also do enjoy
going out for walks and getting a sniff
around and enjoy the desert or a sniff
Ari as we learned last time I'd like to
give a family who is patient with me I'd
like to I'd like a family who's patient
with me and will give me so much Gentle
Love that I start to Blossom Into The
Confident dog I want to
be and just as a note if you're
interested in these or any of the Animal
Services Center um dogs or cats you
there are a few adoption events coming
up where there will be some highlighted
at the end Alzheimer's Walk at NMSU
which will have dog adoption from 8 to
10:30 at the sisbarro park at NMSU which
is there to
the east of the stadium um the pause and
Claw Spooktacular which is all through
October all adoptions are discounted if
an animal is sp or neutered they're $50
uh if they're unaltered they're $100 and
they'll be altered before going home and
for all
seniors I'm not 100% sure if this means
senior humans or senior animals but if I
whatever seniors are free and you can
call call me I'll make it free for you
if it's the inverse of what I think it
might be so Senior Citizens senior
animals just give me a call I'll sponsor
your your adoption for you dog Brite
prevention as a dog
owner um if you adopted your dog as a
puppy socialize them this is the goal of
this is really to think about how to uh
make our community safer for folks and
and enable your dog to be social in ways
that it can be um the first 3 to 16
weeks of age are critical to make sure
the puppies um learn learn not to bite
um if you do have a litter of puppies or
if you're adopting a puppy don't
separate the puppies from their mom
until eight weeks of age this allows
them to play with their siblings and
learn proper socialization so that they
don't nip as much so I've adopted a few
animals that were six a few dogs that
were six weeks of age and they were
quite a bit more nippy than those that
were that stayed with their mom longer
so please consider that while you're
adopting a pet um um keep your puppies
health and make in mind and make sure
that they get vaccinated as soon as
possible for All U transmissible
diseases even older dogs can be
socialized and and prevent bites let
them go at their own pace and understand
their body language to prevent
overwhelming them if you can enroll your
dog with a professional dog trainer the
earlier the better don't let them roam
outside alone and
unsupervised um if your dog shows even
initial signs of aggressive behavior
even if no injury occurs
remove them from the triggering stimulus
speak and speak with a behaviorist or
trainer and I know that um a number of
community organizations as well as the
shelter can provide you with a
connection to someone who can help give
an on the spot counseling to help help
you understand the animals behavior um
and how you can reduce the risk of dog
bites to be on the safe side if you know
what triggers your dog strangers crowds
loud noises unexpected touching avoid
the triggers as often as possible uh
save the acclamation work for a trainer
don't just uh experiment at home make
sure that you're working with a
certified behavioral
trainer that's it thank you for those

we have an engineering technician one um
that position starts at 2110 an hour and
it closes on October
16th also for the city of Las cruus
there is a training development
specialist that position begins at
$53,000 a year and the posting closes on
October
16th for Whit Sands Missile Range they
have an HVAC technician one that
position starts at 2754 an hour and the
posting closes in December so have a
little bit of time on that
one there is an NMSU posting for an
automotive instructor the position
starts at $44,000 a year um depending on
experience and the posting closes on
October
15th there is a sales representative for
the American Beverages Company the
position starts at 17.95 an hour the
posting closes on October
22nd we also have a senior program
manager disaster case work position for
the American Red Cross this position
begins at $79,000 a year and the posting
closes on October
22nd so as always you guys can reach us

want to emphasize that this is the
Workforce Office where you know of I
think a lot of people think of us as
unemployment only but this is we're
there to get you connected to employment

Longevity Financial well-being and the
economy of Los cruus and whereas
preventing agism in education employment
housing and Health Care will benefit all
and whereas recognizing that is up to
all of us to ensure that older adults
are respected and portrayed as capable
competent effective and valued in all
areas of of society and whereas aism
awareness and preventing aism is
beneficial to all citizens of Los cruus
by improving the quality of life within
Los Cruses now therefore we the mayor
and City Council of Los cruus New Mexico

for AG theme opportunity for all reminds
us that every child has valuable
strengths and real influence to improve
the world around us and 4 AG brings
opportunity and experience to young
people from all backr
grounds so this year we celebrate access
and equity for all we commend 4
participants and alumni across the
country as well as the 4 Educators Who
deliver lifechanging programs to
millions of young people each year and
whereas for 120 years 4 has served
America's young people to make the best
better and is now the nation's largest
Youth Development organization the 4
idea is simple help young people and
their families gain Knowledge and Skills
to reach their full potential and
improve their communities and quality of
life and whereas for H connects young
people and adults to their communities
preparing them for work and life through
experimental and inquiry based learning
while providing emerging research for
positive Youth Development and whereas
the 4 helps young people explore the
world around them and grow into to
productive adults by promoting healthy

team and I am also the state 4 jewelry
Ambassador the southern New Mexico State
Fair was held from September 27th to
yesterday October 1st this Fair
showcased the cumulative work of over 44
youth members and the60 adult volunteers
and County extension office staff that
support them today we would would like
to thank you for your support of the Don
Ana County Extension Office the Don Ana
County 4 program and for your National 4
week
Proclamation as a token of our
appreciation we have a treat to share
with each of you thank you for your time
support and the opportunity to
speak that was that was nice kind of a
little different which is good and
always good
Las cruus public art month is Dr Adam

good and just out of C curiosity is
Melanie Brown also here she can join if

we're good custodians of the city's
money in terms of public art um so uh
just to introduce the members Council
woman Flores uh Greg Smith Melanie Brown
Katrina Chandler Caleb lundle um and
myself Dr ad Mador and sesi where is
cesie vason she does a fantastic job
with us um so if you're looking around
the city for public art be on the look
for the uh bus shelter Art Exhibit um
the Klein Park U uh mural project their
interactive virtual artart tour on the
website unhidden gems in the city of Los
cruus art tour and um not a public art
project but look at the Los cruus
creative uh mural um that those things
are happening all over Los cruus so

city council here in Los

is the um National dyslexia
awareness and is U my Myra mura
Dawson and you're you bring up the whole
group if you want to on my right yeah
okay so I have a proclamation here
whereas dyslexia is a specific learning
disability that is neurological in
origin and characterized by difficulties
with accurate and or fluent work
recognition and by pore spelling and
decoding abilities whereas these
difficulties are typically caused by a
deficit in the phonological component of
language that is unexpected in relation
to other cognitive abilities and to the
provision of effective classroom
instruction and whereas secondary
consequences may include low self-esteem
and problems in reading comprehension
and reduced reading experience that can
impede growth of vocabulary and
background knowledge and whereas account
according to Nation National Institutes
of Health dyslexia occurs on a Continuum
of severity affecting between 10 and 20%
of the population and whereas greater
recognition and understanding are
necessary to ensure that individuals
living with dyslexia in Los cruus New
Mexico are accurately identified and
provided with appropriate services so
that they might lead productive lives
and whereas in in an effect to assist
parents Educators and individuals with
dyslexia the international dyslexia
Association is designating October as
dyslexia awareness month now therefore
we the mayor and City Council of Las
crusis New Mexico do hereby proclaim the
month of October 2023 as National
dyslexia Awareness Month in the city of
Las cruus and encourage all citizens to
learn more about dyslexia and to offer
support to parents Educators and
individuals affected by dyslexia a test
to by Christine Rivera our city clerk

the executive director for for dyslexia
Institute of southern New Mexico uh I'd
like to introduce our newest board
member um Laura
elquist and our founder um Ellen
Sage uh and one of our students D'Angelo
Gamboa and his

for supporting us over the years he
started Years Ago by coming me to a
reading event that we had at um Barnes &
Noble and read two children over there
and then most recently uh he
and uh Cassandra uh came to our open
house in in uh earlier this year for our
uh when we had a an open house to show
everybody uh our new building uh and
like he was saying one in five people
have dyslexia and our organization uses
a science based a specific science-based
curriculum to address uh students needs
uh we became a officially became a
nonprofit a in 2010 and so now we can
offer scholarships for lowincome
students thank you so much for
recognizing our
organization all right thank you again
very much we appreciate all that you
do thank
you is um just says here present to the
board of directors is there a national
Hispanic and Latino Heritage
Board is there anybody here to receive

observes National Hispanic Heritage
Month by celebrating the culture

heritage week under President Lynden B
Johnson and was enacted into Federal law
on August 17th
1988 calling upon all the people of the
United States to observe this time with
ceremonies activities and programs and
whereas September 15th through October
15th is recognized as National Hispanic
Heritage Month which is a time to
celebrate and honor the invaluable ways
Hispanics and Latinos contribute to our
common goals celebrate our diverse
cultures and to work towards a stronger
more inclusive and more prosperous
Society for all and whereas Latinos have
and continue to serve as civil rights
leaders politicians military service
members Educators First Responders
science pioneers and public servants for
our country and whereas Hispanics have
enhanced and shaped our national
character with centuries old traditions
that reflect the multi-ethnic and
Multicultural custom of their
communities while adding their own
distinct and dynamic perspectives to the
story of our country as well as working
to overcome many challenges often in the
face of discrimination and Prejudice and
have successfully embraced the
opportunities of the American dream and
whereas activist Dolores suera encourage
involvements quoting we are needed we
have to be engaged and get ourselves
educated to school boards and City
councils C SE and truly we have seen
this locally many times over at County
School boards city councils as evidenced
here business community and influential
activists all throughout our great
community and whereas Hispanic and
Latino Americans represent a significant
and fast growing demographics of the
city of Las kusus we honor the
invaluable ways they contribute to our
great City and where as for the last 30
years the lasus Hispanic chamber of
commerce has uplifted the voices of
Latinos and Hispanics in the Las cruus
community and economy now therefore we
the mayor and City Council of Las cruus
New Mexico do hereby proclaim the week
of September 15 to October 15 2023 as
National Hispanic and Latino Heritage
Month in the city of Las kusus and
encourage our community to join join us
in celebrating the great contributions

culture and Heritage is who wants the
Colorado Green Chile right uh so keep
that in mind anytime you think about the
Hispanic chamber we protect those things
that we CL hold close to us but we focus
on education and honoring students most
importantly those who are contributing
greatly back to the community and then
we have our Hispanic herriage
partnership with lusus uh here in lasus
with NMSU uh we also have the gala and
we do a lot of things for smalla
businesses here in Los crus so if you
follow our page or any of the things
that we're doing you'll see the many
contributions that our members have in
in and out of the Chamber of Commerce so
again thank you mayor m mosima husa city
council uh wonderful to be here again

going to take a personal privilege uh a
lot of people may or may not even be
aware of this so on my maternal side on
my mom's side my grandparents immigrated
from Mexico so as a kid growing up I got
a chance to really have a chance to live
both cultures both Japanese and Mexican
and I'm telling it's it's it's been
great I mean I the food I mean I can I
can eat the males and and sushi at the
same time and um and it's funny my wife
I mean to this day when we have tamalis
I have to use soy sauce I'm sorry but
that M but uh it's it's it's really been
wonderful and um um I promise I will
know Spanish in fluent and not the bad
words in in a year okay so thank you
thank you very much thank you for all
the contributions yeah and um great y
app we're going to have a quick
10-minute presentation by by Our
Community College donana Community
College and um where are they are they
here no I thought we're going to have a
presentation okay well let me get back
up to dis and we'll get started with the
meeting thank you I can do it off the
cuff if you
want sure go ahead all
right I say that this this is about the
go Bond right okay I'm just checking to
see I don't see anyone from DC here um
just as a side note DAC is also uh as
you know Municipal elections start early
voting starts uh October 10th one right
I think uh and goes through to November
7th one of the issues on your ballot
will be for a general obligation bond
for Don Community College which is one
of the number of items that normally can
go for bonds within our community um
this year the Geo bond for Don Community
College will be similar to the Geo bonds
that the city of Las crusis has done
that is a a swap for debt that's been
paid off so no additional taxes this
does not increase your tax
ly so it would be a swap out for new um
facilities in particular at DAC a number
of those things include upgrading
classrooms um to and I teach in one of
these I'm lucky to teach in one of these
classrooms that's been upgraded thanks
to bonds that has uh things like all the
walls can be written on with with uh dry
erase markers right so my students often
draw um for as in response to my absurd
classroom prom prompts in addition the g
dacc go Bond will be seeking to increase
capacity at the Sunland Park Campus this
is a countywide goo Bond and the Sunland
Park Campus currently a number of things
including uh science classrooms and the
newly expanded nursing and CNA programs
are in portable containers and so this G
Bond would enable the Community College
to expand offerings at the Sunland Park
Campus to Inc increase in particular
health related professional classes that
might be available for students in that
area there'll also be lighting and
security upgrades coming for that would
be enabled by this Bond so the short of
it is I think we urge you to support Don
Community College and Workforce
Development by voting uh in favor of the
upcoming Geo Bond so thank you all right

interest statement this where ask if any
member of the city council city manager
or city staff has any known conflict of
interest on any item on the agenda
none none seen none next we're going to
go to public participation this is where
members of the public can speak to
council for a total of seven minutes 3
minutes here on any item you choose four
minutes on items pertaining that's on
the agenda although we ask that it not
be anything regarding pending litigation
and if you have to speak to something
that's on the agenda please let us know
uh we would prefer you wait to till it
gets to that item but if you have to
leave we understand but please let us
know so the council doesn't respond to
you so I usually start on my left and I
usually start on my the first row and
looks like the first two rows are empty
so I'm going to start on the third row

staff and public my name is Yoli Diaz
care patient advocate
I am grateful for the opportunities that
we have I am grateful that we have the
positive platform to come here to City
Hall that allows city council staff and
the public to listen and to be heard
when we voice our concerns on issues
that affect our community and our
residents I do appreciate this and I do
want to say thank you publicly for the
opportunity to speak at the last month
city of Los Cruz's Health public Review
Committee it was great to have focus
groups attendance speak and it was great
to have interested City staff and
interested residents attend and listen
I'm also grateful that this subject
continues this week this is very
positive I recognize and appreciate this
positivity respectfully I continue to
Advocate there is a health care crisis
in our community and I do think that we
all recognize that it is unfortunate
that I had to report to all of you that
it happened again another Resident was
denied an appointment at Memorial
Medical Cancer Center by all means the
MMC employee was just doing his job to
relay the message that this patient does
not have health insurance and therefore
this patient cannot be given an
appointment and will not receive
treatment I know that this crisis will
continue until there is action to create
need a change drastically in this case
the cancer patient is also disabled and
in the County Indigent program the
patient has compounded challenges she is
severely handicapped she needs help now
as I move forward advocate and I discuss
this crisis of Health Care with others I
actually do stop and listen I think that
my head I think with my head in my heart
and my humility and my passion I keep
the focus with the goal of action to
improve the crisis I am here today to
ask you to think of this crisis and to
think of the viable solutions that can
help residents with this crisis of
access to needed healthare I've created
a simple document that will provide a
solution today to help residents Access
healthcare I will share this with the
city clerk and will share this with you
by email as you read this program
document I ask that you also think with
your head and your heart and your
humility and your passion to do what's
right for a community and all the people
that live in it I also appreciate the
opportunity to meet with each one of you
councelor ABA uh Council Graham Council
bomo Council Kuran Council Flores mayor
proam gandera mayor and be able to
discuss this program and listen to you
to listen to your thoughts and give you
the opportunity to ask me any questions
you may have that I can provide answers
to let me listen to you I would
appreciate that opportunity thank you e

want to go back to the podium I was
going to ask you a question so have have
you asked if um you said disabled so
have you contacted Social Security to
see if there's any program that they may
have to help and they may be able to
direct to Medicaid I don't know have you
had a chance to talk to Social Security
since you said they're disabled mayor
that's an excellent question
unfortunately in this case this is a
also severely impoverished family dad is
the income that they live on which is
Social Security and Social Security
Supplemental Income it's not much but
unfortunately this gentleman has been
here since the 80s under a farm worker
program like back in the day remember
there was the baraco and all this well
it was some kind of program like that
but unfortunately I asked the family why
because she does have a Social Security
not for non Federal purposes so in other
words she doesn't qualify so I asked
them why was she never documented they
never had the money to and unfortunately
they survive on under $122,000 a year
and that's part of what I see in our
community and it's sad and it's
difficult um I do believe there's
answers I think that program that I'm
talking about would seriously help and
it is actually a joint effort between
city of Las Cruses and doniana County
and that is until maybe someday our
state will actually kick in and do
something for all the counties all the
municipalities but until that day comes
I do believe that we have to consider
our own community and do what we can
because it's actually easier to go from
the bottom up and so I truly hope that
all of you consider what I will be
emailing you
and uh I can tell you this I'm going to
have challenges helping this woman
that's 48 and I give a so much credit to
her mother what a love of a mother does
she's 48 years old she has cerebral paly
and it touches my heart and I will do
everything I can to help her and I wish
I could have gotten her to Albuquerque
but I can't cuz she's not mobile okay
thank you okay well thank you thank you
for your help all right anyone else on
the third row yes sir just need you to
state your name please three
minutes I'm William
Beerman I'm here to complain about a
city council that has gone Rogue to
impose a socialist Progressive agenda on
the citizens and taxpayers of Los
cruus rather than carry out traditional
responsibilities of local government
such as providing adequate police prot
protection you have imposed a series of
programs and policies that most citizens
could not have
expected you have grown the city payroll
to about 1,700 people while allowing the
police force to shrink at one point to
75% of its authorized capacity which is
only 202 sworn
officers those who voted for you did not
expect to see panhandlers on virtually
every street corner that has traffic
voters did not expect a crime wave
business owners did not expect to have
their Windows smashed out repeatedly and
suffer other crimes voters did not
expect you to buy votes from business
owners in downtown area with other
people's money by reimbursing them for
Crime losses and by paying for downtown
security separate from our police force
voters did not expect you to take other
people's money to fund a multi-million
dollar city bus operation which has few
off Riders and make it free voters did
not expect you to push through a bond
issue to provide up to 500 units of
public housing at a cost of millions to
taxpayers voters did not expend you
expect you to spend millions of other
people's money to buy electric buses
from a Chinese company voters did not
expect you to take other people's money
to buy votes from hundreds of families
by giving them guaranteed basic income
regarding this example the mayor of all
people voted no and told krwg public

an animal for the weekend take home a
visit animal for the weekend so check
with the Animal Services Center about
participating in that program to take a
dog or cat home for the weekend on a
holiday um I'd like to address the
council first of all thank you for this
time but second of all um I'd like to
call out a few people and not by name I
mean no insult to anybody and I mean
absolutely no disrespect but when we
have counselors that speak against
organizations that are nonpolitical and
nonpartisan and refuse rudely refuse in
writing to show up at a an event they've
been invited to all they have to do is
say simply decline appearance they don't
have to go into a three-page oration of
why they're not speaking because this gr
group is being discriminatory against
them it's time we all stop to realize
that we've got to
stop acting like individuals and feeling
like we're being mistreated or
disrespected or Dishonored because of
our sex I'm a female I'm darn proud of
it I serve my country as a female and
I'm proud of that but the counselors
need to act as a council not as
individuals for the betterment of the
entire Community not just their own
political party or political iCal gains
many of you counselors are running for
office and I congratulate you on having
the forwardness to come forward and
stand up and be counted for your city
and your county but act as a counselor
not as an individual or a party
member um none of us have been
disrespectful that organization in
particular has never had anything bad to
say to any of you counselors in a a
disrespectful
manner they respect women they respect
you counselors they respect the mayor
they've invited numerous counselors to
come and speak and some of you have and
I congratulate you for doing that but
it's time to be a city council and
combine and work together not to be
standing up for this party or that party
not to participate in demonstrations
against or for the Constitution of the
United States some of you participated
in a demonstration at
NMSU that you should not have appeared
in you should not be standing against
the United States Constitution period

for Community Development for the
record uh what you have before you is a
proposed zone change for property
located at a 522 Idaho Idaho Avenue it
is a proposed zone change from C2
commercial medium intensity and R3 uh
multif family medium density to the
proposed new Zone in designation of C3
commercial high intensity
uh the actual area where we're looking
to sub is actually made up of two
separate properties one located 522
Avenue one located right on the corner
Vio Avenue and durasno street I'll bring
that up in in aals here momentarily
currently uh there is a business center
uh on property located at 522 Idaho and
the other property is a vacant piece of
property located on that southwest
corner of that intersection uh total the
entire property is Encompass Encompass
2.29 acres in size and like I stated
before they are on C2 and
R3 showing here the property on C2 and r
three as you can see in a very busy part
of the city uh near the intersection of
Al Idaho
U and showing here uh just the Aerials
of the property there is that
underutilized uh Business Center that
currently exists on 522 Idaho and vacant
piece of property here in the southwest
corner uh just to give you a little bit
of a bearing RV is here cir K uh Wendy's
Grandy's and the brao plaza to the north
that's how bertson's right there right
that is correct yes
sir so again what is being proposed as a
property is a uh zoning of C3 commercial
high intensity uh essentially what is
being proposed is a Redevelopment
development of these properties uh for a
new banking facility or financial
facility uh the proposed zone change
will actually bring the property into
compliance with our current 2001 zoning
code considering the properties when re
platted are over an acre in size they
have to get a C3 commercial Zing
designation in order to be current with
our code uh C3 as you saw previously
with the zoning map is definitely
compatible with the air since it's like
one of our major commercial hubs it is
actually one of our Urban hubs is called
out by our Elevate last crues
comprehensive plan it is located with
Front jalong idah Avenue uh which is an
arterial roadway where commercial zoning
designations are encouraged
uh and uh with staff's analysis we did
find uh policy and and uh guidance from
Elevate L crues and the 2001 zoning code
that supports the proposed zone
change here's just kind of a theoretical
schematic of what that new banking
facility will look like property the
building would be located near right
near the corner of actual D Idaho
parking facility 18 facilities and the
rest of the property will can be left
undeveloped for
now let's see a review was sent out
notices was sent out to all relevant
agencies and departments within the city
all did support prop zone change notice
is also sent out to all surrounding
Property Owners within 100 feet of the
proposed Z change and essentially we
just got two phone calls looking for
general questions what was going there
everyone wants to know what's going
there and then uh today I believe you
all might have gotten an email forwarded
by city clerk uh the actually supporting
the proposed zone change staying that
this would help bring in another anchor
to the area if you will and allow for
more Redevelopment in the
area on June 27th of 2023 the plan and
Zoning commission did review the
proposed uh zone change request and they
did go ahead and recommend uh vot vote
to recommend approval to city council by
a vote of 3 to one uh findings as stated
below is the zone changes request uh is
in keeping with the area
uh the expanded uses allowed for the
zone change to be remain consistent not
only with current code but potentially
future code and comprehensive plan
Additionally the Frontiers long and
aerial arterial uh roadway is where we
encourage commercial high-intensity
zoning
designations so with that uh ladies and
gentlemen your officers to today is one
to vote Yes and approve the proposed
zone change as recommended by the plan
zoning commission to vote no and deny
the proposal and three to a table and uh
three to amend the proposed only change
or four to table postpone and direct
staff accordingly the applicants
representatives are here if you have any
questions for them and I stand for

it's tucked away in the back nobody sees

Tire slash we've had Windows broken
we've had people broke in we have right
behind us where our preschool children
can see people changing clothes people
using the bathroom people shooting up so
I am just I just am so in support of
this because I think it will be very
very good and healthy for that area

and work with me and and work and and be
there to help and support all the years
that that um I've been in office so one
of them is uh in fact because of this
gentleman I guess that allowed counselor
AA to run for office yeah yeah so um I'd
like
to this ask that I want to talk a little
bit about counselor former counselor
Greg Gregory Z Smith and his wife
Allison so Gregory C Smith which is a
pretty cool initial by the way it works
out pretty cool has also cool middle
name Zeus is that what it is
yeah pretty strong was elected a city
counselor in 2011 by the citizens of Los
cruus to represent District 2 he
provided exceptional leadership he was
mayor proam for two two years term
starting in 2013 and in 2015 he
advocated for collaborations with Lous
Public Schools art and public places the
Plaza downtown downtown
revitalization he was key on many many
votes that we needed to get that going
historic preservations numerous other
programs and initiatives related to the
quality of life and and opportunities
here in Las cruus and so with that I'd
like to present I would like for you to
support me in presenting him the
designation of the honorary title of
Gregory Z Smith mayor proam
Emeritus and will serve with that
recognition both past present and future
contributions to the
community if you have

work that he did for our district in too
it was clear when I came on board that
he spent a lot of time with the
community uh really engaging and
championing uh especially I think the
public Arts really came out first and

I want to just say thank you so much for
all the work you did on the service of
our
district thank you mayor proam thank you
really excited about this I had the
honor and privilege of serving with
councelor mayor protim um Smith and I
would Echo what my fellow
councilwoman um Talk spoke um very
specifically about your work um um
counselor Smith regarding public art um
we had the um the real fortune um
earlier this year of the unveiling at
the um at our visit Las Cruses of the
beautiful mural and I spoke a little bit
about just your tenure and what you've
been able to do um regarding sort of
your vision for quality of life
specifically in the art um in art spaces
and developing our board and our master
plan and we're seeing um so much of that
now all over the city and I know it was
largely in part um for your work um and
also the work that you did um in the
newly opened um
oratorium um I know you worked really
hard on that it took decade or or so um
and but it's it's open and it's just
beautiful um and so I very much
appreciate your work always thank you
mayor thank you councelor FLOTUS thank
you Mr Mayor and I just want to thank
you Greg uh excuse me mayor protm
ameritus um for being we haven't voted
yet but on oh that's my
vote um but I you know you were uh along
with with uh with h former counselor
emman uh two perfect gentlemen in always
helping me make um helping me not making
decisions for me but showing me the way
um and just being absolutely wonderful
and I've told you before and I'll say it
I really miss you on city council you've
been replaced by wonderful people though
absolutely wonderful um but I do miss
you and I want want to thank you
publicly for for being absolutely

this is really a great idea to allow

could have a little bit of an effect so
I wanted to and she doesn't have to give
us our answer now but to our City
attorney so I I remember years ago there
was a board that um someone got injured
and they sued the board members and they
were there were somei civilians or or um
members of the public there so my
question because this ascmv board would
hire hires and fires the administrator I
believe and so if something was to
happen and there was a wrongful
termination you know the council members
are covered the Commissioners are
covered but what about the the the
members of the public I don't believe
that the anti-d donation Clause allows
us to Provo provide them a a defense
they would have to actually hire their
own lawyer I believe I don't know that's
one thing and and Linda you don't I know
I'm just hit you hitting you kind of
cold on this and then the second second
is what if an animal should get lost or
should die in in their care and then
they want to not only go after the
administrator but the board as well so
same thing applies to them so I guess
it's really more from a liability
standpoint how are we going

uh that that that sit on that
board and um so those are my two
questions and comments I had that
question to your H what the city oh you
had the same question no I I just
appreciate the questions my office will
look into it and provide you with

um I wanted um to get an up update on
the hygiene stations um specifically and
where we're at and how quickly can we
get them um up and running um this is
something I think that well is very
important to me but important to those
folks that are needing stations to right
use um the facilities um showering um
Outreach those those sorts of things the
streets unit if you will I think it's
part of the option um part of the
spectrum right of services that we're
still missing and and it's been long
overdue and I know there's been some
issues with sort of the back and forth
um with the provider but I I I think it
important to update um Council and on
the public um thank you to
um I I I appreciate um Chief story um
the town hall and the bridge the badge I
I participated in the bridge um the
badge and I thought it was um really
good a really nice opportunity to
highlight community community policing
and and they gave some really great
examples and I was proud because officer
hernandes is who is my community police
officer spoke about his um project at
Mia Valley Housing Authority and just
seeing from start to where they're at
today and the number of
of things that have changed for the
better um particularly around just
quality of life in the area is really
exciting um and so I I appreciate it
very very much I also given um some of
the public comment that happen a few
weeks ago related to the downtown and
the variety of things that they're
experiencing also appreciate having the
foot patrol
initiate um down in the downtown area it
sounds like there's been some real they
were received very well by many of the
businesses and so I also appreciate that
had a meeting with superintendent Ruiz
if you haven't met him yet he's fabulous
I've I've met him a few times but I
wanted um specifically to talk with him
about some of the areas um of need
particularly of about our youth and um
the CT programming um and and just the
internships that the city that this the
the schools are providing our youth but
some un I think Equity unequitable

um issues related to those that may not
have a vehicle to get to and from so if
they're unable to get to and from you
know point a point B and back to the
school for that 4H hour period for lunch
and then back to their schooling it
makes it um an equity issue in my mind
and he was very open to hearing some
suggestions um related to that so um I
we had in our Economic Development
Department excuse me Economic
Development policy Review Committee um
some presentations about how to use the
$1 million of arpa money that was left
over um and it it's for um some of that
CTE and maybe Transportation so I was
thinking that maybe we would have Road
Runner come and
participate in a
conversation um with um how maybe we can
um work together to ensure more of our
kids get that opportunity right to
participate in their intern ship
programs um and I know just Roadrunner
maybe manyi Transit could be a real
solution or strategy um so I'd like to
see that and then I um
also um
um been asked mayor um we have
presentations about you know the animal
services and they they've such a lot of
Education right we're I've learned so
much in the time that Amy has started to
um present about a variety of things and
I was asked if we could have the schools
come and do a presentation similarly
about maybe what they're working on or
what might be issues that they're facing
um and just a few minutes similarly to
what Amy um does and I thought that was
a great idea so I said I would present
it to you you're talking about the
school as far as the school children or
the the school administration School
administration yeah sure that'd be great
okay great and then lastly I'll say that
we do have a health policy review
committee meeting this Wednesday from
3:00 to 5: where we will continue to
have a conversation about health um the
status of Health Care in Las Cruses and
we will be having a presentation about
the leakage study that our Economic
Development Department conducted a
couple of years ago um presentation on
the telshire fund we're doing somewhat
of a SWAT analysis and my student Alexis
Espinosa will be presenting on that um
um and and getting more information
about what the committee is feeling and
how we should move on that and I'll just
say that the C abis um density one that
we had talked about doing this month
they weren't ready yet and so I they
asked for us to um to push it back a
little bit and I I agreed I thought that
would be um helpful and um staff have
reached out to the presenters that were
still needing to present um for the
health component and they were ready to
do it so I didn't think you would mind
so that's all there thank you all right

from um residents who live um off of
Roadrunner I think the the address of
the property is 2795 or
2975 um I think it's 2 it's undeveloped
it's an undeveloped lot and
uh we've had um some it's come to my
attention it's come to to the attention
of the city where there have been um the
residents who live uh just uh west of
that corner are very concerned about
potential development I received a
letter from the didn't it didn't
identify the owner I just said owner uh
of that land um and then I don't recall
exactly
um how this H how I received this
information
but it was from Sarah Gonzalez from the
Community Development and I don't know
if she was responding to someone that I
copied or whatever but she said that it
couldn't be discussed because um it was
going to be um because a a zoning change
was uh about to happen or whatever was
forthcoming and uh and it couldn't be
discussed so my question
is
if an area is being if the zoning there
is being
changed and when people moved in there
it was a single resident um uh whatever
uh
zoning why aren't the people who live on
that block or that excuse me the area
that's
affected um why aren't they notified
about the potential or the forthcoming
um zoning change and I I don't know who
could answer that I don't know if Mr
Nichols can can answer that and then um
and then my request would be that if
it's going to the uh
pnz that the people who live in that
area be notified of that meeting um
because I I would say that if it was
going to change from the current um uh
zoning uh
you know the zone as it exists now it's
going to be changed to multiple
dwelling um it would come back to us and
I think that's why Sarah said that we
couldn't discuss it because it'll
probably be appealed because we've
already heard from people who aren't
happy with that prospective uh
prospective
development so
um so Mr Nichols or Mr Ean uh tomoo uh
you're sitting in for city
manager um is it does a city send out
notices to Residents who are going to be
impacted by a zoning change or is it
just a secret and it doesn't come out
until someone hears that there's a pnz
meeting or the decision's already been
made and then they come in to appeal it
how how does that
work yes good afternoon city council and
U Council Flores Larry Nicholas for the
record
Community
Development zone changes when their
applicant has proposed a zone change U
we process that we
investigate uh the zoning that they're
requesting um and we do send out notices
to a certain radius normally is 500 feet
from the project site those notices are
sent out and they're posted uh with a
poster on the site itself as to the
proposed zone change uh I will check
further onto that address that you just
mentioned it sounds very familiar to me
because uh I think we've already uh
discussed it uh but U let us provide you
with additional information to your
question thank you Mr Nichols and I
would make a
request um I would actually it's a
comment um and Then followed by a
request therefore or thereof
um the signs that the city puts up are
usually in places where you can't see
them and the reason I know is because
ever since I've been a counselor
district 6 is always changing things and
then people are contacting me and I
personally went out to see these signs
and um I mean I'd have to get I get out
of the car and I have to go read it and
even when you get up and right next to
it it's difficult to read so all that
being said
um my request would be that it be
visible to to those uh who the you know
that it's visible so that's not behind a
bush and then in tiny lettering and
usually it's a big sign yellow a big
yellow sign and then the type is about
this big I mean I don't think that's
fair so
um yeah you have to get out stop and um
but anyway and I and I feel uh I know my
father always said never buy a house in
in in in an in undeveloped area my
father always said that never buy a
house with an alley never buy a house on
a corner because it just too that's too
much noise but when and and and I don't
think it's fair for people who buy a
house and there's under develop land and
they think they're going to have a
little neighborhood and then that
there's a zone change I I don't I don't
know I mean so I don't think it's fair
but since the city does that I think
there should be ample and sufficient
notice to those residents who will be
impacted thank you Mr Mayor and thank
you Larry Mr Nichols thank you Council
Florida so let me just chime in a couple
things uh and in all fairness to you I
don't think you were you were you were
convalescing right so be when you were
out we actually had a few residents come
about five or six of them talk about it
and I'm like I don't have no idea what
you're talking about so then even a
couple so when I said I didn't know what
they're talking about some of them sent
me the letters the notices that they
receive so I wanted to kind of uh kind
of refute the fact that they do get it
and so they sent it to me so then two
weeks ago when they were doing a GPS
thing I just used that because I wanted
to know what it was currently zoned and
so your father was very wise to not buy
land but it's also important for them to
know what it's zoned when they see
vacant land but it is zone r1a so it's
got to go before planning and zoning and
so that's where your your constituents
our constituents will have a chance to
at least share with them their opinion
on what what's going on here and there
so then um my ask would be that they be
uh notified that the residents there be
notified do people get letters Larry Mr
Nichols uh does a city send out I mean
that warning or that notice that um that
land May potentially become you know
whatever multi- dwelling or um
commercial or whatever do do they get
that notice yes well you said 500 feet
but I don't know how 500 feet is what
from here to the exit sign or from here
to the parking lot it's 500 ft is one
and 2/3 football fields it's what one
and 2/3 football fields well that really
helps me because I know nothing about
the size of football fields I mean I was
on drill team in high school but we just
March the field
so yes Council
for extensive notification is provided
not only is it provided with the letters
that go out but also posting on the site
and and many times depending on
different types of zoning in the
newspaper as well um we U make effort
every effort to answer questions that
residents may have about proposed zone
changes uh we uh
respond to them very quickly uh either
their phone calls or their emails or
even text
messages um as the distance uh City
Block is 300 feet normally so it's
nearly two city blocks uh in distancing
from the subject
site and um the other question I have is
oh man oh anyway I'll think of it in a
minute thank you again Mr the other
thing is let me ask you when we're if a
person's driving do you want them
looking at you while they're driving or
do you want them looking at the road oh
they can no seriously are you serious
yeah I'm serious someone driv exactly
that's the reason why they're not meant
so that you can read it while you're
driving you need to get down be safe get
down park your car in a safe place walk
over and see what it's all about how
would you like them to just oh I'm just
driving there you are reading and then
you run run into another car no over
okay next question counselor Karan no
the West I I no I'm talking about the
east side it's like right there and then
there's nothing but land in the
mountains no I know but but you want us
you want the city to put this huge sign
there so that you can read it while
you're driving you need to keep your
eyes straight on the road and you got to
quit Landing your car out the who knows
who oh yes okay counselor Gant I got a
new bike and I've been riding on road
munter so now I'm afraid I'm afraid now
I realized Dr I realized Ivon might be
coming my
way um right buy that property actually
every day uh thank you are you you're
you're you guys are good we're all good
okay um I'll wear my helmet and my vest
that George gave me um I just want to
give a couple of quick shoutouts first
of all to parks and W for their really
cool use of the pool I don't know if you
all saw that on Friday um I think this
this past Friday they did they screened
the Meg which is an awesome movie
frankly um for teens at the pool at the
big pool so that I thought that was a
really cool um event and so I just want
to give a special thanks to parks and
recre for creatively using that space
and also addressing like there is
nothing for kids to do I thought that
was a really cool opportunity so thank
you for whoever dreamt that up and made
it happen um I also want to thank
Katrina who's not here right now but the
developing leaders Academy that's
happening this week for folks and we'll
see you on
Friday um really glad that that's back
in Action um and then I wanted to thank
uh CEO Beno for your really diligent
work on ascmv related things you know
those things to be perfectly Frank were
languishing and you really made a huge
difference in moving those things
forward and and I think that your your
engagement in that really made a big
difference so thank you um I appreciate
it it's true and you really did make a
big difference there so thank you for
all your work in in that area um the
last thing that I really wanted to do
was thank the library uh the police
department and and our comms folks for
dealing with some folks who came into
the library last week um who are part of
a nationwide movement to disrupt things
and make people um angry
and just be terrible uh I I am super
impressed with the library and and the
way that the library handled this I know
the library is constantly dealing with a
range of folks these folks were clearly
um antagonistic they were so
antagonistic to the police officers who
maintained their cool in a way that I
that I um really really admire um and so
thank you to those officers that were
depicted in that video as well and
thanks to the city Communications folks
and and legal for really quickly
responding to that situation and I say
this um with really gratitude but I also
realized like in New Mexico last week we
saw a very similar type of antagonistic
person um pull out a gun and shoot at
Folks at in a in a very very similar
situation um a person escalated that to
to a deadly situation and so um I
appreciate the the folks who
participated in that really thoughtfully
and kept that from escalating more and I
just want to realize tell folks that are
experiencing that type of antagonism who
our city staff that we see you and we
support you and we know you're doing a
great job and and I'm sorry that that
type
of basically terrorism uh exists in our
in our culture right now and so thank
you for doing a great job uh the folks
from library police and and all those
who responded to that so those are all
the main updates oh there is no TSI PRC
meeting tomorrow we'll we'll give you
more updates just in
case CU yeah so I'll give you updates
for next month
soon okay thank you Council bomo I was
like CAO bomo that's not my title what
are you talking about um still getting
used to having two benos up here I love
it um so just wanted to give an update
on the housing PRC that we had a couple
of weeks a last week couple weeks ago um
Nicole Martinez from Community of Hope
and um other staff have been talking
about creating principles around um how
to we handle and navigate unsanctioned
encampments that come about in the city
and so um and actually they've been
working with the faith leaders that
mayor pm and I brought together over a
year ago to come up with some of these
principles and um they'll be working
with codes and PD and um everyone
necessary to come up with that set of
principles and before they come to a
work session for in front of us so that
we can discuss that together um and
really provide better guidance to like
Park staff and code staff on how to
handle um some of these um unsanctioned
encampments um because a lot of unhoused
folks sort of travel together for safety
and um I think sometimes we've created
situations that didn't need to be there
and we just have to have a better
framework for how to address that and
create that together so I'm excited
about that coming forward in the next
next couple of months hopefully I did
want to um I feel like we've given a
shout out to the new person at Pio who's
doing social media they're seriously so
incredible and so if you're listening
good job you're doing great and I did
want to um request one more time we had
talked about this a while ago but to
sort of put stuff out around what people
should call 3114 what people should call
9114 what people should call the
non-emergency for and like really start
educating the public on those kinds of
things and that came about um um from
Viola's presentation on the complaint
hotline so I think I would still love to
see that happen and then um I recently
did speak with EPO about this but also
Chief story and when I was in albuquer
when I was in Santa Fe a few last month
or whatever I don't even remember at the
housing Summit the governor put on um I
came across the the New Mexico
sentencing commission has crime
reduction grants and they're open right
now through October 20th and so I like I
said I shared them with a couple staff
already but I wanted to say here for
assistant city manager T pow and staff
if they're listening um because I think
actually we could potentially look at
some of these the reason I wanted to
bring them up was because mayor proam
asked about a um an update on the um
mobile hygiene units that I think could
be banded with staff that could do like
Community Bas based um violence
intervention and I'm wondering if some
of these grants could assist in that so
I just wanted to put that out there for
staff um that I think we should really
be looking at these and
then um the last thing I think we've
talked about this before but uh southern
New Mexico pride is on Saturday and very
excited um the city council um will be
participating in the parade um we've yes
we've already notified Christine and she
will be putting out potential Quorum
notice um but you know just invite folks
to come out and celebrate um obviously
Pride events happen generally across the
country in June but obviously that would
be miserable for us here and so um that
you know they also happen in October for
a different number of reasons but we're
excited to participate in the pride
events this weekend so please join us
and then you know recently I just really
briefly wanted to touch
on um misinformation and disinformation
I was recently in a uh training around
like propaganda and how these things get
used and maybe I maybe you all know but
I just didn't really know what the
difference between those two things were
were and misinformation is is
information that is inaccurate that get
spread without like malicious intent to
provide disin misinformation and disin
information is information that is
spread with the intent the intent to
manipulate information and to manipulate
your audience and so I've just been
hearing a lot of it lately I think
elections make I don't know emotions
high and so but I just disinformation
and misinformation has been rampant and
I just think it's up to us to call it
out when whenever best whenever best we
can I think it's um a deterrent to
democracy and to get getting work done
here and so I just wanted to speak on
that a little bit

Graham thanks mayor uh well the third
and the fourth week of the month for me
are pretty dead in terms of boards
committees and commission so I don't
have a lot of updates to bring you know
it was we just rounded out September I
do want to point out um because it was
potentially whispered to me on the die
as a potential conflict of interest here
and I want to stay for the record that
retired Chief hoben uh wearing a
Philadelphia Eagles gear in no way
influenced your V my my vote on the
zoning that he was here to support but
it never hurts um you know just that
that made me laugh um no nothing much to
report well I'm going to I'm going to
kind of dovetail off of counciler beno's
comments and suggest if you have a
little free reading time and want to be
even more depressed than you already are
check out the highlights of the most
recently released uh report on political
division in America from the Pew
research fund I deep dove into that I
mean and it's I shouldn't say depressing
revealing maybe explanatory for some of
the things that we see up here a lot um
and really renews my thanks to everyone
up here um my fellow electeds uh the
staff who takes heat for us um who goes
out and and and does incredibly hard
jobs incredibly well every single day so
um on the dark side things are pretty
divided on the bright side um happy to
be happy to be on this ride with you
most of the time um and then um finally
I mean this is this is going to be a
little weird and philosophical but I'm
just going to throw it out there um I
probably spent too much time on a
bicycle this weekend s 7 70 miles in a
race in Colorado and it took me some
hours and some pain so I was kind of out
there thinking a lot um and I find it
interesting kind of theme lately on
things we've been discussing and it's
going to sound weird but one was
speeding and the other is the animal
control issues that we were talking
about today and it occurred to me that
so much of this job is trying to find
ways to legislate for people to care
about things to care about one another
to care about animal Weare um to you
know and I think we're all it's two
issues that I think we could get
Universal agreement on nobody likes
people speeding even though we all do it
and everybody wants better better care
and better compassion toward animals
like we can all agree on this um and I
think it's just we see these problems
they're so frustrating everyone wants to
have the same outcome and yet without
caring and
compassion on a very individual level
it's practically impossible to make
those changes so we try to legislate and
mandate and enforce them um but before
it gets any weirder I'll stop there but
I don't know be nice to each other
people geez okay that's all thank you

AA thank you mayor I have just uh three
brief updates um the first one is uh for
M we were able to have a presentation
from the new superintendent it's very um
interesting to and positive I think to
see his uh first 60-day plan uh he has a
very uh unique background and is well
experienced so it's great to see him
involved the second is for oversight
committee there are going to be two
board openings on this um so there are
requirements on um who can serve it is
uh industry expertise related so when
those are pulled up and adver they're
going to be advertised they're already
advertised so those are up so if you
know of any individuals who may be
interested please send it that way and
then the third is I will be gone for uh
Thursday and Friday with the New Mexico
Municipal League we are going to be
starting our strategic plan for the
League this is really exciting they
haven't done one in a very long time and
so we're going to do that and I'll be
running our first board meetings of the
what's our new season which is October
1st
uh so unfortunately mayor I cannot join
you for cleanup although I always do our
trash cleanup I bring my kids they know
what to do um so sorry to miss that for
you all and then point of privilege I
guess um it was all three of the kiddo's
birthday last week so uh they are 15 and
10 so when I started out they were very
little and small and I just want to say
thank you to um all my colleagues and
the staff I know I've had to bring them
in from time to time and have them sit
in on meetings and they've learned a lot
and have asked great questions so I'm
hopeful they'll be interested in the
municipal municipal government process
later on but they're certainly getting
an education so thank you yeah just take
a lot of pictures that grow up fast and
time
flies okay there's nothing we're going
to turn to the city managers boort and
and eo's at the icma conference so
that's where he's at and Sonia is as

cool uh councelor Flores as as you
oversee the the um the airport Advisory
Board Los Cruses air and
Expo this is this has been happening but
this is the first time where we are
going going to have aerial events this
is going to be huge it is occurring on
Saturday October
21st uh 10:00 a.m. to 400 pm. this
year's event will feature aerobatic
performers people I don't know but we'll
watch Chuck Coleman Jive Kirby Steven
cumington chip lamb untuned air two ship
show and also we will welcome special
guests her name is Jessica
Cox this is the world's first and only
license licensed armless
pilot in addition but wait there's more
the Expo will be capped off with the
demonstration of the world's fastest
Motorsport pylon air racing being put on
by the sport class air Racing
Association and the greatest thing is no
charge to
attend but there may be charge for
parking I there will be yeah because
parking will be at the uh uh Fairgrounds
and then there will be a free shuttle
but the parking will be that is cor
actually that parking will be free but
the parking close to the airport there
will be a charge and they're leaving
that uh so that people who have a
disability or whatever will be closer to
the grounds there I mean to the to the
airport that is you're exactly right
