want to mention that we have an ASL

brave men and women of the United States
armed forces as they protect our
interests around the globe as well as
our courageous men and women of the Los
cruus police and Los cruus fire
department as they keep our city safe

presentations and
proclamations good afternoon welcome
everyone um first off I am very excited
to welcome the in your know the know
your city seminar series completers who
I just spent had a great lunch with so
if you all want to come up um we're
gonna we have some proclamations for you
some some certificates and we'd like to
recognize you here so you can just come
up and sort of be around and and then
we'll give each of you your certificates
so um it's my honor to stand before you
today as we celebrate the completion of
our know your city seminar Series today
is not just another day it's a day to
recognize and appreciate the dedication
curiosity and commitment shown by each
of you who attended all 12
sessions when we first launched this
series the goal was simple to provide a
platform for you our engaged citizens to
learn more about the workings of our
city understand the decisions that shape
our lives and to empower you with the
knowledge to make informed decisions
that impact our
community from the start you answered
the call your participation in all 12
seminars is not just a person Personal
Achievement it's a testament to your
passion for making Los cruus an even
better place to live work and raise a
family from the start you answered that
call oh wait I already said that to
those of you who have sorry to those of
you who have been with us throughout
this journey I want to say a heartfelt
thank you you have given your time your
energy your attention to this important
Endeavor you gained insights into
everything from our local government
structure to sustainable practices from
City budgeting thrilling they super
thrilling we we'll give you a copy of of
the budget book if you want in addition
to your
certificates um to Public Safety
initiatives including drones and in
doing so you've taken responsibility of
becoming more informed active
participants and shaping our future it's
no small feat to attend 12 sessions it
requires dedication and a genuine
interest in making our community
stronger your consistent attendance
thoughtful questions and willingness to
learn have not gone unnoticed and they
speak volumes about your commitment to
your city and your fellow residents by
showing up you've not only empowered
yourselves you've set an example for
others you've demonstrated that true
Community involvement isn't just about
being present when it's convenient it's
about showing up day after day in
pursuit of the bettering of our
Collective future Los crusis thrives
because of people like you it is in the
spirit of Engagement that makes our city
not just a place to live but a place to
belong your the success of the know your
city seminar series reflects your
willingness to take part in the ongoing
work of building a stronger more
connected community so thank you thank
you for your time your passion and your
commitment to L

this journey with all of you and seeing

part of a trio of Engagement courses
that the City offers and so if anyone's

neighborhood Leadership Academy we have
our developing youth leaders and we have
our know your city seminar series we do
have brochures in the back and then we

this
is a proclamation for Native American
heritage month so whereas the first
American Indian day was celebrated in
May 1916 in New York and whereas George
HW Bush signed a congressional
resolution in 1990 designating November
as National Native American Indian
Heritage Month and whereas beginning in
1994 or the month of November was
designated as Native American heritage
month and Native Americans have made
countless contributions
to agriculture nutrition medicine as
well as the concept of a complex
government system and whereas the Friday
after Thanksgiving is observed as a
civil holiday designated as Native
American Heritage Day this year November
29th 2024 now therefore we the mayor and
City Council of Las crusis New Mexico do
hereby Proclaim November 2024 as Native
American heritage
month thank you

um I can thank you everybody for being
here um councelor Flores had mentioned
bring your whole tribe so I brought my
whole tribe as many as I could Round Up
um so I want to thank you um mayor and
mayor Enriquez and city council for this
uh Proclamation
um so I'm nav just introduced myself and
um that's how we you know connect with
everybody when we meet so um this is my
second time saying my Clans in the
chamber so you're going to hear it more
often I hope um so I just wanted to uh
give the acknowledgement out and for
councel floras again for giving the
invite I think I'm too short there we go
um I wanted to take this time to invite
my relatives and friends from across the
community who who have also found that
Las cruus is home by acknowledging that
we merely but acknowledging that we are
merely visiting relatives and
caretakers where did I go I want to
acknowledge the original communities
from this land the P Mano tiwa and
Tortuga's people whose history in this
city has been long standing before the
governmental and modern day structures
took over and I want to encourage
everyone in the community and Leadership
to continue to learn about the history
of our town specifically indigenous
communities and continue to include our
narrative we are more than just a
tourist attraction performance a good
photo or a billboard or an opportunity
for leadership to have the diversity
check mark marked we are more than a
statistic that everyone uses in terms of
other or something
else we are here we are working modern
jobs we are excelling in our studies and
we're redefining what it means to have a
voice at the table we are movements for
change policy makers and initiators
Community activists and Consultants on
how to take care of the land I'd like to
thank my community and relatives who are
here so we have artists we have
entrepreneurs we have professors we have
young scholars we have baby artists and
Scholars we have Community nurses we
have public health we have civil
engineers and we have students and we
have amazing legacies of where we come
from so please don't forget to encourage
and include us in your narratives
because we are here we're going to be
taking care of the land long before it's
gone so yeah thank you

like to invite up Sarah Smith and Walter
Stewart please for
all right you okay okay awesome this is
ASM manual 36 day
um whereas the NASA Whit stands test
facility in Las cruus has been part of
our community since
1963 and and whereas the Personnel of
the laboratory's Department of of Whit
Sands test facility are world-renowned
experts in the area of oxygen safety for
space aircraft medical and Industrial
applications and whereas fire and oxygen
systems have resulted in injuries and
deaths of astronauts emergency medical
personnel firefighters and patients and
whereas the understanding of ignition of
fire risks in oxygen systems is crucial
to preventing further injuries and
deaths and whereas the Whit Sands test
facility engineer and scientists Sarah
Smith Walter Stewart and Harold B
authored ASM American Society for
testing materials manual 36 safe use of
oxygen and oxygen systems handbook for
design operation and maintenance and
whereas ASM manual 36 has become the
agency-wide training manual for oxygen
safety for all of NASA and across across
the United States and whereas asdm
manual 36 is being used to design safe
life support systems for medical
patients spacecraft and are craft
personnel and whereas ASM International
recently awarded the Charles P Dudley
medal to Sarah Smith Walter Stewart and
Harold B citing the book's impact within
NASA and whereas the city of lusus
wishes to recognize the contributions of
our community members to safe use of
oxygen and spa space flight healthc care
aircraft and Industry now therefore we
the mayor and City Council of Los crusis
of new New Mexico do hereby Proclaim
November 18th 2024 as ASM manual 36 day

thank you so much we wrote this book
nearly 18 years ago to help people use
oxygen safely we all need oxygen to live
so it is used for life support in space
as well as on the ground for medical
patients submarine crews scuba divers
oxygen is used to help help Rockets take
off it is used in welding it's even used
in glass blowing oxygen itself is not
flammable but it helps other things burn
really well so when there is extra
oxygen even metals can burn devastating
fires have resulted in the deaths of
astronauts firefighters scuba divers
patients welders soldiers and others at
Nasa Whit Sands test facility we sought
to understand the causes of oxygen fires
so we could save lives and prevent
destruction we tested materials and
equipment to learn how oxygen fires
occurred developed standards to help
others avoid oxygen fires and taught
across the USA and internationally to
help more people learn how to manage the
risks the work is still ongoing now as
there is always more to learn writing a
book was no small task but we knew the
work was important to save lives I
remember vividly those last few weeks of
writing the manual I was pregnant with
my daughter and nearing her due date but
I had this one big project that I had to
complete before she could come I worked
feverishly those last few weeks to
complete the draft of the book and we
finished it shortly before my daughter
was born within a few years after that I
left NASA to focus on my next big
project of raising and homeschooling my
kids life has many twists and turns and
I never would have guessed that now I'd
be a natural health care practitioner a
risk management trainer for raw milk
farmers and an advocate for a saf or
thriving Community here in Los cruus
nonetheless over the last couple of
decades I've been gratified to know that
manual 36 is continuing to help people
manage the risk of oxygen fire hazards
in space flight healthc care industry
and elsewhere so many many things that
we do in life come with risks instead of
giving into to fear we can look squarely
at the problems research and assess to
understand what drives the risk and then
put that knowledge to use with
purposeful risk management in this way
fear can't stop us and we can instead go
on to do great things thank you

then you you can speak all right this is
a proclamation recognizing 40 years of
progress by the Family Violence
prevention and services
act whereas in 1984 as a result of the
US attorney general Benjamin civiletti
task force on Family Violence Landmark
report on the scope of and impact of
domestic violence in the United States
Congress conducted a series of hearings
to listen to victims and Advocates and
explore how the federal government would
best respond and whereas in October of
that year the Family Violence prevention
and services act fvpsa as title three of
the child abuse Amendment of 1984 was
signed into law and whereas the fvpsa
provides the primary Federal funding
stream dedicated to the support an
emergency shelter of Supportive Services
for victims of domestic violence and
their dependence and whereas in 1994 the
violence against women act vawa was
enacted to address Congressional
concerns about violent crime
particularly against women associated
with domestic violence Dating Violence
sexual assault and stalking and whereas
the vawa allowed for enh sentencing of
repeat sexual offenders mandated
restitution to victims of specified
Federal sex offenses and authorized
grants to State local and tribal
enforcement agencies to investigate and
prosecute violent violent crimes against
women and whereas the fundamental goals
of the vawa are to prevent crime prevent
violent crime respond to the needs of
Crime Victims learn more about crime and
change public attitudes through a
collaborative effort by the criminal
justice system social service agencies
research organizations Schools public
health organizations and private
organizations and whereas the vawa
supports programs to address domestic
violence sexual assault and Dating
Violence stalking and other crimes now
therefore we the mayor and City Council
of Las cruus New Mexico along with gfwc
progress Club Club of the United States
I think which many of you represent here
thank you so much for being here
recognize and honor the 40 years of
progress created by the Family Violence
prevention and services act along with
the 30 years of advancement made
possible by the violence against women
act to address domestic violence sexual
assault Dating Violence and stalking
among other
crimes thank you would you like to
speak um gfwc um is an international
organization and our local chapter is
progress club and we do a lot of things
within our community of L crusis but
most importantly we support La Pinon
which is our sexual recovery um facility
and also uh lasso which is our domestic
abuse uh facility so I appreciate you
guys recognizing um these the fawa for
the violence against women's act so

good afternoon I am Gentry Roberts
executive director of IEC southern New
Mexico uh honorable mayor members of the
city Los cruas city council esteemed
guest and members of our community on
behalf of IEC Southern D southern New
Mexico it is an incredible honor to
stand here and accept this
Proclamation we are deeply grateful for
the acknowledgement of our dedication to
Workforce Development and the
opportunity to serve Los cruus and
southern New Mexico especially our
underserved communities as a nonprofit
Merit shop program we rely on the
commitment and support of many to
provide these opportunities I would like
to extend my sincere thanks to our
volunteer board of directors whose
dedication and Leadership make this
Mission possible without their guidance
and the trust placed in us and by our
IEC membership and Community we would
not be able to train and uplift our
electrical work force as we do
additionally I want to recognize our
instructors
these journeyman electricians who serve
as boots on the ground for our
program they are skilled professionals

name is Sarah rainy I am the One-Stop
coordinator for the southwest region of
New Mexico workforce for jobs of the
week we have an animal control officer
for the city of Los cruus that one
begins at 1980 an hour and the posting
closes on the 2nd of December we also
have a codes enforcement officer for the
city that one starts at 2159 an hour and
the posting closes on the 2 as well we
have an HVAC technician one for Skookum
Contract Services at White Sand Missile
Range that one starts at 2935 an hour
and the posting closes on the
2D um we have a nutrition services we
have nutrition services at multiple
locations throughout our school district
here in Los Cruses the positions vary in
Pay um the postings closes close sorry
at the end of the month we have a store
associate at Sherwood Williams that one
starts at 13 an hour and the posting
closes on the 30th we have a meat Clerk
and a meat clerk butcher position
they're a little bit different at the 2
cam Market the postings vary in pay and

some good news before we get into it our
pet of the week last week our dog of the
week I should say was adopted out and
was our long longer term U stay so we're
super excited about Jesse getting
adopted so our cat of the week Miss
Scarlet number 8415 if you want to look
her up on our website I may be slow to
warm up but once I do I'm ready for all
the affection you can give if I hiss
occasionally it's just a reminder to
take it slow I especially love scratches
behind my ears I prefer scratch your
over hands as they can make me a bit
nervous but I'm getting used to them
with some help from visitors in my
office I'm looking forward to finding a
patient human who understands my needs
for a gentle approach and our dog of the
week is Dora another long-term stay so
we would love to see her get adopted as
well her number is
71250 I'm a bit shy but don't let that
deter you I'm just a little cautious
when meeting new people but once I get
to know you I promise we'll be the best
of friends I'm quite young and have a

presentation I was letting know everyone
know that you were probably doing five

presentation pretty much okay sh

speak directly to the microphone sir I
brought my meter box with me this is a
very integral to um the whole letting
copper Rule and evaluating service line
materials at people's residences or
properties so anyway I'll stay after the
meeting and be able to Pro provide any
information or do demos for people if
they have any questions
afterwards
but I am stepen pedes I'm the deputy
director of Regulatory Compliance for
Los Cruz's utilities good afternoon
mayor City councilors
I'm here to present information and
address Community concerns related to
EPA leting copper rule revisions and the
associated service line
inventory to offer a BRI brief
background the lead and copper rule
revisions come from the lead and copper
rule originally published in 1991 to
control leading copper in drinking water
since 1991 the rule has undergone
numerous
revisions fast forward to current the
letting copper rule revisions included
new requirements with a due date of
October 10th
2024 revised letting copper
rule with EPA requirements I think I
just said that sorry
there so the revised letting copper rule
with EPA requirements they became
effective October 16
2024 to give you a preview here um the
different service line materials that
you could potentially see at your meter
box that would be running from the water
mains to the meter and then from the
meter to your property could potentially
include
lead galvanized steel copper or
plastic lead is typically a dull silver
gray color that is easily scratched with
a coin using a magnet to test best
strong strong magnet magnets will not
cling to lead pipes if you have
galvanized pipe it often appears dull
silver gray in color you can use a
magnet strong magnet will typically
cling to galvanized pipe as for copper
most of us know what copper looks like
it'll appear like a copper
penny copper can also be scratched if
you have an older copper pipe at your
home typically it's going to be pretty
weathered
and we'll have a turquoise uh sometimes
gray brown appearance and you can
scratch through the surface to reveal
the original copper
look plastic pipe in the city will
typically appear white um it can be red
blue sometimes
black so moving on the required
the requirements were the
following submitting an initial service
line
inventory which was an inventory to
identify the materials of lead service
lines connected to the public water
system and the private lines up to the
structure home or
building we also had to submit a lead
service line replacement plan for water
systems with one or more known lead
galvanized requir room replacement or if
the service line is to be unknown of
lead within its distribution
system we also had to submit a list of
schools and
daycares also making the service line
inventory available online was another
requirement this was to make the
information public our map of the
service line inventory is located on the
city of Las Cruz's web
page an additional requirement was
provided notices like the ones customers
received for unknown material status
service lines these letters had required
language from the EPA and strict
guidelines and were based on a template
provided by the New Mexico environment
Department all of these items have been
completed and submitted on time as
required so my for my next slide I'm
going to continue on with uh some of the
additional requirements
an additional
requirement of the rule included
educating customers on material line
types how to reduce exposure health
risks of lead and where to get water
quality testing
services as for water quality
testing is another requirement that will
be done for every Elementary School and
licensed Child Care Facility
an additional requirement was providing
future customer notifications as needed
for when service lines are unknown or
galvanized and require replacement or
when lead lines are discovered while
investigating or disturbed due to
maintenance being able to provide
pitcher filters is another requirement
and 6 months of replacement filters if
we have lines that are Disturbed during
operations and maintenance and when a
service line is required to be
replaced this next slide covers required
water quality testing at schools in
licensed Child Care
Facilities water utilities are required
to provide schools and licensed Child
Care Facilities with a copy of epa's
training testing and taking action for
reducing lead in drinking water in
schools and child care facilities as
part of the Leen copper rule revisions
sampling
process Las Cruz's utilities must sample
at least 20% of two groups elementary
schools and licensed child care
facilities in our service area for the
next 5
years during this time Las Cruz's
utilities may also sample at secondary
schools Upon A school's request at no
charge lcu is required to collect at
least five samples for each Elementary
School and two samples for each licensed
Child Care Facility after this 5-year
period water utilities will only be
required to sample at any of these
groups upon request and provide
educational materials
our water quality laboratory staff will
begin working on these tasks starting
January 2nd
2025 service line inventory phase
one the initial inventory was to
determine the type of material for all
water service lines and connections
based on available
records hence why there were so many
unknown material service
lines we simply did not have evidence to
prove the types of material based on our
available
records the findings include the
following
information first off there was Zero Le
service
lines zero galvanized lines that require
replacement there was 15,000
637 connections that were of non-led
status and therefore did not require a
letter to the
customers we had a total of
20637 unknown service lines those
customers received the letter and as I
said before the 15 627 we were not
required to do a mail out
further determination phase
two sorry about
that the project plan moving forward
includes field inspections to verify the
unknown service lines throughout Los
Cruses utilities five water systems
replace any lead service lines or
galvanized lines that require
replacement that are encountered along
the way this is a find it and fix it
approach that we will
utilize the inspections will be broken
down into phases based on areas of the
city and the five lcu Water
Systems the first phase will include
sending field staff to the oldest areas
of the city for field inspections
Los crues utilities is required to
complete the inventory and Replacements
within 10 years our goal is to complete
this as soon as
possible Los crues utilities is not
required to cover the cost for customer
side Replacements which is from the
meter to the
home or building or
structure the responsibility is on the
homeowner however Los Cruz's utilities
is exploring financial assistance
opportunities for customers to replace
these
lines Al cusis utilities has submitted
an application to the water trust board
and is in the process of submitting an
application to the drinking water State
revolving fund which includes bipartisan
infrastructure law
funds lot crues utilities will also be
working with the city to seek funding
for customers facing financial hardship
to speak on the letter of notice of
unknown service line
materials this was a requirement as
outlined in slide three customers
received a letter if their service lines
were of unknown material these letters
had required language from EPA and
strict guidelines and were based on a
template provided by the New Mexico
environment Department unknown material
as discussed on slide six
were based on available documentation
and Los Cruz's utilities will be moving
into the next phase which includes field
investigations I will be posting a
response to this letter on our web page
and through social media titled
frequently asked questions sheet which
should answer the most common questions
that we have
received the top three questions and
answers have been the following what did
this letter
mean your service line materials are
currently unknown and are to be
determined what do you need to
do nothing if you choose Los Cruz's
utilities will be inspecting and
identifying all
2,637 service
lines that are unknown or
you can self- investigate and determine
what your service lines are made
of on to the next question that's
related to that one what can I do to
find out what my what material my
service line is made
of as I said previous you can
self-inspect your service lines a link
to a guide will be included on the
publication and on the web page if you
self-inspect please please take pictures
and email your findings to us at new
email that I got set up is LL Cruses
Dogo or you can update us through our
online inventory web map at loses. goov
lead and
copper the next
question that we have frequently been
receiving is what should I know when
doing my own
self-inspection in Los Cruses the water
meter is typically found in the front
yard near the sidewalk or curb if you
self-inspect be careful when opening the
meter box cover to not disconnect an ERT
cable from the meter attached to the
inside of the box cover do not lift the
cover too high off the ground or pull it
off too
fast typically you must dig below the

lines unless they are already exposed if
the meter box is too small to work
inside you may have to dig on the

credited to test for lead in drinking
water alternatively you may purchase a
water home test kit for lead as
availability permits from Lowe's Home
Depot Walmart or order online you can
Google search lead sampling homekit for
water or something similar do not
purchase a presence absence result lead
test kit you must be able to test and
have a numerical
result the lead level of concern is 10
parts per billion also known as
micrograms per

so typical meter in Las crues we look as
so there are smaller round ones
but as I said before you really want to
take caution when opening opening the
lid because there is a cable on some of
them that is attach the
inside so here here is an example of
that
cable got that oh oh here we go got an
assistant Carl Clark this is the earth
cable so this transmits uh real-time
information back to the the brain at
utility headquarters
and then this side you can see here's
the meter inside the
box and this would be a representation
of a customer service
line so typically you'll have your meter
and there's a 90 that goes down to the
meter connects to the meter and that n
that connection from the meter is
typically
brass and then it'll connect to plastic
galvaniz copper one of the material that
I mentioned previously the other side is
a typical
assembly that has the brass fitting that
connects from the meter to the service
line and on the city Side most commonly
what you would find is PEC or poly
plastic
pipe so afterwards come by and we'll get
you a closer
look can we pull that guy out this pull

just just quick summary one you are
required to talk about this and we're
required to send all of these things to
everyone because in places in the
country many places have significant
amounts of lead pipes which are in fact
problematic for the municipal water
systems but all of the the things that
you all have inspected we have no lead
probably because of the time that Los
cruus most places were built in Las
Cruses right is that is correct so so U
15,000 already have been proven don't
they don't have lead so so there's this
is not like something to necessarily
have a big Panic about I guess would be
my my thing one this is a mandatory
thing that we have to figure out and
inspect and and communicate about as I
think this is part of that and the last
part is
uh most places not universally I'm not
making some sweeping statement but so
far there have been no lead lead pipes
found going to people's home in the
inspection 15,000 inspections that you
all have already done
correct is that is yeah so uh mayor uh
counselor 50,000 a little high yeah I
think we only have approximately 36 15
sorry
15E okay so I guess I just sort of
wanted to bring it back to um and folks
do not have to do this inspection at
home it's very likely that you don't
have lead pipes and we're going to get
around to your house anyway um correct
at some point okay sorry I just wanted
to make sure that I understood the
summary of the important points um

year range we've seen that they their
service lines have been replaced with

partnership um wanted to start off
giving a shout out to H counselor Cassie
McClure who did a walk through of the
district with us talked to some
businesses they were very excited about
it it went very well um hope you do that
again with us um also I want to thank
Sarah boo and Elizabeth Pucket from the
library here they did a really great
Merchants meeting for us showing us all
the business innovation technology at
the library and all the things that they
could help with like Excel like
personalized Excel um anyway and we all
got library cards it was very fun um a
really great meeting so thank you guys
for letting that happen um also want to
tell you that small business Saturday is
coming soon it is the Saturday after uh
Thanksgiving so it is is going to be the
30th of November this year uh we are um
by weed Downtown Los cruus partnership
and the alar and Cultural District are H
hosting a red carpet event on the Plaza
so we are going to have a red carpet we
are going to have a step and repeat like
you guys have um we are going to have
some Paparazzi which are just volunteers
screaming your name and we're going to
take some pictures it's going to be a
really cool photo op for our superstars
of the event which are our Shoppers who
are downtown so we are there to
celebrate them um hoping that our
businesses downtown um use that
promotion to kind of double down on what
they're doing it's not it's to augment
um what's already going on not to
overshadow anything so like if they
wanted to give a 10% discount for anyone
who had a photo or something like that
anyway to any get people not just to the
plaza but to our brick and mor locations
downtown as well as well as the farmers
market right um on Saturdays downtown is
always small business Saturday um
regardless of what we're calling it um
small business Saturday is also a tax
holiday for small businesses so a really

troubling but it's only part of a larger
crisis for over four years we've seen a
horrifying spike in crime that threatens
the very fabric of our
neighborhoods I met with Dr Deborah a
pet doctor 911 on Sunday yesterday which
is located on North Main and her words
echo in my mind she posted this on
Facebook Facebook and I quote we have
had so many wonderful people in our
community that have written on Facebook
about the break-ins so I will post here
what I know I am told that the guys we
have on tape and that one I caught in
our side yard were a gang group called
scorpions they work for the golf and
caloa cartels pushing fentel that SCU is
better get a handled on this or we are
in trouble I am told they will not go
away at night they come out like roaches
from that a royal SEO they have no fear
or remorse of course as you know I
opened Pet Doctor
911 911 on October 5th 2024 to be able
to help you in Las crues with your pet
urgent Emergency Care needs on weekends
8:00 a.m. to 6:00 p.m. we're deeply
saddened that on the morning of October
26 we had a breaking in the thieves
stealing our safe which contained all
paperwork and receipts medicines laptop
and more and trashing parts of the
clinic it will take a long time for
insurance to help and it is not likely
that it will cover the losses we would
like to stay up and running for the sake
of you and your pets to that end we've
decided to start a gofund b page we
would appreciate any help the theft of a
save end of quote the theft of a save
too massive for any individual to move
hinting at organized criminal
involvement underscores the escalating
danger the perpetrator was caught on
camera brazenly using the stolen laptop
plugged into an outdoor outlet less
crime than Albuquerque as Senator
Cervantes reminds us is a hollow
Comfort our Council seems more concerned
with sparing quote poor people from
fines for illegal activity they commit
than protecting those quote poor people

to the failure of this city to protect

Hurst on May TW on May 2nd of this year
the mayor and the
ccia held a religious service at the
main entrance of our city hall in honor
of National Day of
Prayer there are no public records of
the
event it was not recorded on the City
calendar the city council did not
approve it and was unaware of
it after several inquiries to the
mayor's office a staffer informed me
that what I thought was a public
religious service was a private meeting
held by the
mayor I think the mayor's office was
less than candid and the National Day of
Prayer service held here was anything
but a private
meeting in truth it was a public
religious service authorized by the
mayor my question for the mayor are my
questions for the mayor are does your
office Grant you the authority to use
city government facilities for religious
purposes without city council
approval why didn't you give the people
through their elected officials a say in
this
matter will you ever tell the full truth
about this
meeting to the city council I request
that you hold the mayor accountable to
the New Mexico
Constitution ask yourself if a religious
service at the main entrance of this
building on a weekday at noon and
officiated in part by the mayor and the
police chief conforms to the letter in
spirit of our state
constitution amendment 2 Section 11 I
quote no person shall be required to
attend any place of worship or support
any religious sect or denomination
end quote by using City facilities for
religious purposes and holding religious
services at City Hall you are requiring
all the good people of Las cruus to
support a meeting of a religious
sect this is forbidden by the
Constitution the National Day of Prayer
service held at City Hall violates the
New Mexico constitution in both letter
and spirit and must ceased the mayor May
to the mayor please cease using City
facilities to exercise and promote your
religion for the city council please
pass a resolution forbidding the use of
city hall for religious

afternoon I also oppose the National Day
of Prayer churches don't pay taxes they
can do it somewhere else not in a public
facility uh my name isir and I'm here
because times are tough and we seem to
even to have even more difficult times
ahead of
us if steep tariffs on Imports are
imposed as the national plan seems to
suggest all manner of cost would
increase dramatically for everybody when
things go up in price poverty expands
homelessness and Desperation grows and
with that crime also expands and when
crime grows people lose their empathy
and their patience I'm all for doing
something about it but the problem with
the Macho T approach against the
vulnerable is that it doesn't
work it is very expensive and it doesn't
solve the problem new vulnerable people
keep falling in the same trap I'm all in
for doing something about crime and
homelessness and I do like Investments
that make us feel better about crime but
I do prefer Investments that help us
solve the actual
problem which is what we need to do to
get rid of the actual poverty tab
poverty tap poverty trap our problem is
poverty people are falling into
Addiction in the insiration because they
are unable to afford basic stuff many of
the reasons for people to fall in Step
trapped in poverty are out of our
control that is a national problem after
all but we are at least partially
responsible for some of the poverty
created by the high cost of the local
housing and transportation services
removing parking requirements from our
city code will improve our local
Construction company's ability to build
lowcost higher density H housing at a
profit which would increase Supply
reduce housing inflation create jobs and
improve our local economy but we also
need Transportation solutions that don't
make us poorer every aspect of our own
of car ownership is a drain on wealth
and when we continue to invest more most
of our city resources on car Centric
infrastructure we are giving our
citizens no choice but to impoverish
themselves to have a vehicle cars are a
bottomless bit of expenses for Citizens
and governments alike they produce noise
pollution traffic make us sicker
sedentary and more divided but above all
they make us poorer cars make us make
all of us poorer instead of that let's
invest in infrastructure that allows
citizens to safely Traverse the City
without having to buy a car the use of
personal Transportation devices is on
the r worldwide they are cost-effective
more efficient than cars and provide all
the freedoms that bicycles promise
without many of the drawbacks and unlike
bicycles they are small enough that they
can be carried in a public
transportation bus for a comfortable
trip from origin to destination to
conclude we must be willing to give up
our comfort with cars and with the way
we do things we did things in the past
so we can chart A New Path that brings
Prosperity shared for all members of our

Corin you give me just a second I'm
really short thank you uh Mr Mayor uh
members of the council my name is Andrew
Ray for the record I am here on behalf
of the msia valley Metropolitan planning
organization and I'm here today to
request the council's approval of some
amendments to our currently enforc joint
Powers agreement now just to give a
little bit of background about what an
no is who we are and what we do um every
metropolitan area uh in the United
States over 50,000 in population has uh
no designated for it we are a federal
mandate uh that is then delegated down
to the States for specific designation
there are five mpos within the state of
New Mexico including the msia valley
no um and in federal terms uh noos exist
to fulfill the federal planning
requirements of 23 CFR for
45300 and 49 USC
5303 now bringing this down to more
pragmatic practical terms nopo's really
exist for two large reasons the first
one is that npos exist to provide a
conduit for federal funding uh to Our
member jurisdictions here at the msia
valley noo and I apologize I didn't
mention this a moment ago the members of
the msia valley n are the city of Los
cruus daana County the town of msia and
nmdot District 1 as our voting uh
component uh on on our governing board
but npos exist to provide access for our
member jurisdictions to Federal
resources and investment within our
local communities without the mo that's
not possible for our areas um the other
part of the puzzle for why npos exist is
that we provide an opportunity for the
local jurisdictions and for the local
communities to have input and say so in
the large Regional projects that happen
and this is important because MOS were
created in the 1960s specifically as
part of a congressional initiative to
combat some of the abuses that were
taking place in that time of we've all
heard the horror stories about Highway
departments going in bulldozing
neighborhoods constructing roadways
through those areas and Mos were
specifically created to combat that very
problem um we have the opportunity here
uh with this no or the no to have a
direct uh say so on what state projects
are done in our area um and the states
are not allowed to bypass the no
processes uh so it is something that the
states have to engage directly with the
local communities in order to advance
their projects if they're utilizing
Federal funding um we are not able to uh
as I said we're not able to be bypassed
but also um in order to maintain
eligibility for federal funding the no
must exist and must be in good standing
so without
us the communities are not able to
access any sort of federal uh
Transportation resource dollars either
for planning or for
implementation so with all of that sort
of as the background as to why we exist
and what we do um per state guidelines
npos within the state of New Mexico are
uh excuse me created and organized via
joint Powers agreements or jpas um this
no was created by a proclamation of
Governor King back in
1982 the current jpa that we have in
force right now was adopted uh in
2021 uh and this msia Val M since our
Inception has been housed within the
city of Los cruus as part of its organic
internal structure in June of 2022 the
city Administration came to the no and
said that they believe that time was
what was right to affect um an administr
administrative
separation of the no from the city of
Los cruus since that time uh we have
been working diligently on that uh it
has been a very slow deliberate process
there are a lot of moving parts for a
transition of this nature and we have
been deliberately very careful about
making sure that we are trying to do
this correctly um this is I will admit
something of an unprecedented process um
there's not really a Playbook to follow
for this the most recent time in our
area that something like this happened
was when the El Paso M separated from
the city of El Paso in the mid90s um so
most of the people uh everyone in fact
uh who is a part of that has retired so
there's not really a Playbook to consult
but we have been working through this
over these past two years and working
with the city of Los cruus and in August
of this year the city Administration
notified us that they were satisfied
with the documentation uh that we had uh
put together and we're ready to move
this forward through the formal adoption
process uh and a key component of this
formal adoption is uh amendments to the
currently enforced
jpa now while I again I don't want to
minimize the scale of the adjustment or
transition that we are proposing to
under take here um most of the duties
responsibilities and structures of the
no and its relationships to our
surrounding uh organizations and member
organizations are not going to be
changed uh by this uh by this transition
and I'll get more into that uh hopefully
in a subsequent presentation uh in just
a little bit um but there are two uh key
changes uh that I wish to highlight in
this presentation one of them is
admittedly a bit semantic um but we are
proposing to change the name of the
policy Board of the msia valley no to
the governing board of the msia Val Val
n like I said that is semantic but we
have consistently still had some issues
over the years uh communicating
effectively to partner agencies as to
what is the Sovereign unit of the mo uh
and so changing the nomenclature to the
governing board in the SE valy NPO we
believe is going to communicate that uh
most emphatically the most significant
part though of the jpa amendment is that
this amendment proposes to reconstitute
the existing noo officer position which
exists within the city of Los cruus and
transition it into an executive director
position subordinate to the board and no
longer a part of the city chain of
command um however again I want to
emphasize that a lot of things are not
going to change as part of this
transition and the most critical aspect
of that is that the city of Los cruus
fully intends and the no the county and
the town uh wish for the city of Los
cruus to remain as the Fiscal Agent for
the m Valley no that relationship is
important because the no is funded uh
via Federal reimbursement grants um so
we never actually have our own money
what we have is spending Authority and
so we require an an agency next is item
7.3 resolution number 25- 062 a
resolution approving a memorandum of
agreement defining the roles and
responsibilities of the city of Los
crues and
M move to approve Corin are going to be
altered one bit by this process um we
are uh we have been informed by the city
of Los cruus that there are a number of
City policies that will be H that will
have to be adopted by the no in order to
affect the Fiscal Agent relationship we
will be working with City staff in the
immediate term to identify those
policies and to bring them before the
policy board for adoption I don't have a
timetable at this point I suspect it
probably will be after the start of the
new year but we are aware and it will be
a top priority once the state approves
the jpa to get those policies on
board um as I said that there are many
respects that nothing is going to change
as far as the operations for the mo and
our relationship with many departments
of the city those departments
specifically Finance HR it and Fleet
support they're not going to see any
change in the interactions with the
whatsoever um they're they're not going
to notice notice the thing the city is
going to continue to provide those as
part of this Mo MOA the city is also
going to continue to provide some
limited risk management support for the
mo those items are listed there on the
slide one of them uh another significant
uh change though from the way that we
have been operating in the past is that
the mpo uh will uh seek out and retain
its own separate legal council from the
city of Los Cruz is the city will no
longer be legal councel for the no that
has actually been the case since August
of last year uh the M went ahead and
designated um a separate firm to serve
as our legal council so they have been
uh assisting us with this process for
about a year and a half now lastly the M
will no longer uh be Ser or be under the
city of Los Cruses is insurance policies
uh we will be seeking out and acquiring
our own insurance packages we have part
of that already for our office space in
the downtown mall uh we do not at this
point though have in forc our
professional liability or our workers
comp insurance because it would not be
appropriate for us to have acquired
those until after we are officially
separated from the city of Los cruus I
do have quotes in place for those so I
am hoping that it is basically going to
be like flipping on a switch when we are
when we finally get the authorization
from the state I'll reach out to the
insurance agent pay the pay the annual
fee and will be insured relatively
immediately after uh the new
dispensation goes into place the city of
Los cruus will uh charge the no a Fiscal
Agent fee to compensate the city for the
services rendered the Fiscal Agent fee
will be calculated by the city on an
annual basis uh based on services
rendered in the prior
year this could potentially be subject
to Federal limitations if the Fiscal
Agent fee goes beyond the federal uh Dom
Minimus limitations I do not anticipate
that that is ever going to be the case
but I would be remiss if I did not
mention uh that possibility here today
uh the N governing board will need to
approve the payment of the Fiscal Agent
fee before that payment would go
out uh the mo MOA can be amended through
action of the N governing board in Los
crus city council this is an important
point because this is the reason why we
specifically separated these provisions
from the jpa because the jpa has to go
up to the state of New Mexico that makes
it an inherently more ponderous process
to get done um and the consensus between
City Administration and the mo was we
wanted to be able to be agile if there
are any changes that we need to that
need to be implemented we wanted to be
able to do those quickly um and then
lastly uh the federal mandate that came
down to us in 2020 but the feds do
require that there be uh a federally
defined conflict resolution process
that's included in the jpa and in the mo
MOA so that conflict resolution is
maintained in both documents and here
are the council options today to approve
or deny or to amend and I will stand now
for any
questions again thanks Andrew any

you for this presentation and I I sort
of just want to have a moment take a
moment to first thank uh um miss Ben Koo
in particular for really helping
throughout this process uh thank you so
much for for your support and then
Andrew for persisting in the face of a
lot of you know um logistical challenges
throughout and and still ongoing but but
we'll say most of them are are passed by
now but um it's really represents a lot
of work and so thank you for for doing
that and making this uh process happen I
I just really quickly want to sort of
highlight the mo I know that it's not
necessarily something we think about but
last week we had super interesting
presentations and so if you if you're if
this pequs your interest at all last
year um $70 million about went through
the mo to infrastructure product
projects in our community and so it
definitely is um notable in terms of
what what how the federal government
views uh money going into literally our
roads um primarily sidewalks roads
Trails uh um Etc and so I think that was
that was really interesting and then
also something if you're interested for
what the mo contributes the new safety
report which last week we heard a really
interesting and compelling presentation
about all of the traffic fatalities from
the year 2022 in in the mo District it
was very compelling um that data is all
included in the Mo's annual safety
report that's coming out I think right
now so just in terms of for everyone
here that if you're not necess
necessarily if this is the only time you
interface with the no it is Meaningful
to the community and I I just really
want to appreciate both the role the mo
plays in our city sort of the way that
we keep things moving on infrastructure
projects but also thank you to to Andrew
in particular for for leading this this
charge and making this happen I know it
hasn't been easy and so I just just
really want to extend that gratitude to
you in this moment

just wanted to give a shout out to

like for people who might have been a
little scared about lead so thank you

if needed um I just wanted to um quickly
share from our recent Community Schools
partnership board um the schools shared
out some of what they did with funding
that they received from the city of Los
cruus and I think it's a really cool
list because it shows how different the
seven schools are and that's part of the
power of community schools to be able to
tailor their programming to whatever the
uh kids and the families and the staff
need so this helped fund washer and
dryer installations a fall break reading
Camp sports teams and Equipment some
family events shade canopies a mural
project in one of the schools field trip
insurance and fees science experiment
supplies and a school TV news station um
resources and that one really hit home
for me because I am a former School TV
news anchor you're nodding because you
knew you you would have guessed that
about me Corin okay yeah so as always um
I think our community schools are bright
spots in the city and um just always
want to acknowledge and admire them when
I have the chance thank you so
much thank you in fact I can sort of
sense you saying like Becky Corin come
to the office after this I have a strong
vibe that that might have happened if we
were in school together yeah I'm sure um
thank you I uh that was fun to hear
thank you for sharing that um I want to
give a few I have a few public things
that are coming up but I do want to
tomorrow I think the the mayor and I are
both presenting at the NMSU Outreach
conference so I just want to sort of go
to the idea of us partnering very
heavily with NMSU as we move forward and
I really appreciate the the efforts that
have been made in fact there's this
isn't exactly partnering with NMSU but I
do think that they are engaged in the
upcoming public meeting on the widening
of University which is a a planned um
roadway development this evening uh or
wait yes I'm pretty sure yes this
evening from five at 5:30 at the Zan
Middle School cafeteria there will be a
public meeting on that project um the
this is about widening University from
aen to deia to South Maine so it's one
of those Transportation Pro projects
that we alluded to when we were talking
about the m so just wanted to give a
quick heads up that that's happening
tonight
um and then also again I appreciate City
administration's ongoing efforts to
maintain um our relationship with
Memorial Medical on Wednesday night at
5:30 there will be a public board
meeting um so folks can come in and hear
uh and exchange ideas with with MMC and
I don't think this has happened for
quite some time so I do want to express
my gratitude to everyone who's been
advocating for um changing relationships
and increased accountability and
transparency in that in that
relationship so thank you for that
effort and Friday or Wednesday at 5:30
if folks care to join um for that event
uh and I think that's all I have for

FLOTUS thank you mayor um I just want to
report on the uh City Art board um at
the meeting that was held uh last week
um they are now planning uh for the um
what is it the the planning for a lot of
things they're adding however uh one one
member uh new member chotty um wants to
introduce the Performing Arts at this
point the uh City Art board um is
getting ready for the chalk walk uh
public art month uh
2025 and the city owned property for
public art and
so there's a lot going on with that you
know those meetings are usually like
about two hours two and a half hours
long and
um Alma one of our members is Dr um
Adam what's his last name Amador Amador
thank you and
um and he's the uh principal at
almadar and they will be having an event
and the cab the uh City Art board was
invited
um anyway those are the highlights of
the committee and all the members are
very hardworking I want to thank them
publicly for that as well as the quality
of life Department Carol Bray attends
these meetings which is really
refreshing because uh past directors of
the uh quality of life uh didn't attend
so she's very engaged as is Rebecca SL
I want to thank them for their
participation and attending our meetings

one thing even though election day feels
like a million years ago from today I
wanted to take the opportunity to thank
uh the members of our community for
approving the GRT increase and really I
think a lot of folks were able to see
that this is an investment in the M
themselves and their families and in
their future and so I really just wanted
to uh take the opportunity to to thank
them and to let you all know that I'm
really excited to engage in a
community-driven process to to um better
understand what what projects our
community is are in need of right now
and um I think it's an incredibly
exciting opportunity
to to participate in some like
participatory budgeting processes and I
just wanted to say that and thank you
again for um the community for for
investing in yourselves in this
way thank you mayor protm I had that on
my list as well I just wanted to come
back and say thank you to our voters for
uh the increase in the GRT it is uh what
we classified as public safety and
critical infrastructure but it's also
opportunities for an investment and a
long-term Financial stability for our
community for our city and we thank
you uh a couple of things I wanted to
bring up is last week I attended the NLC
National League of cities they were
celebrating their hundred years of being
an organization and the city of Los
Cruses has been a member of the NLC for
50 years so I was honored and privileged
to receive uh this plaque for 50 years
of being a member of the NLC uh it was a
great place to network connect best
practices uh Irene P from Economic
Development was also in attendance and
next year it's in Salt Lake City Utah
and I encourage councel if you'd be
interested in going to the National
League of cities and other staff it
would it'd be a great opportunity and
it's close by and we we have a friend
there already yes yes so wanted to bring
that up and share the great news uh it's
something to be proud of for lusus and
being a member and it's not only that
it's a leadership of the past and
something to look forward to in the
future that we continue this um one
other thing I wanted to mention was uh
I'm a big sports fan so I just had to
share this with you all Aggie women
basketball since we are going to be
attending the NMSU Outreach I had the
the opportunity uh before I went to
Tampa to attend one of the women Aggie
basketball games and last year and and
part of this year an individual at the
WNBA in college Caitlyn Clark she took
NBA uh women's basketball I should say
WNBA to a whole another level and I have
to share this there is an Aggie
basketball player by the name of Molly
Kaiser that plays with New Mexico State
University and she is exciting to watch
the game I went to she put up 35 points
we we need to go in support and and see
her play and I wanted to say this
publicly because they don't get the
recognition they don't get the attention
the attendance is very low but let's see
what we can do to support them because
we do have a superstar in the making
there at NMSU so with that thank you and

councilors city manager and just have a
few updates for you uh did have GRT on
on my list but I appreciate uh those who
have brought it up already um it it's
something that we are as staff preparing
to come bring uh to you uh options on
how to um assess and and move forward
with projects that were highlighted to
the voters uh on that and and taking
your priorities and goals that you have
and putting them all together so um
working through budget Retreat on that
and looking at at the upcoming months in
in the new year we'll we'll have
something prepared and I'm I'll I'll use
our our meetings and public meetings to
see what we can do to involve the public
involve you all on a process that makes
sense thank
you uh in in addition to that wanted to
give a heads up
on on December 17th uh the budget
retreat has been set up where we are um
looking for vision goals and priorities
from city council um that will be held
at the Fulton Center that'll be uh in
the morning and early afternoon and
that's something that um we wanted to to
do budget Retreats we uh
uh do do our best to get staff and and
counsel outside of the norm and so to
get the creative juices flowing we take
them out outside of this room uh and so
that's why I'm announcing it here last
last year we went to the convention
center and so this year we plan on going
somewhere different the Fon Center uh
there and we may change the location for
our CIP as well so things to to look
forward to to get the creative juices
flowing but we look forward to hearing
from you all council at at uh the Razo
Dazzle that you'll bring uh to hear from
your goals and vision for this upcoming
year and we intentionally moved it to
December so that we can put put it
earlier for our budget process so that
our department heads and our deputies
can hear from you all what your goals
and Visions are and see what we can do
to implement it in our budget this year
so thank you on
that uh additionally we
have uh Memorial Medical Center uh
there's a board uh this position that
I'm in the city manager has a seat on
that board and they are bringing back
the public board meeting uh which uh
preco uh is what I'm told was the last
time they did a public uh meeting and so
it's been a few years but they are
holding it on
uh this Wednesday this Wednesday 5:30 to
6:30 it will be held on the first floor
on the Annex Building in the first conf
first floor conference room in the MMC
building so MMC board plans to update
the community and there will be Q&A so
anyone who's interested uh we ask that
you attend and especially counselors
mayor mayor PM any of you all uh would
like to be there uh you are more than
welcome welcome to be there it is for
everyone and I just spoke to Viola
through text um she is chiming in here I
wanted to give kudos to her to Brad our
City attorney uh Viola as our city
auditor for those uh chiming in at home
and then also want to give kudos to our
cdig Charles as well for uh your help in
getting the oversight committee and the
parameters and the structure updated so
thank you uh it's it's been a few months
but it's going to to be worth it uh for
the clarity that it brings so just
wanted to thank them and Viola um shares
just to give everyone an update that the
first
um because of your approval today the
first meeting should be sometime in
November or December is what she's
anticipating for the oversight committee
so just wanted to give you all heads up
on
that um lastly I'll
end on some parks and CD news Parks and
Recreation will offer a Thanksgiving
break through 3day camp for kids
kindergarten through 5ifth grade at Mite
Rec Center beginning November 25th Camp
hours will be from
7:30 A.M to 5:30 p.m. Monday through
Wednesday the fee is $20 per child due
at registration call 575 541 2610 if
interested and breakfast and lunch will
be provided um paid for by counselor

then yes but I appreciate that uh steak
and lobster is what I'm hearing mayor
are you providing steak and lobster are
we adding that no kids don't like
that the parents will be able to have

appreciate the reminder uh from

Lobster but it will be um it will be

those who attended the Veterans Day
Parade commemorating Veterans Day was a
highly successful event with Spectators
lining Maine and Water Street this year
the city had five grand Marshals who
were First Responders from various City
departments including fire police and
Fleet there were 67 Parade floats and
entries and thank you to Mayor Enriquez
and general Turner Commander White Sands
Missile Range who officiated the veteran
state
