e e e [Music] you're live good afternoon Welcome to our tid board meeting today is Monday January 27th 2025 it's approximately 1 p.m. I am mayor Eric Enriquez uh we will start with a moment of silence for our military uh personnel and for our Public Safety our fire and police who protect our city uh 2473 65 if you'll join us in the pledge pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible ofice so our first action item is item 2.1 approval of minutes from July 22nd 2024 move to approve Graham second Corin this is on the motion to approve approve the tid board minutes from July 22nd 2024 board member McClure yes board member matis yes board member Graham yes board member cran yes board member flutes abstain you can't obain well I don't know what we're voting on so I have to the minutes the minutes for the last tid board meeting I wasn't here so I can't approve or disapprove just I would vote no no thank you board member Ben comoo yes and um chair yes so now discussions items um we'll start with Chris favor good afternoon chair and board Chris favor Economic Development Community Development for the record so we'll go over quickly the tid Revenue I think the last time we actually had a meeting was in July so I've got the tid Revenue figures for the first half of uh the year the second half of 2024 um you know year to date compared to where we were uh 2024 we're actually about 1% higher in collections I think we're about 3.2 million collections through December of 2024 and at the same time in December 2023 we were at about 3.1 so we're trending same as year before if not a little bit higher and as you can see the tid revenues continue to increase um you know we've seen tremendous growth in in the tid since fy19 and that just continues to to you know Be steady uh the three different um funds related to tid 25 uh 20 2815 4270 and 4271 those are the total balances for each of those so Havey amount of money still in the tid for current projects and any potential projects down the road Road and that's the tid Financial presentation any questions anyone have questions on the financial update Council for oh thank you mayor uh thank you Chris um what um has there been any development on the um presentation that NMSU uh came with a few months ago you recall chair board member flus are you speaking specific to the proposed tid with Mexico State University correct um not at this time nothing okay great thank you thank you mayor okay so next item is current project updates okay so I picked a few uh projects uh that are using tid funds currently there staff from the various departments if you have follow-up questions beyond the information but specific to the branagan library Renovations we are using tid funds for the planning uh and design of that facility just a real quick timeline here on when the design phase one um looks like it'll be this you know this spring and then phase two will be later uh this year on into uh late 2026 so that program is moving along fine you can see uh phase one um design relates to Ada improvements um and expanding The Atrium Lobby to create a more welcoming entrance um and then phase two Renovations of the second floor and expanding the grand Kea and meeting room so branding and Cultural Center Renovations there was money set aside from the tid to work on some of the exterior um Renovations related to the vas and the porticos outside vas are nearly complete and it looks like they will have most of this project wrapped up by early March Main Street kitas is a project that's been we've been working on for a while and that would be to put shade in the little kaas that run along Main Street between the roundabout and Bowman um design is near complete um should be wrapping up in uh the end of February with construction to potentially begin sometime uh in the summer and that's about a $1.2 million project compost Street redesign survey is done design is about 60% um construction tentative to begin later in 2025 and that will be about a 14th month project when it starts and the idea is to you know new bike Lanes wider pedestrian sidewalks the idea of this project was to sort of bridge the gap between the mosquite neighborhood and downtown and use compo as sort of that Corridor to blend those two neighborhoods together right now it definitely feels like they're kind of divided and this is to sort of make that more of a a walking pedestrian bike friendly connection between downtown and the mosqu neighborhood uh we replaced all the stage lighting uh on on the Roberto Estrada Pavilion we just wrapped that up right before chili drop uh it's LED lighting that gives us a little bit more flexibility related to the colors and it's very similar to the lighting that we have out outside here at City Hall just a real quick update on where things are with the Amador Hotel they will be starting the East wall exterior um Renovations spring of 2025 uh hoping to finalize all exterior Renovations including the South and North facades by Spring of 2026 in case anyone has been asking and wondering what the status is the documentation has been submitted to include the uh Hotel on the National Historic registry and we are just now waiting for feedback on that so we we've submitted it and we're just waiting to see what there's any questions or additional information required and then lastly I just wanted to put on your radar that we are working to do an update which would basically be a phase three of the downtown master plan one was done in 2004 then in 2016 this version would be um projects Beyond those that have been completed sort of take downtown um through the life of the tid and come up with project suggestions for those remaining tid funds so we'll be moving that process forward this year um and hopefully having more information to share uh throughout this year and into next but just wanted to put that on the board's radar that we'll be looking to to bring that forward and and finalize that process as well and that's all I have for project updates any questions restaurant just curious about any you know um con and really May or to any conversations that we need to have um soon about the future of of that um development I think it'd be a shame to have it be empty for for too long sure chair board member Beno yes you know City manager's office is sort of looking at that process and and what those options are I know we're currently getting an appraisal of that just so we have that information and then just kind of go from there as to what next steps will be but yeah that's an ongoing conversation that I'm sure City manager's office and the mayor will be having with with the rest of council great thank you so much thank you mayor BR uh Chris just a reminder again on uh comple Street I think that was slide number nine it it extends from Pacho Spruce to Amador is it the complete or does it just go a certain portion of comple Mr chair that is correct uh it is that portion within Spruce all the way down to to Amador correct okay thanks see no other questions uh I do have a question for our clerk is there a member of the county that's supposed to be on the tid or is is there someone already uh I guess appointed or do we need to reach out to the county and do that um chair it would be great to reach out to the county we had someone on there and then they kind of did a not it it's you in an email chain and so we don't really know who's
