afternoon everyone welcome to the city
council meeting today is Monday March
17th 2025 it's approximately 1 pm I'm
mayor Eric Enriquez uh before we start I
want to mention that we have the
American Sign Language up in the front
As an interpreter available for us every
city council meeting uh we will start
with a moment of silence for the brave
men and women of the United States armed
forces as they protect our interest
around the globe as well as the
courageous men and women of the Los
crues police and the Los crues fire
department they that keep our city safe

pledge I pledge allegiance to the flag
of the United States of America and to
the Republic for which it stands one
nation under God indivisible with
liberty and justice for all
okay we'll start with some proclamations
and some presentations
okay we'll start with our proclamations
first we have three proclamations and
then three recognitions that we have uh
the first Proclamation is a proclamation
for natural gas utility workers day so
all the utility workers that are here if
you want to come down and join me come
down here
here that's half of council chambers
already yes
sir the other half is
fire so I'll read the proclamation
whereas in 2015 the American public Gas
Association dedicated does designated
March 18th as natural gas utility
workers day and whereas this date was
chosen to honor the memory of the New
London Texas school explosion on March
18th
1937 which led to the widespread
odorization of natural gas and
heightened focus on safety and whereas
safety remains a Cornerstone of Natural
Gas Distribution and the employees of
Natural Gas Utilities work tirelessly to
ensure the delivery of natural gas as
safe as possible and whereas the
attention professionalism and dedication
of our utility workers are vital to
maintaining the safety and reliability
of Natural Gas Distribution distribution
in Los Cruses and whereas the natural
gas utility workers day and throughout
the year the city of Los Cruses
acknowledges and appreciates the
essential service provided by our
Natural Gas and energy utility workers
to our community now therefore we the
mayor and City Council of Las Cruses New
Mexico do do hereby Proclaim March 18th
2025 as natural gas utility workers

the next one is Proclamation for social
work month uh any faculty and students
at NMSU uh School of Social Work anyone
here uh for the Social Work Program come
on up
you're in the social work program all
right okay good to see you we have
more so the proclamation whereas March
is National Social Work month compassion
and action as recognized by the National
Association of Social Workers nasw
and whereas for Generations a social
work profession has been at the
Forefront of improving human well-being
and meeting the basic human needs of all
people in this nation Guided by the
foundational principles of service
social justice dignity and worth of the
person importance of Human Relationships
integrity and competence and whereas the
city of Los Cruses recognizes the many
significant contributions social Social
Work professionals have made throughout
time and in various settings including
schools Health Care Facilities Behavior
Health Facilities child W welfare
agencies Community organizations
government agencies advocating for
critical policies and programs in
enhancing human well-being and meet the
needs of lost crusin and whereas the
contributions of social workers extend
to addressing critical issues affecting
communities such as poverty and
homelessness social inequality and
discrimination behavioral and mental
health and family and Community
well-being ensuring all individuals have
access to necessary resources and forms
of support throughout their lifespan and
whereas research continues to illustrate
the presence of social workers in public
and private spaces improves the quality
of life of our community now that
therefore we the mayor and City Council
of Las Cruses New Mexico do hereby
Proclaim March
2025 as Social Work month thank you all
for what you do
somebody want to say a few
words thank you Mr Mayor and Las crusa
city council my name is Mary Nino I am
the director of the School of Social
Work at New Mexico State University um
on behalf of our school our students
including Andre's here who actually is
an intern with city council and helped
draft the proclamation our faculty our
alumni and all the social workers
serving in Las CR I just want to express
my sincere gratitude for this
Proclamation and we look forward to
continuing our partnership with you and
with our communities here in Las crusis
and across the state thank

you hi good afternoon everyone um I'll
keep it a little bit short I had
prepared a really long speech and then I
realized oh maybe that's too too long so
I'll just shorten it down um but yes my
name is Andre Su I am an intern here
with the city of Los Cruses um but I was
born and raised here in Los Cruses and I
originally did not um know what social
work was when I was in Middle School but
I definitely saw the impact all the
individuals that I worked with that
eventually would change my life were
social workers and so this is just one
step in recognizing just how crucial
social workers are in our communities
and it also reinforces that we need to
continue to support them um
because often we understand that social
workers um at Times May deal with
stacked workloads uh limited resources
and so this is just one step in
prioritizing their well-being because
really when we invest in our social
workers we are investing in our
community so I thank uh city council I
thinkk mayor Enriquez um and I thank you
all for being here to show your support
so thank you

the next Proclamation is the Los crusa
Symphony presented to Scott
Lucas again I just want to say again
thank you to all the social workers out
there and also uh we've seen social
workers join our fire department as well
over the time and see the tremendous
impact that they have in our community
and furthermore I would be remissed if I
did not give a shout out to my wife who
was a social worker for 30 years so I
just have to get that out thank
you so the next one is the Los crusa
Symphony uh whereas the Los crusa
Symphony in Los Cruz's professional
Orchestra giving performances for over
65 years
and whereas the Los crusa Symphony has a
mission to present orchestral music of
its highest artistic quality and whereas
the Los crusis Symphony presents
concerts in a variety of settings and
formats to engage educate and enrich our
historically diverse and underserved
region and whereas the Los crusa
Symphony has commissioned a world
premiere composition from Christian cre
Scott y a composer conductor and
producer with Decades of experience in
film television video games recording
industry and arts Administration and
whereas Kristen Kos
Scott has created a work the wind is
causing the Stars to sway for the Los
crusa Symphony now therefore we the
mayor and City Council of Los Cruses New
Mexico do hereby commend Kristen calcott
for her for his musical contributions to
the Los Cruses Symphony in the city of L
cruus thank

you hello everyone my name is Scott
Lucas I'm on the board of the symphony
at and we're recognizing Christian KS
got uh today all of you in this room
have heard his music he is a co-composer
with John Williams in the Star Wars
movies and he has composed an original
piece to be played at our Earth and
space concert which is going to be held
March 29th and March 30th so in addition
to Christian Heather Pinkham is flying
from Amsterdam to play her piano solo
which incorporates sounds from space and
our own Jacob G dallager who is trumpet
one for us is debuting his new com
composition too so Saturday night at uh
7:30 Sunday at 3:00 lost Cru of symphony
at Atkinson Hall we would love to have
you this one is going to be really cool

this next one is a recognition is a
certificate is proudly presented uh to
one of our very own our Lieutenant of
the fire department Mark Aranda for his
certificate of excellence Mark if you
want to come up here
there's a lot to read about Mark Aranda
there's there's a lot to say about Mark
Aranda I said Mark is is one of ours
because he is a lieutenant with the Los
cruus fire department and so uh I'll
just kind of say a few things and maybe
go off script a little bit and share a
little bit I won't embarrass him tooo
bad now Mark arono played a total of two
seasons for the Aggies and considered
one of the most prolific hitters in the
history of the program after two years
at El Paso Community College where he
was the Western Junior College Athletic
Conference co-mvp his sophomore year
Aranda joined the Aggie Outfield his
debuted in the season with the agies
Aranda garnered second Team all Sun Belt
honors after ranking second on the team
and a batting average of 346 SL slug
pling percentage of 697 and was tied for
second in the club and 57 RBIs and led
the agies to a 3325 overall record in
2004 the Albuquerque native also
recorded 16 home runs to rank third on
the team while R ranking third in the
conference and 22nd nationally uh runs
per game of
31 so he went on on to further his stats
and and have huge accomplishments as a
baseball player there with the agies and
uh was just recently inducted into the
Aggie uh NMSU Hall of Fame and that's
why we're recognizing him here today
because of such an achievement an
accomplishment that that Mark has gained
through his field of of the sport of
baseball and his Athletics and his
hitting abilities I know Mark personally
as he joined the fire department but
Mark also serves this community not only
as a servant and responding to calls As
A Firefighter but also serve this
community as a hitting instructor as a
coach for teams and just giving back to
the community at all times I'm so proud
of this individual I'm proud of what he
has accomplished you know he was raised
in Albuquerque by his grandfather Ross
Aranda who was a deputy chief at the
Albuquerque Fire Department so Mark just
followed the traditions of his family of
playing ball and becoming a servant
being a firefighter and through all this
he has gained these
acknowledgments accomplishments
achievements and to be in the NMSU Hall
of Fame is a tremendous honor that I
wanted to share with everyone in the
city the Los Cruses fire department our
city council and everyone to know we
have a standout right here in this great
athlete and this great person in our
community uh lieutenant Mark

certificate of excellence this
certificate is proudly presented to Mark
Aranda in honor of his outstanding
performance and recognition of his high
standards of excellence this certificate
is issued in recognition of civic
interest and as an expression of

words uh first and foremost I want to
thank the mayor uh mayor Chief Eric he's
all three to me he's always been a
mentor to me I met him before I was even
a member of the Las cruus fire
department and um I just would like to
extend my gratitude to him he's always
been a mentor for me and I and I
thoroughly appreciate him taking the
time and and effort to to uh to mention
my accomplishments city council thank
you I know it's a busy day to take time
out to to honor my accomplishments uh
it's greatly appreciated so thank you
very much um as you can see this is
pretty special right not everyone
gets huge this many people of the Las
Cruz's fire department to to come and
support them so thank you everyone for
coming and uh it means a great deal to
me so thank
you got to thank my coaches okay I got a
couple coaches that really changed my
life uh changed the trajectory of of
where I was headed and where I went so
uh Bill
kho uh Ken hakami Rocky Ward Gary Ward
thank you I'll never uh would never
would have accomplished any anything I
did on the field without them um I'd
like to thank
New Mexico State obviously for changing
my life the city of Los crusis really
embracing me this community really
embraced me I'm from Albuquerque
originally but moved here stayed here
love it here um I'm proud to be a member
of this community my wife Rael my son
Jacob my daughter Avery they're not here
today they went to White Sands
so I guess they're having fun um thank
you and last but certainly not least uh
as as the the mayor mentioned my I was
raised by my grandfather he recently
passed and uh I just thank him for
everything for giving me the support and
giving me everything he had to help to
help me get to where I wanted to go and
keep me on that right path so thank
you Jennifer one second I'd like to call
up uh chief of staff from NMSU Justin
Biser you want to come up and join us in
the photo is there anybody else from
NMSU you want to come
on no it's just uh the partnership that
we have and and you know all his
accolades at NMSU we just wanted to
bring members of NMSU also to be here

next we have a recognition for
recognizing the msia Valley Balloon
Rally organizers for their dedication of
Reviving The long-standing Event in Los
Cruses after a 14-year Hiatus the event
came back full swing over the weekend on
January 17th through the 19th all of the
organizers volunteers and balloonists
put in countless hours of planning as
well as weathered extreme itions and
long hours over the holiday weekend to
ensure this event was a success save the
date for 2026 msia Valley Balloon Rally
to be held January 16th through 19th in
2026 extending to an ad of an additional
day thank

oh wow great thank you was there was
there was there to each one of them oh

gromberg Dale coward he was not able to
make it today Liz Vega there's
Liz and Sergio Salinas
I am very humbled by my
hometown uh I grew up here in Los Cruses
with hot air balloons I have some very
fond memories of my
mom banging down my door when I was a
kid uh I'd rather have been watching
cartoons but she wanted us in the car
right now to go chase after a hot air
balloon that was flying over our
neighborhood and that was my first
memory of hot air balloons I was maybe
what 11 at the time I think and know so
fast forward I end up moving to Colorado
for a few years where I met John
grunberg John grunberg is a pilot of 40
plus years he's flown up and down the
east coast and settled in Colorado where
he was actively involved with hot air
ballooning so we met and I'm like okay
you got to come with me to Los cruus
there's hot air balloons there so you
can
imagine my dismay that during my absence
the msia valy Balloon Rally was in a
high in their Hiatus uh we were looking
for somebody who could help us put it
on um through a series of coincidences
and uh opportune moments we met Liz Vega
through uh visit Los
Cruses and she was looking for somebody
who would be willing to organize it so
match was made in heaven right then and
there
uh through their encouragement through
their guidance um the msia Valley
Balloon Rally has been re resurrected
with the mission of
engaging encouraging and educating the
community in the oldest form of Aviation
hot air ballooning so as a gesture of
thanks to the city of Las cruus and to
the chamber and to visit Las cruus we
have this gift bag that we'd like to uh
present it is a um representation of
everything Los crues including wines and
other other goodies so thank you very

the next is a res uh recognition of
students for their contributions to get
to know your local
government do we have them here today
the students and Katrina and Scott if
you want to come join me
everybody's
nervous I'll let
you thanks so today we are proud to
recognize the students from Los cruus
public schools for their invaluable
contributions and active participation
in the get to know your local government
event this initiative was a
collaborative effort between the city of
Las Cruses City councelor Ivon Flores
who just joined Jo
us the community engagement team which
we have Katrina and Scott and
Ryan the League of Women Voters
represented by eileene Van we and the
Los Cruses public schools with
representative Josie Miller and Jamie
Patterson partnering to make this event
a success throughout the event these
students work directly with the city
departments to help address real issues
affecting our community Community the
Departments included housing and
Neighborhood Services addressing the
challenges of finding affordable housing
while attending college Parks and
Recreation Department improving
communication and youth about City
activities Los Cruses Police Department
exploring productive ways the police can
collaborate with the unhoused community
utility Solid Waste program strategizing
on proper receptical placement after
working with these departments the Stu
students presented their ideas to a
panel of Judges their efforts were
carefully evaluated and today we are
pleased to honor the winners to the get
to know your local government event the
winning group worked with the Parks and
Recreation Department focusing on the
challenge Recreation services and
activities are provided by the city to
residents of all ages and lost crues yet
many youth report that they have no
activity to engage in within the
community how would you work with our
leadership team to improve
Communications and Community programs
ensure the programs are interesting and
relevant to your our local Youth and
address the challenges of access
including getting youth to and from
events their initiative or innovative
ideas and thoughtful Solutions are a
testament to the potential of our Future
Leaders we are Inc incredibly proud of
their work and the impact they are
already making on our local government

FLOTUS City departments who work closely

you do this event originally began
before the pandemic but we had a pause
during the covid-19 uh a um after much
effort we are thrilled to have brought
it back in 20124 and now in 2025 we look
forward to continuing this valuable

One-Stop coordinator for the southwest
region of America's job centers New
Mexico for jobs of the week for this
week we have a sales manager for the
city of Los crusis that starts at 58,000
and the posting closes on the 7th um we
have a library assistant one for
circulation and media for the city that
one starts at 1557 an hour and the
posting closes at the end of the month
we have an HVAC technician one at Whit
Sands Missile Range starting at 29 um 35
an hour that one actually does does have
a sign on bonus as well so something to
check out and that one closes um in
may we have an administrative assistant
for Southwest Electric that one um
closes on the 11th of April a
developmental development technician
Community Development for donana County
starting at 16 7 an hour and the posting
closes on the 27th of this month so
pretty soon on that one we have a
residential door technician for DH Pace
company that posting closes on the 11th
of April as well just a reminder we have
the Community of Hope job Readiness um
event the monthly event that we hold out
at the community to Hope um that one
will be in a different location actually
we were previously in the library but
they're doing some Renovations they
kicked us out last month but we're able
to hold it this month month we're going
to be at the soup kitchen so anybody
that's interested please come join us
over there um it will be on the 19th of
this week Wednesday we also have an El
Paso veterans event coming up we have
our annual mock tell you rocket that is
where the Juniors and seniors of our Los
cruus Community come and practice their
interview skills if anyone is interested
in being an interviewer and helping out

dogs and cats are promoted for pet of
the week they're avail able all week at

greet with a foster animal please
contact our Center um ahead of time and
actually really good news for this week
both our cat of the week and dog of the
week are no longer at the center our cat
of the week was adopted to a family so
Johnny Bravo was quite the Tom Cat and
honey was actually returned to a rescue
that unfortunately had uh it had gotten
out along with another dog and somehow
made its way here um and down in El Paso
and so we were able to reunite um both
dogs with uh the rescue so we're excited
that honey uh was reunited but we did
want to highlight some of our long-term
residents um that have been at the
center for a minute um all residents
that are at the center for 3 months or
more are available at adoption for just
$25 Dora has now been at the center for
433 days so we would love to see um some
Community Support behind her to get her
out of the center um 286 days Luna 276
days and T Tony 269 days so we have some
great options even though they're
longterm they're also really great for
adoption so um and then this week we are
going to be uh at PetSmart on Friday
March 21st from 10: to 1 um we're
actually going to be at PetSmart every
Friday for the rest of the year uh so
we're excited about that and then we
have our big on-site event the luck of
the Paw uh so come out to our center
from 12:00 to 2 we'll have uh some great
games uh and just wonderful pets to meet
and adopt and if you're not ready for
adoption you can also uh consider
fostering as well so and then as always

Mr Mayor and
councel um I am Dr Earl Nissen and I
live in uh Las
curses I I think that only four of you
were on the
Das who are on the dasas today were
present when our citizens committee made
a proposal for a Citizens police review
board as I recall four of you voted for
the board and in final disc discussions
at that time left the door open for
future
discussions we now have the same
citizens and a few more coming forward
to breach the or to broach the reopening
of discussion of establishing a
citizen's police Board of some type in
view of things brought out in the recent
trial of an officer
also the oir audit may be professionally
done but
only reviews officers infractions from
hindsight and doesn't involve citizens
in the evaluative uh
process the public meetings that o had
recently were informative because we did
have the LCPD Internal Affairs officer
there to answer
questions what we need is a system for
hearing
complaints and the ability to discuss
policies that affect the
public since we are always Up Against
Time restrictions may we are requesting
that we be put on the next regul meeting
agenda for a discussion on
implementation of a police review board
I shall make uh this request in writing
to you also thank you

good afternoon my name is Michael Hayes
I live in Las cruus I want to talk about
fear not the fear created by the current
Administration in Washington but the
fear right here in Las cruus City
council's fear of the truth about and of
the Los Cruses police
department at the time of the 8 can't
wait movement shortly before shortly
after the police killing of George Floyd
then deput
police chief Dominguez testified before
Council among other things he said that
the police or the public did not trust
the police a remarkable statement but no
one on Council remarked no one on
Council asked the obvious question why
why not because no one on Council wanted
to know the answer everyone on Council
was afraid of the truth instead Council
hired a business dedicated to
whitewashing police departments oir
processes data selectively provided by
the LCPD according to narrow contractual
guidelines it then reports Bland
findings and conclusions and suggests a
few tweaks to improve the
department only those who fear the truth
and want to believe no will of the
department accepts oir reports others
are justifiably skeptical in the 5 years
during which oir has been earning its
fee by making council members feel good
about the department its officers have
crippled or killed about one harmless
civilian per year a higher rate than
before oir began his
auditing unprofessional police
misconduct from profanity and insults to
excessive force reflects the
Department's culture of corruption as a
result citizens are as Dominguez says
distrustful and as I am for
fearful understandably council members
and police chief story have opposed the
truth seeking organization under Council
offices it would explain the Public's
distrust and fear of the police it would
also explain council members fear of the
truth about the department and their
refusal even to try to reform the LCPD
because of their fear of the police the
cost of council's fear of the truth and
failure at police reform is
multi-million dollar
settlements Council resists even a plan
a a group of council SEL Ed officials
and citizens to receive and Report
citizen complaints about police
misconduct and to make
recommendations to
council citizens deserve a better plan B
a self- selected citizens only group
chartered to do the same things but
without limitations or hindrance by
council members City officials or the
police whatever Council decides May the
truth set the citizens free from their
distrust and fear of the police thank

of Louise he's a neighborhood young man
with a beautiful gorgeous dog he
qualifies to be president on the United

Bell good afternoon my name is Marcel
nicholet mayor city council I'm here
just to
compliment some of your workers I worked
for the city for 10 years and I know
that sometimes Compliments are very
scarce to come by but I want to
compliment Adrien Whitmore the director
of utilities and the staff the locator
Luis Calderon on a Friday the 28th of
February came out and located a water
line and was out there in 35 minutes
after I called after him the locator
came but I wasn't at home to get that
person's name after that the very next
Monday the waterline service team came
out very unusual to boom boom just like
that the lead was Armando Chavez haime
Romero was the operator
Steven fiser was a crewman and Alfredo
Montoya was a
crewman I mentioned their names and I
bring this up because having been a
supervisor as I said before compliments
don't always roll downhill like some
other things and I would like for the
council mayor maybe to get with some of
the directors of other departments make
sure that they compliment their workers
cuz they do a darn good job and I was
was so impressed with the utility guys
when they came out they explained
exactly what was going on there was a a
letter that came from the city about uh
lead and copper pipes they found a
copper pipe in my system they replaced
it when in 30 uh 3 hours and 35 minutes
dug a hole got it out replaced it and
now I've got beautiful pure water and I
can actually take a shower without
dancing around because of the water
pressure so I just wanted to say thank
you to the council thank you mayor and
thank you to the utilities guys thank
you very much for your

time mayor councel and those watching
online I'm Lyn moer in a democracy the
citizens we Riff Raff hold our
government officials accountable we are
now engaged in good citizenship
regarding the new lead and copper rule
digging up facts from authoritative
sources and bringing them to the
attention of those who have
responsibility to act upon them the
facts cannot be wiped Away by spin from
stappers and counselors who churn out
misleading statements were absurd
falsehoods to try to denigrate citizens
the websites still are not accessible
for Spanish only readers a website can
be designed so that the first screen
gives a choice of Lang languages to
translate into I urge you to redesign
the website so that they do this the
town hall on March 4th unfortunately did
not engender confidence in Las crusis
utility staff the staff asked a
knowledgeable consultant to give the
main presentation and provide meeting
materials he presented information that
matches precisely much of the
information we citizens have presented
none of the information we have
presented was contradicted in this
presentation for example there is indeed
a big chunk of funding available from
the federal government for work on lead
pipe replacement the fact is however as
this nice man said he Bears no
responsibility for the city's
implementation of the new rule I'm
familiar with how this works he provided
City staff with a shield of deniability
if the public tries to hold staff
accountable for anything he stated the
staff can say you didn't hear it from us
we didn't say we would do any of these
things he said it we didn't I've seen
other governmental bodies use this trick
to try to hide from accountability
moreover the fact that Los crusis
utilities couldn't do this presentation
itself says a great deal unfortunately
another deficiency Los cruus utilities
invited someone to speak as a regulator
who doesn't have any regulatory
Authority for the rule in New Mexico the
state whose representative acknowledged
this fact currently does not have
Primacy for enforcing the rule EPA which
does wasn't there so no one was present
with responsibility for overseeing what
lusus utilities does this there was no
one to consult regarding the ways in
which it appears the city is failing to
comply with the new rule an example is
the city's failure to verify properly
the technique it uses to identify what
pipes are made of as EPA says
verification goes beyond just checking
the meter box plus staff can't explain
why the City's online inventory has
major holes in it 44% of 225 addresses
from all parts of the city reviewed
indicate no service lines found nor
could staff explain why each of the
addresses which have service lines show
unknown for the customer owned part of
the line even though some of these
properties have been checked by City
staff who then informed the property
owner they were not LED since then
further research shows the inventory
hole is even larger
63% almost 2third of 600 addresses show
no service lines found in some these are
facts causing citizens concerns to
continue about Los cusis utilities
competence thank you for this

speak mayor City councilors I'm Liz
Rodriguez Johnson at the town hall
meeting on March 4 I asked a very
specific question about the initial
inventory of lead piping the the city
submitted to the EPA on October 16th
2024 I asked whether the city's initial
inventory included all the city owned
piping lasu's utilities director of
Regulatory Compliance answered yes his
answer was adamant later in the meeting
another citizen asked where the public
could find these city- owned pipes on
the online inventory which the rule
required all municipalities of 50,000 or
greater to make
available this citizen noted that she
had been unable to locate any City own
piping on the online Maps the deputy
director of Regulatory Compliance then
backtracked and said that information is
not available to the public in the
inventory or on a map as explanation he
argued semantics and said that City own
piping means something different to him
the location and materials of all the
city owned piping regardless of size
throughout the city seem to be the third
rail for City staff they refus to talk
about those subjects in any meaningful
way this is not the first time questions
about the extent and location of City
own piping which feeds water into all
privately owned piping has been dodged
by the staff and this should concern all
of us ausc by staff about city-owned
lead pipes or any sub subject is
unacceptable moreover it gives the
impression that the city is hiding
something about its City own piping the
utilities department needs to post a
comprehensive map online that allows any
citizen to locate where all the C Mains
transmission lines and any other sort of
piping are regardless of the size
the map should show when they are
installed and what they are made of of
course this map needs to be fully
accessible in Spanish and
English Property Owners with lead pipes
who are being required to replace their
piping at their own expense need to have
complete confidence that before they go
through that considerable expense that
the water flowing to them is not coming
through any kind of city-owned lead
pipes if there are gaps in the city
records and or gaps in the city
knowledge regarding all the city-owned
pipes Las Cruses utilities Personnel
need to acknowledge it and then openly
take immediate steps to fill those gaps

council um I have to agree with the
other uh folks you didn't start my clock
um there you go uh the water quality is
pretty bad and uh anybody who knows me
yeah we're waiting for your name Israel
Chavis thank you I'm sure you already
know it but thank you I for I to say Yes
um I want to reclaim that a couple
seconds um no we started late remember
firstly the water quality ises very
concerning and the list of things that
this city does does sufficiently much
less well seems to be shortening by the
day um I would love to see the city
Excel it just a couple of things the MRA
is late um I'm here to hear about that
report although I don't know that I'll
be able to stay that long um I uh
initially intended to come and promote
uh historic preservation especially in
the historic district I don't understand
why this city treats the historic
district like a burden rather than an
asset um we see msia the of msia a
younger Community than the old uh
District in our city thriving with
restaurants and meanwhile restaurants
and everything seems to be closing in
this city um at least in our core uh
there doesn't seem to be any sense of
urgency from the legislative branch um
which includes the mayor unfortunately
um I would advocate for making this a
strong mayor system because uh I don't
see any willingness by Council to hold
the executive branch accountable you're
all too close to the executive branch um
I found a 50-page study because you all
love to approve money for studies about
the historic district with a bunch of
suggestions that have done nothing this
is not a new study it's an old one and
so we pay for these studies repeatedly
they sit on a shelf and gather dust and
we don't do what we say we're going to
do when it comes to infrastructure when
it comes to policing when it comes to
water when it comes to the Adobe
buildings in our community they are a
finite and endangered species and this
city unlike any other City I've ever
seen in New Mexico having served as the
assistant County attorney in Santa Fe
having lived in Albuquerque and been
born and raised here this is the only
one that just loves to tear down
historic properties owns them holds on
to them an eyesore across the street
from my neighborhood and will not do
anything with it it's been four years
and we we brought it up to the mayor
there still seems to be no real concrete
plan other than they want to tear them
down they you're not going to build more
Adobe buildings the more that you tear
them down that's a finite number of
buildings they're not coming back so
please treat the historic properties in
this uh Community not as a burden but as
an asset we can really leverage these um
and please feel some alarm that
businesses are closing um and I also
just want to thank you for passing the
realized uh zoning update that is a good
thing and everybody who doesn't like it
can move back to Texas where where they
came from thank

to our president Donald
Trump our president wishes to delete the
these words from the American uh
vocabulary I object to that and I hope
you do
too diversity equality inclusion have
been the watchword of these United
States of America since our founding and
should always remain so the American
Story begins with the words all men are
created equal how can a nation deny the
very words that gave it life and remain
faithful to its founding Heritage it is
impossible to imagine our story
beginning any other
way can any deny that America was
intended to be a nation that valued
equality diversity our Founders had a
phrase for that Urus Unum it's just
fancy Latin for
diversity the phrase is not just a
recognition of our differences but a
celebration of them you cannot reject
the value of
diversity without rejecting The Motto
plas
Unum if you reject that then You' have
rejected that the American people are
defined by our common
ideas rather than by
genetics you cannot harm American blood
because there is no American blood there
is only mixed blood and there is no more
mixed blood in the world than American
blood give me your huddled masses
yearning to breathe
free America is a great nation because
refugees from all over the world all
over the world's dysfunctional countries
and societies have found a home here we
are for the most part the children of
the huddled masses who yearned to
breathe
free America is the very definition of
inclusion diversity equality and
inclusion cannot be eliminated from the
American V cabulary without eliminating
the American
mentality they are the three words that
best Define the American
dream if you remain faithful to them you
will remain faithful to America and our

from ages Z to five and their families
um connecting them to
resources um offering parenting
Solutions uh connecting them to the
things that they may need um to build
and become resilient families um which
can only benefit our community here in
Los cusis um

and declare affordable housing excuse me

through City Halls and social media yet
when confronted with a desperate
shortage of doctors and nurses in New
Mexico those who tend to are sick
Comfort our dying and bring new life
into this world our imp passion please
fall
silent the contrast speaks volumes about
our selective empathy about the Shadows
we choose to acknowledge and those we
leave unexplored perhaps the greatest
tragedy lies not in these shortages
themselves but in our inconsistent will
to address them follow the money follow
the money night March Albuquerque
Journal headlines and I quote a
malpractice bill has yet to be heard in
Senate committee all of the democratic
committee members had campaign donors
connected to the issue and I continue
five Democrats on the committee where a
medical malpractice bill is waiting to
be heard received some of their largest
campaign contributions from the New
Mexico Trial Lawyers Association and I
continue in 2022 New Mexico had the
highest medical malpractice insurance
loss ratio in the country according to a
recent think New Mexico report meaning
that insurers paid out
183% of the premiums they took in New
Mexico was one of the seven states where
insurers lost money making it more
expensive for them to function in the
market then you Mexico Trial Lawyers
Association pack spent
$556,000 in the 2024 election cycle
according to the New Mexico Secretary of
State database its largest donations
were 52,000 to the Brian eolf speaker
fund a pack that works go the democ
Democratic majority in the state in my
opinion the bill failed because the
progressives were against it favors can
be quote bought in the New Mexico
legislature regardless of the suffering
in the community but our political don't
care on a different note regarding one
of our counselors who is not here today
who enjoys speaking of Miss and
disinformation at the last meeting
perhaps she was trying her hand at humor
or maybe practicing thisinformation or
virtual signaling but there is no quote
Trump musk Administration it's the Trump
Vance
Administration and finally I'd like to
thank
LCPD for their efforts in keeping our
community safe thank you

Enriquez and to our city council I want
to say thank you for your service and
for your work and your willingness to
listen I believe I've had discussions
with all of you and I appreciate your
compassion for your job your empathy um
I mentioned a couple of years ago that
we were going to have to have some
difficult
conversations and now it's several years
later and several millions of dollars in
litigation has changed hands um I went
to the police transparency page it was
um very well done there was a lot of
data on that page um but what was
missing from that page is what happens
when there are repeat uh complaints of
excessive use of force I haven't seen
that I would like to know what happens
with that I also would like to request
respectfully that you consider
reconsider looking at our proposal which
we made a couple of years ago we
submitted a resolution it took a minute
to get it on the agenda but we did get
it on the agenda and we did have a
working session I would like to pick
that information back up and start the
dialogue again because the circumstances
has have changed have gotten worse in my
opinion and the players have changed as
well so many of you are new uh we're not
there a few years ago when this happened
so I hope that we can look at it with a
clear set of eyes with brand new lenses
and uh look at it from the perspective
of being something that's going to be
good for the community I've mentioned it
me many times that we are looking to be
the NAACP is looking to be part of the
solution we do not want to be part of
the problem but we also cannot ignore
the fact that there is a problem so I
would like to ask if it is possible to
discuss with you uh getting the citizens
review back on the agenda so that we can
have some meaningful discussions and so
that we can come to a solution it won't
please everybody it's impossible to
please everybody but I believe we can do
some things with just a few adjustments
we can make make a change some changes
that will be beneficial to this city I
don't like the fact that the city of Las
Cruses has a reputation National
reputation that is negative we want to
put ourselves in a positive life I want
to be part of that positive light and I
know you do too so I hope we can work
together to come up with some smart
solutions that won't um detract from
what we're already doing thank you so

didn't really expect to say
anything uh today I my name is Elanor
Quinn thank you Los crues New
Mexico
uh I have recently been attending the
police trials and to my dismay uh I
find the behavior of the police
department to be
appalling I love police I
love Justice I love peace I love
Humanity
and I
am a
former High School teacher Detroit
Michigan we
had
review uh No Child Left Behind came
through uh President George Bush a lot
of teachers were absolutely against it
and those were the teachers that wanted
to hide performance those were the
teachers that came to school late they
were absent a lot and they did not want
to
work and I am here to
suggest that to make a better
Department you need citizen
involvement our
image for Los Cruses the
nation is a murder City and I I believe
that with review of additional review
additional change in policy additional
change in
the the group that conducts the the
investigation for the police only needs
to be
modified I know that after No Child Left
Behind came through in
Detroit for me I was absolutely for it
because I worked very hard every day I
had nothing to hide I was a high
performing teacher and I actually looked
forward to the
review so I am suggesting that there be
citizen involvement now to change this
in the
future to bring up that which we need to
sustain the city and its Police
Department to include us
to change the darkness into light thank

you good afternoon mayor city council my
name is Beth Bardwell and um I'm
actually here to thank you for two
things today one um I have been
recreating at the East Mesa
Recreation um complex and I just want to
tell you what a fabulous place that is
um and I really appreciate the city
investing the money in in constructing
that complex um and every time I go
there there's a lot of people there and
they're having a great time and so it's
just one way that I believe city council
has invested in this city in the
well-being of its residents and I really
appreciate that um the second thing I
want to thank you for um is passing
realized Los cruus um the long awaited
changes to the Old Land Development and
Zoning code um when city council
approved realiz in February many people
came and took off time from school and
work and their volunteer activities to
encourage you to move forward and you
did um why um because many of those
people who spoke in support young and
old saw that increased flexibility and
freedom to do more on their private
property would increase prosperity and
freedom in this city would bring down
housing prices and make it easier for
developers and homebuilders to to
develop missing middle and entry level
housing like
Casitas I have a friend who uh does line
dancing and she went to this public line
dancing um class and a participant was
asking other dancers to sign a petition
to repeal Los realized Los cruus she was
not carrying that person was not
carrying a copy of the code that like
they're required to
she stated that city council passed the
changes without Community input nothing
could be further from the truth realized
Los Cruses gathered public input over
three
years um she stated the changes will
increase housing prices and I just want
to bring attention uh to the public and
and Council that the Pew charitable
trust a very well recognized uh
nonprofit organization
Nationwide recently published a report
that Casas generally rent for less than
studio apartments making them affordable
for lower income residents they increase
housing Supply and increase home values
by adding a rental housing unit to an
existing lot that can later serve a
family's aging parents or young adults I
hope residents who are asked to sign a
petition to repeal realize decline thank
you so much

much good afternoon I'm Peter Goodman um
want to thank Bobby and Earl and the
others who' have spoken about this for
um and I want to thank you for all that
you do and for listening to us and
putting up with all the cre citizens
including myself for many reasons this
city should have a Citizens uh police
oversight board um whether you call it
oversight or or something else
um three minutes limits what we can say
about the merits but we have already
presented that to you I'll just say for
now obviously uh actions by Las cruus
police officers have killed people have
resulted in huge humongous damage uh
Awards or
settlements um and and have even
involved criminal uh convictions whether
those stand or not and I say this
without judging any officer uh I don't
have the expertise and without
forgetting for a moment uh Jonah
Hernandez the officer who was
senselessly senselessly and tragically
uh killed um
last
year um a Citizens board could have
helped prevent some of this uh as well
as helping to re instill trust between
the community uh and the police
department uh such boards have worked
elsewhere where they haven't worked
that's for Clear reasons in many cases
that we can learn from and avoid um in
2023 as has been mentioned uh we
presented to you at some length a
specific ordinance and Arguments for it
at the end of which uh at least four of
the councilors said yes we we should
discuss this further uh staff and
citizens should discuss it refine it and
bring it back to us and uh through a
trick of the prior mayor uh no
discussions no further discussions ever
happened since then uh the need has only
grown we are still here uh to discuss
this with you uh the problem is still
here it's
magnified uh so I would urge you uh
whether it's by signifying your
agreement uh during public or during
councel comment later or by having this
put on uh the agenda for your next
meeting uh for formal vote I would urge
you to restart those discussions uh to
authorize the City attorney the police
chief and whomever else from the city to
talk with citizens who are interested in
talking about this and bring back to you
folks uh the best and greatest proposal
that we can uh so thank you for your

360 alpra Avenue in Los Cruses the water
at my house is
undrinkable so I'm going to say that
right up front I'm glad the city is
moving forward to look at ways in which
they can identify sources of that kind
of undrinkable
water I want to say I also
support your work
towards this police oversight committee
I think it's a good thing and I really
appreciate as a retired member of an
administrative program at the state
level how much work you all do so I want
to say thank you to codes
enforcement um I've had good reason to
call them they're always
timely I also want to say that I think
we're underst staffed in the law
enforcement area and I think you all
know that um I person personally support
additional law enforcement funding for
Traffic Control there's an old Theory
Broken Window Theory if you leave a
window broken in a neighborhood soon
there will be a second and this is
simplifying that theory and soon the
neighborhood will go down I see that in
the traffic uh
uh conditions in our town all the time
and I know our officers can't ticket
those people for running red lights I
don't know how many times I've almost
been hit so I'll say that the third
thing I want to say is that I really too
as a fourth generation native of lost
cruus you know support whatever you can
do to take the condemned houses or the
houses that have been abandoned in our
historic district and look for
alternative uses for them sell them for
goodness sakes to people who want to buy
project homes find a way to get them
Property Owners to pick them up and and
and revise them you know uh to revive
them I think it's wonderful to be able
to come here I value this so much and I
want to thank you again

Alcoholic Beverage Control uh division
of the state on January 22nd of this
year uh staff to request an extension uh
to uh to have this public hearing uh on
this date uh majority of reviewing staff
saw no issues with the proposed
application Community Development did
see though that there is a religious
institution within the 300 foot uh
buffer if you will from this proposed
lior license uh but Council does has the
authority to wave that distance
requirement subject property shown here
this is it right here where Chachi is
proposed to be located at Main Street
Church just to give you an idea where
this is
at so your options are uh one to vote
Yes and approve the proposed Li El or
two know and deny uh Alcoholic Beverage
Control will be notified of the vote and
will continue the application process uh
that is the and of my presentation I
stand for

the 300 uh feet limit uh Council Flores
uh mayor yes we have uh just recently we
had one that was done on salano which
literally there was religious
institution directly next door to that
um but public notice was sent out just
like with this in this instance public
notice was mailed out to the surrounding
Property Owners including the uh
religious institution staff received no
input on that oh there was no input
whatsoever so
um but did you have like a sign you know
a receipt uh notice type of thing to
assure that the notice was received by
the institution and the the neighboring
uh
whatever I mean do you have any proof
that they actually received it Council
floter uh mayor unfortunately we don't
really have any way to track that unless
we send out certified but by code all
that's required is just regular mail
ma'am so everything does get sent out
through regular mail uh so but staff did
not receive anybody uh uh any comment uh
emails or or phone calls for for the
proposed leer license do you know if the
city has ever uh gone through this
process just as you um just
testified and uh later had uh some
complaints about not knowing that it was
going to go up or that that there would
be a sale liquor sales counc flut mayor
as Community Development took over this
process going about three years now uh
and staff from what I'm aware of we have
had no complaints in the past ma okay so
the mail just a regular mail has uh
given enough notice I'm not sure about
that but if you haven't received any
complaints after the approval then we
should probably go by that thank you

submission of Grant applications to the
New Mexico Department of
Transportation move to approve second by

good afternoon mayor city council staff
and public my name is Crystal Silva with
the grants Administration program and
today I am bringing forth the resolution
to approve the submission of an
application to the New Mexico Department
of Transportation Municipal arterial
program for the public works
department the New Mexico Department of
Transportation is soliciting
applications for the municipal arterial
program or map the purpose of the map
program is to assist municipalities in
project development the intersections of
East lman Avenue and South South walnet
Street have been identified to undergo
improvements which will increase
efficiency by building and maintaining a
coordinated transportation
system the city has estimated
construction for the project to be 933
th000 with
$533,000 having been funded with the map
Grant that was received last year this
year the city is requesting $300,000 or
75% from the New Mexico Department of
Transportation with the city contribut
the required match of 100,000 or the
25% that that brings for an application
total of
400,000 these improvements are a
continuation of City initiatives to
increase safety and improve efficiency
and travel times along the East lman
Avenue Corridor the lman corridor
previously Highway 342 connecting
Interstate 25 to Valley Drive and to the
I 10 aess at molel Boulevard carries
over 20,000 Vehicles daily these
improvements to the signal operations
are expected to reduce crashes and
decrease weight times along this busy
Corridor here's an additional map
showing a closeup of the lman and walnut
intersection and these are your Council
options and I stand for
questions thank you Crystal uh Council
thank you thank you I don't have a
question per se but I just want to of
follow um I think this is we don't often
necessarily talk about how things happen
um and how money moves through places
like nmdot or the federal government
coming to the city of Las crusis and
what the process for that is and I think
that this is a great opportunity to talk
about this this program the map program
um each jurist is is sort of orbited or
it will be voted on by the msia valley
Metropolitan planning organization so I
think right after this well that's where
it goes so which has three
representatives from the city on it um
typically there are numerous government
agencies we serve with the county and
the and the city and the town of msia on
the mo um but but the folks that
different folks May submit to the map
Grant at any time and then the
Metropolitan planning organization which
is really the go branch of bureaucracy I
guess I would say that legitimizes
spending on things like roads from the
federal government and from the State
Department of Transportation um and if
you didn't know that that exists and
makes decisions in our world related to
things like what projects get money I
think I just wanted to point it out here
in this conversation um the mo will be
considering it I think at their next
meeting and it's It's just sometimes
things seem really opaque I think to
people when they're like wait why is the
why are we talking about applying for a
grant and it's in part because we'll be
competing against those other
jurisdictions in that conversation and
the city of Las cruus has fortunately
fared really well well in in that and
also sometimes collaborates with those
with those organizations too with the
other municipalities but I just want to
give shed a little light on this process
which is how does transportation money
get to our literal streets um often it's
through a a body like the Metropolitan
planning organization not always but
sometimes and and some of us serve on
that and I just wanted to sort of point
it out there's never any there is often
zero public comment at the Metropolitan
planning organization meetings and so I
say that um if you want to increase your
engagement or if you care about these
types of things that might be a place to
consider sharing as well so just I just
wanted to take a minute to talk about
the map program and what it means in in
this thing and um I will be happy to
advocate for this really important
project when we go to that conversation

city council my name is Cynthia Lao CIP
manager with planning and implementation
and today I have a few CIP
amendments the first amendment I have is
for Los crues airport for the striping
market and maintenance program this is
an annual program and we are increasing
157,000 as recently city council
approved a grant at the last council
meeting second project is Gateway entry
signs we're adding funding of 250,000 as
this is a newly funded pro project for
the economic development program or
Department I should say is Mesa Public
recreational complex after project
expenditures and after progress we are
adjusting their budget to reflect what
the project has available to continue
the project so the project moved forward
and their expenses and we're just
reflecting what they currently have
available Fire Station 2 Bay a remodel
we're adding $220,000 to complete the
project and fire station six repairs
which is related to the roof we're
adding
$445,000 again to complete this
project the second set of amendments
starts with a public safety recre
Regional radio communication system and
as the project has moved forward there
are expenditures and we are reflecting
their current available balance which is
84,000 the drainage infrastructure
improvements has also had project
expenditures so their balance remaining
is
2.9 the municipal service center at for
the transit they're getting to
320,000 to purchase an install Chargers
are the new Transit uh
facility and lastly we have complete
Street projects which we are reflecting
their current available fundance balance
after project
expenditures next I would like to
highlight another CIP Amendment this is
for the last crus Airport runway blast
pass and here they're merging two
projects into one but I would like to
pass this to uh Andy Hume our aort
administrator to share a little bit more
details on this
project good afternoon uh Mr Mayor and
counselors my name is Andy hum and I
have the privilege of serving as
director for Los chrisis International
Airport uh before you here is a CIP
Amendment for a project called the blast
pads uh project um the blast pads just
hopefully this will Point here uh the
blast pads are these pieces of pavement
here at the end of the runways and what
the blast pads do is particularly with
large aircraft with large Jets is it
keeps the dust from blowing uh when the
when the aircraft um Power Up um for
Runway
826 uh the actually the latest FAA
design guidelines say that uh since we
don't use that runway for the larger
Jets we don't need to have the blast
pads so we're actually going to remove
the blast pads from that Runway and
revegetate that area for Runway 1230 we
do use that for the larger aircraft so
uh for example the NMSU football team uh
when they come in from uh playing they
the 737s or the uh a320s the larger Jets
do come in on that Runway so we're going
to uh rehab that Runway we're going to
do a crack seal and surface seal and
we're going to conduct some maintenance
on that Runway the two uh the two pots
of money uh we have some coming from the
FAA and some coming from New Mexico DOT
and of course there's going to be a
match uh for those funds from the city
so uh just a little brief uh recap on
that project and if you have any
questions I'll be more than happy to
address them thank

record the second project we would like
to highlight today is for fire station 5
which is related to a generator and
we're adding funds to uh complete the
project and at this instance I would
like to uh invite BC uh soie to give us
a quick recap on this project
uh good afternoon mayor council so this
is for a or battalion chief Susi um this
is for a replacement of the generator at
station 5 this is the backup generator
um the current backup generator as you
can see in the pictures is pretty old um
it's not working anymore um and on top
of that when that generator was
functioning it wasn't able to back up
the entire station so the way this is
set up is only Powers a few outlets in
the station in the event of an outage
the new generator we're looking for is
going to be a larger diesel powered
generator or we're going to switch out
the transfer switch and the panel in the
station and it's going to power the
entire station in case of an outage um
the old Generator was natural gas this's
going to be uh diesel powered the
natural gas line was too small to power
generator sufficient enough to power the
whole
station any

your options for the CIP amendments
presented I I don't have questions once
again of course comments because that's
what everyone loves from politicians um
I just want to thank Andy Hume for
letting me say that today at city
council we talked about blast pads and I
also hope that there is an update for
tetanus vaccines for whoever is working
on that horrifying generator please that
seems like an environmental hazard I'm
I'm I'm horrified so make sure everyone
has their has their tetnus or or is
ready to go get them um that's it I
don't actually have any questions thank

certain findings and determinations
pursuant to the Metropolitan
Redevelopment
code move to approve Graham second

good afternoon mayor counselors and
administration my name is Selena Morales
I'm the interim deputy director for
economic development and this is Blair
flotes she's our Economic Development
coordinator and leading the charge for
our Metropolitan Redevelopment areas um
so today I'll be recommending four new
areas for Metropolitan Redevelopment
designation here are some of the
benefits of an MRA designation it allows
for the contribution of public resources
to private Redevelopment projects
without violating the state's anti-d
donation Clause IT addresses conditions
that may endanger life or property
enhancing public health safety and
Welfare and it demonstrates the
commitment of the city of Los cruus to
invest Within These proposed
masas this is the process so the first
step is the MRA assessment which is the
evaluation of boundaries the
determination of need and the completion
of the MRA designation report
we're currently on two or it is a square
outlined and this is the MRA designation
where we provided public notice to this
Council hearing and hopefully we'll end
with an adoption of resolution next we
have the MRA plan and plan
implementation so the MRA uh designation
report was conducted by our Consultants
from groundwork Studios from October
2022 to January
2023 through a process of research data
analysis field investigations and public
Outreach these areas were selected as
initial priorities for MRA designations
recommendations are based on an
assessment of physical and socioeconomic
conditions across several Focus areas
within the city's infield district and
this analysis considers factors such as
areas of highest need Redevelopment
potential and the city's capacity for
implementation with that the city and
the Consultants conducted various public
Outreach events to notify businesses and
residents about the goals of the MRA
designation there is two hybrid webinars
conducted on January 5th 2023 the
initial findings were recommended and
recommendations were presented to city
council work session on January 23rd and
there is two public open houses held on
the evening of January 23rd and January
24th of
2023 the city's infield development
overlay District was used as a general
study uh for the assessment of the MRA
conditions adjacent areas that exhibited
key designation criterias were also
considered preliminary analysis reveal
that the majority of the study area does
meet the criteria for MRA
designation to effective to effectively
Target Redevelopment initiatives smaller
sub areas within the Ido need to be
designated a thorough analysis of
planning documentations zoning and land
use and socio and economic data helped
pinpoint these sub areas for further
evaluation this process focus on
neighborhood planning areas with set
boundaries and adopt plans and from this
assessment key Focus areas emerged
meeting the high levels of the
designation
criteria MRA designation is based on the
findings of blighted areas and
conditions as defined by the
Metropolitan Redevelopment code the
criteria set by the code includes
deteriorated or deteriorating structures
defective or inadequate Street layout
unsanitary or unsafe conditions and low
levels of commercial or industrial
activity or Redevelopment
the Consultants utilize standards
socioeconomic and physical indicators
used by cities and researches to access
the presence of and Community impacts of
blight conditions the areas assessed
included physical conditions such as
vacant Parcels deteriorating buildings
poor Street or sidewalk conditions and
unmaintained
Landscaping social and economic
indicators such as income levels
employment rate education housing
stability and crime rate play a major
role in shaping the well-being and
opportunities available within the
community these factors determine
economic Mobility business success
public service and overall quality of
life the next floor slides will be the
new proposed designations along with
some information that was pulled from
the designation report first we have the
Amador proximo and South area here's
some information that was pulled from
the designation report I'll just read a
couple of the bullets so in this area we
have 15 vacant Parcels 7 4% of housing
was built prior to
1980 medium household income rate is
25,000 per
year the second we have the opad DOA and
liftup area there's 40 vacant Parcels in
this 69% of housing was built prior to
1990 30% of residents earn below 25,000
per
year next we have the east of Solano
neighborhood area 88% of housing was
built prior to 1990 it has deteriorating
streets sidewalk gaps and is lacking Ada
compatible infrastructure medium
household income rate is 299 per
year and lastly we have the mosquite
area which currently has about 115
vacant Parcels narrow sidewalks lacking
Ada compatible infrastructure and 115
already said that 83% of housing was
built prior to
1990 so in Su are of these proposed MRA
designations provide a framework for
addressing blighted conditions and
encouraging strategic Redevelopment with
these designations we can access tools
and resources to support Redevelopment
efforts and enhance economic
opportunities in these
areas so that concludes the presentation
here are your Council options and I
stand for

presentation um I have learned to love
Mr in my time on Council um one
clarification I'd like um if we move
ahead with these additional MRA
designations will that take away from
the efforts that we would put forth
toward our current MRA designations of
Elo South Solano and West

won't we're looking for since each area
has specific needs we're not trying to
you know whatever the thing is Rob from
here to place here we have to come up
with creative um ideas to be be able to
put money into that um part of that is
working with grants we're currently
working with them um in continuing
collaboration with our public private
Partners so no we don't want to take
from one area just to help another that
is part of also the reason why we're
doing one plan a year to kind of stagger
that okay great so this is just good
Forward Thinking and getting boxes
checked so we are ready to move ahead

this to be more expansive um and also to
the folks who are continue to work on

some context the City of Albuquerque has
22 Metropolitan Redevelopment areas so
um this will come to six or seven I'm
not sure if downtown still counts as
part of sort of an M but um but I think
that seems like we have a little bit of
time to catch up sort of in terms of
prioritizing these areas and really
making sure that we're leveraging every
tool at our disposal to to do it so just
for some context this will bring us up
to what I I think of as you know like
we're a third of Albuquerque it makes
sense that we would have about the same
proportional of of mras so thank you all
for the for the work you've done and and

board reports and comments Council
mcer just a quick one for me this is a
shout out to
ascmv which I always mess up so I say
the animal shelter um back last year in
July um after a work session that I only
kind of paid attention to because I knew
I was going to have to put my dog down
that day um one of the hardest things
you can do as a pet owner and sort of
the grief that you have is you know
tempered by the love that you got right
so today is a happy day because I get to
go pick up a puppy and I say this
partially so that I don't get stared at
every time there's an animal the week um
but I am really glad that the shelter
has done such a good job but we went
five separate times they worked with us
every time to see if it was a good fit
we were part of the sleepover program
there is a lot of innovative things
happening and I think people here on the
dice also recognize that it's a huge
responsibility to take care to be a
guardian for a pet and to have them join
your family so I just wanted to share
that and thank the staff there for for
being a part and also for those who
celebrate happy St Patrick's Day I was
so happy to see a lot of green here so
thank
you Council mes thank you mayor council
this is a serious discussion I usually
don't like to hear myself talk but I
have a lot to say um I've been getting
dozens of
emails and the emails are about the um
petition on Realize New Mexico these are
people that want to see it maybe go to
referendum they're not happy with the
with the current realized New
Mexico and um I think we need to respect
them because it's been near 2,000
signatures on the petitions I I don't
know about the one illegal incident uh I
don't I didn't hear about that but these
are people that have come to my
neighborhood and with 2,000 votes I
think it's considerably important to
respect and I I say that because many of
us are up here with less than 2,000
votes I only got 1,200 votes some of us
got even less than a, votes so this is
2,000 voters residents of the city of
Las cruus that have a feeling about this
particular ordinance that was passed um
and I realize that it's been worked on
for many years three four years and and
knowing that
$700,000 well
$677,000 voters that we respect their
decision and my point being is
that they say they were cheated not
cheated but they say they were not given
uh an additional week and so with that
said and and I'm I'm assured that our
legal department is totally doing things
by Statute by legal provision they went
through the the charter and that week
was denied by the legal office uh Mr
Douglas is not here to answer my uh my
question but uh maybe I could get an
idea if that was totally legal why they
were
not given the full full full weeks and
so if you could give evidence of that
through statute or through provision why
it was done then they would be happy and
and I would be satisfied thank

congratulations to the newest member of
the McClure G household um and perfect
timing um I feel like it's my so this is
my fourth year on the Das and I'm
finally starting to catch up with myself
with things that were starting when I
started and here we are years later um
so very happy um to see the animal uh
welfare ordinance coming forward and
many thanks to folks sitting in the
audience who I know you had to be here
in case one of us had a question um but
appreciate you and your work community
members who have been right there
alongside so looking forward um to
hearing that and um the second thing
that I wanted to share and some of you
have already heard this story um but I
was reminded of it again because I read
a really great thought piece this
morning I'm going to paraphrase the
title everyone wants a villager but no
one wants everyone wants a village but
no one wants to be a villager close
enough um authored by my brilliant
colleague councelor McClure you can find
her writing on her social media
platforms and it was talking about how
being a member of a strong Community
sometimes means some individual
sacrifices some individual
inconveniences and realize L crusis
remains a Hot Topic so uh just wanted to
share a quick personal perspective um
because I think I'm the only uh person
on Council right now who does currently
live in a mixed use uh area I'm in what
was firmly uh C2 so a little mix of
small businesses residential uh light
industrial I'm right close to a salon
Etc and a few years ago a local
restaurant uh expanded their operations
and opened a drive-thru location um
right near my house and I I felt that
the traffic did really increase in my
neighborhood um especially when people
were using my street as a bypass to get
around the traffic block and yeah no lie
I rolled my eyes at that occasionally
because it was a personal
inconvenience however when I weigh that
against the benefit that we get not just
of a local small business getting to
expand local jobs um this is a this part
uh business is a really great partner to
the city and I am able to walk easily
from my house and go get a burrito and I
do that on the regular so yes there are
some personal inconveniences that I feel
and yet I see the greater benefit to the
community and it is absolutely worth it
so um councelor McClair I wanted to
thank you for reminding me about that
sorry you had a look of true fear in
your eyes as I'm saying um so yeah just
a just a little food for thought pun
totally intended and I will probably get
a burrito later thank
you councelor current thank you um I I
will go I guess in order of things that
that seem to be coming up um I I when
the folks asking for a Citizens
police uh Advisory Board oversight board
some version of that came forward before
I was in support and I remain in support
of that because I do think that anything
we do to
positively uh improve it to to to affect
Community Police relations Is is
powerful so I I remain in support of us
having that conversation
um and to the second part also welcome
to the dogs dog I assume to the to the
McLure family um I'm very excited for
you and and so happy that you had a good
experience at the shelter and I can't
wait and also I I will happily like
sneak hot dogs into your house next time
I visit if that's whatever it takes to
win over your dog as I do
um uh to the to I think the question of
of realize my understanding and again
all of these local election act and uh
City
Charter things were passed um through
various sort of avenues of of discussion
well before my time on on Council but I
do I have do remember the n a number of
different things that have that have
gone through these
processes um I I Echo what we heard from
public comment that is you know when
someone asks you to sign something you
should certainly um put a lot of thought
into what that means when you're signing
it and um I I trust that the voters of
Las cruus do that so so I'm I trust that
all of that Community input has been has
been weighted as as as is appropriate um
in accord with both our our municipal
code and the charter and the local
elections act um and I appreciate our
our city clerk and County and City
attorney for working through all of this
stuff which again we we don't have an
influence on that these are things that
are written already in code um but I
appreciate you all Fielding questions
and figuring out how to do those things
um at to the to the best and maximally
to produce sort of Dem Democratic
processes that work um so I I support
you all in your in your administration
of
that um and I trust the people of Las
cruus to to be thoughtful as they
approach something like zoning as they
have throughout this time and but I
would also just sort of I right before
so to to those specific things but to a
more General conversation that I think
um people are alluding to that I I am
really interested in at St Patrick's Day
I was just listening to a really
powerful podcast about all of the I'm uh
my family is is were immigrants from
Ireland I was listening to a podcast
about all of the Nazi resistors during
the runup to World War II who were Irish
doing Irish folks who were who were
throughout the European continent um
fighting against uh Nazis at every at
every turn Bletchley plark um in Fr
working with resistance folks there
getting soldiers care uh and it just
made I just thought it was an
appropriate honor to the people of
Ireland my my ancestral lands um where
again they were we immigrated from um as
huddled masses some years ago and it
also makes me think of today and I and
and I think the idea of the village the
villagers is a really powerful one uh
and while we don't often talk about it
because we have a published agenda we
have our our our things that we're
working on all the time at a local level
I do just want to sort of speak to the
fact that all of us up here are thinking
about how
democracy uh Works how it happens in
action what our commitment is it is to
it how we can resist various forms of
Oppression that might be happening um
right before our eyes either personally
or in the ways that in doing our job as
City councilors best or using our space
that we have to speak out in the best
ways that we possibly can against things
that are deeply wrong that are happening
um in in our country right now uh I I
I'm going to ask all of you for for St
Patrick's Day to perhaps channel the
spirit of Irish resistance um which is
powerful and I mean you can Channel
other Irish spirits too as is in honor
of the day but um in thinking about how
we move forward together to make Las
Cruses the best place it can possibly be
to protect the residents of Las cruus
and and do our best by by um our jobs so
that's it Irish
resistance thank you councelor Flores uh
thank you um I'd like to comment on the
realized Las cruus uh concern that
people have and
um and I you know this is my eighth and
last year on city council but before I I
decided to run for city council um
Sharon Thomas who was a um who held uh
District Six at the
time and she's a good friend and uh she
uh was you know very enthusiastic about
the changes and then you know uh we have
realized came about and um and it's been
around for several several years and um
back in the day we used to have uh we
used to have these forums where
everybody would come together and and uh
people would vote by putting up a a
Post-It on a board regarding a certain
change or a certain way to do things at
any rate
um I think that uh we have to look at
the greater good and uh and I think that
some of the concerns that people have um
I mean with all due respect um things
just can't be the way that we want it to
be sometimes we can't uh you know we we
you know I mean I would have liked to
have been a lot taller but there are
certain things certain things that you
can't change but I think think we have
to change our attitude in so far as
what's you know for the whatever is good
for the greater good best for the
greater good so um you know I and they
do have a remedy and um and one of the
uh one of the people who are one of the
persons who's really against that was
actually featured in the bulletin last
Last Friday uh door knocking uh so they
do have that recourse and we'll see what
what happens but um I I'm
really
um I guess I'm just disappointed that
some people are just so
um so scared I mean it's like they're
afraid that you know this horrible thing
is going to happen and I want to thank
uh counselor Graham for explaining how
you one adapts to certain things it's
not as if they're going to open a prison
across the street um or you know
something horrible at any rate
um you know it's for the greater good

RIS yeah I'd like to also mention about
the Mr the Metropolitan Redevelopment is
uh something that I'm excited about I'm
happy for thank you Council for
approving thank you staff for working on
it the community involvement what we
want is better what we want is
Improvement what we want are things that
have been neglected to be improved and
and that's that's what we want so when
we talk about those areas that's what
we're talking about when we're talking
about the realizes it's also to improve
and get better for something that was
outdated and to move forward and have
some flexibility and creativity so that
this community can Thrive when we're
talking about our Police Department when
we're talking about a review board or
things those are things that we can look
at and address for improvement but again
there's a lot of data to still collect
there's 150,000 calls that our Police
Department goes on on a yearly basis
there's a lot of data there there's a
lot of good calls we have a few we're
not perfect we're not 100% but I
guarantee you this Police Department
gives you 100% and I thank them for that
so there's still a lot of things to
consider and to move forward with I'd
like to go back to the presentation with
Mark Aranda I'm so proud of him but the
one thing I'm proud of most of all is
that Mark is a baseball enthusiastic
individual and before he even was
recognized he's sharing with me the
uninterrupted play in our community this
community lost crues I grew up here and
I understand this is a base Bas and
softball community so when our play is
interrupted it's a it's a chaotic place
it's a it's a place where you're taking
away our our uh reason to live and
breathe in this community so I wanted to
make it publicly notice that we are
working on that we're getting those
light poles fixed again something that
has been neglected something that has
been overlooked but it's a safety issue
we want to make sure that our youth in
this community is safe when they're out
there playing ball and it's going to
take some time but they're working on it
I can guarantee you parks and wreck
Public Works facilities the city
manager's office everybody's on this to
make sure that we get our activities
back in place for our community and
again I go back thanks Mark for not
taking advantage of having the podium
and and really speaking on how he feels
about play uh being interrupted in Lost
cruises I share the same I share the
same feelings with him and I just want
to say we're working on it we're going
to expedite and we're going to do
everything we can uh to get that going
and with that um I'll give it to our
acting city manager Sonia

mayor members of council Sonia Delgado
assistant city manager sitting in for
Connie tpeo our city manager have a few
items um and I'll start with the
comments that mayor just made regarding
the light polls the sport lighting polls
over at on Hadley we are working quickly
U mag ballpark all the light poles are
down at this moment uh we've already
moved on over to pause baseball field so
the team is now working on getting the
mag ballpark Fields ready for play for
day play um hopefully by March 26 so we
will get that rolling uh the team has
been working quickly to take care of
these because we all understand those of
us that are from here we all play ball
somehow some way we were at the ball
field field and so this is very
important to us and we are working
extremely hard and quickly to get this
taken care of so we'll we'll have more
updates as they continue to roll in I'd
also like to add that our very own city
clerk Christine Riva will be
participating in the 2025 Sunshine week
by joining a panel at NMSU next week to
discuss the inspection of public records
act apra oh this week my
fault congratulations thank you
also like to say Kus is beautiful will
be hosting a Community Tire dump on
Saturday March 22nd from 8:00 a.m. to
noon that will allow residents the
opportunity to dispose of used tires at
the following locations East Mesa
Recreation Center 5589 Porter Drive and
Young Park at 850 South Walnut kcb will
also be hosting an amnesty weekend March
29th and 30th from 800 a.m. to 3:00 p.m.
